In response to the militant attack on a polio team in the Lashora area of Jamrud tehsil (revenue unit) in Federally Administered Tribal Areas (FATA) which left at least 13 persons dead on March 1, Security Forces launched an assault on March 2-morning on militant hideouts in Kalanga and surrounding areas of Bara tehsil and killed five militants, reports Dawn. Security sources confirmed that gunship helicopters struck the Ayubi Markaz (headquarters) of Mullah Tamanchey involved in the attack on polio workers.

Hafiz Gul Bahadur, a militant leader of Gul Bahadur Faction based in North Waziristan Agency (NWA), on March 2 distanced himself from peace talks, reports Dawn. His ‘spokesman’ Ahmadullah Ahmadi said in a statement that the peace agreement signed in 2006 by the Government and local TTP was still intact, although its certain clauses had been violated. The deal was renewed in 2008. “The government has violated certain clauses of the agreement, but they (TTP) still abide by it and will never allow anyone to violate it,” the spokesman said, adding that the Gul Bahadur Faction had never been part of the TTP.

Al Qaeda continues to operate from Federally Administered Tribal Areas (FATA), Commander of the United States (US) Central Command General Lloyd J. Austin said on March 6 in his testimony before House Armed Services Committee while adding that the long-lasting tensions between India and Pakistan over Kashmir are a threat to regional stability, reports The News. "Long-standing tensions between Pakistan and India also threaten regional stability as both states have substantial military forces arrayed along their borders and the disputed Kashmir Line of Control (LoC)," General Austin said. He said that the US faced a host of challenges in Pakistan that have long hindered the efforts of the Pakistan Government to fight terrorism and America's ability to provide needed assistance. "Central to Pakistan's struggles is its poor economy and burgeoning 'youth bulge'. TTP’s Mohmand Agency chapter 'chief' Umar Khalid Khurasani on March 11 vowed to abide by the ceasefire negotiated between the Government and TTP despite the outfit’s claim of killing 23 Frontier Corps (FC) soldiers, reports Dawn. Peace talks had reached a deadlock after the killing of the soldiers. In a written statement to the media, Khurasani said the outfit did not have any plan to attack former President General (retired) Pervez Musharraf or anyone else for that instance. He also said the militant outfit was obeying ceasefire as negotiated by the central leadership of the TTP. He said security and intelligence agencies were misguiding people. “We abide by ceasefire and have no plan to attack Musharraf or anyone else,” said Khurasani.

Adviser to Prime Minister on National Affairs, Irfan Siddiqui on March 13 said that the talks had entered a crucial stage and the-two member Taliban talks committee would give a report about its talks with the Taliban leadership after its return from Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA) within two days, reports Daily Times. He said that after the report from the Taliban committee, a decision would be taken on how to take forward the talks process. Irfan Siddiqui said after the report it would be clear whether the Taliban would hold direct or indirect talks. States (US) Marine Corps and current Commander of the International Security Assistance Force (ISAF) and U.S. Forces Afghanistan (USFOR-A), Major General Joseph Dunford on March 13 said that allied and Afghan forces are putting a greater focus on the Haqqani Network, which has threatened to disrupt Afghanistan’s Presidential elections scheduled for April 2014, reports The News. He said that the effort includes a move by the US to "crank up the heat" on the group’s financing and freedom of movement. Dunford said that Haqqani militants have been more active in the past few months. An appellate forum under the Frontier Crimes Regulation (FCR) on March 20 directed the Political Agent of Khyber Agency in Federally Administered Tribal Areas (FATA) to prepare a case against Shakil Afridi over his involvement in anti-state activities in collusion with Central Intelligence Agency (CIA), for further proceedings before the competent court, reports Dawn. The direction has been issued in the detailed verdict on the appeal of Shakil against his conviction for involvement in anti-state activities by supporting the Bara-based Lashkar-e-Islam (LI). The details of the verdict given by the FCR Commissioner, who upheld Shakil’s conviction by an Assistant Political Agent (APA) over links with a proscribed organisation in Bara, Khyber Agency, were released on March 20. “(The) Political Agent Khyber (Agency) is directed to further adduce the evidence in consultation with the concerned Intelligence Agencies and prepare a case against the appellant, both under Federal and Provincial laws, for further proceedings in the competent court of law,” Commissioner Captain (retired) Munir Azam wrote in the verdict. Earlier on March 15, Munir Azam announced his decision to reduce Afridi’s sentence by 10 years, reports The Express Tribune. “The tribunal has reduced the 33 year imprisonment to 23 years and also reduced the fine of PKR 320,000 to PKR 220,000” defence lawyer Samiullah Afridi said. However, Samiullah said that he would appeal against the decision as he wanted to have a new trial, as stipulated by the authorities in August 2013. “We will appeal against this decision, because it is unjust,” Samiullah said.

