Lashkar-e-Toiba founder and Jama’at-ud-Dawa (JuD) chief Hafiz Muhammad Saeed while speaking at a protest rally on The Mall in Lahore District on December 1 said that the sectarian clashes and terrorism in Balochistan were occurring because of India, the US and Israel, reports The Express Tribune . He criticised Prime Minister Nawaz Sharif for visiting Afghanistan and said the PM had been issuing some controversial statements. “His pro-India polices are not acceptable,” he said. Saeed said he had heard that the Jacobabad airbase was being given to the US. “I appeal the Taliban to issue a statement saying they would fight for Pakistan’s defence if drone attacks are not stopped,” he said. He accused that India wanted to build a wall in Kashmir. He said it was to this end that it had staged the “Bombay drama” and accused him of terrorism. He said the Government should play its role to stop the construction of the wall. Otherwise, he said, private citizens would go and destroy it. Meanwhile, the Difa-e-Pakistan Council (DPC) leaders said that the Government should play its role in stopping drone strikes in the country and stop the construction of a concrete wall along the Line of Control (LoC) in Kashmir. Speaking at the same protest rally Jama’at Ulema-e-Islam (JUI) leader Maulana Sami-ul-Haq said United States (US) presence in the country should end. He said the Chief Justice of Pakistan should take suo motu action to end drone attacks. Haq said the need of the hour was for the people to unite and the army, judiciary and the politicians to act in unison. He praised Imran Khan for protesting against NATO supply. “If the armed forces fail to protect the country, the people of Pakistan will do it,” he said.

Pakistani prosecutors on December 5 sought contempt proceedings against the lawyer of the seven accused charged with involvement in the Mumbai 2008 terror (also known 26/11) attacks for claiming that the evidence in the case was a ‘sham’, reports Niticentral.com. “We have prayed for contempt proceedings against the defence counsel as he violated the court’s order by holding a Press conference,” Special Public Prosecutor Chaudhry Mohammed Azhar said. “They (defence lawyers) had themselves sought an in-camera trial in the case and they violated this,” he added. The prosecution sought the contempt proceedings during December 5 hearing of the Mumbai case by Anti-Terrorism Court at Adiala Jail in Rawalpindi. A witness was also cross-examined during the hearing. “One witness was cross-examined and our prayer (for contempt proceedings) will be taken up at the next hearing on December 11, 2013” Azhar said. The new lawyer Raja Rizwan Abbasi of the seven accused, including Lashkar-e-Toiba (LeT) ‘commander’ Zaki-ur-Rehman Lakhvi, told a news conference in Islamabad that the evidence provided by India was a ‘sham’. “The dossiers provided by India are information and not evidence as needed by the court. The evidence provided by India is sham,” Raja Rizwan Abbasi said. Prosecution sources said they would not react publicly to Abbasi’s claims but would take them up legally. Lakhvi, Abdul Wajid, Mazhar Iqbal, Hammad Amin Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Younas Anjum were arrested in July 2009 for their alleged role in the Mumbai attacks. Pakistan has acknowledged that the conspiracy behind the attacks was hatched on its soil. However, it claimed India has not provided enough evidence for action against the accused, a charge vehemently denied by New Delhi.

The victim had been kidnapped on December 2, 2013 on his way from school. The Police said the boy’s father, Ghulam Soomro, who worked in Saudi Arabia, had returned home on the night of December 5, 2013 after being informed about the kidnapping. Soomro said his family had received a call from an unidentified man who had demanded that he be given PKR 5 million as ransom. Later on December 6 they were informed that the boy’s body had been recovered from a field. He said the kidnappers had burnt the body and it was in a bad condition. He said the autopsy report revealed that the boy had been strangled to death. The kidnappers had then poured acid on the face for it to be difficult to identify the boy. The Punjab University (PU) administration, on December 11 (today), searched Hostel No 15 and handed over four illegal occupants to the Police, reported The Express Tribune. On December 10, PU administration had searched Hostel No 15 and 18 and handed 15 illegal occupants over to the Police. The University administration, Law Enforcement Agencies and the Punjab Government agreed to conduct an operation to clear university hostels of illegal residents. A joint strategy was drawn up at a meeting to evict any illegal hostel residents amidst reports that suspected terrorists were visiting the hostels or staying there whilst pretending to be students. Administration had also decided to convert Hostel No 16, an Islami Jama’at Talaba (IJT) stronghold, into a hostel for girls, for whom accommodation on campus was short. The IJT went against this decision and took the law into their hands and were arrested for doing so.

An Additional District and Sessions Judge on December 16 dismissed the after-arrest bail petition of Dr Masood Ahmed accused of preaching Ahmedi beliefs and distributing books containing derogatory remarks against some prophets, reported The Express Tribune. Dr Masood Ahmed said he had been implicated in a false case for ulterior motives. Advocate Ghulam Mustafa Chaudhry, counsel for the complainant, said Dr Ahmed had been nominated in an FIR with a specific role and the complainant had audio and video evidence to back his allegations. Chaudhry said Dr Ahmed had preached Ahmedi beliefs to a patient and given him books containing blasphemous material. The FIR registered under Section 298/C at the Old Anarkali Police Station on behalf of Maulana Muhammad Ehsan states that when he and some friends visited Dr Ahmed’s clinic a few days back the doctor preached Ahmedi beliefs and gave them some books containing derogatory remarks against some prophets.

Anti Terrorism Court on December 16 released 13 Islami Jama’at Talaba (IJT) members from the Punjab University who had been accused of setting a bus on fire, reports The Express Tribune. The students had been booked under Section 7 of the Anti Terrorism Act (ATA) on several charges including attempted murder, interfering in state business, and torturing and detaining two professors. The court had sent the students to stand in an identification parade. The bus conductor, driver and supervisor, who were supposed to identify them, failed to pick them. Jail authorities produced the students including Zeeshan, Imran, Bilal, Umair before ATC court where they were discharged from the case.

