Afghan Consul General Quetta, Ghullam Muhammad Bahadur said, “Ibrat is safe and sound.” Armed militants abducted the diplomat on July 28, 2013, from Satellite Town area of Quetta when he was on his way to office from home. However, an official of the Consulate, who requested anonymity, said that some important Taliban leaders were set free as result of Ibrat's release. “Taliban leaders were set free from Kandahar,” he claimed. No group had claimed the responsibility for the abduction.

The Balochistan National Party-Mengal (BNP-M) President Sardar Akhtar Mengal on September 2 claimed that operations have been intensified in Balochistan to suppress the voice of Baloch people clamouring for their rights, reports The Express Tribune. Addressing a news conference at Quetta (provincial capital of Balochistan), Mengal said, “Operations have been intensified to stop Baloch people from seeking their legitimate national rights.” He described the action as ‘genocide’ of the Baloch people. The former Balochistan chief minister reiterated his earlier stance that he wanted to take Balochistan out of death and destruction, and seek an end to enforced disappearances and dumping of mutilated bodies at public places. “We decided to participate in the democratic process and field our candidates in a difficult situation,” Mengal said, but expressed reservations over the election results, stating that election results had been tampered with and changed, converting victory of the party into defeat. Meanwhile, he announced dissolving of all party organs, saying all previous party memberships stood cancelled. He directed to launch a fresh membership drive to revitalise the party, following recommendations of BNP-M’s central committee.

Crime Investigation Agency (CIA) neutralised a group of extortionists, which identified itself as Baloch Killer Group, from the Killi Mubarak area of Quetta, said DIG (Investigation) Syed Mubin. Mubin said the Baloch Killer Group was collecting extortion by threatening people on the phone. “We raided a house in Killi Mubarak and arrested three armed men, including a police constable, and seized many guns, bullets and SIM cards,” Mubin said and added that the arrested persons were, identified as Arshad Ali, Akram Rajpoot and Khalid Ghuloo.

The Frontier Corps (FC) personnel raided a place in Jungle Piralizai area of Qilla Abdullah District on September 5 and seized a huge quantity of explosive material and ammunition, reports Dawn. The weapons seized included five tonnes of explosives, two tonnes of potassium chloride, six bundles of prama-cards, 200 detonators, 10 bundles of wire, 10 kilogram of prepared explosives, anti-personnel mines, one AK-47 rifle and its rounds. The sources said that the weapons had been kept there for carrying out sabotage activities.

Army chief General Ashfaq Parvez Kayani on September 6 denied the perception that a military operation is underway in Balochistan, reports Daily Times. He said that the troops are in barracks and not a single soldier is engaged in army operation in the province. Kayani said that Pakistan’s defence lies in the strong and prosperous Balochistan. “ It is not just a coincidence that I’m celebrating the National Defence Day in the Sui town of Balochistan, but it is a matter of importance and honour which the army keeps for Balochistan,” he said during a passing-out parade of cadets at the Military College Sui (MCS). The Army Chief noted that Balochistan is rich in natural resources and the only need is to utilise these for the people’s welfare. Pakistan Army, he affirmed, is fully committed to extend all possible assistance to the Provincial Government to eradicate poverty and control lawlessness. Kayani noted that more than 20 thousands Baloch are part of the Pakistan Army. He said we do not want the Baloch to become labourers but work on the top posts and serve the country and the nation. “The ratio of recruitment from Balochistan in army has been 1.7 in 2007,” Kayani said and added that it has been enhanced to 3.5 with the recruitment of some 12,000 jawans (soldiers) and officials since 2010.

The Home and Tribal Affairs Department of Balochistan on September 11 revealed that 592 mutilated dead bodies have been found in the last three years from different parts of the province, reports Dawn. According to documents obtained by Dawn, Police and other law enforcers have found 592 bullet-riddled bodies since 2010 to September 2013. The documents indicate an increase in recovery of mutilated bodies during the current year in different volatile parts of Balochistan province, the least developed of the country. Most of the dead bodies were found in Quetta, Khuzdar, Kalat and the volatile Mekran belt. “Most of the dead bodies are of Baloch political workers,” the document said, adding that few of the victims belong to other ethnic groups as well. The Provincial Home Ministry has directed all concerned Deputy Commissioners and concerned Police officials to properly investigate into the recovery of dead bodies. Besides mutilated dead bodies, the document revealed that 132 cases of missing persons were pending before the Supreme Court and the Commission of Inquiry on Enforced Disappearances (CIED), headed by Justice (retd) Javed Iqbal. Eight new cases of missing persons have been registered with the provincial home and tribal affairs department. “66 cases of missing persons are pending before Supreme Court and 64 are pending before the Commission of Inquiry on Enforced Disappearances,” the document said. The Ministry said most of the cases of missing persons were pertaining to Khuzdar, Kalat, Mastung, Panjgur, Turbat and other troubled parts of Balochistan.

