An Anti-Terrorism Court (ATC) in Faisalabad District on December 1 sentenced two Sipah-e-Sahaba Pakistan (SSP) cadres, identified as Amir Sher Mohammad and Ramzan Abdul Salam, to six years imprisonment and fined them PKR 0.1 million each for possessing and distributing hate material, reports Daily Times. In the First Information Report (FIR) registered against them, the complainant stated that he saw Amir and Ramzan displaying banners and flags of SSP on their stall and distributing hate material against Shias during the International Khatm-e-Nabuwat Conference that was held on October 31, 2015.

Counter-Terrorism Department (CTD) on December 7 arrested Ghalib Ata, Assistant Professor at the Institute of Administrative Sciences of Punjab University, for his alleged association with Hizb-ut-Tahrir (HuT), during a raid in his house in Allama Iqbal Town of Lahore, reports Dawn. Official “Intelligence agencies and the CTD have been directed not to allow HuT to continue its activities,” said official sources. “Ghalib Ata was a clean-shaven young man when he joined the university. But some years ago, the liberal Ata grew beard, joined a religious organisation and took part in preaching tours,” said one of his unnamed colleagues.

The madrassa also has offices in the United States (US), the United Arab Emirates (UAE), India and the United Kingdom (UK), said Imran Amir, an administration official at the seminary. As investigators probe Tashfeen’s possible role in radicalising her husband Syed Rizwan Farook (28), his father hinted that she may not have had to try very hard. “He [Rizwan] said he agreed with (Islamic State/IS 'chief' Abu Bakr) al-Baghdadi’s ideas for creating the Islamic State, and he was obsessed by Israel,” La Stampa quoted Rizwan’s father, also named Syed Farook, as saying.

Commissioner Asadullah Khan during a press conference on December 10 said that educational institutions are on threat alerts and a security strategy has been devised in a meeting with schools’ heads of Multan Division and Security Agencies, reports Dawn. “As there is a background to these threats, we’ve increased the security of educational institutions as we have to fight terrorism,” he said. He said educational institutions would install surveillance cameras and hire trained security guards. He said terrorist elements were using social media to trap the students. He said counseling sessions for students, especially of the BZU, would be held regarding extremism and violence. Regional Police Officer (RPO) Tariq Masoof Yasin said that educational institutions needed to take measures to counter radicalism among students. “Only the head of an institute will take action against the students and faculty members involved in spreading extremism,” he said. He said the police would not take any direct action in any educational institution because of their sanctity. “Action will only be taken if there are intelligence reports or the administration of the institution requests us to do so,” Yasin added.

At least five terrorists were killed in an encounter with the Counter Terrorism Department at Qila Mian Singh area of Nankana Sahib District on December 11, reports The News. According to details, when Security Forces (SFs) reached the spot the terrorists opened fire. In retaliatory firing by the SFs five terrorist were killed, while three managed to flee. The terrorists were identified as Attaullah of Khangarh in Muzaffargarh District, Khalid Muavia of Bhakkar District, Bilal of Multan District, and Awais and Irfan of Muzaffargarh District.

A Punjab University (PU) faculty member, identified as Amir Saeed, and one student, Waqar, were taken into custody by the Lahore Counter-Terrorism Department (CTD) during a raid on university premises for their links with the Hizb-ut-Tahrir (HuT) on December 13, reports Dawn. Saeed is the Assistant Professor of the Institute of Administration Sciences, and Waqar a seventh semester Law College student. Both are suspected of involvement with the HuT, said CTD sources. A three-member bench of the Supreme Court headed by Justice Asif Saeed Khosa on December 14 rejected the review petition filed against the death sentence of Malik Mumtaz Qadri, who is convicted for the murder of former Punjab Governor Salman Taseer, on the basis of non-maintainability, reports Daily Times. The petition was filed by Qadri, who challenged the October 6, 2015, verdict against him. In its remarks the bench said that the court had heard the case from all the aspects and that it was a criminal case. It observed that the blasphemy charge against Salman Taseer could not be proved. Judicial Magistrate Zafar Farid Hashmi on December 14 granted bail to Abid Hasan Hashmi, who was arrested on December 13, 2015, for putting up anti-Ahmadi posters at his shop at Hafeez Centre in provincial capital Lahore, against PKR 50,000 surety bonds, reports The Express Tribune. The magistrate observed that the matter needed to be further investigated. In a statement issued, the Commission said, “Yet another case of a murder convict who is reported to have been a minor at the time of the occurrence has come to light. It is reported that Syed Saqi Shah who was sentenced to death for a 1992 case of sectarian strife in Jhang was only 16 at the time the crime was allegedly committed. His age is said to have been confirmed by a school certificate. Since this claim needs to be confirmed prudence demands that the hanging of Syed Saqi Shah may be put off by the president till his age at the time of the occurrence and correctness of the trial can be established beyond any shadow of doubt.”

Five Tehreek-e-Taliban Pakistan (TTP) militants were killed during an ‘encounter’ with personnel of the Counter-Terrorism Department (CTD) and Police near the Wador within the jurisdiction of Saddar Police Station in Dera Ghazi Khan District of Punjab on December 23, reports Dawn. Sources said that the encounter took place early in the morning when law-enforcement personnel were searching an area near the Wador hamlet. The search was launched on reports that terrorists could strike in the city on Eid Miladun Nabi (PBUH). The sources said that suspected terrorists were trying to escape on a van when they were intercepted by the CTD and Police personnel. People in the van opened fire which was returned and during the gunfight the suspected terrorists were killed. The sources claimed that the militants were working under the TTP’s groups led by Qari Ziaur Rehman, Qari Ibrahim and Umer.

The Counter Terrorism Department (CTD) on December 28 claimed that it had busted a cell of the Islamic State (IS/ also known as Daesh) operating in Sialkot District, and arrested eight suspects, also seizing weapons, explosives and laptops, as well as a large number of compact discs containing publicity material from their possession, reports Dawn. Investigators claimed that the suspects had taken an oath to “overthrow democracy and introduce Khilafat (Caliphate) in Pakistan through armed struggle”. The suspects arrested by CTD belong to different Districts of Punjab, but Sialkot served as the base of their operations. They had already established infrastructure in the district to carry out operations across the country. It was, however, not clear when did the CTD bust the cell. Three of the suspects have received “militant training”, according to documents detailing their interrogation. The operation, the first of its kind in the country, enabled the CTD to break the network and infrastructure of the group anywhere in Pakistan. The CTD has already shifted the suspects to an unspecified “highly secure place”. Interrogations show that the suspects were trying to extend their network to other parts of Punjab through recruitment.

Punjab Law Minister Rana Sanaullah on December 29 said that nine suspects, who were arrested from Daska in Sialkot District on December 28, 2015, by the Counter-Terrorism Department (CTD), have no direct connection with Daesh (also known as Islamic State (IS), reports The Express Tribune. Earlier it was reported that eight suspects were arrested. “Preliminary investigation has found that the suspects had no direct contact with Daesh. They were preaching and trying to get support locally,” he said. According to him, the suspects were trying to become Daesh local representative on their own and were in contact with somebody named Abu Muawia on the social media. “They were also planning to go to Syria.” All those who supported them will be rounded up and interrogated, he added. Meanwhile, a special court gave 10 days physical remand of the nine suspects to the CTD authorities. According to the sources, important maps and other documents have been recovered from the arrested suspects.
