The senators on April 1 demanded with one voice that the issue of polio vaccination be included in the agenda for talks between the Government and the Tehreek-e-Taliban Pakistan (TTP), reports The Express Tribune. Members from all parties unanimously adopted a resolution, moved by Pakistan Peoples Party member (PPP) Shazia Marri to make Pakistan a polio-free country. Members of religious parties called for harsher punishments for those who create hindrance in achieving this milestone. Marri termed the surge in polio cases ‘alarming’, particularly from the Federally Administered Tribal Areas (FATA). She said 96 polio cases have been reported in the last six months out of which, 89 emerged in FATA. She complained that the government had also not paid lady health workers for many months. Additionally, she said if Pakistan did not address this problem, it would soon face travel restrictions from other countries.

Tehreek-e-Taliban Pakistan (TTP) ‘commander’ in Mohmand Agency, Khalid Omar Khorasani on April 2 said that the TTP has not announced an extension in the ceasefire and that the war will start again, reports The News. In a statement, Khalid Khorasani claimed that the Government had breached its promise during the period of ceasefire and held the state, military and political parties responsible for ‘the losses suffered’. He said all the influential sections of the society are in favour of the persistence of war. On Pakistan cricket team’s recent defeat against Bangladesh in World Twenty20, he said ‘Allah has always let this nation cry without a break’.

The Express Tribune reported that the authorities in South Waziristan Agency of Federally Administered Tribal Areas (FATA) have released 16 members of the TTP as a ‘goodwill gesture’. An unnamed TTP leader said that they “are frustrated at the Government’s inaction” over their two demands but the group would not carry out big attacks despite the end of ceasefire. “We will not carry out any big attacks as our intermediaries are still engaged in talks with the Government,” he said, requesting anonymity because he was not authorised to speak to the media on TTP’s behalf. He confirmed the Taliban were seeking a secure place in South Waziristan that was previously under their control.

Non-vaccination of children in the Federally Administered Tribal Areas (FATA) could spoil the anti-polio initiative in Khyber Pakhtunkhwa (KP), Dawn reports on April 4. The immunisation of children through Sehat Ka Insaf programme can’t protect children against poliovirus for long as far as children in FATA would stay without oral polio vaccine (OPV). Two new cases, one each from North Waziristan Agency and Bannu, were recorded on April 2, bringing the total number of nationwide cases to 41. This also worried the authorities in KP, who are carrying out immunisation campaigns. According to the National Institute of Health, Islamabad, Pakistan had recorded only six polio cases till this date in 2013 against 41 this year, which reflects an increase of 900 per cent. Children in KP will remain at risk of polio despite immunisation till the Government makes arrangements to administer OPV to children in North Waziristan and Khyber Agency. The rapid increase in polio cases in 2014 poses a serious challenge to the health authorities and the UN agencies engaged in immunisation campaigns. Of the country’s total tally so far this year (2014), FATA has 33 polio cases, KP six and Sindh one.

A total of 5,573 acts of terror across the country have cost the lives of 8484 people, including ten foreigners, during the last four years, disclosed the Government in the National Assembly on April 4, reports Daily Times. Also among the terror victims are 185 children, the Federal Ministry of Interior told the Lower House of Parliament in a written reply to the queries of Pakistan People’s Party’s (PPP) Dr Nafeesa Shah. The province-wise breakup of terror acts revealed that Balochistan was most affected, leading with 3098 acts of terrorism followed by 1499 in Khyber Pakhtunkhwa (KP) and Federally Administered Tribal Areas (FATA) with 648 incidents. In number of human loss, FATA topped the list where 3240 persons lost their lives in these terrorism acts followed by KP with 2311 human lives losses and 1985 in Balochistan. The number of persons killed in Punjab stood at 643 and in Sindh the number was 313.The most tragic figures came about the children in these terrorists attacks that came to 185 in last five years based on the data received from KP, Islamabad, Pakistan Occupied Kashmir (PoK) and Gilgit Baltistan. The Government also informed the House that 60 proscribed organizations are being kept under watch and its cadre enlisted under Schedule IV of Anti-Terrorism Act (ATA) are being strictly monitored.

The authorities on April 6 started repatriating people of Ali Sherzai tribe to their native area in the Kurram Agency of Federally Administered Tribal Areas (FATA), reports Dawn. Kurram Agency political agent Riaz Mahsud said that 55,000 tribal people had been displaced in June 2010 following a military operation to cleanse the area of militants. He said, “So far 7,500 people have been sent to their area and the rest would be repatriated over the next couple of weeks...We intend to complete the process by April 24”. He added the returnees were being provided free transportation and food for six months, although the area had been cleared of militants. It was because of hectic efforts made by the FATA administration that PKR five million had been arranged for the purpose.

