“This is the beginning of our struggle. We want the USA to not only leave Afghanistan, but Pakistan also,” the coalition’s chairman, Samiul Haq, said at a rally before the convoy set off. “This movement will continue till the government severs all contacts with United States and NATO,” Haq said. The convoy is scheduled to reach Islamabad by July 9-evening (today). Hafiz Mohammad Saeed, the chief of Jama’at-ud-Dawa (JuD), the frontal organisation of Lashkar-e-Toiba (LeT), urged Pakistanis to join the protest. “All the people who believe that (the) US should leave Afghanistan and Pakistan, they should come out of their homes and join us,” he said.

Expecting that the DPC long march will culminate peacefully, the Federal Government has put in place elaborate arrangements for the protesters’ security in the twin cities with banning entry into Islamabad of the members of the banned organisations and others who are placed on Schedule-IV of the ATA. As the long march participants are expected to reach Islamabad on July 9 (Monday), the Federal Government on July 8 decided to seal all the entry points of Islamabad after 6pm and all entrants were subjected to security scrutiny and asked to present ID card. Prime Minister’s Adviser on Interior Rehman Malik chaired a meeting to review the security arrangements for the long march by DPC in which interior secretary, additional secretary, chief commissioner, IG Police and representatives of others law enforcement agencies participated. The meeting also requested the DPC to ensure that participants of the procession carry no weapons.

The Difa-e-Pakistan Council (DPC) on July 8 began a “long march” to Islamabad to protest over the reopening of NATO supply routes to Afghanistan, reports Daily Times. Thousands of people joined a convoy of buses, trucks and cars, many carrying the black and white striped flags of the DPC, on the 275-kilometre journey from Lahore to Islamabad. “Some 25,000 people have joined us at the start of (the) long march and many more would join on the way, while we have 3,000 people with us who are performing security duties,” the organisers’ spokesman Yahya Mujahid said. Police, however, estimated up to 8,000 people were taking part.

During the hearing, Balochistan Advocate General Amanullah Kanrani informed the court that “four out of 135 missing persons had been recovered”. The chief justice remarked that recovery of only four missing persons indicated that the provincial Government was not taking the issue seriously. He reiterated that security situation in the province was alarming and remarked that the Advocate General should inform the court on the Government’s behalf in writing that it could no longer control the situation. He directed the Advocate General to get the list of missing persons and provide compensation to their families.

Supreme Court Chief Justice Iftikhar Muhammad Choudhary on July 9 said that every third missing person in Balochistan was picked up by the Frontier Corps (FC), reports Daily Times. He said the issue of missing persons needed to be addressed to solve the problem of Balochistan. A three-member bench of the Supreme Court resumed hearing of a petition on the law and order problem and human rights violations in Balochistan at the Quetta Registry of the apex court. The hearing was also attended by Balochistan Home Minister Mir Zafarullah Zehri, Balochistan Police Inspector General Umer Khitab and counsel for the FC Raja Mohammad Irshad.

Voice for Baloch Missing Persons (VFBMP) Chairman Nasrullah Baloch told the bench that a commission on missing persons, headed by Justice (retd Javed Iqbal, had said in a statement that 30 missing persons had been recovered. The chief justice remarked that they had been sitting there from morning until night but could see no progress. He told the FC’s counsel that they did not say that all 50,000 FC personnel were bad, adding that just 50 officers were black sheep involved in unlawful activities.

Chief Justice Iftikhar Mohammad Chaudhry on July 13 ordered a paramilitary commander to produce 30 people in court, saying there was evidence troops were involved in their disappearance, reports Dawn. Chief Justice Iftikhar Muhammad Chaudhry ordered Balochistan Frontier Corps commander Major General Obaidullah Khattak to produce the missing before the court in the provincial capital Quetta on July 24. The 30 people were allegedly abducted in Tutak area of Khuzdar District in February 2011. “It is his (Khattak’s) duty to comply with the court orders and affect the recovery of missing persons and produce them,” Chaudhry said. He rejected the commander’s denial of responsibility as “unacceptable… in the wake of evidence against the force in picking up missing persons”.

The Government may not have been willing to produce evidence of the existence of the Inter-Services Intelligence (ISI)’s notorious political cell, but the Supreme Court still declared on July 16 that the cell, if it did, or does, exist, was illegal, reports The Express Tribune. The Supreme Court adjudged the political cell ‘void ab initio’ – that is, null and void from the start. If nothing else, the move is heavily symbolic – particularly with general elections around the corner. The decision was taken in a petition dealing with the ISI’s direct manipulation of the 1990 general elections – a petition commonly referred to as the Asghar Khan petition. Despite repeated orders by the court during past hearings in the case, the Attorney General failed to produce the notification under which the political wing of the ISI was allegedly established in May 1975. During July 16’s proceedings, the court had once again asked the attorney general for the notification. On another failure to produce it, a three-member bench, headed by Chief Justice Iftikhar Muhammad Chaudhry, took its own action.

The Government on July 24 virtually dismantled a panel of parliamentarians it formed in 2011 to initiate peace talks with the home-grown Tehreek-e-Taliban Pakistan (TTP), diminishing prospects of institutionalised dialogue with militants on a pattern being followed by Afghan authorities, reported The Express Tribune. National Assembly Speaker Doctor Fehmida Mirza had constituted a parliamentary committee in October 2011 after the country’s top political and military leadership decided to hold negotiations with militant groups at an all-party security conference. “All parties’ conference recognises that there has to be a new direction and policy with a focus on peace and reconciliation. Giving peace a chance must be the guiding central principle henceforth,” said one of the 12 points which was backed by around 60 political parties, the Government and the military’s top brass, at that time. The move was so hyped that some Government leaders called it a paradigm shift in the country’s military-dominated security policy after seven years of anti-terrorism campaign in the tribal badlands. Pakistani leaders borrowed the idea of parliamentary oversight of dialogue with the militants from the model of High Peace Council formed in 2010 by President Hamid Karzai to spearhead peace process with the Afghan Taliban in Afghanistan. But in Pakistan they do not have the mechanism to negotiate, despite their claims of wanting to resolve the issue through dialogue. The formation of the parliamentary panel appeared to be mere formality as the 12-member committee has not been able to hold a single meeting so far, leaving it to the military authorities to deal with the TTP.

Afghanistan’s warning came on July 22, 2012 after officials said more than 300 heavy artillery shells and rockets were fired from Pakistan into Afghanistan’s eastern Kunar province over two days, killing at least four people. However, Pakistan denied Afghanistan’s charge of cross-border shelling, calling it “incorrect”. “Pakistani troops only respond to and engage militants from where they are attacked/fired upon,” said a senior military official in Islamabad.
