The chief security officer of Punjab Chief Minister Shahbaz Sharif, Major (retd) Muaaz, was injured as an explosive device went off near his house in Karim Block area of Iqbal Town in Lahore in the night of July 4, reports Daily Times. Sources said Major (retd) Muaaz was leaving his house in Karim Block vehicle when a device dropped from beneath the vehicle. His neighbour said that a minor servant picked up the device and gave it to Muaaz’s sister, who called him (Muaaz) on the phone and said that some part of his car had fallen down. On his return, Muaaz was given the device, which exploded when he dropped the bomb while he was examining it. He received injuries on his legs and back, while his car and another vehicle parked in the street near his house were damaged.

Militants fighting Indian rule in Kashmir and US-led foreign forces in Afghanistan are brazenly raising funds and recruiting potential fighters in cities and towns of Pakistan, reports The Express Tribune. Al-Badr, a breakaway faction of Hizbul Mujahideen, organised a two-day ‘Shuada Conference’ in the Swan Adda area of Rawalpindi on July 8 to seek recruits and raise funds. The group’s chief Bakht Zameen Khan told 1,000-plus supporters at the conference that his commanders have sought resources to keep the ‘jihad’ going in Kashmir and Afghanistan. “Our commanders in Kashmir and Afghanistan say they will carry out big attacks if they are provided with resources. They have the spirit but they are facing a shortage of supplies.” The group’s supporters from Punjab, Khyber Pakhtunkhwa and Azad Jammu and Kashmir attended the conference where Gulbuddin Hekmatyar’s Hizb-e-Islami Afghanistan (HIA) and Al Badar Mujahideen had set up stalls to sell propaganda CDs and ‘jihadi’ literature.

Unidentified militants killed eight security personnel at an Army camp near Wazirabad town in Gujranwala District of Punjab on July 9, officials said, hours after a protest march of the Difa-e-Pakistan Council (DPC) passed through the area, reports Daily Times. The encampment was attacked from a bridge over the river Chenab. Hours earlier, thousands from the DPC coalition of right-wing groups crossed the bridge on a "long march" from Lahore to Islamabad to protest against the reopening of NATO supply routes to Afghanistan. "At least seven security personnel, including a police official, embraced martyrdom and five others were injured due to firing by unidentified assailants near Wazirabad," the military said in a statement. However, the number of dead reached eight when one of the injured soldiers succumbed to his injuries. A military rescue party had camped by the Chenab to look for the body of a pilot missing in a helicopter crash in May, the statement said, and the camp came under attack from a bridge.

Three persons including a female were shot dead by unidentified assailants inside their home at Tajpura Scheme area under Ghaziabad Police Station Lahore District in Punjab on July 10, reports The Nation. Police investigators said the victims, yet to be identified, were asleep when some unknown gunmen barged into the home and opened indiscriminate bullets on them. Subsequently, two persons including a woman died instantly whereas third person succumbed to his injuries at hospital. According to a neighbour of the victims, few armed motorcyclists approached the home at Tajpura and sprayed bullets on sleeping family members. “They along with their killing weapons fled the scene within no time,” he added.

At least six militants on July 12 struck a commercial bank branch under Kot Lakhpat Police Station area in Lahore, the provincial capital of Punjab, in broad daylight and fled away after looting PKR two million, reports The Nation. A police officer believed that all the six persons were militants linked with the Tehreek-e-Taliban Pakistan (TTP) and the investigators are repeatedly examining the video footage taken from the CCTV cameras. The modus operandi suggests that the same gang is behind all the bank dacoities that have taken place in Lahore during the last couple of months, the officer added. Sources said that the bank robbery is 17th such incident since April 2011 because the Police investigators have miserably failed to make any breakthrough in all such cases.

Militants on July 12 (today) shot dead nine Police and prison staff and wounded three others after storming a building in Ichhra in Lahore in Punjab where they were sleeping, Police said, according to The News. The attackers arrived on motorbikes and targeted a building in the densely populated area of Ichhra, where up to 35 Police and prison staff were living, mostly officers from the Khyber Pakhtunkhwa who were in Lahore for training. "The gunmen came early in the morning, entered the building and opened fire," Lahore Police Chief Aslam Tareen told. There was no immediate claim of responsibility.

TTP claimed responsibility of July 11 attack on Ichra complex in Lahore in which nine trainee jail staffs were killed and two others injured. “The attackers were 10 in number, riding on three motorbikes and a car. (They) entered Rasool Park Ichra from Ferozpur Road and managed to escape toward Multan Road after the assault,” eyewitnesses said. “The assailants were armed with hand grenades, AK-47 guns and pistols; they distributed themselves into three groups and reached all floors of the building,” Inspector General of Punjab Police Haji Habib-ur Rehman said after visiting the scene. The Jail Department had rented the building since 2007 to house trainees, he said. Currently, 32 Khyber Pakhtunkhwa Jail staffers were residing in the building, Haji Habib added. Earlier reports said those killed were trainee Police officers. It was the second deadly attack on security personnel in Punjab in four days, as Police have been increasingly targeted throughout the country.