A law officer of the Interior Ministry on December 17 told the Lahore High Court (LHC) that the six Pakistani citizens repatriated from Bagram prison in Afghanistan were being interrogated by an investigation team, reports The Express Tribune. The ministry official claimed that the repatriated prisoners were being kept at a safe location in the Federally Administered Tribal Areas (FATA). He said on arrival, their medical examination had been conducted. The counsel said the prisoners would be produced before the court after interrogation was completed. The court adjourned the hearing of the case till January 24, 2014 and directed the petitioner’s counsel to file a rejoinder. On a previous hearing, the petitioner’s counsel had stated that the prisoners were being humiliated and kept in unhygienic conditions. Justice Project Pakistan, a non-profit law firm, had filed the petition for the release and return of 25 Pakistani citizens detained at the Bagram jail by the United States (US). It said Pakistani citizens had been detained at Bagram jail without any charge or trial since 2003.

A member of Police Service of Pakistan Officers’ Association met on December 18 at capital city police officer’s office (CPO) to discuss their reservations on amendments to the Punjab Police proposed cadre by the Home Department, reports The Express Tribune. The meeting came in the wake of reports that the Home Department was set to take direct control of Elite Force and the Special Branch. A Punjab Police Deputy Inspector General (DIG) blamed unnamed Pakistan Administrative Service (formerly known as the District Management Group) officers for proposing retired army officers be recruited for the Anti-Terrorism Force (ATF). He said that a meeting held at Model Town at the Prime Minister’s residence in November decided that the Counter-Terrorism Department be dissolved. He said the proposal had not been placed before the cabinet. He also said senior police officers were not consulted. He said only unsigned minutes of the meeting were distributed, providing for a new force to curb terrorism in the Punjab. The force would be independent of the Police.

The motorway police intercepted a suspicious car which was on its way from Peshawar to Punjab. According to the motorway Police, they recovered weapons included 4 submachine guns along with their 8 magazines and 1620 rounds, 12 light machine guns with 24 magazines and 18 pistols of 30 bore along with 49,500 bullets. Lahore High Court (LHC) on December 20 restrained Pakistan's federal film censor board from issuing certificates for the exhibition of Indian films in the country, reports The Times of India. During the hearing, Pakistan Film Workers Association stated that the censor board was playing a key role in illegal exhibition of Indian movies in the country. "According to law, no movie can be exhibited in Pakistan if it has been produced in India," members of the Association said. While barring the censor board from exhibiting India movies, the court also summoned reply from the board and Federal Government. "Until further notice, the censor board in Pakistan should stop issuing certificates which permit the exhibition of Indian films in the country," the order issued by LHC judge Justice Khalid Mahmood Khan said. The petition was filed by a TV anchor Mubashir Lucman by challenging the alleged smuggling of Indian films and their exhibition in Pakistani cinemas. He had submitted that the exhibition of all Indian films, dramas and other programmes was in violation of Section 270-A Motion Pictures Ordinance 1979 and Martial Law Order No 81. Other petitioners from the local film industry contended that the damage caused by the screening of Indian films to Pakistan's film industry was irreparable.

The decision was taken to avoid sectarian clash as the Government has already announced that there would be no change in Chehlum route to be held on December 24, 2013. A senior police official said that the District Administration and Police were trying to convince clerics of Madrassa Taleem-ul Quran to either postpone or cancel their two-day conference (December 23 and 24) which would be held in front of the madrassa on the Chehlum procession’s route. “A list of trouble makers has been prepared and more arrests will be made within 24 hours,” the official said. Another police official revealed that 15 members of religious groups, including those of Ahl-e-Sunnat-Wal-Jama’at (ASWJ), had been arrested so far.

According to intelligence sources, the Tehreek-e-Taliban Pakistan (TTP) is planning to attack members of the Shia community in response to the November 15, 2013 Ashura clashes in Rawalpindi District, reported Daily Times on December 23 (today). The attackers would use vehicles with fake official number plates or motorcycles or rickshaws with applied-for-registration plates. Police have declared 14 processions scheduled in Karachi highly sensitive and 150 sensitive. Similarly, 29 majalis (gathering) are considered highly sensitive and 170 sensitive. Security has been tightened across the city for Chehlum (40th day) of Imam Hussain on December 23 and 24, 2013. In order to avoid untoward incidents, almost 10,000 cops include 1,450 non-gazetted officers, 8,300 constables and 54 policewomen have been stationed. Moreover, military troops would be deployed throughout the province to assist Police and Rangers. The entrances of Imambargahs (Shia place of commemoration) are to be guarded jointly by the police and private security company personnel. Female volunteers would also be deployed at Imambargah entry points to deal with the threat of female suicide bombers. Cellular services would be suspended and pillion riding banned in several cities of Sindh, including Karachi, Hyderabad, Khairpur, Mirpurkhas, Sukkur and Larkana.

Judge Chaudhry Zafar Iqbal also fined the convicts PKR100, 000 each. According to the prosecution, both the residents of Haroonabad, devotees of Chaman Sarkar in Gujrat District, had claimed in 2011 that they had seen God. The complainant Qari Muhammad Ahmed (27) said that the convicts had also invited other people to join them in their union with God through Chaman Sarkar. Malik Ghulam Qasim, the defence lawyer said that he would continue to fight against a law that could be easily misused to victimise innocent people. “I tried my best to defend them,” Qasim said, adding, “We seriously need to reconsider the blasphemy law and its enforcement”.
