At least three passengers, including a 10 year old child, were killed and several others were wounded on August 5 when a bomb exploded in the Karachi-bound Shalimar Express that was coming from Lahore District in Punjab near Toba Tek Singh District, reports Daily Times. The Railways Minister Saad Rafique blamed the attack on the “extortion mafia”. He stated that the Shalimar Express operator had been receiving threatening telephone calls from extortionists. According to media reports unidentified militants had called the railways officials to demand PKR 50 million as extortion money. The extortionists had threatened to target trains if the extortion money was not paid. Security agencies started investigation and have traced the telephone number. The call was made from Afghanistan, officials said. However, there was no claim of responsibility for the blast.

Investigating authorities traced another case of extortion and arrested two persons from the Punjab Housing Society of Lahore (Lahore District), the provincial capital of Punjab, who demanded PKR two million from a doctor in the name of Tehreek-e-Taliban Pakistan (TTP), reports Dawn on August 7. The arrestees were identified as Munawar and Haider, the residents of Kohat in Khyber Pakhtunkhwa. They demanded money from Dr Shahzad Ahmad, who runs a hospital in Nishtar Colony. The callers introduced them as the ‘extortionists’ belonging to the TTP (Ehsanullah Ehsan Group) and demanded PKR two million from the doctor on August 1.

The Intelligence Bureau (IB) on August 8 issued a substantial alert to Delhi Police over a Lashkar-e-Toiba (LeT) terror threat as the national capital prepares to celebrate Independence Day, reports New Indian Express. Communications among LeT members that were intercepted by intelligence officials disclosed the planning of a spectacular attack by LeT modules who managed to sneak into Indian territory. Senior intelligence officials confirmed that 12 terror modules crossed over to the Indian side recently and inputs forwarded to police are based on the technical interception by the agency. Hindustan Times adds LeT founder and Jamaat-ud-Dawa (JuD) chief Hafiz Saeed resumed his now familiar rant against India at a massive Eid gathering in the Pakistani city of Lahore on August 9. The alert, received by the Delhi Police reportedly reads, "Hafiz Saeed in Pakistan's Karachi has said it is important to spread 'jihad' to all corners of India... A Red Fort-type attack needs to be carried out again." "The alert quotes a paragraph from a speech by Saeed last month in Karachi, where he openly threatened that his terrorists would carry out an attack in Delhi," a senior police officer said.

The US Government on August 8 ordered the evacuation of non-essential staff from its consulate in Lahore due to the threat of attack, with the State Department also warning US citizens not to travel to Pakistan, reports The Express Tribune. “The Department of State ordered this drawdown due to specific threats concerning the U.S. consulate in Lahore,” said a travel warning posted on the Department of State’s website. The warning in Lahore comes two days after Washington evacuated some diplomats from Yemen and told its nationals to leave that country immediately. The United States shut nearly two dozen missions across the Middle East after a worldwide alert on August 2, warning Americans that al Qaeda may be planning attacks in August, particularly in the Middle East and North Africa. The Lahore warning noted that “several foreign and indigenous terrorist groups pose a potential danger to U.S. citizens throughout Pakistan”.

The Election Commission of Pakistan (ECP) on August 12 declared 1,657 polling stations “highly sensitive” for August 22 by-elections, and granted presiding officers powers of magistrate of first class to hold summary trial of the offenders on the polling day, reports Daily Times. According to the polling scheme, polling would be held at 7,622 stations for 16 National Assembly (NA) and 26 provincial assembly seats and some 1,657 polling stations have been declared “highly sensitive”. In Punjab, by-elections would be held on seven NA seats, 15 provincial assembly seats and number of polling stations declared sensitive stands at 724 out of which high sensitive polling stations have been numbered at 297. In Sindh, by-elections would be held for three NA seats, four provincial assembly seats and number of polling stations declared highly sensitive stands at 819. In Khyber Pakhtunkhwa, by-elections would be held on five NA seats, four provincial assembly seats and 784 polling stations have been declared sensitive and 345 as highly sensitive. In Balochistan, by-elections would be held for one NA seat, three provincial assembly seats, while 114 polling stations have been declared sensitive and 196 highly sensitive.

