A blast outside the house of a lawmaker of Pakistan Tehreek-i-Insaf (PTI) in Hazar Khwani area of Peshawar (Peshawar District), the provincial capital of KP, in the evening of November 9 left his daughter injured, reports Dawn. “I was the actual target,” MPA Haji Fazl Ilahi said and added that extortionists had been after him for the past about one month and demanding PKR 10 million from him. He said that the bomb was planted in a motorbike, which was parked beside his house. An official of bomb disposal unit said that it was a time bomb, which weighed about four kilograms.

According to an official, a five-kilogram improvised explosive device was planted at Jamander graveyard at Faqirabad village in the limits of Badbher Police Station, however, police defused it. Another bomb planted in agricultural fields in Pishtakhara was also defused by bomb disposal unit.

The Peshawar High Court on November 11 disposed of six habeas corpus petitions after learning from the Government about the presence of the relevant ‘missing persons’ at the internment centre of Ghalanai in Mohmand Agency (FATA), reports Dawn. The petitions were filed by relatives of the internees. A bench comprising Chief Justice Mazhar Alam Miankhel and Justice Haider Ali Khan observed that the detainees had been interned under a law, the Action (in aid of civil power) Regulation 2011, and had been declared ‘black’ suggesting that evidence were available against them of involvement in acts of terrorism and therefore, it could not proceed in their cases. It, however, observed that if petitioners faced problems in visiting internees or were denied rights, they could get back to the court yet again. The bench was hearing 17 cases of enforced disappearances.

Footprints of the Islamic State (IS) also known as Daish, appeared in Bannu District on November 13, days after similar reports of the extremist group’s presence were received from other parts of the country, reported Dawn. Wall-chalking welcoming IS have appeared in various parts of Bannu city including its cantonment area. The wall chalking was reported to be seen on City Road, Cantt Road, Dera Ismail Khan Road and Miranshah Road in the District. “We welcome the head of Syrian Daish Group Abu Bakkar Al-Bagdadi and pay him tributes,” raid the graffiti in Urdu language in various parts of Bannu. The message was from little-known group ‘Awami Baghi Group Bannu Waziristan’. The group appears to endorse a reported threat alert issued earlier by the Balochistan Home Department that the group has recruited more than 10,000 fighters from Kurram Agency in FATA and Hangu District of Khyber Pakhtunkhwa.

Two Internally Displaced Persons (IDPs) from North Waziristan Agency were killed and 11 others were injured in Bannu District on November 13 when the IDPs clashed with the local Police during a ration distribution, reports Daily Times. “Two IDPs died of bullet wounds after Police resorted to aerial firing to discipline the unruly crowd,” said a senior government official. He said that at least 17 Policemen were wounded during their clash with the IDPs. “The IDPs stormed the distribution points looting all the goods available for them and unfortunately two of them succumbed to bullet wounds,” he added.

A local Anti-Terrorism Court (ATC) on November 22 acquitted chief of the Tehreek Nifaz-e-Shariah Mohammadi Maulana (TNSM) Sufi Mohammad and around 30 of his associates in two more terrorism cases, reported Dawn. The cases were about attacks on a Frontier Corps (FC) convoy and a Swat Police Station around 19 years ago. However, Sufi Mohammad will continue to be behind bars for facing two more cases. One of the two cases is about sedition over a speech at Grassy Ground Swat in February 2009 when the Government had made a deal with him for restoration of peace in Malakand Region. Adil Majeed, lawyer for Sufi Mohammad, said no evidence had so far been recorded against his client in both cases. The trial of Sufi Mohammad in different terrorism cases have been conducted inside the Peshawar Central Prison for security reasons. He has been kept in that prison since his arrest in 2009 when final phase of military operation against militants was launched in Malakand Region. Until now, Sufi Mohammad and several of his associates have been acquitted by the ATC in 10 cases of terrorism.