Direct peace talks were held between the Government and the Tehreek-e-Taliban Pakistan (TTP) in Orakzai Agency of Federally Administered Tribal Areas (FATA) on March 26, reports The News. The talks were mainly focused on an extension in the ceasefire and release of non-combatant detainees. The face-to-face meeting lasting seven hours was held in the Bilandkhel area in Spin Thall in the Orakzai Agency near the boundary with North Waziristan and the Kurram Agencies. Sources said a consensus could not be developed during the talks on the host of issues that were discussed. Five TTP central Shura (council) members took part in the talks, although the Jamiat Ulema-e-Islam (JUI-S) head Maulana Samiul Haq, who is head of the TTP-nominated negotiations committee, said eight Shura members were present. Maulana Samiul Haq also attended the meeting. The four Government negotiators led by Secretary Ports and Shipping Habibullah Khan Khattak and the three TTP negotiations committee members headed by Maulana Samiul Haq were first flown in two separate helicopters to Thall town in Hangu District and then driven in vehicles to Bilandkhel in Orakzai Agency. The three other government negotiators were Fawad Hasan Fawad, an Additional Secretary in the Prime Minister’s Office, Additional Chief Secretary FATA Arbab Muhammad Arif and Rustam Shah Mohmand, a retired bureaucrat who served as chief secretary of Khyber Pakhtunkhwa and ambassador to Afghanistan and is a nominee of the Pakistan Tehreek-e-Insaf (PTI) in the committee. The TTP-nominated negotiators Muhammad Ibrahim Khan, who is provincial head of the Jamaat-e-Islami, and Maulana Yousaf Shah, who is an aide to Maulana Samiul Haq and is coordinator of the committee, also attended the talks. The TTP Shura was represented in the talks by Qari Shakil, who belongs to Mohmand Agency, Azam Tariq, who is from the Mehsud tribe in South Waziristan, Qari Bashir, Hussain, who is a pharmacist and cleric, and a fifth person whose name could not be ascertained. Maulana Yousaf Shah and Prof Ibrahim had earlier said that Maulana Zakir too would be representing the TTP Shura, but it wasn’t clear if he attended the meeting.

The ceasefire is to expire on March 31. According to an insider, the Tehreek-e-Taliban Pakistan (TTP) has set two conditions for continuation of the peace talks. One is the creation of a demilitarised peace zone in mountainous Shaktoi in South Waziristan Agency of Federally Administered Tribal Areas (FATA), to allow freedom of movement and two, the release of non-combatants. The insider said the five-member militants’ committee sought written guarantees before they could commit to an extension in the month-long ceasefire. “For nearly seven hours, we talked to them about the destruction wrought by over a decade of violence, the loss of lives and property and displacement of people. We said ‘let bygones be bygones, let’s bury the hatchet and make a new beginning’,” the insider said. “Nothing seemed to appeal to them. I have come back really disappointed. The chances of success and continuation are not terribly bright. This is a non-starter,” he said. “We couldn’t offer any written guarantees. It was not our mandate, so we came back without winning any commitment either for an extension of ceasefire or the release of non-combatants in their custody,” he said. “The militants have tied the continuation of the peace talks or extension of ceasefire on acceptance of their demands.” He described the situation as a stalemate, adding it was now for the federal government to reply. He said that militants had handed them over a list of 250 non-combatants. The list includes names of women, children and the elderly. The military has already denied they have women, children and the elderly in their custody. “We told them we will investigate the matter,” the insider said. The militants’ committee also handed the committee representing the state a list of some seven hundred combatants for a possible release.

The Government has claimed a modest increase in the boys’ and girls’ literacy rate in the Federally Administered Tribal Areas (FATA), Dawn reports on April 1. “Literacy rate for girls stands at a modest 10.5 per cent compared to 36.66 per cent for boys despite considerable expenditure incurred by the FATA Secretariat to improve education statistics in the area,” said a handout while quoting an official document. Earlier, the girls’ and boys’ literacy rate was three per cent and 29.51 per cent respectively. According to the handout, Kurram Agency tops other tribal agencies in the girls’ enrolment as 21.3 per cent girls have been enrolled there followed by Khyber Agency with 16.13 per cent such enrolment. Giving agency-wise breakup of the girls’ enrolment, the handout said the FATA Education Atlas 2011-12 reported that the proportion of girls enrolled in educational institutions stood at 7.5 per cent in South Waziristan, 4.26 per cent in North Waziristan Agency, 21.03 per cent in Kurram Agency, 4.7 per cent in Bajaur Agency, 5.72 per cent in Mohmand Agency, 5.15 per cent in Orakzai Agency and 16.13 per cent in Khyber Agency. Similarly, the proportion stands at 5.88 per cent in Frontier Region (FR) Dera Ismail Khan, 1.81 per cent in FR Lakki Marwat, 2.28 per cent in FR Tank, 1.07 per cent in FR Bannu, 24.09 per cent in FR Kohat and 16.66 per cent in FR Peshawar. According to the handout, around 124,424 girls are enrolled in 1,551 primary schools, 19,614 girls in 158 middle schools, 13,837 girls in 42 high schools and 1,134 girls in five higher secondary schools in FATA. It said the recent militant activities and poor law and order situation in tribal areas had badly hampered the girls’ education in the region but the government was taking steps to provide education across FATA.
