Hakimullah Mehsud, the ‘chief’ of the Tehreek-e-Taliban Pakistan (TTP), was killed in a US drone strike in Dandy Darpakhel area, five kilometres (three miles) north of Miranshah, the main town of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) on November 1, reports Dawn. Intelligence officials said Hakimullah was leaving from a meeting at a mosque in Dandy Darpakhel area when the drone targeted their vehicle. Five militants, including Abdullah Bahar Mehsud and Tariq Mehsud, both key militant commanders and close aides of the TTP chief, were also killed with two others injured in the drone strike, multiple sources confirmed. On November 2-morning (Today), Hakimullah Mehsud along with other militants killed in the drone strike, was buried in NWA, reports The News. Sources said that besides Hakimullah Mehsud, his uncle, driver and other aides buried at different places NWA. The Government has not yet confirmed the death of Hakimullah, reports The News. However, it has stopped the delegation from visiting NWA to hold peace talks following the reports of TTP chief's death. Strongly condemning the US drone attack in North Waziristan, Pakistan Government reiterated that these strikes are a violation of sovereignty and territorial integrity of the country. Foreign Office Spokesman Aizaz Ahmed Chaudhry in a statement said that there was an across the board consensus in Pakistan that these drone strikes must end.According to the sources, TTP's Markazi majlis-e-Shoora (Central Advisory Committee) would appoint their new chief. The South Waziristan TTP chief, Khan Said Sajna alias Khalid is likely to succeed Hakimullah Mehsud as TTP chief. Chief of Mohmand Agency Umar Khalid Khurasani is also a strong contestant for the slot as he is the only surviving senior Taliban commander who had directly commanded operations under Hakimullah. Mullah Fazlullah, the chief of the Swat Taliban, is another senior TTP commander but unlikely to replace the assassinated TTP chief for not belonging to Mehsud clan. Jen Psaki, the spokesperson for the US State Department said that “We have seen those reports but we don’t have anything for you on that. The reports just came out. We have a close cooperative relationship with Pakistan on various issues, including counter-terrorism but I do not have anything specific for you on Pakistan on this report.” Reacting to US drone strike, Pakistan Tehrik-i-Insaf (PTI) chairman Imran Khan on November 1 demanded the Government to block NATO supplies going through the country, reports Dawn. Imran Khan further said that the US drone attack was as a conspiracy to sabotage talk’s effort. Earlier on October 31, Imran Khan issued a warning that his party will block the NATO supply line if the US made any drone strike to disrupt the talk’s process with the TTP. His party is set to table resolutions in Khyber Pakhtunkhwa (KP) Assembly and National Assembly on November 4 in this regard. Earlier on November 1, the TTP said that they have had “no contact” with the Government, a day after Prime Minister Nawaz Sharif said a process to initiate peace talks had been started, reports The Express Tribune. The TTP ‘spokesperson’ Shahidullah Shahid said that there had been no overtures. “No one has yet contacted us. The Government is making announcements only by media, no peace talks have yet been started,” Shahid said. “The beginning of peace talks means sitting at a table and discussing issues, no such thing has yet happened.”

Unidentified militants launched three rocket attacks at a camp of Security Forces (SFs) in Miranshah, the main town of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) on November 1, reports Dawn. According to military sources, the rocket attacks were carried out at 1 am in the morning. However, no loss of life or damage was reported.While the Government is preparing a roadmap for peace talks with militants, a faction of Tehreek-e-Taliban Pakistan (TTP) asked people living near Miranshah to move their families to safe areas by November 1, Dawn reported on November 2. The Shura Mujahideen North Waziristan, led by Commander Hafiz Gul Bahadur, also directed shopkeepers in Miranshah town to shift their expensive goods to other areas. The warning was issued in the wake of recent shelling by SFs of civilian targets in the area. A pamphlet distributed in Miranshah after Friday prayers asked residents of Darpakhel, Dattakhel, Toolkhel, Tabbai, Dandy and Matchus to shift their women and children to other places in North Waziristan. Residents of villages along main roads have been directed to vacate their homes. “The Shura has tried to respect a peace agreement which is still intact but the Army has resorted to fierce shelling over the past few days which has killed and wounded children, women and elders,” said the statement in Urdu.

More than 50,000 internally displaced persons (IDPs) have so far returned to their homes in Tirah valley of Khyber Agency in Federally Administered Tribal Areas (FATA) as the first phase of the repatriation process is about to complete, Dawn reported on November 5. FATA Disaster Management Authority (FDMA), which was tasked to supervise the return of over 17,000 registered families to Tirah, said in a daily report that 12,024 families comprising 53,951 individuals left Durrani camp in Kurram Agency and Jarma transit point near Kohat for their respective localities till November 4. FDMA had first fixed October 15 as the final date for the completion of first phase of the return process, started on September 15. The date was later extended to November 5 owing to the eagerness shown by majority of the displaced families to go back to their homes. The return process of all Tirah displaced families would be completed in two phases. The second phase of the return process will be started on March 1. According to official figures, 17,140 families of Bar Qambarkhel, Malikdinkhel, Shalobar, Zakhakhel and Adamkhel were registered with the FDMA when residents of Tirah were forced to leave Bagh-Maidan and its surrounding localities after Tehreek-e-Taliban Pakistan (TTP) captured the area on March this year.

Bhittani told journalists that TTP would continue their struggle for implementation of Shariah, adding that negotiations with the Government would only be possible if it is freed of US slavery and has its own authority. Bhittani said that TTP is not a political organisation. “The government had struck a deal with the United States and, under the garb of peace talks, it is selling out our fighters,” he said, adding, “The talks were merely a political stunt.” TTP spokesperson Shahidullah Shahid also spoke to reporters from an undisclosed location and discounting the possibility of negotiations, said, “Pakistan government is playing a double-game with us.”

