Three years after launching Operation Rah-e-Nijat (Path to Salvation) military operation in Mehsud area of South Waziristan Agency, the Government has de-notified only one out of six subdivisions as conflict zone in the volatile region since October 2009, reports Dawn. “Only Sararogha subdivision has been declared as ‘cleared’ and the Internally Displaced Persons (IDPs) from the area are allowed to go back to their homes,” said an unnamed official. He said that the remaining five tehsils (revenue units) including Shawal, Serwakai, Tiarza, Makeen and Laddha had not been cleared so far. “Return programme of IDPs to other areas would be started as and when the military gives green signal in this regard,” he said. The return process of IDPs to Sararogha is underway with a slow pace as over 8,000 families have returned to their homes during the last one and half year, while 40,000 registered Mehsud families are waiting with host families in Tank and Dera Ismail Khan Districts for their turn. FATA Disaster Management Authority (FDMA) after getting clearance from Security Forces has to de-notify an area as conflict zone. Of seven tribal agencies in FATA, Bajaur and Mohmand have been completely de-notified as conflict zones. The return process of IDPs to their homes in those two tribal agencies had been accomplished. Officials said that FDMA had recently de-notified 44 villages in central subdivision of Kurram Agency while Masozai area had not been cleared. The upper and lower subdivisions of Kurram have already been cleared.

The Army said on August 7 that it was carrying out targeted actions against militants in North Waziristan Agency, but denied planning joint operations with the United States, reports Dawn. “Targeted actions in Operation Tight Screw (OTS) by Pakistan Army against militants in North Waziristan … being undertaken since the beginning of this year,” a senior military officer said. The purpose of OTS was to squeeze space for the militants in North Waziristan, he said, adding that it was an ongoing process. The military had not yet formally announced the start of the OTS. An operation in North Waziristan for eliminating Haqqani network’s sanctuaries has been a longstanding demand of the US and is one of the major issues which have been weighing down the ties. According to some western analysts, delay by Pakistan “on the pretext” that its troops and resources have been stretched thin because of counter-militancy operations in other tribal agencies put its sincerity in the war on terror under doubt

The Nation on August 7 (today) reported that Pakistan’s military brass would make a final decision on the North Waziristan operation in the next Corps Commanders Conference which is scheduled to be held sometime in August 2012. According to the informed officials at a Security Agency, two options are likely to be discussed in the moot: the launch of a full-scale military offensive with the logistical support of International Security Assistance Force (ISAF), or a curtailed crackdown in the area through intelligence sharing between the two forces. Pakistan Army, the officials shared, has deployed two Infantry divisions, nine brigades, 23 battalions and 18 Frontier Corps (FC) wings in Waziristan region. Of them, one division, five brigades, 12 battalions and 11 FC wings are deployed in North Waziristan Agency while four brigades, 11 battalions, seven FC wings and a division are deployed in South Waziristan Agency, the officials added. “These deployments are not enough for launching a military operation or a major crackdown,” the officials said, adding that additional troops at division level are required to augment the operational strength of regular troops before launching any offensive in North Waziristan Agency. In this situation, the sources said, Pakistan Army needs the backhand intelligence and logistical support of the NATO forces in case it is to jump into North Waziristan.

Hearing a case about detention of missing prisoners in internment centres, the Supreme Court on August 8 urged the Federal and Provincial Governments to extend the superior courts’ jurisdiction to Federally Administered Tribal Areas (FATA), reports Daily Times. A three-member bench of the apex court, headed by Chief Justice of Pakistan Iftikhar Muhammad Chaudhry heard an application for recovery of a missing person who was allegedly abducted by security agencies after his release from the Adiala Jail in 2010. “We will decide in this case that the Supreme Court’s jurisdiction should be extended in FATA as it is the will of the people that the apex court and high courts must have jurisdiction in tribal areas,” the chief justice said in his remarks.

fearing an impending operation against the Haqqani Network, residents of North Waziristan Agency have started migrating to safer places, reported Dawn. However, the political administration has denied any chances of a military operation and maintained that forces were deployed for border security. At least 1,500 members of a local Taliban Shura (Council), tribal Maliks and clerics during a meeting at Islami Madressah Nezamia in Edek village, near Miranshah, decided that tribal people would avail the option to take refuge in Afghanistan if the government launches a military operation in North Waziristan. The chief of a peace committee, Maulvi Gul Ramzan, Mufti Saddiqullah, Taliban commanders and elders of Utmanzai tribe addressed the Jirga and declared that Utmanzai tribe was abiding by a peace agreement signed with the Government in February 2007 and would continue efforts for maintaining peace in the area, but the Government and SFs were violating the deal. “The peace agreement between the tribes and government is still intact. In case government starts a military operation the people of North Waziristan will migrate to Afghanistan,” it decided. “The Afghan Government is much better than the Pakistani government because at least women and children are not killed in drone strikes in the neighbouring country,” the speakers said, criticising the Government for not stopping American missile attacks.
