Hafiz Muhammad Saeed, the Chief of Jama’at-ud-Dawa (JuD), the front organisation of the Pakistan based Lashkar-e-Toiba (LeT) on December 2 said that thousands of people will be attending and participating in the congregation starting on December 4, 2014 at Minar-e-Pakistan monument in Lahore District of Punjab Province, reports The Times of India. The Pakistan Government is running two special trains to transport people to Lahore for the terror group's two-day congregation. Pakistan Railways is operating the first train from December 2 from Hyderabad District in Sindh Province, that will arrive in Lahore in the night of December 3. Another train will leave from Karachi and arrive here on December 4. The two special trains will also take the people back to their hometowns on the conclusion of the congregation. The JuD leadership had spoken to railways minister Saad Rafique for his permission to run special trains for its congregation. Spokesman for the country's railways Rauf Tahir said there had been a "uniform policy" to run special trains on the request of political and religious parties. "The railways has a uniform policy for everyone. Pay and hire a train. Two special trains will be run for JuD congregation but not free of cost," he said.

Unidentified armed assailants on December 3 opened fire at the residence of Shahbaz Gormani, a lawyer defending a university lecturer accused of blasphemy, and dropped a letter warning him to withdraw from the case in Multan District, reports The Express Tribune. However, Gormani escaped unhurt. Gormani had been appointed defence lawyer in the case after gunmen shot dead Rashid Rehman, a defence counsel for Junaid Hafeez. Hafeez, a lecturer at Bahauddin Zakariya University, was accused of making derogatory remarks against the Prophet Mohammed in March 2013. “Gunmen riding motorbikes fired indiscriminately outside the residence of Gormani and threw a pamphlet… warning him of serious consequences if he continues to pursue the case,” senior Police Official Muhammad Salim said.

According to unnamed officials, one of the four terror suspects who had undergone plastic surgery in an attempt to escape overseas from Lahore International Airport was arrested on December 7, reports Daily Times. The Security Agencies had received a tip off about four terrorists trying to escape overseas from Lahore International Airport. As a result, the security at the airport was tightened. According to the sources, the four wanted terrorists were involved in some major terror plots and were attempting to escape abroad. The terrorist had not only undergone plastic surgery but had also re-issued their passports and national identity cards with different names and photographs.

According to a document, marked ‘secret’ and bearing the subject, ‘threat alert’, which was submitted to the Punjab Government on December 8 warned the Punjab Government that a group of activists from the Islamic State of Iraq and Syria (ISIS or Islamic State-IS), also known as ‘Daish’, are currently in Pakistan, reports Dawn. The document read that certain Daish leaders from the Middle East are said to be travelling between Lahore, Multan and Rahimyar Khan Districts. According to the document, intelligence agencies believe that they are being supported by members of Jundullah, a terrorist outfit that has already pledged allegiance to IS leader, Abu Bakar Al-Baghdadi. The document, which was sent to Regional Police Officer (RPO) Rawalpindi Akhtar Umar Hayat Laleka and other senior Police Officers across the Province, names Zubair Al-Kuwaiti, who is believed to be from the Middle East, and warns local law enforcement to beef up vigilance at entry and exit points to try and capture the suspects before they have a chance to activate their network inside Pakistan.

Tehreek-e-Taliban Pakistan Punjab Chapter (also known as Punjabi Taliban) chief 'commander' Qari Asmatullah Mauwiya on December 8 safely attended his father’s funeral prayer in a remote village near Katcha Khu in Khanewal District and openly left the village despite tight police vigilance and security measures, reported The News. Pakistan Tehreek-i-Insaf (PTI) leader Imran Khan was booked under terrorism act for allegedly inciting violence against Punjab's former law minister Rana Sanaullah during a rally in Faisalabad, reports Times of India. The case was registered on December 9 after Sanaullah said that Imran and other people incited the attack at his place after a person was killed in clashes during the protest on December 8. The case has also been registered against Pakistan Muslim League-Awami chief Sheikh Rashid, other PTI leaders Shah Mehmood Qureshi, Arif Alvi and Asad Umer as well as hundreds of unnamed protesters.

Punjab Chief Secretary Naveed Akram Cheema on December 10 said polio teams will be provided with foolproof security for making the ongoing polio campaign successful in the province, reports The News. He was chairing a meeting for the provision of security to polio teams. Home Minister Shuja Khanzada, Home secretary, IGP, Commissioner, Information secretary and DCO were present. The chief secretary said all possible steps are being taken for making Punjab polio-free province and security is being provided to polio teams. He said the duration of campaign has been extended from three days to five days. He said compared to other provinces there are security problems to polio teams only in some sensitive areas of Punjab and a complete security has been provided to them in these areas. He said two constables have been deputed with every polio team in Punjab.

