An Army soldier was killed and five others sustained injuries when unidentified militants attacked a military convoy near Khamrang area of South Waziristan on February 2, The News reported. Sources said the military convoy was on its way to Wana, the headquarters of South Waziristan, from Angoor Adda along the Pakistan-Afghanistan border when it was attacked. An explosive device, which the miscreants had planted, went off soon after the military convoy passed through the area. It caused damage to one of the vehicles, resulting in death to a soldier and injuries to five others.

In Bara, headquarters of Khyber Agency, leader of the outlawed Lashkar-e-Islam (LI), Mangal Bagh, has banned shaving of beards and asked women to wear proper veils. Addressing on his private FM radio station on February 2, Mangal Bagh said: “From now on, the men are warned to grow breads according to Islam’s teachings and women should be properly veiled while leaving homes”. Supplies to the NATO troops in Afghanistan were halted temporarily when militants blew up a 110-year-old bridge on the Pakistan-Afghanistan Highway in the Katakashta area of the Khyber Agency in the wee hours of February 3, The News reported. Sources said explosives were planted beneath the bridge that went off early in the day, damaging the bridge partially. However, the structure collapsed later in the day when the driver of a cement-laden truck tried to cross it, the sources added. The political administration, while terming the incident an act of sabotage, decided to serve notices on Jhandakhel tribesmen under the collective responsibility section of the Frontier Crimes Regulation to hand over those involved in the incident to the Government.

Sources said militants blew up the Government High School, Pusht, and a primary school in the Salarzai area with explosives. However, no loss of life was reported as both the schools were closed. Army engineers on February 4 built a temporary alternate route for traffic, including NATO trucks bound for Afghanistan – a day after the Taliban blew up a key bridge in Khyber Agency – as suspected Taliban torched 10 containers they thought were loaded with NATO supplies near Landikotal, Daily Times reported. In Landikotal, suspected Taliban militants doused with petrol 10 containers they thought were carrying NATO supplies, and set them ablaze. With most of the containers reportedly empty and only two loaded – four were completely destroyed and the remaining was partially damaged. The containers were torched as a security camp and bunkers in the mountains nearby came under attack. However, no casualty has been reported. According to an intelligence official, more than ten rockets, missiles and mortars were fired at the camp and outside the cantonment.

Talking to reporters on the phone, TTP spokesman Maulvi Omar said SFs had set up check-posts and bunkers in almost all Government schools to attack Taliban positions. He said the Government had forced the Taliban leadership to act like the Swat Taliban and attack educational institutions in Bajaur. "Not a single school building will be spared after three days," he added. In reply to a question, he said that talks with Swat Taliban were going on and the ‘ban’ on girls’ education would be lifted soon. The TTP spokesman also threatened to target Government installations and said Khar, the headquarters of Bajaur Agency, would be turned into a battlefield if the military operation continued. He said attacks on SFs would be intensified, even in Khar. Omar said that attacks on schools in other tribal regions would also be launched if the military operation was not stopped.

At a hearing during testimony before the Senate Intelligence Committee by US Director of National Intelligence Dennis Blair, she said, "As I understand it, these are flown out of a Pakistani base." The CIA, however, declined to comment. A spokesman for Feinstein said her comment was based solely on previous news reports that Predators were operated from bases near Islamabad. However, political authorities have only confirmed 18 deaths from four missiles fired by two unmanned aircraft, while the local Taliban have claimed a death toll of 12. “Afghan Taliban were holding an important meeting there when the missiles were fired,” an intelligence official in the area told Reuters. After the attack, the Taliban surrounded the area and were not allowing anyone near, witnesses said. “They have taken nine bodies to Afghanistan while the rest of them are being buried here,” one intelligence official said. According to local sources, former Afghan premier Gulbuddin Hekmatyar’s Hizb-e-Islami was running the refugee camp. Top Taliban leaders from North and South Waziristan met on February 20 to forge an alliance, Daily Times reported. Sources said that the Tehreek-e-Taliban Pakistan (TTP) chief Baitullah Mehsud and Taliban leaders Maulvi Nazir and Hafiz Gul Bahadar met at an undisclosed location in Waziristan and agreed to form an alliance. The three Taliban leaders have reportedly formed a 13-member committee and authorised it to make ‘all decisions’. They also agreed that they would jointly defend attacks against them, and make plans in consultation with the committee. An unnamed senior militant commander of the Nazir group told The News that all the three commanders in a meeting held somewhere in South Waziristan Agency resolved all their differences and promised to live peacefully with each other in future. He said senior Pakistani and Afghan Taliban commanders played role in resolving differences among the three. He also said a 14-member Shura (executive council) was formed later after their final meeting that would comprise Baitullah Mehsud, Hafiz Gul Bahadur, Maulvi Nazir and militants commander in South Waziristan, while 10 other people had been drawn from Baitullah Mahsud’s tribe, Gul Bahadur’s Utmanzai Wazir tribe and Maulvi Nazir’s Ahmadzai Wazir tribe.

The Lashkar-e-Islam (LI) chief Mangal Bagh on February 23 escaped unhurt as the headquarters of his banned outfit came under attack from Army helicopters in the Spin Qabar area in Bara subdivision of the Khyber Agency, The News reported. Sources said eight persons, including two children, were injured in the attack. The LI, however, said three persons were killed and 13 more wounded. Its spokesman Misri Gul admitted at least one of the three dead was an LI activist, while the other two were civilians. However, the paramilitary officials claimed killing 10 militants and injuring 15 others in the strike. “Security forces have destroyed the main communication centre in the Khyber Agency, used by criminal elements,” said a statement issued from the Frontier Corps headquarters. The statement said they had received confirmed intelligence reports that the militants present in the compound under attack were planning to target some areas in main cities. Locals said Mangal Bagh and his Shura (executive council) members were present inside the compound when it was aerially targeted.

Following the signing of the accord, in which the Government reportedly announced amnesty for the Taliban, Maulvi Faqir Mohammad, Taliban commander in Bajaur and deputy leader of the Baitullah Mehsud-led Tehrik-e-Taliban Pakistan (TTP), announced a unilateral cease-fire through his FM radio on the evening of February 23. He directed his cadres to stop fighting the Security Forces and help restore peace in Bajaur as an understanding had been reached with the Government. Military spokesman Major General Athar Abbas said they had heard about the militants’ announcement of a truce but the Government had not yet reciprocated. He said the chief of the Frontier Corps, after discussions with the civilian administration, would decide about the Government’s stance on February 24 (today) in response to the militants’ cease-fire. Official and tribal sources said that besides pro-government militant commanders, prominent tribal elders, including Malik Abdul Aziz, Malik Ayaz and Malik Manjapar, helped in peace talks between the Government and the Faqir Mohammad-led Taliban in Bajaur. Sources said that after a few rounds of talks between the two sides through the tribal jirga, the two warring sides agreed to resolve their major differences through dialogue instead of fighting. The sources said senior militant commanders, including Faqir Mohammad and TTP spokesman Maulvi Omar, signed the peace agreement on behalf of the Taliban while Political Agent of Bajaur Agency Shafeerullah Khan, Commissioner of Malakand Syed Muhammad Javed and a few other senior Government and military officials inked the truce from the Government’s side.
