In a joint operation, conducted by Army, Rangers and Police, as many as 25 suspected terrorists, were detained from 34/2L (Balochan wali) village in Okara District and illegal weapons recovered from their possession on April 3, reports Dawn. The weapons recovered included three Kalashnikoves, 3 8MM rifles, two 303 bore rifles, one 30 bore pistol and 1000 bullets. Besides, five motorcycles and cell phones were also seized.

An Inter-Services Public Relations (ISPR) statement said on April 6, "Coordinated operations are underway against terrorists, hardened criminals and ferraris by law enforcement agencies including Rangers, Punjab police, CTD, assisted by Pakistan army in southern Punjab", reports Dawn. The statement added that the terrorists have fled from different parts of the country as a result of operation Zarb-e-Azb, and have taken refuge in the remote areas of Rohjan and District Rahim Yar Khan. The operation is being looked after by Corp Commander Lahore, Lieutenant General Sadiq Ali, with army troops, Punjab Police, CTD and Rangers participating.

SixTehreek-e-Taliban Pakistan (TTP) militants belonging to belonging to the Ustad Aslam faction were killed in an encounter conducted by Counter Terrorism Department (CTD) near Tallat Park in Kachi Abadi Sherakot area of provincial capital Lahore on April 6, reports Dawn. A CTD spokesperson said that weapons and explosives were also recovered, including “four to five kilograms of explosives, four detonators, two Kalashnikov rifles, three motorcycles, four pistols, and 97 bullets.” He further added that the Police “received information that nine to ten suspects of the banned TTP”. “They were planning to attack law enforcement agencies’ offices and prominent personalities in Lahore,” said the CTD spokesperson.

The Lashkar-e-Taiba (LeT) founder and Jama’at-ud-Dawa (JuD) chief Hafiz Muhammad Saeed has set up a Sharia’h (Islamic law) court in provincial capital Lahore to dispense "speedy justice", taking up citizens' complaints and issuing summons carrying a warning of strict action in case of non-compliance, reports The Times of India, quoting Dawn on April 7. This is the first such parallel judicial system in Pakistan's Punjab province. The JuD claimed the court only offers arbitration and resolves disputes in accordance with the Islamic judicial system, but failed to justify the summons. The court has been established at the organisation's headquarters, Jamia Qadsia, Chauburji, under a Qazi (judge) assisted by Khadmins or court associates. "The complaints are addressed to the chief of the religious organisation who later refers them to the Qazi for further proceedings," the report said.

The dead bodies were handed over to their families after completing legal formalities. The hanged persons have been identified as Imran, Nauman and Raheel. Police said Imran and Nauman, two real brothers, had killed one Awais in Islamabad in 1996. They were convicted in 1997.

The fourth terrorist detonated his explosive vest killing himself on the spot. The Police and CTD, on a tip-off, carried out joint action and exchange of fire took place near Lakhi Tibbi Adda. Two to three others managed to flee taking advantage of the darkness. CTD sources said the terrorists were affiliated to Tehreek-e-Taliban Pakistan (TTP) and Al Qaeda and were plotting to target sensitive installations in Multan. The law enforcers recovered suicide jackets, two pistols and automatic rifle from the possession of the militants.

The officials claimed to have recovered two suicide jackets and three hand grenades from their possession, said to a CTD statement. While conducting a raid in the Bypass Sem Nala area, CTD officials were shot at by two attackers, the statement said, adding that CTD officials fired back in self-defense. At least 10 Policemen and five gangsters were killed while another 25 were taken hostage, leading to the suspension of the operation against the Chhotu Gang in Rajanpur District on April 13, reports The News. It was learnt that two boats carrying 42 Policemen advanced on positions of the dacoits who fired at them. 15 gangsters and four Policemen were injured in the operation. The Inspector General of Police (IGP)-led Operation Zarb-e-Aahan (Strike of the dawn) that was launched on April 5, 0216, in the District against the gangsters was suspended till the formulation of a new strategy. Rajanpur District Police Officer (DPO) Ghulam Mubashir Mekan said around 200 criminals had rendered the 30-kilometre island-like area into a no-go area. They are armed with sophisticated weapons.

An unnamed Police official said that an army battalion from Okara and two platoons of the Special Services Group (SSG), an independent commando regiment/corps of the army, has been called in to launch a large-scale operation. A strike force with paratroops from Rangers would also take part in the joint operation along with regular policemen and commandos of the force, the official added.