According to Police, six handmade toy bombs packed in a shopping bag were found on a roadside around 100 yards from the Borstal Jail. The Bomb Disposal Squad defused the devices. Madina Town Police superintendent said the bombs contained six kilogrammes of explosive material. He said it could be a terrorism plot to target the nearby Borstal Jail or Police investigation cell, which was foiled.

According to the rules, the Federal Government issues licenses to explosive material manufacturers after receiving verification reports from the assistant commissioners of the respective areas. In an initial report prepared by the local administration and police, there were four main stores of explosive material in Rawalpindi District – Murree, Taxila, Wah Cantonment and Gujar Khan. To detect more outlets, the CDGR has formed teams who will submit their report within a month to District coordination officer, who will then send it to Home Department. These teams will also prepare a report about other chemicals being used with explosive material for conducting the terrorist activities. The home department has also asked the CDGR to share the information with Counter-Terrorism Department of Punjab Police.

In a coordinated move, the Balochistan Government has also decided to launch a crackdown against ‘criminals’ on its side of the border. Arrangements have been finalised for an operation against the secretly-run training facilities – locally known as Farari camps – in Rajanpur District, according to a source. Punjab Police, aided by other law-enforcement agencies, would conduct the operation. Rajanpur borders the troubled Dera Bugti District of Balochistan. The presence of Farari camps in the mountains of Rajanpur was confirmed in a confidential intelligence report. At these camps, insurgents are trained in the use of heavy weapons, including rocket launchers and hand grenades.

Punjab Home Department on July 15 sought a detailed report of explosive material manufacturers in the District after receiving intelligence reports expressing fear that the material may land in the hands of the terrorists, reports Dawn. Sources said that the Home Department asked the City District Government Rawalpindi (CDGR) and local Police to conduct separate inspection of the outlets of explosive material manufacturers and check their record of current and previous years. The teams would check the quantity of the explosive material lying in the store and verify the record while checking the details of the people/parties who bought it from them. They added the move was launched after receiving reports that the terrorists might be able to buy the material from the outlets. Sources further said the local police had also been directed to keep a vigilant eye on the transportation of explosive material and added that it had also been directed to check the record of fireworks manufacturers who purchased explosive material from the main stockiest.

The resident not only refused to have the vaccine for his children but also broke the nose of a volunteer. The family members of the man also claimed that the immunisation campaign was a conspiracy by the West to reduce the population of the country. Hamaish Gul, a relative of Khan, said he also did not believe in vaccination because he had learnt that it came from abroad. “Vaccination is a conspiracy of the West and it makes a person impotent or diminishes his fertility. The West wants to decrease the population of our country. No child is born without the will of God, so we should not use these things. I have 12 children and all of them are healthy,” he said.

Those detained belonged to Ahl-e-Sunnat Wal Jama’at (ASWJ), Sipah-e-Sahaba Pakistan (SSP), Tehreek-e-Jaffaria, Lashkar-e-Jhangvi (LeJ), Sipah-e-Muhammad Pakistan (SMP), Islami Tehreek Pakistan (ITP), Jama’at-ul-Ansar (JuA) and Jama’at-ul-Furqan (JuF). Well-informed sources in the Central Police Office (CPO) revealed that special teams comprising senior officers at the district level have been constituted and the clamp down has been ordered against over a dozen banned outfits. The clamp down on seminaries of banned outfits and located in the sensitive areas of the province, is said to be part of the Police deterrence campaign to identify, monitor, and hunt down the militants, officials claimed. Addressing a media-conference, City Police Officer (CPO) Multan, Deputy Inspector General (DIG) Amir Zulfiqar Khan said the accused got training for terrorist activities from Afghanistan. He told the conference the arrested were planning a large-scale terrorist activity in Multan but were caught by the Police beforehand. He informed the media personnel that the militants wanted to target Police Lines, Multan and office of CPO Multan. Shahzad Afzal, the younger brother of the victim said, “Two days after my brother was kidnapped, I received a phone call from the kidnapper. And they have been making phone calls after about every week and negotiating on their demand,” adding, “During the first telephonic contact, the caller identified himself as a member of the TTP and said Iftikhar was in their captivity. The kidnapper also asked me to arrange PKR 20 crore for the safe release of my brother. However, negotiations continued with the kidnappers and they reduced the ransom money to PKR 5 crore during the latest telephonic talk that took place on July 17, 2012.”

Punjab Inspector General of Police (IGP) Haji Habibur Rehman said on July 31 that the terrorist incidents took place in Wazirabad and Lahore reflected that we (Punjab police) cannot control terrorism, reports The Nation. However, the IGP claimed to have controlled dacoity, murder and attempt to murder incidents to a large extent. The IGP had devised a special strategy against terrorism, but so far the culprits of Lahore and Wazirabad terrorist incidents had not been traced, he said. “Soon, an operation will be launched against illegal weapons and licensed arms too. To eliminate Thana culture and facilitate the masses with justice at their doorsteps is my top priority. There is no room for corrupt policemen in the department. However crime rate has been decreased by 20 percent during the last six months in the province,” the IGP said while addressing a press conference at police lines in Faisalabad.
