A house was damaged when an explosive device planted near the boundary wall of the house of Malik Khalil in Shahidabad area within the limits of Bilyamina Police Station of Hangu District exploded on October 2, reports The News. However, no casualty was reported. Malik Khalil told reporters that a letter was pasted on another portion of the boundary wall apparently to demand extortion money. “The people identified themselves as member of the Tehreek-e-Taliban Pakistan had pasted the letter on the wall, demanding PKR 1 million,” he maintained.

Khyber Pakhtunkhwa (KP) Governor Sardar Mahtab Ahmed Khan has said that the peace of whole region was linked with the peace and stability in tribal areas. He said the menace of terrorism has been controlled due to comprehensive strategy of military and political leadership, adding that repatriation process of temporarily displaced peoples (TDPs) has been started and going on successfully. The governor said one third of the total displaced population would be repatriated by the end of current.

The Peshawar High Court (PHC) on October 6 directed the Khyber Pakhtunkhwa (KP) advocate general (AG), Abdul Lateef Yousafzai, to submit a detailed explanation on behalf of provincial government that under what law the Security Forces (SFs) were called and stationed in different parts of the province by the Government, reports Dawn. A bench comprising PHC Chief Justice Mazhar Alam Miankhel and Justice Irshad Qaiser also directed the advocate general to submit the correspondence between the Provincial and Federal Governments through which the former had requested the latter for calling the SFs in aid of civil power in the province. The bench observed that while for Federally Administered Tribal Areas (FATA) and Provincially Administered Tribal Areas (PATA) the federal government had made two regulations by the name of Action (in aid of civil power) Regulation, 2011, no such law was introduced for other areas of KP. The AG, meanwhile, stated that SFs were called in aid of civil power in PATA and KP on the request of the provincial government, made through a letter sent on April 12, 2008. He said that in the said communication the provincial government had expressed concern over the deteriorating law and order situation in the province and requested the centre for calling the armed forces under Article 245 of the Constitution. The court, however, sought a detailed explanation and adjourned the hearing till October 27. The PHC chief justice had taken suo motu contempt notice of the issue involving a series of incidents, happened in close succession, where the free travelling of the chief justice and judges was halted and they were misbehaved by the Army personnel at checkposts despite sharing with them in advance their travel plan.

Police said Malik Jarrar, an employee of the Afghan Refugees Commissionerate in Hayatabad, was taking his daughters Bisma (5) and Rubab (10) to school when the incident occurred. “This is a target killing motivated by sectarianism as the man had no enemies,” said an investigation official from Khan Raziq station, adding this was the second such incident in recent times.

According to a KP Home Department document, judicial lockup facilities and central and District jails in the Province are overcrowded, housing over 1.5 times as many prisoners as the approved prisoner strength. The document shows there are 10,040 prisoners behind bars in the province's 22 jails and lockups, whereas the total authorised inmate capacity is 6,601 prisoners. Of this number, 7,100 are under-trial prisoners (UTPs), while 2,940 convicts ─ including 196 death-row inmates ─ are housed in various jails in the Province.

The militants stormed the UoM on March 18, 2009, killing four cops and a university security guard. Two other cops were also injured in the attack. Station House Officer (SHO) Oach Police Station, Said Zaman Shah, said that acting on tip-off the police established a checkpost in Gulabad area. He said that the Police arrested the militant identified Muslim Khan, a resident of Shamozai village in Swat District, during the search. The official said the militant had fled to Saudi Arabia after the military operation against the militants in Swat and returned a few days ago.

The Police on October 9 killed a local commander of Tehreek-e-Taliban Pakistan (TTP), Idadullah alias Farooq Alam, during an encounter in Gujrat village of Mardan District of Khyber Pakhtunkhwa. District Police Officer (DPO) Faisal Shahzad said that Police from the Rustam Police Station were patrolling Gujrat on the Daggar Road when militant commander Idadullah alias Farooq Alam along with his two accomplices opened fire on the Police. Farooq Alam was killed on the spot while his two accomplices escaped. The DPO said that the slain militant was wanted by the Mardan Police in more than 40 cases of bombing schools, CD shops and Government installations and carrying out attacks on the Police. An announcement in this respect was made after senior police officials of the province met here to discuss Muharram security plan. Provincial Police Chief Nasir Khan Durrani chaired the meeting, where regional Police officers, DPO, Assistant Inspector General (AIG) of Special Branch, Deputy Inspector General (DIG) of Counter-Terrorism Department (CTD) and Peshawar Police chief were in attendance. According statement issued by the Police, 429 Muharram processions will be taken out in the province, while 940 majalis will take place during the month. The Police have identified 129 ‘trouble spots’ on procession routes across the province. The provincial capital has 67 imambargahs from where 121 precessions will be taken out on different days of Muharram.

Official sources said that a bench comprising Chief Justice Mazhar Alam Miankhel and Justice Irshad Qaisar dismissed two petitions filed by mothers of the convicts including Haider Ali and Qari Zahir Gul against their children’s conviction by military courts for involvement in acts of terrorism. Lawyer for the petitioners Malik Ajmal Khan confirmed to the media that the bench had dismissed both the petitions. He said after detailed judgments were issued, it would be clear whether the petitions were dismissed on the ground of being non-maintainable or they’re decided on merit. The court had earlier stayed the execution of both the convicts and with the dismissal of these petitions they said stay order also stood vacated.
