Security is on high alert in Peshawar in the backdrop of SFs’ operation against militants in Khyber Agency and due to Friday prayers on November 2, reports The News. According to Police, SFs are battling against the militants in the adjoining tribal belt of Peshawar due to which additional Police check posts have been set up in the suburban areas of Matani and Badaber while additional troops have also been deployed. Policemen have been stationed at the mosques of Peshawar Cantonment and in interior areas while walk-through gates have been installed at main mosques. The main road leading to the Saddar Bazaar has also been closed due to security risks.

The Barang tribe assured the administration of Bajaur Agency that it would not allow cultivation of poppy crop in its area. The decision to impose ban on cultivation of poppy was taken at a jirga (tribal council) that was attended by a large number of tribal people and officials of local administration including Political Agent Syed Abdul Jabbar Shah. The political agent told the tribal people that poppy cultivation was affecting the dignity of the country at international level. He said that the crop was banned in the entire FATA but Barang tribe was still cultivating it. Mr Shah said that administration had decided to clear the entire agency of poppy crop. “Strict action will be taken against those, who cultivate poppy anywhere in the agency,” he added.

Unidentified militants in the November 3-night fired three missiles apparently to target a military camp in Razmak subdivision of South Waziristan Agency (SWA) of Federally Administered Tribal Areas (FATA) but the projectiles landed near a residential area outside the Army camp and didn’t cause any human loss, reports The News. The sources said the missiles were fired from the nearby mountains in the adjoining South Waziristan Agency. “The missiles were fired from the nearby mountains and the target was believed to be the Army camp. Another official said one of the missiles fell on the house of Cadet College watchman Mohammad Khan. He said one room of the house was damaged but the watchman and his family members remained unhurt.

More than a 100 tribal elders from four major tribes in Mohmand Agency signed an agreement to support the Government’s initiatives for peace. A grand jirga held in at Sangar Gandhab, five kilometres away from Ghallanai, the headquarters of the agency, at the hujra of Malik Muhammad Ali Halemzai, vowed to protect Government installations and support the Security Forces (SFs) for the restoration of peace. More than a 100 tribal elders from four major tribes, Wali Baig, Hamza Khel, Kadi Khel and Kamali Halemzai, signed an agreement to support the government’s initiatives for peace. The jirga also decided that tribesmen will be collectively responsible for maintaining peace and protecting Government installations from attacks.

The Khyber Agency has recorded the highest number of subversive acts during 2012 as compared to other parts of Federally Administered Tribal Areas (FATA), reports Dawn. The data compiled by offices of Political Administration in FATA shows that total 96 bomb blasts, suicide and rocket attacks have occurred in Khyber Agency between January and October of 2012. These incidences have left at least 100 civilians and 20 security personnel dead besides injuring 60 others, the record shows. Army and paramilitary forces have been conducting operations in Khyber Agency since 2009, but they have yet to evict militants from the area, situated at a stone’s throw from Peshawar. The volatile agency has also topped the list of abduction for ransom incidents among all tribal units as it recorded 40 cases in which people were picked up and taken there before making demands for money from the relatives of the abducted persons. Main militant groups like Lashkar-e-Islam (LI), Tawheed-ul-Islam (TI), Ansaar-ul-Islam (AI), Haji Namdar group and Abdullah Azzam Brigade have been operating in the area, according to sources. The infighting among these militant outfits and subsequent military operations caused mass exoduses from the militancy-stricken area. According to FATA Disaster Management Authority’s report, around 71,000 displaced families, who left their native homes in the wake of lawlessness, had been registered with it. Officials blamed deaths and civilian casualties in Khyber Agency on artillery shelling and rocket attacks. The trouble started in Khyber Agency in 2003 when supporters of two rival sectarian groups led by Mufti Shakir and Pir Saifur Rehman respectively clashed in Bara. A Khyber Agency Political Agent Mutahir Zeb told a jirga (tribal council) of Bar Qambarkhel elders that no parallel administration would be tolerated in Bara anymore. Sources said that tribal elders requested the political agent to extend the deadline, set for launching a military operation in the area. The political agent told the tribal elders that he would forward their request to the authorities but didn’t make any promise about extension in the deadline. The authorities had asked the tribal elders to hand over wanted militants, expel Afghan clerics, close private jails in the area and regulate activities of a banned outfit before November 5 otherwise a military operation would be launched in Bar Qambarkhel. However, the tribal elders failed to respond within specified time to the Government demands. A jirga of Bar Qambarkhel elders, headed by Member of National Assembly (MNA) Hamidullah Jan Afridi, held a meeting with political administration to seek extension in the deadline. Expressing concern over the prolonged military operation and curfew in their area, the internally displaced persons (IDPs) of Bara in Khyber Agency of Federally Administered Tribal Areas (FATA) have decided to meet leaders of different political parties to devise a plan for resolving the issue through negotiations, reports Dawn. Addressing a press conference in Peshawar on November 6, Tehreek-e-Mutasireen Bara chairman Suhbat Khan Afridi said that IDPs were unable to live in camps and with relatives any longer. He appealed to the Government to end operation and lift curfew in the area. He further said that a large number of people had been rendered jobless owing to closure of bazaars and markets in Bara. Mr Afridi said that Government should take effective steps for winding up the operation, restoration of peace and revival of business activities by announcing a comprehensive financial package for the IDPs. He said that more than 500,000 people became IDPs in the wake of military operation while nearly 120,000 children were deprived of education. He said that 1,700 people including elderly persons, women and children were killed in the area.