The army officially launched a ground and aerial operation, codenamed Zarb-e-Aahan (strike of dawn), in Rajanpur District, leading to the surrender of 40 gangsters on April 15, reports Daily Times. The gangsters said that they never wanted to fight against Pakistan Army. Curfew has been imposed in four kilometer area and soldiers have also been assisted with gunship helicopters. Addressing officers at the Central Police Office in Lahore, Punjab Inspector General (IG) Mushtaq Sukhera said the Zarb-e-Aahan operation had been launched in collaboration with other law enforcement agencies. “During training sessions, 50,000 rounds were fired and use of mortars and other equipment were demonstrated,” the IG said, adding that two retired colonels from the Special Services Group were on board in the operation.

The detained sardars were believed to be the ‘major facilitators’ and listed in the ‘Black Book’ Punjab Police. Punjab Police Chief Mustaq Ahmed Sukhera said that over 100 facilitators of the Chotu gang had been arrested in Rahim Yar Khan District. He said that a list of Police officers who had allegedly facilitated the notorious criminals had also been prepared and they would face an exemplary punishment if found involved.

Army helicopter gunships on April 18 pounded the island hideout of Chotu gang that has been holding 24 hostages on a 10-km (six-mile) long island in the centre of the Indus River in Rajanpur District of Punjab, report Daily Times. The operation involving more than 2,000 Security Forces (SFs) has been ongoing for two weeks and the Army’s push to deploy troops, artillery and helicopter gunships is an unprecedented use of force by the military in Punjab. “We (army) had given the Chotu gang until 2 pm today to surrender but they did not abide by the deadline,” said a military official based in the district of Rajanpur where the battle is taking place. “Now there is no option left but a full-scale operation, which has started.”

The Chotoo gang, led by Ghulam Rasool, alias Chotoo, was given a deadline by the Army to surrender on April 18, 2016, failing which, the Army said it would begin a full-scale operation in the area. The Leader of the Chhotu gang, Ghulam Rasool, along with 13 gang members has ‘surrendered unconditionally to the army’, the Inter-Services Public Relations (ISPR) announced on April 20, bringing to non-violent end the 21-day long operation in the riverine area of Rajanpur District of Punjab, reports Daily Times. Addressing a press briefing regarding the ongoing operation in Rajanpur area, ISPR Director General Lieutenant General Asim Bajwa said, “The military has successfully completed operation Zarb-i-Ahan.” He confirmed that the 24 policemen taken hostage by the Chhotu gang had been rescued. “However, the army will not vacate the area until all the miscreant elements are neutralised,” Bajwa maintained.

Speaking on adjournment motions regarding the “terrible incident of suicide blast in Gulshan-i-Iqbal Park, Lahore” on March 27, 2016, the Senators on April 21 called for a full-fledged military operation on militants’ hideouts in Punjab, reports Dawn. Initiating the debate, Pakistan Peoples Party’s (PPP) parliamentary leader, Saeed Ghani, recalled that before this incident, the Punjab Government had always opposed a military operation, claiming that there were no organised militant groups in the province. He said the incident had proved the existence of terrorist groups in Punjab. He called for a military operation in the province similar to those initiated in Karachi and Khyber Pakhtunkhwa.Another PPP Senator Taj Haider termed the war against terrorism a “battle between extremist and democratic forces.” He alleged that the sympathisers of militants were present within the state. “Is it not true that insiders were involved in the attacks on the GHQ and Mehran Base?” he questioned, calling for the removal of such elements from the institutions.

The death toll of March 27, 2016, suicide blast in Gulshan-e-Iqbal Park of Lahore rose to 74 after two more injured persons succumbed to their injuries on March 29, reports Dawn. The victims were identified as Anas Ayub (17) and Moshin (18). The 74 dead include 29 children and 10 women; 20 Christians, reports The Times of India.Meanwhile, Punjab Law Minister Rana Sanaullah while addressing a press conference on Lahore on March 29 claimed that there are no safe havens, organised terrorist networks or any no-go areas in any part of the Province, reports The News. He said that civil-military agencies were carrying out the operation across the Province under the continuing National Action Plan (NAP). He said the military crackdown on terrorist activities in Punjab was a national operation and the country’s entire political leadership, religious parties, opposition and the Government were backing the crackdown. He further said, “As 5,221 people were initially rounded up from different parts of Punjab out of which 5,005 have been released after verification of their documents,” adding, “However, 216 suspects are still under custody for further investigation.” Regarding investigations in the attack, he said that a Joint Investigation Team (JIT) has been formed to probe the incident, which will be headed by the Senior Superintendent of Police (SSP) Counter-Terrorism Department (CTD).
