The family of a 19-year-old German boy, identified as Ali Mohammad Din, who had gone missing on February 7, 2015, in Faisalabad Districts negotiating with a group of militants based in Afghanistan to seek his return, reported Dawn on April 3 (today). The militants, affiliated with Amarat Islami in Afghanistan, conveyed to the family that Ali had joined them for jihad (holy war) and would join the Islamic State (IS/also known as ISIS) in a couple of weeks. They said they had no affiliation with the Tehreek-e-Taliban Pakistan (TTP). Ali was born in Libya and he had been living with his family in Germany for 10 the last years. He came to Faisalabad on January 8, 2015, for the first time. Some relatives of Ali said they had talked to a representative of the militants who identified himself as Qari Ibrahim a number of times with a request to send Ali home. But Qari said they had no such tradition. “How can we send Ali back if he wants to join IS,” the family quoted Qari as saying. The family is not ready to believe that Ali, who does not even know how to offer payers, can take such a step. “Handlers of the militants abducted Ali for money. He was carrying 500 Euros, PKR 20,000, a mobile phone and a visa card when he was kidnapped on February 7,” a relative of Ali said.

A convicted murderer, Jafar alias Kali, was hanged till death at Central Jail Sahiwal in Sahiwal District on April 7 (today), reported Dawn. Jafar was convicted of a dual murder in 1997. He had killed two siblings Khalil and Sadia over a land dispute. He was declared guilty and was awarded death sentence by an Additional Session Judge in 2000. His review petitions were rejected by the higher and superior courts, while his mercy appeal had also been turned down by the then President in May 2012.

The Lahore High Court (LHC) on April 7 directed the Punjab Government to produce sensitive reports regarding Lashkar-e-Taiba (LeT) 'commander' and mastermind of Mumbai 2008 terror attacks (also known as 26/11) Zakiur Rehman Lakhvi, reports Dawn. The court was hearing petition of Lakhvi challenging his fourth one-month detention ordered by the Okara District Coordination Officer (DCO) on March 14, 2015. Advocate Raja Rizwan Abbasi argued that the petitioner, in light of court’s direction, had filed a representation with the Home Secretary against his detention. However, he said, the secretary dismissed the representation and upheld the 30-day detention order issued by the Okara DCO. The counsel pleaded that a person could not be detained beyond 90 days without obtaining an order from review board. A provincial review board comprises judges of the high court. He pointed out that the trial court had released the petitioner on bail in December 2014, however, the Islamabad District Magistrate issued detention order against him. Later, he said, Islamabad High Court had set aside the petitioner’s detention and ordered the government to release him. However, another detention order was issued by the Okara DCO and the petitioner was not released, the counsel added. He asked the court to strike down the impugned order and order the government to release the petitioner. The court directed the government’s counsel to submit record of secret documents about activities of Lakhvi on April 9, 2015.

Police on April 8 took in custody eight seminary students, who were to be transported to Afghanistan purportedly for military training, from Sherkot town in Sargodha District, reports Dawn. Nawankot Circle Deputy Superintendent of Police (DSP) Farhat Abbas and Sherakot Station House Officer (SHO) Raza Hasan raided a house in Sherakot and found the children, including a girl, aged between eight and 15 years, there. He said the children were identified as Rafiullh, Ghulam Sakhi, Muhammad Muslim, Sibghatullah, Abdul Majid, Muaz, Abdul Nazir and Fauzia, who had been residing in the area for a month. The spokesman said Muhammad Amin, who was to shift the children to Afghanistan, was also arrested. The facilitator during interrogation said he was taking the children to Afghanistan for military training.

The Crime Investigation Agency (CIA) on April 9 arrested a Tehreek-e-Taliban Pakistan (TTP) militant and 'commander' of Harkat-ul-Mujahideen (HuM), identified as Hafiz Sanaullah alias Qari Zarar, who is accused of abducting Colonel Imam, a retired officer of the Inter-Services Intelligence (ISI) and squadron leader (retired) Khalid Khawaja in 2009 from Lorry area of provincial capital Lahore, reported The Express Tribune. An unnamed Police Official said that during interrogation Sanaullah had made startling revelations. He was allegedly involved in a number of kidnapping-for-ransom cases in Lahore and Rawalpindi Districts, adding that he often hurled hand grenades and other sophisticated weapons to pursue his criminal activities. According to Police, Sanaullah hails from Dera Ismail Khan District in Khyber Pakhtunkhwa Province and had received militant training from North Waziristan Agency in Federally Administered Tribal Areas (FATA) and Afghanistan.

