US drone attack killed 15 militants in Hisokhel, east of Miranshah, the headquarter of North Waziristan Agency of Federally Administered Tribal Areas (FATA) on June 4, reports Daily Times. Officials said two missiles slammed into a compound in the village of Hisokhel before dawn. “Fifteen terrorists were killed in a dawn strike on a compound. The bodies of those killed were unable to be identified,” a security official in Miranshah said. He said there were unconfirmed reports that foreigners were among the dead. In the debris, local people found letterheads of Tehreek-e-Taliban Pakistan (TTP), wooden beds, blankets and mattresses. Dawn reported that al Qaeda’s ‘second-in-command’ Abu Yahya al-Libi was the target of the US drone strike. US officials confirmed to The New York Times that Libi had been the target of the missile attack in North Waziristan, but could not say whether he had survived. A senior Pakistani security source in Peshawar, meanwhile, told The New York Times that it “looks like he has been killed.”

At least 20 Tehreek-e-Taliban Pakistan (TTP) militants were killed in retaliatory fire by Security Forces (SFs) when a group of militants attacked the Salala checkpost along the Af-Pak international border in Mohammad Agency of Federally Administered Tribal Areas (FATA) on June 5, reports Dawn. The Salala checkpost, which was attacked by NATO forces on November 26, 2011, severely straining Pakistan-US relations. According to security officials, the attack was repulsed and 20 militants were killed and several others injured. According to them, one soldier was killed and three others injured in the exchange of fire. However, the TTP rejected SFs’ claim about casualties of militants and said only one militant had been killed and three injured. The TTP ‘spokesman’ Ehsanullah Ehsan said by phone that six soldiers had been killed in the attack and eight injured.

The United States (US) on June 5 said that al Qaeda number two Abu Yahya al-Libi was killed in a drone attack at Hisokhel, east of Miranshah, the headquarter of North Waziristan Agency of Federally Administered Tribal Areas (FATA) on June 4, reports Dawn. “Our government has been able to confirm al-Libi’s death,” said White House spokesman Jay Carney, ending a prolonged US tussle with a man who once escaped from a US jail in Afghanistan, and had defied previous attempts to kill him. “It is significant,” another US official said, saying Libi headed al Qaeda operations in Pakistan and had outreached to affiliates such as Yemen-based al Qaeda in the Arabian Peninsula (AQAP), which has attacked US targets. News of the killing of Libi followed reports detailing the scope of the US campaign against global terrorism, including revelations that President Barack Obama personally presides over a “kill list” of top suspects. Al Libi, a hero in militant circles for his 2005 escape from the US military prison in Bagram, Afghanistan, was elevated to al-Qaeda’s No. 2 spot when Ayman al-Zawahri rose to replace the slain Osama bin Laden. Militants and residents in the area told Pakistani agents that al-Libi was in the house when it was hit, Pakistani intelligence officials said. They said the mud and brick house was completely destroyed. A local Taliban chief, on condition of anonymity, said al-Libi was not present at the house, though his guard and driver were killed. However, residents of the village said Libi was killed as an unusually high number of militants gathered there after the drone strike and they kept people away. They usually bury the bodies after a drone strike in the nearest graveyard, said one of the villagers, describing the aftermath of previous strikes in the area. This time they put all the bodies in their cars and took them away.

Dawn reported that on June 6 differences cropped up between office-bearers and members of (Federally Administered Tribal Areas) FATA Lawyers Forum (FLF) after its patron-in-chief Abdul Kareem Mehsud announced to suspend the forum’s cabinet, but the rival group insisted the suspension was illegal as Abdul Kareem had no legal authority to do so. The reason for these differences was the announcement of some office-bearers and members of the forum to contest the case of Doctor Shakeel Afridi, who is suspected of having links with Central Intelligence Agency (CIA) and was recently convicted for supporting the militant outfit, Lashkar-e-Islam (LI).

Hundreds of families were forced to flee when Tehreek-e-Taliban Pakistan (TTP) launched a fresh offensive against Kukikhel tribe in Tirah valley of Khyber Agency in Federally Administered Tribal Areas (FATA) on June 8, reported Dawn. Sources said that about 500 families, belonging to Maniya Khel and Sra Vela localities of Tirah, reached Ghundi village of Jamrud tehsil (revenue unit) while around 300 more temporarily settled down in Ali Masjid area. A resident of Maniya Khel, Saifullah told the media “Taliban came in a large number. They were heavily armed”. He added that Kukikhel volunteers could not offer any resistance as they had exhausted all their ammunition and also vacated most of their bunkers. Saifullah further said that Taliban were also supported by Ansarul Islam (AI), a local militant outfit headed by Maulana Mehboobul Haq. He also alleged that the local militant outfit was affiliated with Jama’at Ulema-e-Islam-Fazl (JUI-F). Further, another Kukikhel volunteer Noor Zahir said that his tribe, which had earlier vowed to expel Taliban from their soil at any cost, lost most of their areas to Taliban fighters of Tariq Afridi group. He said that Taliban started consolidating their position in the areas, which the Kukikehl volunteers vacated after the offensive was launched. “Taliban occupied our houses and seized most of our belongings including household items, cattle and stocks of edibles, which we use to keep for winter,” he said.

