The new head of the Tehreek-e-Taliban Pakistan (TTP), Maulana Fazlullah alias Mullah Radio, has returned to the country’s tribal areas after several years based in Afghanistan, TTP ‘spokesman’ Shahidullah Shahid said on December 3, reports Daily Times. Fazlullah has been based mainly in the mountains of eastern Afghanistan since 2009, when a military operation ended his followers’ brutal two-year rule of Swat valley. TTP spokesman Shahidullah Shahid said Fazlullah was now “commanding the Taliban movement at an unknown location in the tribal areas”. Shahid’s comments came after some Pakistani TV channels reported that Fazlullah had reached North Waziristan Agency. “It is not true that Maulana Fazlullah is in Waziristan, he is in the tribal areas but at unknown location,” Shahid said. Fazlullah has a USD 500,000 Government bounty on his head.

The Upper House of the Parliament was informed on December 6 that over 32% of the education institutions in the tribal areas of Pakistan have been destroyed in militancy, reports The Express Tribune. Minister for States and Frontier Regions (Safron), Lieutenant General (retired) Abdul Qadir Baloch informed the National Assembly that over 1,029 educational institutions are non-functional in the Federally Administered Tribal Areas (FATA). He added that majority of the schools were destroyed in the military operation against militants. “Over 947 educational institutions were completely closed due to [the] worsening law and order situation while 82 schools have been damaged in FATA,” Qadir informed the lawmakers in a written reply. Some 4,664 government schools were operational in 2008 in FATA, according to Bureau of Statistics of Khyber Pakhtunkhwa’s reports. Member National Assembly (MNA) Qaisar Jamal Afridi of Pakistan Tehreek-e-Insaf (PTI) had raised the question over closure of educational institutions in tribal areas. “Education system in Fata has been completely destroyed—it must be revived now no matter what,” he said. Providing a breakdown, the written reply informed the Parliament that as many as 944 schools were destroyed in military operations, while 31 in sectarian violence, 16 in floods and eight schools were damaged in local disputes. Around PKR1 billion will be needed to reconstruct secondary schools, PKR 650 million for primary schools, PKR 500 million for colleges and PKR 550 million for elementary schools.

Tehreek-e-Taliban Pakistan (TTP) Chief Mullah Fazlullah on December 8 moved from North Waziristan Agency in Federally Administered Tribal Areas (FATA) to Dir District of Khyber Pakhtunkhwa (KP), reported The News. According to sources Mullah Fazlullah has decided to use Dir District as the headquarters of TTP instead of North Waziristan which has been declared insecure by his aides due to the growing intensity of drone attacks. TTP chief first went to Kunar in Afghanistan and then shifted to an undisclosed location in Dir District of KP. However, the TTP sources have not confirmed the movement of Mullah Fazlullah.

The upcoming by-elections scheduled for December 15, 2013 in PK-67 Kulachi tehsil (revenue unit) may be targeted by terrorists, said Dera Ismail Khan Commissioner Mushtaq Jadoon on December 10, reported The Express Tribune. Jadoon added that after receiving information of potential terrorist acts, the administration had beefed up security to ensure a peaceful election. He said he will soon meet with candidates to devise a code of conduct and added the army will be deployed at sensitive polling stations if need be. Around 700 ‘missing persons’ have been shifted to the notified internment centres in Khyber Pakhtunkhwa and the Federally Administered Tribal Areas (FATA) during the last few months, according to a report produced in the Peshawar High Court on December 10, reports Dawn. While submitting the 25-page report of the Task Force on Missing Persons to a bench comprising Justice Mian Fasihul Mulk and Justice Musarrat Hilali, Deputy Attorney General (DAG)( Muzamil Khan said 643 people were shifted to internment centres in Khyber Pakhtunkhwa and 64 to such centres in tribal areas. He said members of the task force formed by the Interior Minister in July 2013 had visited internment centres to verify the information about internees. Hearing 425 habeas corpus petitions related to enforced disappearance, the bench directed the DAG to match the names of the detainees mentioned in the petitions with those pointed out in the report to know how many ‘missing persons’ had been shifted to the internment centres. It later fixed the next hearing into the cases for January 14, 2014 asking the DAG to provide the report to the court after conducting tally of the names. The bench also ordered the Government to ensure that internees meet relatives on a regular basis

An official of Home and Tribal Affairs Department said that a meeting of the divisional taskforce expressed concern over the increasing incidents of kidnapping-for-ransom and decided to conduct crackdown on the possible dens of criminal gangs. The official said that the meeting emphasised on carrying out intelligence-led targeted operations in all the four zones of Peshawar simultaneously. During the meeting, Home Department raised the issue of abduction of doctors and asked Police and Intelligence Agencies as to why the groups involved in the kidnappings from Hayatabad were not busted. The officials said that most of the criminal groups belonged to Bara subdivision of Khyber Agency IN Federally Administered Tribal Areas (FATA), which had been declared a conflict zone and political administration was striving to restore writ in the area. The meeting was informed that most of the tribes of Bara were residing as IDPs in various camps elsewhere and no action could be taken against them. A tribal tribunal on December 18 sent back the case of Dr Shakil Afridi, who was convicted of aiding a militant group and helping the American Central Investigation Agency (CIA) track down al Qaeda leader Osama bin Laden, to the Frontier Crimes Regulation (FCR) commissioner, reports Daily Times. Chairman Shah Wali Khan and members Pir Fida Muhammad and Akbar Khan of the three-member FATA Tribunal declared authorities’ decision “ambiguous and self-contradictory” directing the commissioner to review the previous decision. The tribunal disposed of the revision petition with the direction for the commissioner to “write a detail, speaking and well reasoned order as required by section 53 of the FCR”. “We have given our anxious consideration to the arguments of both the sides and have carefully gone through the case file. Perusal of the impugned order of the FCR Commissioner reveals that it is an ambiguous and self-contradictory,” the tribunal order read. It said that the commissioner directed that the political agent should try the case himself as per law and rewaj (custom), but it was not clear in the decision as to how the political agent will try the case as it would be under the rewaj/FCR or as sessions judge under the Criminal Procedure Code (CrPC) 1898

