At least six people, including four women and a child, were killed and more than 15 people were injured when stray shells landed on their homes in Miranshah, headquarters of North Waziristan, late on December 1, according to Daily Times. The shells hit the homes during an exchange of fire between militants and security forces after the militants attacked the Banda check-post. Military spokesperson Major General Waheed Arshad said that a shell hit the house of Saladar Khan killing a six-year-old boy and three women of the family. Two men were also killed when shells landed on their houses.

An Afghan national was killed and two soldiers and two civilians were wounded in separate attacks on houses and a security camp in the Mirali sub-division of North Waziristan on December 4-night, according to Dawn. Officials said that militants attacked a paramilitary forces’ camp in Mirali with more than 20 rockets, injuring two soldiers. In retaliatory action by the security forces through shelling, an Afghan national was killed when a shell hit his house. A woman and her son sustained injuries in the shelling.

Elsewhere in the FATA, the local Taliban burnt hundreds of CDs, tape recorders, CD players and TV sets in Landikotal on December 7, according to The News. The militants led by Hazrat Ali burnt dozens of TV sets, CD players, tape recorders in a ground after the Friday congregation in the presence of hundreds of persons. Talking to the media, Ali claimed that a large number of TV sets, CDs and CD players were handed over to them voluntarily while some of the gadgets were recovered during raids on CD and TV shops in Landikotal Bazaar. He urged the local people to avoid such doing such businesses and co-operate with the Taliban in their efforts against evil. The Taliban leader warned that those found guilty would face serious consequences.

He said that the militants attacked a convoy of security forces in Miranshah and the troops killed eight of them and arrested four in retaliation. Activists of Lashkar-i-Islam on Sunday December 9 executed an alleged outlaw at Bara in the Khyber Agency of FATA, Dawn reported. The decision to execute Riaz Khan had been taken by the group’s Shura (executive council) in consultation with local elders. The ‘death sentence’ was carried out in Nala-Malikdin Khel with hundreds of people gathered there to watch. Haji Misri Khan, a member of the Shura of the Lashkar-i-Islam, told Dawn that the death sentence had been given after a “thorough investigation into charges of murder, kidnapping and other heinous crimes against the man.” Riaz Khan, he claimed, had confessed to “all crimes he had committed over 10 to 15 years.”

Fifteen soldiers were killed and 38 others injured in an attack and in roadside explosions in different areas of North Waziristan on December 12, according to Dawn. However, the military said in a statement that six soldiers had been killed and 25 injured in the ambush. It informed that militants had suffered 15 casualties in a counter-attack. Major General Arshad Waheed said security forces backed by gunship helicopters spotted the fleeing militants and opened fire, killing 15 of them in “immediate retaliation”, AP reported. Local people said they had seen the bodies of 15 soldiers and disputed the military’s claim that 15 militants had been killed. A military convoy, going from Miranshah to the Razmak sub-division, came under intense firing by militants after it had hit an improvised explosive device in the Dosali area. The militants reportedly used heavy machine-guns and rockets. Three army trucks were damaged in the attack. Sources said the convoy struck another explosive device in the Damdail area and four soldiers were wounded. Another convoy, going from the Razmak sub-division to Miranshah, headquarters of North Waziristan, hit a bomb planted on the road, leading to two soldiers being injured.

Militant ‘commander’ Baitullah Mehsud has assured the government that he will support the election process in the Federally Administered Tribal Areas (FATA), former parliamentarian Maulana Mirajud Din said on December 12, according to Daily Times. A delegation led by Miraj called on Baitullah Mehsud at an unknown place, and discussed the law and order issue with him. Later, Miraj said that the meeting decided that the elections would be held peacefully in the area. The Mehsud tribe had earlier announced not to support the elections. Miraj told reporters that local Taliban supported the election process in the area, APP reported.

