At least 40 persons were killed and 175 others injured when three suicide attackers blew themselves up inside the shrine of Lahore’s patron saint Syed Ali Hajwairi popularly known as Data Gunj Bakhsh, at about 11 pm (PST) in the night of July 1, according to Daily Times. The death toll was expected to rise further as the compound was jam-packed at the time of the blast due to the special prayers that are offered every Thursday night in the shrine. Police say the bombers had used 10 to 15 kilogrammes of explosives in each blast along with ball-bearings. Police sources confirmed that the city administration had been receiving threats about such an attack for the last one year. Police had beefed up security at the shrine, but the attackers managed to enter the compound undetected.

Following the information relayed by the Interior Ministry, sources said, Punjab Chief Minister Shahbaz Sharif also called an important meeting of high-level officials to review the security arrangements in place in Punjab. Moreover, a number of intelligence agencies also communicated to the authorities concerned that they had received reliable intelligence information about terrorists planning to carry out attacks in Punjab, targeting Lahore in particular, the sources added.

Lahore Police on July 2 arrested 17 alleged militants, including the masterminds of the attack on Ahmadi worship places in Model town and Garhi Shahu on May 28 from various areas of Lahore, according to Daily Times. The two masterminds were arrested on their return from Datta Khel area of North Waziristan. Sources said that Police recovered a huge amount of arms and ammunitions and at least 20,000 kilogrammes of explosives, 100 assault rifles and 18 suicide jackets from various areas of the city.

Protests were held in Lahore against the attack. More than 5,000 people staged a protest rally in Lahore after Friday prayers and similar demonstrations were held in other cities across the country. "America is killing Muslims in Afghanistan and in our tribal areas (with missile strikes), and militants are attacking Pakistan to express anger against the Government for supporting America," said Zahid Umar, who frequently visits the shrine.

The Law enforcers neutralised the network of a terrorist group named ‘Fidaieen’, arrested its four cadres and recovered a list of expected targets in Lahore from their possession. According to sources, the list recovered from terrorists also carried names of a few important personalities of the province and important installations. The sources said that law enforcers have also recovered 1000-litres of chemical, 90 hand grenades, 400 detonators, 26 walky-talky wireless sets and 24 uniforms of Elite Police Force (EPF) from their possession.

"We are not responsible for these attacks, this is a conspiracy by foreign secret agencies, you know we do not attack public places," Azam Tariq, a spokesman for the TTP told AFP by telephone from an undisclosed location. "We condemn this brutal act. Our target is very clear and we only attack police, army and other security personnel," he added. No one so far has claimed responsibility for the attack in Lahore.

The Punjab Government was informed of possible terrorist threat to mosques and shrines in the province, Interior Minister Rehman Malik said, Daily Times quoting a private TV channel reported on July 3. The interior minister rejected the comments made by Pakistan Muslim League-Nawaz (PML-N) chief Nawaz Sharif, that the federal intelligence agencies were not sharing intelligence reports with the Punjab administration. Talking to journalists in Islamabad, Malik said he would resign if it was proven that he has “stopped sharing intelligence with the Punjab Government,” and challenged the Punjab chief minister to resign if proven right. He added that he was ready to face any inquiry and would be pleased, should the PML-N wish to send their people for the inquiry. Malik said it could be possible that Nawaz was not properly informed, adding that Shahbaz Sharif should not distract from the issue.

They were arrested in the suburbs of the eastern Lahore and Police also seized “huge quantity of explosive material and weapons from their custody”, Deputy Chief of Police operations Rao Sardar said. Sardar said the weapons seized included rocket launchers, hand grenades and anti-aircraft guns.

The Punjab Home Department has decided to launch a crackdown on 17 banned outfits in the province and formed task forces at the district level to oversee the operations, Daily Times quoting BBC Urdu reported on July 4. Each task force will consist of CID, Special Branch and Anti-Terrorist Squad officials, while the District Police Officer would supervise the force and report to the Punjab Home Department. Task force officials have been directed to stay in touch with intelligence officials in the districts in order to exchange information regarding the banned outfits. The task forces will crackdown on secret hideouts of these outfits and apprehend their members. They will also trace out financing sources of the organisations. Lashkar-e-Jhangvi (LeJ), Sipah-e-Sahaba Pakistan (SSP), Lashkar-e-Toiba (LeT), Jaish-e-Muhammad (JeM), Sipah-e-Muhammad Pakistan (SMP), Tehreek-e-Jafariya Pakistan (TJP), Tehreek Nafaz-e-Shariat-e-Mohammadi (TNSM), Millat-e-Islamia Pakistan (erstwhile SSP), Khudamul Islam, Islami Tehreek Pakistan, Hizabut Tehreer, Jamiatul Insar, Jamiatul Furqan, Kherun Nas International Trust, Islamic Student Movement, Balochistan Liberation Army (BLA) and the Jama'at-ud-Da'awa (JuD) are the outfits that will be targeted by the task forces.

