The Pakistan People’s Party (PPP) on April 1 called upon the Punjab Government to take action against ‘150 sleeper cells’ of the Lashkar-e-Jhangvi (LeJ) in the Province, reports Dawn. Fawad Chaudhry, the media adviser of PPP Chairman, Bilawal Bhutto Zardari said that the party had taken serious notice of a threatening letter sent by the LeJ to Bilawal Bhutto. Ali Sufian who claimed to be a 'spokesperson' of LeJ threatened in the letter that his group would kill the Bilawal for his hostile stance against militants. Fawad Chaudhry said: “The LJ was involved in the attack on Bilawal Bhutto’s security guards in Karachi and we believe that members of this group were hiding in Punjab.” He further said that the presence of ‘150 sleeper cells’ of LeJ had been disclosed by the Federal Ministry for Interior. Chaudhry accused the Provincial Government of being reluctant to take action against the LeJ and said that the PPP could not rely on the Punjab Government’s security plan for Bilawal Bhutto during his visit to Lahore. PPP Punjab’s Information Secretary Raja Amer accused the Punjab Government of having close links with the LeJ and, therefore, not interested in acting against the banned group. He accused Punjab Law Minister Rana Sanaullah of working as the mouthpiece of the LeJ.

On April 3, two serving officers, Major Tariq Malik and Brigadier Riaz Ali Qazi, submitted separate applications along with affidavits before the Lahore High Court (LHC) Rawalpindi Bench seeking exemption for Inter-Services Intelligence (ISI) Director General (DG) Lieutenant-General Zaheerul Islam and Military Intelligence (MI) DG Major-General Sarfraz Sattar from appearing in person in the court proceedings of a missing person case on April 7, 2014, reports The Express Tribune. The LHC had on March 19, 2014 issued summons for ISI DG and MI DG along with the chief of the Intelligence Bureau (IB) and the Punjab Inspector General (IG) during the hearing of the case of Khan Badshah’s enforced disappearance. Later, on March 27, 2014, the bench directed the defence secretary to ensure the spy chiefs appeared in court.

The proceeding in the November 26, 2008 Mumbai terror attacks case (26/11) has come to a standstill as the special judge of the Anti-Terrorism Court (ATC), Atiqur Rehman, has expressed his inability to conduct the trial of seven Pakistani suspects in the Adiala Jail of Rawalpindi District of Punjab due to security reasons, Dawn reports on April 4. Sources close to the proceedings revealed that since March 3, 2014, when terrorists attacked the District Courts in Islamabad, there has been no progress on the trial with the ATC unable to complete the cross examination of even a single witness. The ATC judge demanded that the Federal Government should deploy Rangers for his security. However, the Government has not done anything for his security so far. Advocate Raja Rizwan Abbasi, who is representing the accused Zaki-ur-Rehman Lakhvi and other suspects, when contacted, confirmed that there was no progress on the case for about a month. He said the Federal Government was responsible for the delay as the ATC judge had refused to conduct the jail trial of the accused persons because of security reasons. “Had the Federal Government provided the requisite security to the judge, the proceedings would not have been delayed,” he added. However, Advocate Mohammad Azhar Chaudhry, the special prosecutor of the Federal Investigation Agency (FIA) said the prosecution was trying to complete the trial as early as possible.

Security Forces (SFs) on April 6 foiled a terror attack to blow up a gas pipeline in Bhong of Rahim Yar Khan District by arresting three Balochistan Republican Army (BRA) militants, reports The Express Tribune. Intelligence Agencies had informed the Police about the threat beforehand and the area was monitored for suspicious activity. According to details, four BRA militants arrived in the area on April 6 with advanced weapons and explosive material with the alleged intention to damage the pipeline. However, the Police thwarted their attempt and arrested three of the suspects while one managed to escape.

The Lahore High Court (LHC) Rawalpindi bench on April 7 ordered Punjab Inspector General (IG) of Police Khan Baig to submit a report on the whereabouts of Khan Badshah, a missing person and resident of Waziristan, by April 23, 2014, reports The Express Tribune. When the hearing started in the court of Justice Ibadur Rahman, petitioner’s counsel Sardar Taufiq Asif expressed dissatisfaction over the failure of the spymasters to appear in person and brought the issue to the court’s notice. “Every time, assurances are given, but no developments have been made for the last year,” he informed the court. Deputy Attorney General Tariq Khokhar replied that a commission is already working on missing persons’ case. The court, however, questioned the status of the commission and asked under which law the commission was set up and to what extent it can implement its decisions. “The commission’s job is to give recommendations,” the court said. The court also asked the Punjab IG about progress made in the investigation. The IG informed the court that a team led by a superintendent and under the supervision of the Rawalpindi city police officer is investigating.

