Paramilitary forces and tribal police on April 1 took over the headquarters of cleric Mufti Munir Shakir at Nallah Kajori in the Khyber Agency after his supporters left the premises hours before the operation, according to Daily Times. Mangal Bagh, head of the Islami Lashkar of the Shakir group, left the headquarters for an undisclosed location along with hundreds of his supporters, tribal sources said. Bagh claimed that the decision to vacate the headquarters had been taken on the directives of Shakir to “avoid bloodshed”.

Sixteen terrorists were killed and 19 arrested after security forces (SFs) retaliated to two attacks at two sites in North Waziristan on April 5. "Four troops were killed and eight injured in the attacks," Maj. Gen. Shaukat Sultan, the Inter Services Public Relations Director General, told Daily Times. The terrorists first attacked a SF check-post in Dattakhel and another at Mana in the heavily forested Shawal region. The army reportedly used ground troops, heavy guns, artillery and gunship helicopters to comb the Mana area where the troops recovered six bodies of the slain terrorists from a compound. A spokesperson for the pro-Taliban operatives in North Waziristan, Tariq Jameel, confirmed attacks on the SFs but denied "any loss of militants". He said the attacks were "revenge" against the killing of two militants in Mir Ali town on April 3.

Two separate jirgas (councils) were held in Mir Ali and Mardan. In Mir Ali, clerics asked the army to leave North Waziristan and guard the Pakistan-Afghanistan border. The clerics also denounced a ban on the display of weapons in North Waziristan. Maulana Abdur Rehman told the Mir Ali jirga that carrying weapons was a key element of tribal traditions and tribal people could not accept the ban. "We have feuds. Living in the tribal areas without weapons is impossible," said Rehman, who recently surrendered after the Government declared him "wanted". The participants demanded the removal of army from check-posts on roadside throughout North Waziristan. Tribal militant ‘commander’ Baitullah Mehsud also demanded army’s withdrawal from Waziristan. "It is part of our deal with the government that forces will be withdrawn," he said while making telephone calls to newspaper offices in Peshawar from an undisclosed location.

The raid, launched on the basis of "confirmed intelligence", targeted a hideout in the Nagar village, six kilometers south of Miranshah, military spokesperson Major General Shaukat Sultan told AFP. "We have conducted a sting operation with the help of Cobra gunship helicopters, which has resulted in the knocking out of a militant hideout… Some foreigners were killed," Sultan said. The Pakistan’s military claimed that it had killed an unspecified number of militants including foreigners in an attack by Cobra gunship helicopters on a compound in village Anghar Killay near Miranshah in North Waziristan on April 12-midnight, according to The News. Maj Gen Shaukat Sultan, Director General, Inter-Services Public Relations, said the operation was carried out on the basis of "confirmed intelligence" about the presence of foreign militants in the compound. A top Al Qaeda man, Mosheim Musa Mutawwali Atwa, alias Abdur Rahman Mohajir is reported to have been killed in the attack. The Dawn, quoting unidentified officials, said, ‘“His death has been confirmed. The confirmation is based upon multiple intelligence sources.” The attack was carried out following the abduction of five Frontier Corps (FC) personnel from the Duncan Post near Razmak in North Waziristan. Taliban fighters, however, have rejected the claim that foreign militants had been killed in the attack.

Briefing the cabinet on the law and order situation in Federally Administered Tribal Areas (FATA), Interior Minister Aftab Khan Sherpao told the cabinet that the presence of the Taliban in FATA was a threat to national security and Pakistan’s economic development. "Religious extremism, militancy and terrorism are continuously undermining Pakistan’s image in the international community" he was quoted as saying. He said that the ‘Talibanisation’ of Waziristan was damaging other parts of the North West Frontier Province (NWFP) and that the local administration had been limited to their houses and offices. "The Taliban’s sphere of influence has expanded to DI Khan, Tank and the Khyber Agency, where clerks of the area have started to join them. There has been a sharp increase in attacks on heavily-defended military targets in these areas as well," Sherpao was quoted as saying.

Four hand grenades, a video camera, a diary written in Arabic, a CD mike, a recording of the funeral of those who were killed during an air strike on Damadola village on January 13, 2006, a charger and children’s clothes were recovered from the incident site. According to Daily Times, the slain Al Qaeda operative is believed to be Abu Marwan al-Suri, who is wanted by the United States and earlier thought to have been killed in the January 13-incident. Unnamed officials said Abu Marwan al-Suri was the head of Al Qaeda’s operations in Waziristan. Military spokesperson Major General Shaukat Sultan confirmed the incident but had no details of the dead man’s identity.

North Waziristan Chief Administrator Zaheerul Islam told Daily Times that the detained tribesmen would remain in jail as long as the tribes did not hand over militants involved in the April 20-attack on a paramilitary convoy killing around eight soldiers and wounding 22 others near Razmak. He said that three major tribes – Darpakhel, Burakhel and Miranshah Kalay – were collectively fined Rs 10.13 million for failing to meet territorial responsibility by not defending Miranshah against militants’ attacks.

According to Daily Times, Cobra gunship helicopters hit the hideouts of suspected pro-Taliban militants in North Waziristan on April 25 after a military convoy was attacked a day earlier, leaving up to seven persons dead. Sources in Miranshah said that three soldiers were killed when the terrorists ambushed a convoy heading towards the Afghan border. Four of the attackers were also killed in the incident, which is reportedly continuing till last reports came in. "An appropriate response to the attackers continues and I will not give operational details," Army spokesperson Maj. Gen. Shaukat Sultan told Daily Times. Purported Taliban spokesman Tariq Jameel claimed to have "inflicted greater casualties on the security forces than what the military admits to and none of my comrades were killed".
