According to Dawn, two of the 10 most-wanted tribal militants surrendered to political authorities in the South Waziristan region on July 2. Dawar Khan and Eda Khan are reported to have surrendered to Regional Administrator Asmatullah Khan Gandapur at a tribal Jirga (council) held in Wana. According to The News, both were wanted for allegedly sheltering foreign terrorists and their houses had been demolished twice during military operations in South Waziristan.

The Federal Government is reported to have arrived at a five-point agreement with four tribes in Shakai, South Waziristan, on July 5. The tribes have promised to support the Federal Government against foreign terrorists and their local patrons. Federally Administrated Tribal Areas (FATA) security chief, Brig (retd) Mehmood Shah, told Daily Times that with the signing of the agreement, the situation in Shakai was under total control. He said Chief Administrator Asmatullah Gandapur signed the deal on the Government’s behalf while former federal minister Faridullah Khan represented the Shakai tribes. Under the agreement, the Sperkai, Shudyakai, Khunyakhel and Khojelkhel sub-tribes pledged that they would not allow foreigners in their areas, would hand over the wanted tribesmen and protect army and government officials. This was the second Shakai Agreement after the April 24 deal between the army and Nek Muhammad, the tribal militant leader, who was killed during the June 17 missile attack in Wana.

Army spokesperson Major General Shaukat Sultan told Daily Times that rockets and mortars were fired at the Zahawara Camp in Shakai although there no casualties. The attack occurred two days after four major tribes in Shakai signed an agreement with the Federal Government to co-operate against foreigners, linked to Al Qaeda, and protect Government employees and troops.

The Federal Government and the Islamist alliance Muttahida Majlis-e-Amal (MMA) on July 6 agreed to co-operate on the issue of registration of foreigners in Wana, headquarters of South Waziristan, and on steps to combat sectarianism and terrorism. The agreement was reached during a meeting chaired by Prime Minister Shujaat Hussain and attended by top Government officials and MMA leaders in Islamabad, reported The News. The two sides reportedly agreed on four aspects: Registration of foreigners in Wana; Stern action against religious seminaries and mosques fanning sectarian hatred and use of loud-speakers to be limited to Azan and Jumma Khutbas (Friday sermons); Governor of North West Frontier Province (NWFP), Tribal Areas’ parliamentarians and local elders to hold consultations in Wana; and the MMA will extend complete co-operation to the Government in its efforts to end terrorism.

Suspected terrorists and armed forces exchanged fire as deadline for surrender of the wanted tribesmen expired on July 10 and tribal elders sought more time to handover the alleged abettors of foreigners hiding in South Waziristan Agency. Reports reaching from Shakai stated that terrorists attacked a security post of the forces in Mantoi area. Army personnel retaliated the fire. Media reports added that the army also targeted terrorist positions with heavy weapons from Zari Noor and Tiarza army camps. Around 100 shells were reportedly fired. Loss to life or property could not be ascertained as authorities have sealed off the area and newspersons are not allowed to visit the troubled spots.

According to Daily Times, security forces’ clashed on July 11 with suspected Al Qaeda terrorists who attacked the troops with rockets and mortars in South Waziristan. Army spokesperson Maj. Gen Shaukat Sultan said "The miscreants started unprovoked firing this morning on security forces’ positions in Shakai" adding that "There are no casualties among the security forces." Ten civilians, including a woman and two children, were reportedly killed during continuing clashes between foreign terrorists and security forces’ in South Waziristan on July 12. The News has indicated that the reports could not be confirmed as the administration has sealed off the area and journalists are not allowed to proceed to the incident sites. While six persons, including a woman, died when an artillery shell hit the residence of Qayyum Khunyakhel in Khunyakhel village, four persons, including two children, reportedly died when a shell hit another house. Further, six soldiers were wounded when a landmine hit their vehicle in the Azam Warsak area.

Pakistan has reportedly asked the United States for more intelligence to help its forces neutralise top Al Qaeda terrorists believed to be hiding near the Afghan border. Federally Administered Tribal Areas Secretary, Brig. Mehmood Shah, said he had no specific information about the whereabouts of Osama bin Laden or his deputy, Ayman al-Zawahri. "We haven't got any intelligence," he told Reuters. "In fact, we are asking our friends, the Americans, if they have any from the satellites, because they have better capabilities. I think they have not been able to give us that," said Shah. He also added that a group of 100 to 150 foreign terrorists were holed up in the mountains near Shakai, South Waziristan.

According to The News, a minor girl was killed and two army personnel sustained injuries during clashes with terrorists in South Waziristan on July 28. Terrorists are reported to have attacked the Scouts Camp and offices of the administration in Wana with at least five rockets. The girl died and two soldiers were injured when a rocket hit a residential quarter. The terrorists also reportedly targeted army and paramilitary positions in the Shakai area. While six rockets were fired at a temporary military camp established in a school in the area, seven missiles fitted with time devices were recovered in the vicinity of Wana. Meanwhile, the troops targeted terrorist hideouts in the forest-covered Khamrang, Mantoi and Santoi areas near the border with Afghanistan. However, no causality was reported.