The Lahore Police on July 5 arrested six militants involved in the May 28 attacks on the worship places of Ahmedis and recovered large quantities of explosives and weapons from their possession, reports Daily Times. Addressing a press conference, Capital City Police Officer (CCPO) Lahore Muhammad Aslam Tareen said that the terrorists identified as Haroon Saeed, Rizwan, Umair, Umer, Javed Alam and Abbas were involved in different terrorist activities, including the attacks at the Jinnah Hospital and Moon Market. He said that police had recovered 18,000 kilogrammes of explosive material, six Kalashnikovs, 21 grenades and 600 bullets, adding that terrorists Haroon Saeed and Rizwan had also been involved in insurgency activities in Afghanistan, while Umair and Umer were acting as facilitators and Javed Alam and Abbas were the owners of the houses where these terrorists were living.

The Punjab Government on July 5 banned 23 militant organisations operating under new names after having been outlawed and directed Police to keep a strict vigil on 1,690 office-bearers and workers of the outfits after including them in Schedule 4, reports Dawn. According to the Provincial Home Department, Jamaat-ud-Dawa (JuD) of Hafiz Saeed has not been restricted like others, but Saeed and his two associates have been barred from travelling abroad. Their accounts have been frozen and they will not be able to get arms licences. Sipah-i-Sahaba Pakistan (SSP), Jaish-i-Muhammad (JeM), Lashkar-e-Toiba (LeT), Tehrik-i-Jaferia (TIJ), Harkat-ul-Jihad-al-Islami (HuJI), Harkatul Mujahideen (HM), Hizbul Tehrir, Lashkar-i-Jhangvi (LeJ) and Sipah-i-Muhammad Pakistan (SMP) had been banned by the Musharraf Government in 2002, but most of them started their activities with new names. SSP was renamed as Millat-i-Islamia Pakistan, JeM as Alfurqan and Khuddamul Islam and TIJ as Islami Tehrik Pakistan and LeT as JuD. Hizbul Tehrir did not change its name.

Intelligence sources said Allah Yar alias Junaid and Qari Ubaidullah were traced through telephonic calls. The terrorists had disguised themselves and come to Lahore from Waziristan. The intelligence reports revealed that three banned outfits, Lashkar-e-Jhangvi (LeJ), Harkat-ul-Jihad-al-Islami (HuJI) and Tehreek-e-Taliban Pakistan (TTP), are involved in recent terrorist attacks across Punjab. According to the reports, LEJ, HUJI and TTP are involved in a majority of attacks of the total 49 terrorist incidents that occurred across Punjab during the last 18 months. Reports said that HUJI ‘chief commander’ and the TTP and al Qaeda ‘operations chief’ in Pakistan, Ilyas Kashmiri, masterminded these attacks. The report further said that 49 incidents of terrorism occurred in Punjab during the last one-and-a-half years, killing 687 people, including 69 Police officials. At least 1,834 people, including 268 Police personnel, were injured in these attacks. 21 of the 49 incidents were traced by law enforcement agencies (LEAs), 37 terrorists were arrested, 24 of the attackers were killed in encounters with Police and 27 suicide bombers blew themselves up during these attacks.

Sources said that Police arrested former SSP ‘chief’ Tanveer and 19 other suspects of the same outfit from Khanewal. The Police also arrested 20 suspects from Multan, 12 from Vehari, six from Bahawalpur and five suspects from Bahawalnagar. In a statement issued from Islamabad, SSP ‘chief’ Muhammad Ahmad Ludhianvi condemned the arrests, claiming that Police had arrested about 170 people belonging to his organisation so far. The crackdown in Southern Punjab was launched to please the US authorities, Ludhianvi added.

