According to sources in civil and military intelligence agencies, seminaries operating inside the capital are reportedly assisting Tehreek-e-Taliban Pakistan (TTP) with the collection of extortion and ransom money by arranging deals between militants and their victims, Dawn reports on May 1 (today). The sources also revealed that the seminaries are providing courier services to the TTP by arranging for the money to be transported to pre-determined locations easily accessible for TTP militants. Intelligence officials said that an analysis of the calls made in cases of extortion and ransom demands revealed that most of them came from Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA). While citing instances the officials said that the role of the religious seminaries in collecting extortion for the TTP was established and action against them has been suggested. “It was decided to mount intelligence and vigilance around the victims and the religious seminaries which would help trace and arrest those who are behind the extortions.” The vigilance will spot them whenever they contact the victims for finalising the deal, they added. The officials further stated that the groups of TTP involved in generating funds through extortion and kidnapping-for- ransom, also stay at the seminaries and get assistance from there.

An influential pro-Government tribal elder, Malik Qader Khan, and his two guards were killed in an attack near Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on May 1, reports Dawn. Officials said one of the attackers was also killed in retaliatory fire by Qader Khan’s gunmen. Officials said Qader Khan was travelling from Miranshah to Bannu when assailants in a non-customs paid car opened fire on his vehicle at the Chashma Bridge on the main Miranshah-Bannu road. Qader Khan was going to his village when he came under attack. Malik Qader Khan was known as chief of Waziristan and he had served as a peace committee’s member. He was one of the signatories to a peace agreement between the Government and local Tehreek-e-Taliban Pakistan (TTP) in 2007.

Meanwhile, Fata Disaster Management Authority (FDMA) Director General Arshad Khan on May 5 said that they would start rehabilitation process of 7,706 Internally Displaced Persons (IDPs) of Bagh Maidan area of Tirah valley from May 7, 2014, reports The News. He said that some 3, 42,000 people belonging to the Khyber Agency were displaced and of them 1, 65, 000 IDPs were rehabilitated and the remaining would also return home gradually. He said the people would be provided ration for six months and on their return they would get non-food items and shelter kits. The IDPs, he said, were supposed to return earlier but rains and dilapidated roads were main hurdle in their return. The government would also pay PKR 25,000 to each family in addition to house subsidy after disaster assessment, he said. He added the remaining IDPs would also return homes till July 2014 as the situation improved.

The five-member commission comprising retired civil and military officers, a former provincial minister and a serving civil officer has been asked to produce a comprehensive report within 10 months. The successive Governors had formed several commissions and task forces for the purpose but administrative and legal reforms are missing in FATA. Former Chief Secretary Ejaz Qureshi has been appointed Chairman of the FRC, whose other members are Lieutenant-General (retired) Syed Sabahat Hussain, former bureaucrat Mir Laiq Shah, former Provincial Minister Mossarat Qadeem, who runs an NGO, and Additional Secretary to the Governor Muddassir Riaz Malik. The commission may corporate another member with the approval of the Governor, said a notification. The body will submit short and long term reforms initiatives to the governor for his approval. Mandate of the FRC is to formulate and propose strategic objectives, strategic policies and action plans which will be submitted to the Governor for approval. The FRC will overview the implementation of the reform initiatives and propose “mid-course corrections” as and when required. Separately, three security officials were killed while two others were injured in an Improvised Explosive Device (IED) explosion in Seen Tanga Towda Chena area of Frontier Region Bannu in the morning of May 29, reports The Express Turbine. The security officials were patrolling in the area when an IED device planted by unknown militants went off at around 10:30am. The deceased security officials were identified as Nasir Ali, Jaffar and Frontier Crops official Muzafar while the injured include Captain Obaid and Sepoy Safarash.

The Tehreek-e-Taliban Pakistan (TTP) North Waziristan chapter led by Hafiz Gul Bahadar formally revoked the peace accord with the Government, a pamphlet distributed by the group in the area said, Daily Times reports on May 31. The faction, as the pamphlet sent to media by Bahadur’s ‘spokesman’ Ahmadullah Ahmadi said, is now preparing to fight against what it said was the Security Forces’ planned operation, giving locals time until June 10, 2014 to leave the area and move to safety. The pamphlet distributed on May 30 read that the Government had broken the peace accord with the North Waziristan TTP by launching air strikes with a full-fledged operation being planned for the tribal region. “The shura Mujahideen has decided not to tolerate this aggression anymore and has opted to fight and defend Waziristan,” the pamphlet added.

At least 16 militants were killed as Security Forces (SFs) backed by gunship helicopters thwarted a cross border militant attack on a checkpost situated on Nao Top in Bajaur Agency of Federally Administered Tribal Areas on May 31, reports Dawn. During the gun battle and airstrikes, one soldier was killed and two were critically injured. The attack came a day after the Shura Mujahideen Waziristan group, led by Hafiz Gul Bahadur, in North Waziristan Agency asked local residents to move to safe locations close to the Afghan border to avoid being caught in crossfire in the event of a military operation in the area. A pamphlet issued by the group alleged that the Government had practically revoked an agreement with them without making any announcement to the effect, by attacking ‘innocent people’ and destroying property. “We continued to tolerate this repression but now it has exceeded limits,” the pamphlet had alleged.