The Punjab chapter of Tehreek-e-Taliban Pakistan (TTP) on August 12 warned the Pakistan Muslim League-Nawaz (PML-N) Government of dire consequences if it carries on with its plan of executing some convicts on death row, reports Dawn. In a pamphlet distributed in Southern Punjab and South and North Waziristan Agencies of Federally Administered Tribal Areas (FATA), the TTP said that the Government will be considered at war with them if it goes on to execute their colleagues currently serving jail terms and are on death row. The pamphlet also warned the PML-N Government to be wary of blindly following the Pakistan Army as it said the Armed Forces use political forces for their own gains. “They (Pak Army) will be in favour of yet another political force after alienating them at due time.” “Remember what happened to Awami National Party (ANP)….. No one would now go to them even for condolences,” said the pamphlet. It said the drone attack on Waliur Rehman was a planned conspiracy of “pro-America generals” to sabotage their ‘wish’ for peace. “Execution of prisoners will prove to be next episode of that conspiracy,” said the pamphlet. The purpose of this conspiracy is to push the PML-N and its allies into the swamp, it added.

A criminal, identified as Akhar Nawaz, who had escaped from Dera Ismail Khan Central Prison during jail break by the Tehreek-e-Taliban Pakistan (TTP) on July 29, 2013, was re-arrested in Bhakkar District on August 13, reports The Express Tribune. A senior Police official in DI Khan said that Nawaz, who was sentenced for murders, attempted murders, thefts, robberies and other crimes, had escaped from the jail during the attack. Nawaz was coming to Mianwali, his hometown, from Bhakkar when Police arrested him at a checkpoint and shifted him back to the DI Khan prison in DI Khan District of Khyber Pakhtunkhwa. The official further said that reportedly 65 prisoners have either returned or have been re-arrested and moved back to the DI Khan prison.

During a meeting in Lahore to review the law and order situation of Punjab, Chief Minister (CM) Shahbaz Sharif said on August 13 that a special force would be constituted to protect foreigners, reports Dawn. Following a briefing by the Inspector General of Police Punjab, Aftab Sultan, on the current security situation of the province, Shahbaz said law enforcement was a top priority of his Government. The resolution, submitted by Member of Provincial Assembly (MPA) Mian Aslam Iqbal, stressed that drone attacks – which have increased in recent years – were an attack on Pakistan’s sovereignty and led to a number of civilian casualties. The resolution moreover said that the Federal Government should convey to the US that such attacks on Pakistani soil were unacceptable. Rejecting Rawalpindi Police’s investigation report about the recovery of a missing person, the two-member bench of the Supreme Court, headed by Justice Ijaz Ahmad Chaudhry, on August 15 directed the city’s Superintendent of Police (SP)-Investigation to interrogate accused officials of Intelligence Agencies in the matter related to the forced disappearance of Zaheer Muzaffar, who has been missing from Rawalpindi since February 2011, reports Daily Times. During the hearing, Punjab Additional Advocate General Faisal Malik told the bench that father of the missing person had accused Intelligence Agencies of abducting his son but no evidence had been found in this regard. He informed the court that record pertaining to phone calls of Zaheer had been collected, adding that Zaheer had made his last reported contact with his relatives. Malik further told the court that it has been proved that the last phone call Zaheer received from an unknown number was from the Intelligence Bureau (IB).

It says that Adiala Jail in Rawalpindi District, Kot Lakhpat Jail in Lahore District, Multan Central Jail in Multan District and Dera Ghazi (DG) Khan Jail in DG Khan District have been declared ‘sensitive’ and Rangers personnel have been deployed there. The Faisalabad Central Jail, Bahawalpur Central Jail, Dera Ghazi Khan Central Jail and Mianwali Central Jail are, however, still without similar security arrangements. The report says that there is a shortage of security staff at these jails. It says that the inmates in these jails freely use mobile phones.