The Punjab Home Department is reported to have warned the Provincial Police Force that some Chechen and Uzbek militants who left Waziristan in the wake of the Zarb-i-Azb military operation are trying to join the Islamic State militant group in the country, Dawn reported on December 11. In a letter to Divisional Police Chiefs, Intelligence Agencies and the Counter-Terrorism Department of Punjab, the Home Department said there were reports that some militant groups of Pakistan were joining the IS, also known as ‘Daish’, because of its anti-Shia policies. But it also revealed that there were groups which were resisting the IS. The letter said there were some intelligence reports that the ‘Salafi’ groups were inclined towards ‘Daish’ which might be seeking support from jihadi outfits and militant groups. The Home Department has directed law-enforcement agencies to keep an eye on individuals associated with banned outfits and their activities.

Police on December 13 foiled a major terror attack by killing at least four Tehreek-e-Taliban Pakistan Punjab Chapter (also known as Punjabi Taliban) militants in Muzaffargarh District, reports Dawn. The militants belonged to Abu-Ubaida group of Punjabi Taliban. Two Police Officers were injured in the exchange of fire. The Police recovered heavy weapons and explosives, including four suicide jackets, 12 rockets, 40 hand grenades, 328 kilogram of gun-powder, from their possession. “We received information from intelligence officials about the movement of militants in the area. The gunfight started when police signaled a car to stop for checks and militants fired at the cops, “ Rai Zamir-ul-Haq, Police Chief in the District said. “By seizing such large quantity of weapons and explosives and killing these militants, we have foiled a major attempt of terror in the region. There were confirmed intelligence reports that the militants were planning major terrorist attacks in Multan and Muzaffargarh cities,” Haq said.

At least 14,115 persons have been acquitted in terrorism-related cases by the Anti-Terrorism Courts between 2008 and 2012 while some 10,387 people booked in similar cases were granted bail during this period, according to the data compiled by Federal Ministry for Interior to formulate National Internal Security Policy 2014-2018 reveals, reports The News on December 19 (today). The policy says that the criminal justice system is ill-equipped in dealing with the internal security threats. Inability to successfully prosecute cases of terrorism remains a matter of serious concern. Also, the absence of basic investigation and case preparation skills of Police results in lack of convictions by the courts. There were at least 35,106 under trail prisoners in terror cases in the country while some 28,325 have been challenged by Police. The document says that there are 1,175 pending investigations while of the total 13,053 registered terrorism cases, 6,661 have been decided. The data says that there are 48 Anti-Terrorism Courts in the country with 14 in Punjab, 11 in Sindh, 11 in Khyber Pakhtunkhwa (KP), 2 in Islamabad and 10 in Gilgit-Baltistan (GB). Total cases under anti-terrorism laws registered in the country from 2008 to 2012 were 13053. Most of them, 4627 cases were registered in Sindh (1810 under trail and 1809 decided cases); 3372 in Punjab (1560 under trail and 2485 decided) 2975 in KP (1417 under trail and 1261 decided) and 2001 in Balcohistan (557 under trail and 980 decided). In Islamabad 78 (25 under trail and 42 decided) cases were recorded and some 311 cases are under trial in GB while 84 have been decided.

Their execution is pending due to the decision on mercy appeals filed with President Mamnoon Hussain. The convicts involved in terrorism cases belong to the Lashkar-e-Jhangvi (LeJ), Sipah-e-Sahaba Pakistan (SSP) and Sipah-e-Muhammad,” they said. The sources revealed that over a dozen terrorists involved in the terrorism cases would be executed in Multan Central Jail after the completion of the process. “The lifting of ban on death penalty requires at least one-month process to implement the execution. The prisoners on death row having the Presidential stay after rejection of their mercy appeals will be hanged early,” they added. Also, it was reported that the Punjab Government is likely to get at least 80 top terrorists executed in coming days after it sought details about all condemned prisoners who had been awarded death penalty by various courts in the past, reports Dawn. At present, there are over 530 condemned prisoners in all Punjab jails that include around 80 terrorists of banned militant organizations/groups who were awarded death sentence under murder and terrorism charges by Anti-Terrorism Courts, it is learnt. “These terrorists (about 80) fall under extremely high-profile category in the list of 530 culprits awarded death penalty. Their execution was halted after all of them filed mercy petitions before the president, who under the law is empowered to cancel such punishment,” an official said on the condition of anonymity. He said that since the Government looked to be serious to execute at least the top terrorists in the phase-1, the Home Department had sought urgent details from the quarters concerned in this regard in view of the Government’s decision.