According to details, the accused, including Pir Fazlullah and his three sons, were arrested along with six other accomplices for demanding extortion money from a trader. President of the Anjuman-e-Tajiran, Bara Market, Ghulam Rasul had lodged a case with the Police on September 18, 2014 that he had been receiving calls from unknown persons demanding extortion money. The trader told the Police that Fazlullah had sent his men for negotiating the ransom amount with the extortionists after the traders received extortion calls. The Police said the accused have links with the Darra Adamkhel Chapter of the Tehreek-e-Taliban Pakistan (TTP) and other militant groups. The cops also seized cellphones, SIM cards, computer, metal detector, handcuffs and two Kalashnikovs rifled, pistols and 3000 rounds during the raid.

Also, a senior minister speaking on a point of order in the provincial assembly acknowledged that financial irregularities were taking place in government departments, including communication and works and local Government ones. Taking floor on an adjournment motion in the house, Public Health Engineering Minister Shah Farman said: “I agree that cases of extortion, grenade attacks and firing have increased in the province.” Shah Farman however claimed that there was decline in suicide attacks, car bombs and explosions in current year as compared to 2013 and 2012. He said a total of 14 suicide attacks, 218 bomb blasts and three car bomb explosions had been reported in 2014 while in 2013, 18 suicide attacks, 284 bomb blasts and six car bomb blasts had occurred across the province. Giving data about acts of terrorism and other crimes occurred in the province between January and October 15, the Qaumi Watan Party (QWP) Sikandar Khan Sherpao said a total of 520 acts of terrorism, 291 cases of extortion, 1102 cases of abduction, and 831 cases of car lifting had taken place during the period. “A total of 190,454 crimes have been registered in the period,” he said. Sikandar said 150 workers administering polio vaccines had come under attack, while 532 civilians had died in acts of terrorism in the same period, while targeted killing of Shias and Sikh was on the rise.

The Investigation Wing of the Khyber Pakhtunkhwa Police on November 25 told the Inspector General of Police (IGP) that terrorist attacks have recorded a decrease during the current year compared to 2013, reports The News. IGP Nasir Khan Durrani held a meeting at the Central Police Office to review the overall crime situation and the working of Investigation Wing of KP Police during 2014. The meeting was held after Lutfur Rahman, Opposition Leader in Khyber Pakhtunkhwa Assembly, said on Monday 900 percent increase was reported in extortion cases. Additional IGP Investigation, DIGs Investigation, SP CRO and SPs Investigations from across the province attended the meeting. The Investigation Wing claimed there has been a substantial decrease in instances of IED blasts, vehicle-borne IEDs and suicide attacks in 2014 with the total number of terrorist attacks having reduced to 438 in the said period compared to a total of 468 cases of terrorism reported during the corresponding period in 2013. With an overall 7 percent decrease in the total number of terrorism incidents reported during 2014, there has been a staggering 45 percent decrease in suicide attacks that have come down to 10 in comparison to 18 suicide attacks in the last year. Around 50 percent decrease was recorded in vehicle-borne IED attacks that have come down to 3 compared to 6 vehicle-borne IED attacks in the last year, 25 percent decrease in IED blasts which have come down to 218 compared to a total of 284 IED attacks during the past year and 30 percent reduction in rocket attacks that have come down to 14 compared to 20 attacks in 2013. The report identified an increase in the incidents of target killing during the said period. The target killers of individuals have increased from 113 to 131 compared to the corresponding period in 2013. According to the details, during the said period, KP Police successfully repulsed 103 terrorist attacks, diffused 316 suicide jackets and IEDs and arrested 174 terrorists. Similarly, 26 hardened terrorists were killed during encounters with the police. However, during the current year, a considerable increase was observed in the registered cases of extortion as a total of 285 cases of extortion were registered in the province during the current year. Reportedly, extortion is an offence which was deliberately underreported during the past five years. The IGP urged all SP Investigations to give special attention to the cases of extortion. The Additional IG Investigation informed the IGP that during the current year KP police worked out 154 cases of extortion.