The bench also issued notices to the Defence Secretary, the Inspector General of Police (IGP) and FC on failing to cooperate with the court on previous orders. The court asked the authorities concerned to compile new lists of the missing persons. The list of missing persons should be re-checked and cases that do not have concrete evidence should be named in the ‘suspicious list of cases’, ordered the Chief Justice. The cases in which allegations are made against the Police and the FC should be handed over to the Additional Attorney General, he added. He also ordered the Balochistan Home Secretary to register the cases of the missing persons and hand them over to the Police’s CID. The list of the missing persons should be given to the FC and the Ministry of Defence to search and recover them.

While talking to the journalist Baloch said, “I am confident that people of Balochistan believe we don’t have any other interest except to see militants at the table to restore peace and currently we’re making efforts to restore their trust”. Though, he is interested in restoring peace in the region but not getting any assistance and support from the Federal Government. The claims of forming a powerful and authoritative cabinet in the province are gradually disappearing. The performance of Provincial Government is apparently disappointing, as the incidents of abduction of political workers, recovery of bullet-riddled bodies, upsurge in sectarian violence and target killings continue unabated. The army laid siege around the entire area and set ablaze dozens of houses of Baloch villagers after looting their hardly earned valuables from their houses during the operation. The doctors were identified as Nasrullah Ghilzai, Muhammad Anwer Shabozai and Ayaz Ahmed. According to details, they had been kidnapped from the Loralai District of Balochistan and taken to North Waziristan Agency. “After successful negotiations with the kidnappers, the doctors were released near Khajori area of Mir Ali tehsil (revenue unit) and handed over to the political administration officials of Frontier Region (FR) Bannu, who shifted them to the Bannu Circuit House,” the official said.Earleir, it was reprote dthat the doctors had been arrested from Zhob District. Dawn adds that over PKR 35 million was paid to TTP militants for their release. The Government officials had claimed that the doctors were freed without payment of ransom to the kidnappers. “There is no truth in the officials’ claim that the doctors have been freed after successful negotiations between local tribal elders and the militants and that no ransom amount was paid to the kidnappers,” the sources said, adding that the ransom amount of over PKR 35 million had been arranged by the doctors’ relatives and friends.

Jan Muhammad Buledi, the spokesman for the Government of Balochistan on September 26 made an appeal to all Baloch separatist groups to bring a halt to attacks in earthquake-affected areas of the province, reports Dawn. The death toll from a massive earthquake that jolted southwest Pakistan on September 24, 2013 has risen to 356, with officials saying that thousands have been left homeless and about 300,000 people had been affected in remote parts of the province. He said that the attacks at Security Forces in Awaran District were affecting relief and rescue operation in the area. “People will die of hunger, if the attacks continued,” Buledi added. He said the Baloch separatists must stop attacks in view of the miserable plight of the earthquake survivors in the area.

Fearing the presence of army in the earthquake hit area as a measure of covert operation against the militants, the ‘chief’ of Balochistan Liberation Front (BLF) Doctor Allah Nazar on September 27 said that the workers of private, Non-Government Organisations (NGOs) or international bodies, such as the United Nations (UN), would be welcomed by the rebels, reports The Express Tribune. They have nothing to fear from the side of the rebels, he assured, adding that there will be no attacks on civilian convoys. A military official in Awaran also confirmed that the rebels are only attacking Security Forces (SFs) and not civilians. Another military source said that up to 1,500 troops have been deployed to the area for relief work. But Dr Nazar, who has been underground for the past seven years, held that the huge aerial and ground deployment by the army was to crack down on rebel elements under the garb of relief efforts. “They are taking advantage of a human tragedy,” he said. “Their presence is unacceptable.” Referring to the attack on military helicopters, Dr Nazar claimed that the choppers were engaged because they were launching an offensive on the bases of rebel elements along with ground troops. The helicopters, he said, were also surveying areas that were known to be sympathetic to the rebels instead of hovering above the devastated areas. Military sources confirmed the engagement between rebels and the army, but held that it was retaliatory fire by the security forces. The military source rubbished the claims made by Dr Nazar about an offensive by SFs. As proof of his claims of the army’s hidden agenda, he questioned why no private aid or workers were being allowed through, or facilitated, and pointed out that, if they were allowed through, they were restricted and warned against travelling to areas other than the ones chosen by the SFs. Private individuals or international workers will not be attacked he said, adding that, conversely, they would try their best to give them security.