The Lahore High Court on April 9 dismissed the detention orders of Lashkar-e-Taiba 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks Zakiur Rehman Lakhvi, and ordered his release, reports Dawn. The court was hearing a petition of Lakhvi challenging his fourth one-month detention ordered by the Okara District Coordination Officer (DCO) on March 14, 2015. The Punjab Government had previously maintained the stance that Lakhvi has been detained based on 'sensitive information' provided by Intelligence Agencies. Justice Anwarul Haq had directed the government's counsel to submit records of the information to the court, which was also presented in the Islamabad High Court (IHC) on which the IHC had ordered Lakhvi's bail. The court upheld the stance that if this sensitive information was reliable, the IHC would not have accepted Lakhvi's bail. Therefore, the LHC ordered Lakhvi's release based on the lack of reliability of the sensitive information provided and directed the accused to pay PKR 20 lakhs in surety bonds to Adiala Jail in Rawalpindi District.

Lashkar-e-Taiba (LeT) 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks, Zakiur Rehman Lakhvi, was released from Adiala Jail in Rawalpindi District on April 10, reports The News. The Lahore High Court (LHC) on April 9, 2015, suspended his detention and ordered his immediate release. Jama'at-ud-Dawa (JuD) supporters were present outside the prison to receive Lakhvi. Lakhvi’s counsel Raja Rizwan Abbasi had said that the government was left with no other ‘legal option’ but to release his client after the LHC suspended his detention. “Neither the government nor the Adiala Jail authorities can violate the court’s order this time,” he said. A senior leader of Jama'at-ud-Dawa (JuD), Maulana Ameer Hamza, was barred from travelling to Saudi Arabia on April 14 by Federal Investigation Agency (FIA) Immigration officials at Allama Iqbal Airport in Lahore as his name was on the Exit Control List (ECL), reports The News. Hamza was traveling to the kingdom along with his wife Bushra for performing religious obligations. The name of Ameer Hamza was put on the ECL by the Federal Ministry of Interior on the request of Punjab Home Department. Afterwards the JuD leader was brought to FIA headquarters for necessary legal actions. Although FIA officials have no clue when his name was put on the ECL and for what reasons, sources in the FIA claimed that his name was put on ECL sometime back. Sources said leaders of tier-I and tier-II of different religious parties were put on the ECL on the request of the Home Department Punjab and Ameer Hamza could be one of them. The passport of Hamza had also been confiscated, they maintained.

An unnamed Government official on April 14 said that the Punjab Government will challenge in Supreme Court (SC) the release of Lashkar-e-Toiba (LeT) 'commander' and mastermind of Mumbai 2008 terror (also known as 26/11) attacks accused Zakiur Reham Lakhvi, by the Lahore High Court (LHC) on April 9, 2015, reports The Express Tribune. On April 9, a single judge of the LHC ordered Lakhvi’s release after suspending his detention under the Maintenance of Public Order (MPO) issued by Okara’s top administrator on March 12, 2015. Lakhvi had been in detention for over five years for his involvement in 26/11 attacks. An insider in the Punjab Advocate General office said that the draft of the appeal has been prepared and it will be filed in the SC within a couple of days. It states that Lakhvi is the 'operational chief' of LeT. His release is against the United Nations (UN) resolutions, argues the appeal to be filed on behalf of the Punjab Home Secretary, Okara District Coordination Officer (DCO) and Adiala Jail superintendent. The Government, it says, is responsible for maintaining peace in the society and the courts have no authority to intervene in this matter.