In some places, the posters were hanged in trees, apparently to attract maximum attention. The pamphlets warned people of dire consequences if they were found ‘guilty’ of supporting, patronising and helping pro-Government Lashkars or peace committees. “All the so-called peace activists are on our target list and they will be attacked in due course of time,” the pamphlet warned, saying people of Bara should voluntarily sever contacts with peace committees.

Tehreek-e-Taliban Pakistan (TTP) released a one-minute-and-fifty-second-long video clip of abducted staffers of the FATA Development Authority (FDA) in which the abductees are shown imploring the Government and the FDA for their early release, reported Daily Times. The FDA employees were abducted on December 10, 2011. The TTP has threatened to kill all the captives if its demands are not met until December 6, 2012. The video shows the FDA engineer Khurshid pleading the FDA and Government authorities to help secure their release. He warned that the Taliban would kill them after the expiry of final deadline. The TTP has released three videos of the captives during the last 10 days. In the previous video, the abducted employees of Gomal Zam Dam were seen begging to the Government and Water and Power Development Authority (WAPDA) to accept the their demands before December 3, 2012.

Militants have targeted shrines of Pir Baba, Mian Mohammad Omar Baba, Madai Baba, Kaka Sahib, and Akhun Panjo Baba. Seven militants were killed and 15 others, including Mullah Nazir, who is considered a pro-Government local Tehreek-e-Taliban Pakistan (TTP) ‘chief’, sustained injuries when a suicide bomber riding a motorbike blew himself up near the vehicle of the militant commander in Rustam Adda in South Waziristan Agency of Federally Administered Tribal Areas (FATA) on November 29, reports The News. Sources said that in the attack, apparently targeting Mullah Nazir, his two key ‘commanders’ were killed besides five others on the spot. Mullah Nazir, leading a large faction of militants in South Waziristan Agency, also sustained injuries in the blast. Soon after the incident, militants of the Mullah Nazir fraction besieged the area and closed Rustam Adda. Mullah Nazir, dubbed as a pro-Government Taliban leader, became prominent when he organised and led a Lashkar (militia) to dislodge the foreign militants, particularly of the Uzbek origin from Wana, the headquarters of South Waziristan tribal region, a few years ago. “The tribesmen then asked Mullah Nazir to expel foreign militants and Pakistani militants who are opposed to the Pakistani forces. Mullah Nazir promised to do this but sought some time,” a tribal elder familiar with these developments said. Mullah Nazir had also signed a peace accord with the government in 2007.

Five Levies personnel were injured in a roadside blast on the main Peshawar-Torkham Highway in Zakhakhel area under Landi Kotal tehsil of Khyber Agency. “One device exploded when a vehicle carrying khasadar official Abbas Ali and his subordinates passed by. They all escaped unhurt but their vehicle suffered damage,” he said. The official said the second blast occurred at the same place minutes later when levies personnel were busy removing the damaged vehicle. He said the second explosion was of mild intensity but caused minor injuries to five levies personnel.