Later, 10 more militants – most of them Uzbeks – were killed in a fresh search operation in Mir Ali town, the military said. Security forces launched the operation following an intelligence tip-off that terrorists were busy preparing vehicle-borne Improvised Explosive Devices (IEDs), the military said in a statement. Troops resorted to retaliatory firing when miscreants fired three rockets at a security forces’ base near Mir Ali town. Artillery and mortar shells rained on residential compounds in Mirali, Mosaki and Epi village. It is unclear whether the people who have been killed in this week’s clashes are civilian or militant. Indeed, the entire chain of events that has left the whole of North Waziristan under a curfew for four days is shrouded in confusion. Curfew was relaxed for two hours between 11: 00 am and 1: 00 pm in Mir Ali town and the local administration allowed people to remove the dead bodies. Following a rocket attack on a base, security forces resorted to heavy shelling in the area. There is still however no sign of a large-scale military operation against suspected militants in the area. Local people said that Waziristan had been virtually sealed and residents stranded in Bannu and other adjacent areas were not allowed to go home.

Some official sources also said that gunmen threw a pamphlet next to the polio worker, after opening fire on him, with a warning that all those who were part of any polio vaccination campaign or found working for any Non-Governmental Organisation would be targeted in a similar manner. Meanwhile, polio vaccinators backed out from the next immunisation drive in Khyber Agency after his murder, adds The Express Tribune. Volunteers and Expanded Programme on Immunisation (EPI) staff have been gripped by fear after Ghilaf was targeted, said Dr Usman Afridi, who is field supervisory medical officer for the EPI. He said 328 mobile teams – each comprising 2 volunteers – were meant to be part of the polio campaign in the Agency. “But after the incident, the volunteers have quit, saying their lives are at risk,” he said.

A curfew imposed after December 18, 2013, suicide bomb attack on a mosque near a checkpost and subsequent clashes between militants and security forces in North Waziristan Agency of Federally Administered tribal Areas (FATA) was lifted on December 23, following successful talks among the Administration, representatives of Tehreek-e-Taliban Pakistan (TTP) local chapter and members of a grand tribal jirga (meeting) in Miranshah, reports Dawn. According to tribal elders of Mir Ali, the administration and members of the TTP shura (council) announced in Miranshah and adjoining villages that a ceasefire had been declared in accordance with a peace agreement signed in 2006. Major points of the agreement included a ban on cross-border movement of armed groups, expulsion of outsiders and foreigners from Waziristan, protection of state installations, return of troops to barracks and rehabilitation of affected people. The agreement was renewed in 2007. Maulvi Gul Abbas, an elder from Mir Ali, quoted TTP shura spokesman Ahmadullah Ahmadi as saying that all parties, including the administration, Taliban and elders, had agreed to follow the peace deal and to resolve issues in accordance with the agreement. “There will be no curfew in Miranshah, Mir Ali and other parts of North Waziristan and displaced people should start coming back to their homes.”

Residents, however, insist that those killed were civilians. “From the first day of the attack to up till now 70 civilians have been killed,” said a tribal elder in Mir Ali on condition of anonymity. “Some truck drivers and shopkeepers, and a hotel were shot at directly, and dozens were killed by gunships, mortars, and artillery shelling on the civilian population,” he added. Resident Muhammed Tayyab said he lost three of his children and wife in the shelling. “On the first day of the attack an artillery shell hit the room where my kids and wife were sleeping,” Tayyab said.

The dead bodies could not be immediately identified. An official of the Security Forces from Miranshah confirmed the strike. According to a local tribesman, two loud explosions were heard on the outskirts of Miranshah. Jama’at-e-Islami (JeI) chief Munawar Hassan on December 26 warned that the army would suffer a debacle if it continued with the military operation in North Waziristan Agency, reports Dawn. “I want to make it clear to the Government that North Waziristan is not like South Waziristan, Buner and Swat and if it (Government) doesn’t stop military operation there, then the military is bound to suffer a disastrous failure and thus, harming national interest,” Hassan said. In the wake of threat to the polio workers from the terrorists and their refusal to carry out the polio drive, the political administration of Khyber Agency in Federally Administered tribal Areas (FATA) on December 27 decided to deploy Khasadar (tribal Police) Force personnel to conduct the vaccination campaign, reports Dawn. The region has registered two more polio case in December increasing the number of cases to 19 during 2013, the highest in any District of Pakistan. The Assistant Political Agent Jamrud, Jehangir Azam Wazir said that the political administration had a backup plan in place, in case the polio vaccinators showed their inability to carry out the drive. He added that according to the plan “about 60 tribal Khasadar force personnel have been trained to vaccinate the children next month when the drive kicks off.” The anti-campaign begins in the first week of January, 2014.