Police arrested 39 suspected terrorists from across Punjab, 20 from Multan and 19 from Lahore, as part of a crackdown launched against activists of various banned militant organisations on July 12, according to Daily Times. Sources said that following directions issued by the Interior Ministry, the provincial authorities launched a massive crackdown against activists of defunct terrorist organisations across the province. However, until the filing of this report, over 100 suspects had been arrested across the province. According to police, some of the suspects arrested from Multan had been identified as Anwar Shah, Abdul Baqi, Asid Kamran, Hafiz Mazhar and Aasim. The law enforcers launched crackdowns in different cities, including Sahiwal, Multan, Khanewal, Lodhran, Bahawalnagar, Hafizabad and Gujrat. However, in the provincial capital, different teams of law enforcers launched massive operations in Gulshan-e-Iqbal, Ravi Road, Shafiqabad, Gulshan-e-Ravi, Township, Green Town, Sabzazar, Ghaziabad and Mughalpura. Following intelligence information, large contingents of security personnel cordoned off selected areas and thoroughly searched different houses, the sources said. The attack on a Police vehicle with a timed explosive device in Gujranwala on July 15 spread fear among the personnel of the Federal Investigation Agency (FIA) and Punjab Police, sources told Daily Times, adding that it had been disclosed earlier in intelligence reports that terrorists were planning to target law enforcement agencies’ personnel in the province. The incident took place in the Aroop Police Station area in Gujranwala in the night of July 14. Muhammad Ali, duty officer of the Police Station said that Sub-Inspector Farhat Nawaz, along with other policemen, was on a routine patrol, adding that they had parked their vehicle along the main road to rest, during which the vehicle exploded. Officials at the FIA Regional Office and the Central Police Office (CPO) were terrified, and extremely concerned about their security. The sources said that fear gripped the FIA and Punjab Police officials, while several personnel of FIA’s Special Investigation Unit and Punjab Police’s Anti-Terrorism Squad are avoiding travelling, or preferring to travel in private vehicles with tinted glasses.

Daily Times reports that the Punjab Government has converted the Criminal Investigation Department (CID) into the Anti-Terrorism Department (ATD), established the Punjab Security Board and the Security Implementation Committee. According to the new setup of ATD, the department has seven wings – including the intelligence, operation, investigation, prosecution, research, and analysis, technical and training wings. The responsibility of the intelligence wing would be to collect information on terrorists, extremists, sectarians, militants, as well as leaders and activists of banned organisations. It would also coordinate with sister organisations like the National Counter-Terrorism Authority (NACTA), National Crisis Management Cell (NCMC) and other intelligence agencies, in order to follow up on intelligence reports and to ensure the implementation of decisions taken by the provincial intelligence committee. The responsibilities of the operation wing include the launch of all kinds of operations against militants, preparing an operational strategy regarding absconding terrorists and terrorists handed over to the investigation wing, monitoring and surveillance of banned organizations and the fourth schedule as well as Afghan-trained boys (ATBs). The investigation wing will be responsible for investigating cases related to terrorism, interrogating arrested terrorists, preparing reports, collecting evidence, contacting the prosecution and submitting challans in anti-terrorist courts. The prosecution wing will continue consultations, prepare witnesses, pursue cases until a final decision, review matters relating to the acquittal of terrorists and filing appeals in higher courts. The research and analysis wing will analyze matters relating to intelligence, issue potential terrorist attack warnings, issue predictions about future circumstances, present recommendations regarding policy options and compile profiles of arrested terrorists. The responsibilities of the technical wing will be the collection of phone call record of suspects and detecting their exact locations, monitoring cyber crimes, surveillance through audio and video resources, preparing sketches of most-wanted terrorists and the maintenance of technical equipment. The ATD’s training wing will counter terrorism, arrange courses of orientation, provide training on intelligence, technicalities, cyber crimes, criminal investigation intelligence and training of computerized target shooting. In a separate notification, the provincial government notified the establishment of the Punjab Security Board. The Punjab chief minister will be the board’s chairman, while members will include the provincial law minister, two National Assembly members nominated by the CM, the chief secretary, home secretary and the prosecution secretary, as well as the Punjab inspector general. The Punjab CM also constituted a security implementation committee to counter extremism in the society.

Nisar Ahmad, his brother Muhammad Ashfaq and their friend Bashir Ahmad were sitting outside their house when unidentified assailants, wearing Police uniforms, opened indiscriminate fire on them.