Aqeel was a former member of the Army’s Medical Corps and was among the seven people convicted for their role in the attack on Army Headquarters in Rawalpindi on October 10, 2009. Mehrban had been convicted for his involvement in the attack on former President Genera (retd.) Pervez Musharraf on December 25, 2003 in Rawalpindi District. Security had been tightened at Faisalabad’s central and district prisons ahead of the executions. The black warrant for Dr Usman was signed by Army Chief General Raheel Sharif on December 18, 2014. The Government gave the go-ahead to all Inspector General's to execute 22 prisoners on death row for terrorism-related acts. An official said prison chiefs have been asked to further proceed with the 22 cases cleared by the Interior Ministry for execution. “With the addition of these prisoners, the number of those to be executed has now reached 85,” the official said. The mercy pleas of the 22 prisoners were rejected by then President Pervez Musharraf. “The law wing of the Interior Ministry is now looking into 378 more such cases,” the official added.

Shazia Parveen, a resident of Khairpur Deh village near Qaimpur in Hasilpur, had been taken into custody four days back after a mobile phone SIM on her name was allegedly recovered from a terrorist who had attacked the Army Public School. On her information, a mobile company franchise dealer in Hasilpur, Rizwan Arshad, was also arrested. Both of them had been shifted to an unknown place where they were interrogated for several days. It was learnt that both the arrested suspects expressed their ignorance of how the SIM reached the terrorists. Sources in the know of things said both of them told the LEA personnel that the Sim was activated by some Nadra officials who visited the place in their mobile van. They told the agency that they had no role in handing over of the disputed SIM to any terrorist.

The Quick Response force has also been deployed at the central jail and were patrolling the area on a regular basis throughout the day. According to sources in the jail, four high-profile terrorists are expected to be hanged anytime after the jail administration receives death warrants from the court. Convict Muhammad Zahid, who was involved in an attack on a sensitive building in Multan District could be hanged anytime, sources added. Ishaq has been detained for the past six months. The Home Department detained him on July 4, 2014 under the Maintenance of Public Order (MPO) law for inciting violence through hate speech. He said six Superintendent of Police (SPs), 35 Deputy Superintendent of Police (DSPs), 83 Inspectors and 5000 Police Officials would be deployed for the security of celebrations and churches on December 24-25, 2014. He said the security plan had been divided into three categories; A, B and C. There were 153 Christian settlements in the Lahore city. As per media reports, Justice Arshid Tabassum of LHC’s Rawalpindi bench took up miscellaneous petitions for hearing in respect of death convicts. Laiq Khan Swati, counsel for Adiala jail prisoners on death row including Ahsan Azim, Asif Idrees, Omar Nadim, Kamran Aslam and Aamir Yusuf took up the plea during the course of hearing of petitions that military court cannot court-martial civilians, and despite this his clients were convicted and sentenced by military court against the law of land. He said neither they were given the right to hire services of any lawyer nor were they provided any judicial document during the currency of this case. The court heard the stance of the petitioner, sought the details of all the prisoners on death row and summoned reply from Federal and Provincial Governments till January 12, 2015. The court has suspended execution of these five death convicts till the next hearing of this case. The Sindh High Court suspended the black warrants of two inmates citing that the proper legal procedure was not followed. The suspension of the warrants came after the SHC heard appeals filed by the families of these inmates.

The LHC Rawalpindi Registry suspended the death warrants of five persons convicted by a military court for their alleged involvement in attacking armed forces personnel in Gujranwala and Gujrat Districts of Punjab. The five convicts include Ehsan Azeem, Asif Idrees, Amir Yousaf, Kamran Aslam and Umar Nadeem. Currently, they are detained at the Kot Lakhpat Jail in Punjab's provincial capital Lahore. Soon after the court orders, the Federal Government filed the application that was fixed for hearing. On Monday, the same court directed the military authorities to provide trial documents to the convicts on December 24, 2014, when the court resumes the hearing.

The petition was pending adjudication since 2012 when US Under-Secretary of State Wendy Sherman stated that the both JuD leaders carried USD 10 million and USD 3 million head money, respectively. However, the petitioners, through their counsel, submitted the JuD was a charitable organisation and had no nexus with any banned outfit.