At least 17 people were injured in an Improvised Explosive Device (IED) blast targeting a shop located in a market in Pakistan Chowk area of Lahore District on April 11 (today), reports The Express Tribune. The shop that was attacked provides home appliances and other goods on instalments. The shop’s owner later revealed that he had been receiving threats for not paying extortion money. Capital City Police Officer (CCPO) Lahore said that it is premature to say anything and they are investigating the matter. The Bomb Disposal Squad (BDS) said that the blast was caused by the detonation of an IED that contained between 200-400 grams of explosives.

Capital City Police Officer (CCPO) Chaudhry Shafiq on April 18 said that Police have arrested six Lashkar-e-Jhangvi (LeJ) suspects, including the mastermind behind the March 28, 2014, attack on Express News anchorperson Raza Rumirom in Lahore District, the provincial capital of Punjab, reports The Express Tribune. According to details, the mastermind of Express News attack, identified as Abdul Rauf Gujar, belongs to LeJ and was a resident of Badami Bagh area of Lahore. Punjab Chief Minister (CM) Shahbaz Sharif has earmarked funds for modern resources, such as forensic laboratories, in the province, which prove the government’s commitment to dealing with terrorists, Dawn reports on April 22. The Punjab government has detained and prosecuted about 700 militants involved in sectarian violence over the last six months. In 2013, law-enforcement agencies in the province registered nearly 3,500 cases on charges of misusing loud speakers, delivering hate speeches, disseminating incendiary material and trying to cause divisions among different segments of society. The information was released by the Director General of Public Relations (DGPR) Punjab in response to a story carried in Dawn, calling attention to the presence of proscribed organizations’ sleeper cells in and around Lahore and the provincial Government’s lukewarm response to these developments. Referring to the arrest of a group of militants involved in high-profile attacks, including last month’s attempt to assassinate TV anchor Raza Rumi, the statement claimed, “All terrorists involved in high-profile sectarian attacks committed in Punjab have been arrested, including sectarian target killers in Lahore.” “Sectarian attacks reported in cities such as Chakwal, Bhakkar, Rawalpindi and Faisalabad were successfully investigated and the perpetrators arrested over the course of the past few months. “By keeping these terrorists off the street, incidents of sectarian (violence) in Punjab have also been significantly reduced,” it said.

The figures were revealed in a written reply from the Federal Ministry of Interior during the question hour. Balochistan, which has seen deadly attacks on the resident Shia Hazara community, witnessed 737 killings. Sindh, where a number of doctors, professors religious leaders belonging to their sect have been targeted in recent years, 252 were killed over sectarian differences between January 2008-January 2009. Punjab, which saw some of the worst riots in the country last year following a clash of two groups in Rawalpindi on Ashura that resulted in a curfew, 104 people were killed in sectarian violence over five years. Khyber Pakhtunkhwa witnessed 22 killing. Gilgit-Baltistan, which has belied its largely peaceful outlook with incidents of sectarian violence, saw 103 people falling victim to sectarian violence. Five people lost their lives in Islamabad in sectarian attacks.

In 2013, Law-Enforcement Agencies in the Province registered nearly 3,500 cases on charges of misusing loud speakers, delivering hate speeches, disseminating incendiary material and trying to cause divisions among different segments of society. The DGPR statement claimed, “All terrorists involved in high-profile sectarian attacks committed in Punjab have been arrested, including sectarian target killers in Lahore.” It further stated, “Sectarian attacks reported in cities such as Chakwal, Bhakkar, Rawalpindi and Faisalabad were successfully investigated and the perpetrators arrested over the course of the past few months. By keeping these terrorists off the street, incidents of sectarian (violence) in Punjab have also been significantly reduced.” An unnamed senior official of the Punjab Police said that tracking down and arresting the proclaimed offenders involved in sectarian crimes was primarily the job of District Police Officers (DPOs). “In almost every meeting on the state of law and order in the Province chaired by the Punjab Inspector General the arrest of those wanted for sectarian violence topped the agenda,” he said. However, because of religious sensitivities around these incidents and the attackers’ links to various religious organisations, Police always encounter resistance when pursuing such criminals. There is a need to proceed with caution in all such cases because these people have sympathisers among powerful politicians, which also affects the ability of the Police to do its job, he added.