Dawn reported that the TTP took full control of Kukikhel-dominated areas of Tirah Valley in Khyber Agency as more families left their homes and moved to Jamrud town of the Agency. Sources said that besides fortifying their positions in the newly-occupied localities, TTP had also torched houses of some Kukikhel elders in Bagh and Sra Vela. They said that the TTP made announcements on loudspeakers from local mosques and asked residents to hoist white flags atop their houses and volunteer one person from each family to join the outfit. One resident of Jamrud, Muhammad Irfan, told the media that except for Puk Darra and Daman-e-Koh, all areas, including Sra Vela, Bagh, Pathai, Ghakhai, Baarhi Saporhi and Maniyakhel, had fallen to TTP and residents had moved to Ali Masjid and Ghundi in Jamrud. He however, denied that any offer had been made by the political administration to any of the displaced families and said they had not received any assistance from local authorities. “The entire Tirah Valley, except Bazaar Zakakhel, is now under effective control of three militant groups, TTP (Tariq Afridi group), Mangal Bagh-led Lashkar-e-Islam (LI) and Ansarul Islam (AI),” confirmed Bakhtiar Mohmand, Assistant Political Agent of Jamrud.

the Tehreek-e-Taliban Pakistan (TTP), Mehsud faction, in a pamphlet distributed in South Waziristan Agency, gave a final warning to residents to evacuate the area, reported The Express Tribune. According to the pamphlet distributed by the militants in the Mehsud territory of South Waziristan, it appealed to all residents of the Agency to vacate the Agency owing to the war in FATA. A general amnesty was also extended to all persons leaving the area. It added that no Non-Governmental Organisation (NGO) or any NGO contractors were allowed to operate in the area. Rather it termed them as legitimate targets. Included in this list were employees associated with educational activities, health, and members of the Khasadar force (Tribal Police force). The handout said that these people, if caught working will be treated as criminals. The militant group also warned that house owners, and others who had helped members of the Mehsud tribe live in or settle in Waziristan, had committed a crime. The notice also carried a warning for those operating transportation enterprises. The handout said these people were committing an “unpardonable crime”.

The Tehreek-e-Taliban Pakistan (TTP) in North Waziristan has declared a ban on the polio vaccination programme in the tribal agency as long as drone attacks continue in the region, The Hindu reported on June 17. This ban was announced on June 16 through a press release which claimed polio affected only few in comparison to drones which killed large numbers indiscriminately. According to local media, the statement said: “After consultation with the Taliban Shura, servant of Mujahideen in North Waziristan Agency Hafiz Gul Bahadur has decided that there will be a ban on polio campaign as long as drone strikes are not stopped.” The statement also argued the polio campaign was just a front for the U.S. to spy inside Pakistan and made a reference to Shakeel Afridi, the doctor who helped the CIA confirm the presence of al-Qaeda leader Osama bin Laden in Abbottabad by getting his family's DNA samples through a health programme.

The residents of the area said that extraordinary arrangements by the elders of tribal laskhar (militia) and peace committees were made in the border areas during the last two days. “More volunteers belonging to different villages have been inducted into the tribal laskhar while patrolling has been extended to the mountainous areas along the border,” Riaz Khan, a local tribesman said. The tribesmen said that several new peace committees were formed in the region. The Mamond Qaumi Laskhar also set up several new posts in different areas near the Pak-Afghan border, they added.

Eight bullet-riddled bodies were found in different areas of Bara tehsil (revenue unit) in Khyber Agency of Federally Administered Tribal Areas (FATA) on June 29, reports The News. The sources said that five bodies were dumped on roadside in Karigar Garhi adjacent to Al-Haj Market in Bara tehsil where a day earlier a vehicle of Security Forces (SFs) was targeted by militants with an improvised explosive device (IED). The local sources said that the slain were not associated with the militants and were killed when the SFs opened fire following the IED attack a day earlier. However, when contacted, a senior security official rejected the allegation saying that innocent people were being killed by the militants. “We are here to protect the innocent people against terrorists and militants,” he said, requesting not to be named, adding, “The militants spread the propaganda blaming the security forces for killing of the innocent people”.