At least four Tehreek-e-Taliban Pakistan (TTP) militants, including a local ‘commander’ of the Hakimullah Mehsud group, identified as Kashed Khan Mehsud were killed and another was injured in Shaktoi area of South Waziristan Agency in Federally Administered Tribal Areas (FATA) on April 7, reports Dawn. According to local sources the fatalities were a result of a clash occurred between Khan Said alias Sajna and Wali-ur-Rehman groups of the TTP. However, Taliban sources have yet not confirmed the deaths. However, the official sources stated that unidentified militants attacked a car in the Shaktoi area, killing four people and injuring another.

At least 14 Tehreek-e-Taliban Pakistan (TTP) militants were killed in clashes between two factions of the militant outfit on April 8 in South Waziristan Agency of Federally Administered Tribal Areas (FATA), reports Daily Times. According to Police and militant sources, a total of 34 people have been killed since fighting broke out April 6, 2014 in South Waziristan Agency between supporters of Khan Said Sajna and followers of the slain leader Hakimullah Mehsud. According to militant sources, the differences emerged after Khan Said Sajna, a senior ‘commander’, was rejected for leadership of the TTP umbrella group, after its former leader Hakimullah Mehsud was killed in a United States (US) drone strike on November 1, 2013. “At least 12 people have been killed in a firefight between militant groups in the Shaktai area of South Waziristan. The fighting still goes on,” added a security official in Miranshah town of North Waziristan Agency. Sources from both militant groups confirmed the clashes and death toll. A meeting of the Tehreek-e-Taliban Pakistan’s (TPP) Shura (council) was held at an undisclosed place in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on April 11 to decide about extending or ending the ceasefire as United States (US) drones conducted low altitude flights in parts of the tribal region, reported Dawn. At the beginning of peace talks with the Government, the TPP had announced a month-long ceasefire on March 1, 2014. Later, it extended it for 10 days until April 10, 2014, to give peace talks a chance. But no important development has taken place during the 10-day period. According to sources, the Taliban were not satisfied with the negotiations and that some TTP ‘commanders' had reservations over what they perceived as the Government’s ‘non-serious’ attitude to the dialogue. They are said to be insisting on calling off ceasefire. The TTP have presented two conditions for further progress. The first is an immediate release of non-combatant prisoners and the second calls for declaration of a “peace zone” for talks in tribal area where militants can freely move about. Meanwhile, locals said that drones kept hovering over the sky in different areas of Ghulam Khan, Dattakhel, Shawal, Miranshah, Mir Ali and Razmak tehsils (revenue units) of the Agency on April 11. They said that the drones first appeared early in the morning and continued to operate till late in the night.

According to sources, key Taliban leaders, including peace committee head Qari Shakeel and Azam Tariq, attended the meeting while the TTP’s 'deputy Ameer' (chief) Khalid Haqqani chaired it. The key issues being discussed during the meeting were the extension of ceasefire and the exchange of non-combatants. Apart from these, infighting among two rival TTP factions was also on the agenda. In a statement issued on April 13, 2014, TTP ‘spokesman’ Shahidullah Shahid said that the differences and clashes between the two groups had been blown out of proportion in the media, adding that these were not of much importance. He had also said that the various groups of the TTP were united and on one page when it came to talks with the Government. The attack came one day after Tehreek-e-Taliban Pakistan (TTP) revoked its 40-day-long ceasefire. Official sources said that the militants had fired bullet rounds and mortars from the adjoining mountains at a weapons depot situated inside the fort that is controlled by the SFs. The residents heard several explosions caused by the exchange of fire between the militants and the SFs. Some of the locals added that they had seen flames rising high from the fort. According to sources, some unspecified numbers of suicide bombers were reported to be among the attackers. The SFs also returned the fire and targeted the militants’ positions with mortars and artillery rounds. The extent of material damage and the number of casualties could not be ascertained due to a lack of access to the area. No official version of the incident has been issued so far.

Balochistan, which has seen deadly attacks on the resident Shia Hazara community, witnessed 737 killings. Sindh, where a number of doctors, professors religious leaders belonging to their sect have been targeted in recent years, 252 were killed over sectarian differences between January 2008-January 2009. Punjab, which saw some of the worst riots in the country last year following a clash of two groups in Rawalpindi on Ashura that resulted in a curfew, 104 people were killed in sectarian violence over five years. This emerged during a series of interviews conducted by Dawn correspondent mainly around NWA, on getting exclusive access to various groups and to some of the most wanted fugitives in the country. “Most of us do not think that the talks would succeed. But if there is give and take from both sides then we fear the Government would try to isolate us. Our hosts did take us into confidence before the talks started, but we feel the government would put them in a tight spot and their options may be limited,” said Azzaam, a senior member of the Islamic Movement of Uzbekistan (IMU). But some of the foreign militants also see the developments as an opportunity. “Jihad is not restricted to a single land. We have the flexibility to move around. Informed sources said that more than 40,000 SIMs (Subscriber Identification Module) of Afghan mobile telephone companies were operating inside Pakistani territory and using international roaming services. Apart from this, the SIMs also work on their local Afghan networks in certain regions of FATA which are close to the Afghan border. It was revealed that the Afghan SIMs have been used in many kidnapping-for-ransom cases in Pakistan. “PTA has been directed to curtail these operations,” said Federal Minister for Interior Chaudhry Nisar Ali Khan, adding, “During December 2013, around 17,000 Afghan SIMs were recovered by FIA after a raid on an illegal Voice over Internet Protocol (VoIP) set-up in Peshawar”. He confirmed that Afghan cellular SIMs were being used inside Pakistani territory and were suspected of being used in serious crimes such as extortion threats, illegal VoIP activity and by terrorist networks for communication.

