According to Police sources, unidentified armed militants attacked the bus with a grenade. The Express Tribune, however, reported that at least one passenger was killed and three others injured when their van hit an explosive device hidden under a culvert near Gilgit. “The investigation carried out so far has revealed that an explosive device went off the moment the passenger vehicle passed over the culvert,” Usman Ahmad, the assistant commissioner of Gilgit told The Express Tribune. “It could be a remote-control bomb but we haven’t finished the investigation yet,” he added.

Four under-trial prisoners escaped from a jail in Astore District late in the night of August 6, reports The Express Tribune. Deputy Inspector General (DIG) of Police Ali Sher said that the four inmates fled through a hole they made in the roof of their cell. The prisoners also wounded a jail official. A week earlier, five inmates managed to escape from the District jail in Chilas after breaking the lock of their cell. Four of those inmates were allegedly involved in the Karakoram Highway (KKH) bus attack in April, in which 10 Shia passengers travelling from Rawalpindi to Gilgit were killed.

Wazir Muhammad Ali Khan, the Gilgit Baltistan (GB) Inspector General of Police (IGP) on August 8 said that to counter the growing threats of terrorism in GB, intelligence sharing will be increased in the region. “The role of intelligence agencies is very important and we are trying to expand it in order to become aware of threats beforehand,” said Khan. “This has become all the more important following the recent bomb attack on a passenger van in Gilgit,” he added. Khan said that in the recent past Police foiled several criminal plots due to timely sharing of intelligence. “Just two days back, we intercepted a communication and arrested a group that was planning to carry out a major activity in Skardu,” he said, without divulging further details. The surrender of some religious leaders accused of assisting sectarian fanatics is another example, he added. Currently in GB, there are a total of 5,500 Police staff deputed, including drivers and cooks, Khan stated.

GB Council Member Amjad Hussain in an interview with The Express Tribune on August 19 said that killings in Gilgit are an attempt to create discord and to promote anti-government sentiments among the people of the region. He added that the frequent killings have reinforced the impression that the state machinery has either failed to control such acts or terrorism or is deliberately letting them happen. “Since G-B’s constitutional status is vague, such attempts and the prevailing sentiments could prove lethal for the country and the region itself,” said Hussain. He warned that if these attempts were not stopped, it could lead to a Balochistan-like situation in GB. “People should adopt political recourse for the solution of their problems instead of sectarianism,” said Hussain, who is one of the politicians who have been actively promoting peace and religious tolerance in GB. “It seems that the central intelligence agencies aren’t on the same page with respect to future of G-B,” he said, referring to the Inter-Services Intelligence (ISI) and Military Intelligence. He urged policymakers to immediately decide the status of GB “before things slip out of their hands”.

The Gilgit administration on August 23 ordered closure of Government and private educational institutions in the city indefinitely over delicate law and order situation, reports Dawn. On the directions of Gilgit Baltistan (GB) Deputy Commissioner Arqam Tariq all Government and private remained closed, adds Daily Times. However, offices, shops and trade centres reopened on August 23. In order to prevent target killing incidents, the use of motorcycles has also been banned by the GB government for unspecified time. The News adds that the GB government imposed ban on pillion riding for indefinite period till the return of normalcy. The Express Tribune, meanwhile, reported that ban on travelling on vehicles in Gilgit city was lifted on August 23.

About resumption of public transport from Gilgit to rest of the country, Shakoor said that security arrangements were underway to ensure safety of passengers and hoped that the service will be resumed soon. All the routes leading to and from Astor were opened on August 24, reports Pak Observer. Karakoram Highway (KHH), however, remained closed for public transport creating difficulties for the people of GB and tourists stranded in the area. According to details, people of various Districts of GB, especially Astore, had to face sever hardships due to closure of KKH and other roads linking different areas of GB due to security concerns. The GB Government, meanwhile, has finalised a security plan for the safe journey of Karakoram Highway (KHH) travelers. It was decided that passenger’s buses would run in Convoy between Bisham and Basri Check Post and the security forces will be escorting the vehicles. The transport companies will also be asked to provide private security guards in the passenger buses. All the passenger buses from Rawalpindi will be required to reach Bisham by 4:00pm and same would be the time to arrive for buses travelling from Gilgit. GB KKH Task Force will be responsible for the security of passengers in its jurisdiction while Police of Khyber Pakhtunkhwa will be responsible to ensure the safety of passengers in their jurisdiction. Dardistantimes.com reports that the Chief Minister of GB, Syed Mehdi Shah, once again, blamed foreign agents to be responsible for creating unrest in GB. He said, “Foreign agents are involved in spreading the unrest in the region in order to achieve their nefarious goals.” He also said that the government is determined to nab the terrorists. Shah disclosed that the GB government has decided to recruit 120 personnel for the safety of KKH who will be deputed in the passenger’s vehicles.

He also said the terrorist carried out the attack at the Babusar Top as no telecommunication system existed there. “The incident took place some 72 kilometres away from Naran and 195 kilometres from Mansehra city,” he pointed out. Speakers, including representatives of all political parties, at a seminar held stressed the need for an impartial interim set up in GB in the light of the 20th amendment to ensure that next elections are free, fare and transparent, reports Dawn. The speakers at the seminar titled “free, fare and transparent elections” said the chief election commissioner must also be impartial. They suggested that to constitute electoral circles and prepare electoral rolls, impartial officials should be appointed from the judiciary. And it should be ensured that one voter’s name was not enlisted in several circles as was experienced in the last elections. They further said distribution of BISP funds should be stopped as it was being provided to workers of only one party. Police said that a cleric Qari Khan Mohammad was going in his car along with his family members when he came under attack. They said that the Qari escaped unhurt, but two of his family members were wounded. The Police said that they had arrested two suspects following the attack. Markets remained closed and law-enforcement agencies enhanced patrolling the streets, as tension continued to grip the city.