Intelligence agencies have warned against a spate of suicide attacks by terrorists based in the Federally Administered Tribal Areas (FATA) and Swat, targeting VVIPs, including President Pervez Musharraf, former Prime Minister Benazir Bhutto, the US and Indian embassies and sensitive national and military installations, sources told Daily Times on December 13. “The high value targets include the top government hierarchy, top politicians including former religious affairs minister Ejazul Haq, and the Attock Oil Refinery in Rawalpindi. Besides the US and Indian embassies, their consulates and several other religious and political personalities are also on the hit list,” said a confidential National Crisis Management Cell report. The report titled, “Threat to VVIPs, Politicians, Foreign Missions and Military Installations,” was forwarded on December 12 to all home secretaries and police chiefs of the four provinces, the federal capital, Azad Jammu and Kashmir and the Northern Areas. The report reveals that militants from the FATA and Swat are planning to carry out suicide attacks in collusion with al Qaeda. Taliban militants from tribal areas and some districts of the NWFP on December 14 decided to set up a centralised organisation for a joint war against the US and NATO forces in Afghanistan and appointed Baitullah Mehsud as their Central Amir (chief), a spokesman for the militant commander told Dawn. The militants have named their movement as Tehrik Taliban-i-Pakistan and said the aim of the movement was to enforce Sharia (Islamic law) in their respective areas. The decision was taken at a meeting of 40 Taliban leaders, held in an undisclosed place in South Waziristan. "The sole objective of the Shura meeting was to unite the Taliban against NATO forces in Afghanistan and to wage a ‘defensive jihad’ against Pakistani forces here," Baitullah’s spokesman Maulana Omar said. He claimed that Pakistani forces were bombing seminaries and killing people and the Taliban wanted to avenge the forces’ action. The meeting asked the government to call off the military operation in Swat and North Waziristan and abolish all military checkpoints within 10 days. Otherwise, it warned, a suitable course of action would be chalked out in the next meeting of the militants. Taliban leaders from seven tribal agencies, six Frontier Regions of FATA and the NWFP districts of Swat, Kohistan, Buner, Dir, Malakand, Kulachi, Bannu, Lakki Marwat, Tank and D.I. Khan attended the meeting. They demanded release of Lal Masjid cleric Maulana Abdul Aziz and other Taliban jailed across the country. The meeting also formed a 40-member consultative committee (Shura) to be headed by Baitullah Mehsud. Maulana Umar has been chosen as spokesman for the committee.

An unnamed militant commander told The News that the cease-fire decision was taken in a meeting of senior militant commanders held with tribal militants’ central leader, Hafiz Gul Bahadur, in the chair. He said Hafiz Gul Bahadur directed his fellow militants to stop attacks on security forces in North Waziristan till January 1, 2008. The militant commander also said that militants would have no objection over movement of security forces in the region during the cease-fire. He added that Bahadur directed his fighters to avoid abducting soldiers during the truce and let them travel wherever they wanted to go. However, military spokesman Major General Waheed Arshad said though he did not know about any such cease-fire announced by the militants, the army would continue its hunt on militants. "We have a clear cut stand. Army would retaliate if they were attacked," he stated.

Sources said that the decision was made on the recommendation of top officials of the country’s security apparatus. Caretaker Interior Minister Hamid Nawaz Khan stated that no decision to ban TTP had been made as yet but the matter was under the government’s serious consideration. Sources said that intelligence agencies had already been tasked to check out the TTP infrastructure including its main leaders, financiers and supporters in the FATA and elsewhere. The government has banned 18 militant outfits and put two on the watch list since 2001.

The clashes have intensified after receiving support from the local Taliban from other tribal areas, news channels and the eyewitnesses said on December 25. Hundreds of the armed Taliban militants set ablaze two religious buildings in Sadda, a city near Parachinar, and also attacked residential complexes with sophisticated weapons causing heavy damage in the area. Sectarian clashes have been reported from Maqbal, Nasti Kot, Kunj Ali Zai and Bash Khel, Khar Klay, Sadda, Sangeena, Shashoo, Mukhai Zai, Tunga, Bilyamin and other areas. According to official sources, the fighting that erupted in some parts of Parachinar is also spreading to other areas. Meanwhile, due to the prolonged curfew and tension in the agency, acute shortage of daily use items and medicine has been created and the people have demanded of the government to airlift necessities of life to the agency, according to The News.

The death toll from the four days of clashes has reportedly increased to 47 while more than 100 people have been injured. Official sources said the rival groups attacked each other’s positions in Balishkhel, Sadda, Sangina, Khar Kali, Ali Zaik, Bagan and Upper Kurram. Curfew has been clamped in Parachinar for the last five days without any break thus causing severe shortage of edibles and medicines. Heavy weapons, including mortar and rocket shells, are allegedly being used by both the warring groups. One of the shells that landed at a residential area in Sadda bazaar killed five children and a woman and wounded six children. Further, a group of armed men attacked the Mangak security post manned by FC personnel near Sadda killing two soldiers, Taza Gul and Niaz. A rocket attack killed two people at Balishkhel mosque and injured seven others. Three tribesmen were killed during a clash in the suburbs of the city and two in the Ahmadi Shuma area of Lower Kurram. Details of those killed elsewhere in the clashes on December 26 were not available.