Intelligence Agencies after tracing a suspicious call on December 25 carried out a raid in Farid Colony near Kot Lakhpat area of provincial capital Lahore and arrested three suspected terrorists, including two women, who were allegedly planning to attack the Central Jail Kot Lakhpat, reports The Express Tribune. During the raid, the Intelligence Agencies personnel also found in upper portion of the house a rocket launcher, uniform of the armed forces, bow and arrows, latest weapons, maps of the central jail as well as other documents. “Women were to be used in the jail attack,” one of the sources said, adding that the suspects were moved to an unknown place for interrogation. Later, the Security Forces (SFs) carried out raids on indication of the terrorists.

According to official statistics as many as 56 more prisoners, including 11 convicted on terrorism charges by military courts, are likely to be hanged after rejection of their mercy petitions by the President of Pakistan, reported Dawn on December 27. Of the 17 prisoners convicted in terrorism cases by military courts and imprisoned in Provincial jails, six have been hanged in Faisalabad District Jail so far. Through an Anti-Terrorism Court (ATC) in Lahore issued death warrants of two more condemned prisoners convicted on terrorism charges, jail sources claimed no such warrants were received by Faisalabad District Jail officials. Official statistics available show that as many as 5,722 condemned prisoners, including 43 females, are languishing in 32 Provincial Jails out of which 56, including one woman and 11 convicted by military courts in connection with terrorism, are awaiting executions. There are 455 condemned prisoners whose appeals are pending with the President, while appeals of two others are in the army’s General Headquarters (GHQ) and of one prisoner is with the Federal Shariat Court. There are some 897 condemned prisoners, including four females, whose appeals are pending with the Supreme Court, while appeals of 4,273 male and 38 female prisoners are pending with the high court.

Top security agencies are drawing up a list of militant organisations that will be banned as part of the new anti-terror strategy approved recently by the civil-military leadership in the wake of the December 16 attack on Army Public school in Peshawar, the provincial capital of KP, The Express Tribune reported on December 29. According to the list, the Islamic State (IS), known as Daish in Arabic – a militant outfit that has made significant strides in parts of Syria and Iraq – is likely to be proscribed in Pakistan. Despite denials from the Federal Government, the Islamic State is believed to be engaged in a recruitment drive in Pakistan. One intelligence report suggested that the militant organisation is trying to establish its network in Balochistan, which is already in turmoil due to insurgency. Although there is no clear evidence of the IS’s presence in the country, wall-chalking supporting the militant outfit has recently appeared in several major cities, including Karachi, Lahore and Peshawar. Earlier this month, the Foreign Ministry said the Police had arrested some people linked to the IS graffiti in various cities. Also some members of the religious right, including Lal Masjid chief cleric Maulana Abdul Aziz, have publicly supported the IS agenda.

Lashkar-e-Toiba (LeT) 'commander' and the mastermind of 2008 Mumbai terror attacks (also known as 26/11) Zaki-ur-Rehman Lakhvi was arrested on December 30 in 2008 kidnapping case of Anwar Khan who refused Lakhvi to join him in jihad (holy war), reports The Express Tribune. His arrest was made a day after Islamabad High Court (IHC) had suspended his detention order. The complainant in the case is one Muhammad Dawood who said that his brother-in-law, Anwar Khan was kidnapped by Lakhvi and his accomplices when he refused to join jihad, and is missing since then. The complainant had not reported to the Police when the incident took place because he alleged that Lakhvi had threatened that he would kill Anwar if he registered a case. According to details, Lakhvi was granted bail on December 18, 2014 by an Anti-Terrorism Court (ATC) but was immediately detained by the Islamabad administration under Section 3 of the Maintenance of Public Order (MPO). Subsequently, he challenged his detention in the IHC, which on December 29, 2014 granted him conditional bail against surety bonds of PKR 1 million. Hours after he was released from the high-security Adiala jail in Rawalpindi District, Lakhvi was arrested by the capital Police for his alleged involvement in a kidnapping case registered with the Golra Police Station. Shortly after his arrest, he was presented before a Duty Magistrate, Malik Aman, who sent him on a two-day physical remand. However, Lakhvi's lawyer, Rizwan Abbasi, opposed a physical remand of his client, saying it was surprising that the FIR of an alleged abduction was lodged more than six year after the incident. “It is not written anywhere in the FIR that Anwar Khan was forcibly picked up,” he argued. “Wherever he [Anwar Khan] went, he went on his own choosing,” the lawyer said, adding that Lakhvi was arrested in a concocted case The judge sent Lakhvi on a two-day physical remand and directed the Police to present him before the court on January 1, 2015.