According to unnamed Tehreek-e-Taliban Pakistan (TTP) sources, many TTP militants, fearing that a military offensive will finally be launched, have vacated the areas surrounding Mir Ali and Miranshah towns of North Waziristan Agency (NWA) in Federally Administered Tribal Areas (FATA) and shifted towards the border with Afghanistan and into the Afghan Provinces where anti-Pakistan elements are strong, reports Daily Times. “Around 6,000 militants, including locals, Uzbeks, Tajiks, Chechen and Turkmens, shifted towards the border with Afghanistan and into the Afghan provinces of Paktia, Paktika, Khost, Nuristan and Kunar,” sources said, adding that nearly 400 fighters have left for jihad in Syria. “While focusing on shifting to safe havens on the border and beyond, the Taliban fighters have also restricted their movement in main towns of NWA. Khyber Pakhtunkhwa (KP) Governor Sardar Mahtab Ahmad Khan during his first visit after assuming his office to Sadda in Kurram Agency of Federally Administered Tribal Areas (FATA) on April 28 said that repatriation of all internally displaced tribal families will be his top priority for normalisation of the region, reports Dawn. “Whether it is a single family or in hundreds, it is a humanitarian problem and we are fully conscious of the difficulties with which they are faced,” he said. The Governor said the day was not far away when they all would be able to live normal life in their homes. “It will also be my utmost effort to ensure equal treatment to all the affected people of Kurram Agency as far as provision of compensation is concerned,” he said, adding, “It is the earnest desire of Prime Minister Nawaz Sharif too to witness the people of FATA living normal life. I am here to evaluate the situation on ground”. He said that they would not only opt for utilisation of all the available resources to rehabilitate IDPs but would also make sure that tribal students and youth were also fully benefited from the scholarship scheme meant for providing skill development opportunities to them in the best vocational training institutions of the country.

One of the key state-nominated negotiators, former Inter-Services Intelligence (ISI) official Major Muhammad Amir, quit the dialogue process on April 28, giving a blow to the dialogue process. Amir sidelined himself from the talks, saying that some members of the Taliban committee were exploiting the process for their own political interests. “I distance myself from the dialogue process as some negotiators use it only for their political objectives,” he said, adding, “I would take the Prime Minister into confidence over my decision.”

Three militants were killed and two Frontier Corps (FC) officials injured in an encounter in Khujal Khel area of Landikotal tehsil (revenue unit) in Khyber Agency of Federally Administered Tribal Areas (FATA) on April 29, reports The Express Tribune. A Security Forces (SFs) official said that after receiving intelligence reports, an operation was carried out around midnight in Khujal Khel when SFs came under fire. A cache of explosives was also recovered from the militants’ hideout. According to the official, the slain militants were wanted for the attack in April, 2014 on the Landikotal cantonment.

Meanwhile, the Tehreek-e-Taliban Pakistan (TTP) claims on April 30 that Security Forces (SFs) have launched an operation in South Waziristan Agency and fighting has been ongoing for the last two days, reports The Express Tribune. “The security forces are using helicopter gunships and heavy artillery to target TTP positions in the Bobar area,” TTP Political Shura (council) member Azam Tariq Mehsud told journalists by the phone from an undisclosed location. He claimed that the SFs have suffered heavy casualties in the fighting. The claim, however, could not be verified independently because the area is inaccessible to journalists.

Six persons abducted during a vaccination drive on February 17, 2014, from Peeng area of Frontier Region (FR) Tank in Federally Administered Tribal Areas (FATA) were set free on April 30, reports The Express Tribune. An official of FR Tank’s political administration said that Khan Dad Dawar, a polio circle officer, and his colleague Sadiq Khan were kidnapped during a vaccination drive along with their driver and three levies personnel providing security. The official said their release materialised after a jirga (tribal council) comprising local tribal elders succeeded in negotiations with the captors. Queries as to whether a ransom was paid for their release were not answered by the official.
