Daily Times reports that backed by helicopter gunships and artillery, the Pakistan Army started another operation against militants in South Waziristan, killing six of them and losing three soldiers on November 9. Military spokesman Maj Gen Shaukat Sultan stated the operation was started in the area between Dilla Kula and Spinkay Raghzai and added that the bodies of the six militants were retrieved and "there could be more casualties among them". Several hundred long-range artillery shells were fired on the militants' positions in Zmaray, Chotkhel, Khadkhel, Darwazai Zor, Karwan Manza and Asman Manza, where a large number of Mehsud tribesmen live.

Five most wanted tribal militants on November 11 signed an agreement with the government, pledging to live peacefully and not to harbour foreign militants in South Waziristan. Yargulkhel, Kurmezkhel and Malikkhel, three sub-clans of the main Ahmadzai Wazir tribe, signed the agreement with the authorities in Wana on behalf of the five militants, including Haji Mohammad Omar who had been declared successor to the slain militant commander, Nek Mohammad. The four other militants are Maulana Abdul Aziz, Haji Sharif, Maulvi Abbas and Mohammad Javed. "The tribes have deposited Rupees10 million as guarantee for each of the five militants," said Brigadier Mehmood Shah, the security chief (FATA), in Peshawar.

One of the dead militants belonged to a madrassa (seminary) in Karachi, Hussain said, adding that the army operation begun on November 8 would continue till militant Abdullah Mehsud was arrested and the area was cleared of Al Qaeda-linked militants. Three army brigades participated in the operation begun in several areas of South Waziristan Agency, he said, adding that troops from Jandola, Kotki, Kanigarram, Karma and Tiarzai advanced towards Abdullah’s native village, Nanoo. Several militant hide-outs had also been destroyed in the ongoing offensive, with an extra 7,000 troops backed by helicopter gunships pouring into tribal region of South Waziristan on November 12, Khattak said giving detailed briefing in village Nano, native village of Al Qaeda terrorist Abdullah Mahsud, to visiting representatives of foreign media based at Islamabad and Peshawar. The troops took over some militant strongholds and seized a weapons cache during the operation. "Our forces have killed some 30-40 militants this week and destroyed several terrorist hide outs," Niaz Khattak said. "My reckoning is that the number of foreign militants in the area should not be more than 100," he added. Major General Niaz Khattak also said that he had seen no indication that Al Qaeda chief Osama bin Laden was hiding in South Waziristan, as some experts believe. "We have recovered 3,600 kilogrammes of explosives, hundreds of 82mm mortar rounds, 75mm rifle rounds, 18 107mm rockets and 40,000 rounds of different calibres," a local administration official said. Military officials in Peshawar confirmed the seizure, but gave no details. The weapons were recovered when security forces raided two compounds in Kanigarram – considered a Mehsud stronghold – on November 18. Two local tribesmen who owned the compounds were taken into custody, but were later released as they assured authorities that they had stored the explosives and ammunition in case rival tribes attacked them.

"The government should immediately stop the operation, otherwise the Mehsud tribe would stop cooperating with the military authorities in curbing militancy in the area," the jirga members warned. Dawn reports that Corps Commander Lt-Gen Safdar Hussain while speaking at a jirga of the Ahmadzai Wazir tribe at the Governor House in Peshawar on November 26 announced the withdrawal of troops and removal of check posts from all parts of the Wana subdivision of the South Waziristan tribal region. According to an official handout, Governor Syed Iftikhar Hussain Shah, Inspector General of the Frontier Corps (FC), Tariq Masood, and senior officials were present on the occasion. About 400 elders and maliks and three most wanted militants Maulvi Abbas, Maulvi Javed and Maulvi Abdul Aziz, who recently accepted a government amnesty, attended the jirga. Troops had entered the area in 2002 to launch an operation against foreign and local militants, extend the writ of the government to inaccessible tribal regions and carry out development activities. The army has nine check posts in Wana. Gen Safdar said that all interim check posts would be removed from Wana and innocent people taken prisoner would be released. "Peace has been restored in Wana and now the military will not use force in any part of the area," he declared.