Intelligence Agency on August 20 uncovered a plot to abduct Punjab Chief Minister Shahbaz Sharif from his residence in the Jati Umra town of Raiwind in Lahore District, reports The Express Tribune. The conspiracy was unearthed after a militant of the Tehreek-e-Taliban Pakistan’s (TTP) Punjab Chapter, identified as Muhammad Usman, arrested on suspicion, revealed they had completed their reconnaissance and had chalked out a plan to abduct the Chief Minister. During the course of investigation Usman revealed that Ubaid alias Qari Muhammad Imran Group and Aslam Yasin alias Osama Group, ‘commanders’ of Punjabi Taliban, had planned to abduct Shahbaz Sharif to release their accomplices detained in high-profile cases of terrorism in different jails of the country, particularly in Punjab. ‘Commander’ Ubaid and Aslam Yasin were based at Miranshah in the North Waziristan Agency of FATA, and had also links with the al Qaeda; sources quoted Usman as telling investigators.

Dawn on August 23 reported that women voters were absent from the polling stations in some parts of the Khyber Pakhtunkhwa (KP) on August 22, because they were barred from polling either as a result of a ban imposed or an understanding between the contesting candidates that women voters should not be allowed to come out for voting on the pretext of social or cultural norms. The reports of women being barred from the polling process were received from various polling stations in Nowshera and Lakki-Marwat Districts of the Province. During a visit to various polling stations in Nowshera's NA-5, not even a single woman voter had turned out to cast her vote till the filing of this report and some locals suspected that there might have been an agreement between the contestants to bar female voters from casting their votes. Sources in Lakki-Marwat District also said that a local jirga (council) had entered into an agreement which barred women from polling in various polling stations in NA-27 constituency but so far no written agreement came into light. Meanwhile, similar reports were also received from Mianwali and Mandi Bahauddin Districts of Punjab Province.

According to initial reports, a clash between two rival groups resulted in a prolonged exchange of fire, which left at least six people dead and another six injured. However, the death toll increased, as five people, who had been injured in the clashes succumbed to their injuries. As per Police official Abdullah Khan, people were killed on both sides. The conflict started when one of the ASWJ cadres was shot dead by unidentified assailants while he was closing his shop during a rally in the area.

The formal trial of former President (retired) General Pervez Musharraf on charges of involvement in the December 27, 2007, murder of former Prime Minister Benazir Bhutto began on August 27, reported The Times of India. "The trial began with the Anti-Terrorism Court in Rawalpindi recording evidence of a witness," state prosecutor Chaudhry Azhar said. He said four witnesses were summoned but only one turned up to testify. Musharraf was not present in court as he was exempted from personal appearances because of security reasons. If convicted, he can be sentenced to death or life imprisonment. Musharraf has been charged with murder, conspiracy to commit murder and facilitation of murder. Musharraf has denied the charges and promised to prove his innocence. He is currently being held at his farm house in Islamabad.

A three-member Turkish Police delegation met with Punjab Inspector General Police (IGP) Khan Baig at the Lahore Police Office on August 28 to train Punjab Policemen in counter-terrorism and security measures, reports The Express Tribune. The delegation is part of a programme for mutual cooperation between the Punjab and Turkish Governments. A formal agreement in this regard will be signed in September 2013. The delegation comprises a senior deputy inspector general and superintendent officials. The Turkish Police officials will study the working procedures of the Punjab Police, starting with complaint filing and investigation procedure, a senior police official at the IG office said, adding, that they would be provided logistic support. The delegation will observe policing patterns across the Punjab and devise a strategy to fight terrorism in the province. They will also help improve the Punjab police’s capacity.