The sources said an Afghanistan-bound trailer bearing registration no. GLT-4086 loaded with NATO supply assignments was on its way to its destination in Afghanistan, as it was intercepted by unidentified militants who opened indiscriminate fire on it. the People’s Party of Pakistan (PPP) leader Raza Rabbani presented on November 7 an 11-point plan to the Pakistan Muslim League – Nawaz (PML-N) Government for steering the nation out of the current complicated situation relating to talks with the TTP, reports Dawn. He came up with the plan as opposition continued their protest and held a parallel Senate session outside the Parliament House. The session presided over by PPP Senator Ahmed Hassan continued for more than 90 minutes despite rain. Asking the government to end the “state of flux hurting national security interests”, he said that the TTP must be told to come up with a “formal yes or no on the dialogue”. He said “judging from the TTP’s statement they are not ready for dialogue, and the Government should check through its contact, if any, all possibilities of the dialogue.” He asked the Government to make its position clear on pre-conditions set by the TTP for talks. Fazlullah was elected by the supreme shura (supreme council) a week after Hakimullah Mehsud was killed in a US drone strike on November 1. Sheikh Khalid Haqqani was chosen as his deputy. The TTP leaders from as far afield as Kurram Agency, Orakzai Agency, Bajaur Agency, Tank and South Waziristan participated in the meeting. Fazlullah is the first TTP chief who is not from Waziristan. His deputy, Khalid Haqqani, hails from Swabi. It is for the first time that the TTP leadership comprises men from urban areas and not from Federally Administered Tribal Areas (FATA).

Authorities imposed a curfew in order to provide protection to a military convoy. Helicopter gunships kept flying over the convoy. In addition, an Improvised Explosive Device (IED) planted along the road at Karamkot in Mir Ali tehsil was defused. A large number of people were stranded in Frontier Region (FR) Bannu because of curfew. According to details given by the locals, earlier, on the night of November 10 SFs had resorted to heavy shelling following an attack by the militants on Amin checkpost in Miranshah. There was no immediate claim of responsibility and the motive of the attack was not clear but militant groups in the past have carried out suicide attacks against each other. The Army Chief Reviewed the progress of the construction of the central trade corridor in North and South Waziristan Agencies of Federally Administered Tribal Areas (FATA). He paid tribute to the soldiers and officers who had rendered sacrifices and added that the army's struggle against terrorism was unprecedented. General Kayani is set to retire on November 28, 2013 after leading the army for six years. His successor has not been named yet. Hira Public School Principal Mohammad Qasim, who was among the seven abducted teachers said that he along with his colleagues was set free by LI and they reached their homes. He also disputed the media reports about their abduction and insisted that they were only ‘called’ by the council of LI to explain their role in polio vaccination campaign in Bara. Qasim repeatedly said that they were not kidnapped by anyone and but only ‘called’ to explain as to why his institution was used for polio vaccination. However, despite Qasim’s repeated assertions that he along with his ‘missing’ colleagues was back home, the local political administration didn’t confirm their release. “Security Forces (SFs) and khasadars entered my school without permission and without any prior notice about administering polio vaccines to the children in the school,” he said about their role in the vaccination drive. He alleged that SFs herded the teaching staff to a corner of the school and ordered the health workers to administer polio drops to the children under the age of five. Qasim said that he along with the residents of Speen Qabar and adjoining localities in Bara was opposed to polio vaccination and had not allowed polio vaccination in the past. “Parents send their children to my school for learning as it is a school and not a health centre or an army base,” he said and warned that he would permanently close down his school if SFs ever tried to force him to help them in the polio vaccination. Seven teachers of Hira Public School in Sipah area of Bara tehsil (revenue unit) of Khyber Agency in Federally Administered tribal Areas (FATA) went missing on November 21, 2013 after a polio team just vaccinated children in the school. The news about their missing was leaked to media on November 23, 2013 as the political administration was trying to conceal the incident.

Due to a lawyers strike on November 27, the Federally Administered Tribal Areas (FATA) Tribunal adjourned the hearing of a review petition filed by former Khyber Agency surgeon Doctor Shakil Afridi to December 9, 2013, reports The Express Tribune. After the last hearing on November 5, 2013 when the tribunal ordered the Khyber Agency political agent to compile a report on the accused and his case, lawyers confirmed Dr Shakil Afridi’s records have been submitted. A special public prosecutor was also directed to appear at the tribunal in the previous hearing. However, no details could be shared or confirmed as the hearing could not be conducted due to the strike. Dr Afridi had filed a review petition through his counsel – Advocates Abdul Latif Afridi, Samiullah Afridi and Qamar Nadeem, seeking a fresh trial and bail. The defence counsel had filed the review petition on October 21, 2013 demanding the tribunal to instruct the Agency’s political agent to conduct a fresh trial and allow the defendant an opportunity to defend his case, and cross examine witnesses if produced by the prosecution. The petition also urged the ban on the defendant’s bail be termed illegal and lifted.

Quoting a written letter titled ‘Threat Alert 1123’, official sources said that a little known Tariq Geedar group in collaboration with Tauheed-ul-Jihad would try to carry out terrorist acts against unidentified targets in Nowshera and Bara tehsil (revenue unit) of Khyber Agency to avenge the killing of TTP chief Hakimullah Mehsud. The secret letter circulated to offices of different Government Departments in Nowshera suggested elaborate security arrangements. The letter said that intelligence agencies got information that five suicide bombers were sent by TTP from NWA to Nala Mandikas area of Khyber Agency.
