A joint force of the Federal Investigation Agency (FIA), the Coast Guards and the Frontier Constabulary will be established on the Sindh-Balochistan border to check movement of terrorists and smuggling of arms into Karachi, reports Daily Times. This was decided in a meeting on September 3 chaired by Interior Minister Rehman Malik. The minister said that the purpose of the post would be to monitor and control the movement of terrorists and check inter-provincial gunrunning and curb smuggling of fuel from Iran via Balochistan. All the authorities concerned will coordinate with each other to establish the checkposts, the meeting was informed. Later, addressing a press conference at the Chief Minister’s House, Malik announced that President Asif Ali Zardari had released PKR five billion to help maintain law and order in Karachi. He said that grant was aimed at purchasing Police armoured vehicles and enhancement of intelligence network besides establishing various checkposts and running an effective anti-terrorism campaign in Karachi.

A senior al Qaeda leader, Younis al-Mauritani, believed to have been responsible for planning attacks on the US, Europe and Australia was arrested on an unspecified date in Quetta of Balochistan, reports Daily Times. Younis al-Mauritani was picked up in the suburbs of Quetta along with two other high-ranking operatives of al Qaeda, said Inter Services Public Relations (ISPR) on September 5. Cooperation between the CIA and Inter-Services Intelligence (ISI) led to the arrests by the paramilitary, ISPR said. “In an intelligence-driven operation by Inter-Services Intelligence in coordination with Frontier Corps Balochistan, a senior al Qaeda leader, Younis al-Mauritani, mainly responsible for planning and conduct of international operations, was nabbed,” ISPR statement said. “Al-Mauritani was tasked personally by Osama bin Laden to focus on hitting targets of economical importance in United States of America, Europe and Australia,” the ISPR added.

Senator Nawabzada Lashkari Raisani, former President of Pakistan People’s Party (PPP), Balochistan, made a startling disclosure in Quetta on September 5 that a prominent militant leader had approached him agreeing to end his militancy and join the mainstream politics within the framework of one Pakistan, reports Daily Times. The senator said that the militant leader had contacted him from a foreign country and expressed his readiness to join the mainstream politics by ending his campaign for greater Balochistan. He did not name the leader, forcing the journalists to guess about him. Lashkari Raisani was talking to newsmen at his Sarawan House, where he made the startling disclosure. When asked to name the leader who approached him, he replied, “The leader is in self-exile and is leading a militant group in Balochistan.” “He did not impose any conditions or place any demand but expressed his willingness to join the peaceful political struggle within the framework of law and the constitution and now it is up to the rulers that how they treat this development,” Raisani added.

At least 26 people were killed and over 60 injured in two suicide attacks targeting the residence of the Deputy Inspector-General (DIG) of Frontier Corps (FC) Brigadier Farrukh Shehzad in Quetta on September 7, reports The Express Tribune. Earlier, it was reported that 15 persons were killed in the twin suicide car bomb blast. The attacks targeted and wounded DIG Brigadier Farrukh Shehzad whose force was involved in the arrest of Younis al Mauritani and two other al Qaeda operatives in Quetta in an operation on September 5. A woman, her three children and at least 11 troops from the FC and Balochistan Constabulary (BC) were among the dead, Police officer Hamid Shakil said. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the twin attacks. “Our fidayeen (suicide bombers) have carried out this attack. It is revenge for the arrests of our brothers in Quetta,” TTP spokesperson Ehsanullah Ehsan told Reuters by telephone from an undisclosed location. “If they make more arrests then the reaction will be much more forceful,” he warned.

Fifteen persons were killed and 25 other were injured in twin blast near the commissioner’s office followed by gunfire in Quetta of Balochistan on September 7 (today), reports The Express Tribune. The first blast occurred near commissioner’s office in the Civil Lines area. The second explosion was heard five minutes later from the same location. However, the intensity of the second blast was less. One of the suicide bombers blew himself up in a vehicle packed with explosives near the car of the Deputy Inspector General (DIG) of Frontier Corps (FC) in Balochistan, Farrukh Shehzad. The other suicide bomber entered his house and blew himself up. The dead included his guards. The explosions brought down the walls of his house and nearby offices. The wife of the DIG FC has reportedly been killed. Unofficial sources said 15 people were killed and 25 are critically injured. Two Frontier Constabulary (FC) personnel and two children are also among the dead. Stringent firing was also reported from the site of the blast.

Pakistan has sealed off all borders with Afghanistan in order curb the massive influx of Afghans into Pakistan, said Federal Minister of Interior Rehman Malik on September 10, reports Daily Times. Addressing a news conference at the CM Secretariat in Quetta, the Minister said that the Government had imposed a complete ban on the movement of Afghan refugees and other foreign nationals by restricting their movement to the locality where they resided. “There will be a complete restriction on the movement of Afghan refugees in Balochistan and KP,” the Federal Minister told journalists. He said that Army, Frontier Corps, Police and Balochistan Levies had been asked to place a check on the free movement of Afghan refugees and other foreigners and bar them from entering major human settlements. “We have given the deadline of one month to illegal immigrants to obtain their refugee cards or otherwise they would be arrested and deported to Afghanistan after completing their sentences,” Malik said. Pakistan has also banned issuing Visit Visas to Afghans.” There will be no Afghan visiting Pakistan on a Visit Visa,” he added. Further, when asked if key operatives of al Qaeda and Taliban were in Quetta, he said that after the death of Osama bin Laden, al Qaeda has declared Pakistan to be its enemy. Tehreek-e-Taliban Pakistan (TTP) leaders, according to him, have moved from remote tribal areas to Quetta after their defeat by the Pakistan Army. Human Rights Commission of Pakistan (HRCP) Balochistan chapter, on September 17, expressed its serious concern over the increasing number of decomposed bodies of missing persons being recovered from different parts of Balochistan, reports Daily Times. HRCP Quetta chapter Chairman Tahir Hussain and Advocate Zahoor Shahwani, while addressing a news conference, said that situation was going from bad to worse in the province, as security personnel themselves were not secure from attacks. They said that most of the people did not come forward to record their statements out of fear. “The hoardings displayed in Hindu dominated areas of the province demanding security for members of the community reflect the state of lawlessness and prevailing sense of fear,” they told the reporters. They said the number of mutilated dead bodies of missing persons was increasing with each passing day. “Around 188 decomposed dead bodies have so far been dumped in desolate places in different parts of Balochistan since June 4, 2010,” they said, adding, “Most of the victims were political opponents, students and cream of the society.” Quoting a report, they said that those lawyers who appeared before courts in connection with the cases of missing persons were also killed.

The boy, who was identified as Abdul Khaliq, told Police during initial interrogation that Aslam, alias Zubir, had handed over the bomb to him for planting it inside the Imambargah. Police arrested Aslam from the Hazar-Gangi area along with 19 other suspects. A huge quantity of explosives, weapons of different calibres and grenades were recovered from the possession of suspects.

Merak Baloch, spokesman of the Baloch Liberation Army (BLA), claimed responsibility for the attack and said that that the BLA had abducted three employees of an oil and gas company after the attack. “Nawaz, Noor and another belonged to Khyber Pakhtunkhwa and are in the custody of BLA,” he said, adding that it (BLA) would continue to target all people, including engineers, involved in exploration of oil and gas in Balochistan.