Forty-one percent of the Afghan refugees who returned to their homeland over the years cite fear of arrest or harassment as the leading reason for their return, Dawn quoting United Nations High Commissioner for Refugees (UNHCR) reported on April 16. This information was released by the UNHCR in its March 2015 Afghan Refugees Repatriation Fact Sheet for Khyber Pakhtunkhwa and the Federally Administered Tribal Areas (FATA). A total of 10,777 refugees have been repatriated between January and March of this year, the majority of whom were from host communities. After the Army Public School (APS) attack in December 16, 2014, the repatriation of Afghan refugees has spiked. Around 3,000 to 4,000 refugees left for Afghanistan each month from January to March this year; during the same time period in 2014 (January to March), a total of 761 refugees had left Pakistan for Afghanistan. There are currently 965,301 Afghan refugees living in Pakistan─ 53pc of these live in host communities, while 47pc live in 64 refugee villages. UNHCR says repatriation of all refugees may not be possible by December 2015. The greatest influx of refugees occurred during the late 1970s and the 1980s. According to the UNHCR report, a total of 2.3 million refugees have been repatriated since 2002, with the highest number ─ 811,299 ─ repatriated in 2002, and the lowest ─ 6,394 ─ in 2014. The most popular province of asylum for refugees is KP, with 52pc of refugees settling in both urban and rural areas of the province. Azad Jammu and Kashmir (AJK) is the next popular option, followed by Punjab, with 25pc and 23pc of refugees settling in these regions, respectively.

The Human Rights Commission of Pakistan (HRCP) issued its annual report titled “State of Human Rights in 2014” on April 17 revealed that 1,723 Pakistanis lost their lives and 3,143 were injured during 2014 in 1,206 terrorist attacks, including 26 suicide hits, reports Daily Times. The report stated that Pakistan in 2014 witnessed surge in sectarian violence, attack on minorities, media censorship, and remained the worst polio-affected country. The report stated that no laws were made by the Federal Government to safeguard the interests of religious minorities. According to the report a total of 144 incidents of sectarian violence were reported from across the country, out of which 144 were sectarian-related terrorist attacks and three sectarian clashes. On freedom of thought the report stated that 11 Hindu temples and churches were attacked in Sindh, two attacks were carried out against the Zikri sect in Balochistan. The HRCP annual report said that Shia pilgrims’ buses passing through Balochistan and passenger buses and vans plying between Gilgit-Baltistan and the rest of the country had to travel in convoys under security escorts. Pakistan was termed the most dangerous country in the world for media, with 14 journalists and media workers killed in 2014 alone. The country recorded 627,116 cases of crimes against people and property during 2014 as against 634,404 in 2013 – a nominal fall. Sindh Police registered 1,261 cases of kidnapping of women for forced marriages in 2014. There were 114 cases of acid attacks in Pakistan, involving 159 victims, reports said. According to the report, 1,723 people were killed and 3,143 were injured during 2014 in 1,206 terrorist attacks – including 26 suicide hits. Sectarian violence killed 210 people, 45 members of polio teams — vaccinators and their facilitators —were killed. No laws were made by the Federal Government to safeguard the interests of religious minorities and only two bills related to minorities were passed at the provincial level by Khyber Pakhtunkhwa, report said. According to the report under ‘Law and law-making’ section, parliament made 10 laws, less than half the previous year’s 22, nine presidential ordinances were promulgated. Khyber Pakhtunkhwa passed the highest number of provincial acts and ordinances followed by Sindh, Punjab and Balochistan in 2014, the provincial legislation amounting to 137, and provincial assemblies performance were better than national assembly. There were 3,392 encounters in 2014 as against 2,616 in 2013 in Sindh. 925 suspects were killed in shootouts and 160 personnel of Police and Rangers fell in the line of duty in Karachi. Khyber Pakhtunkhwa Police killed 26 persons in encounters. Punjab Police killed 276 suspected criminals and arrested 322 while 27 Policemen died and 59 suspected criminals and 73 Policemen got injured in 283 encounters in 2014. While, 231 persons were sentenced to death by the courts.

This rally came right after Alam was arrested for raising pro-Pakistani slogans and waving Pakistani flag in Srinagar on Syed Ali Shah Geelani's return from Delhi. Despite the arrest, Alam remained defiant and said that the scheduled rally in Tral against the death of a youth in an encounter with Army will continue as planned. Separatist leader Syed Ali Shah Geelani though remains under house arrest. Both the Hurriyat hardliners were slated to hold a rally in Tral. The action comes after the Bharatiya Janata Party, an ally in the Jammu and Kashmir Government, threatened to skip the next Cabinet meeting if Masarat was not arrested.
