We have found the severed head on the blast site,” local border force commander Colonel Haider Ali said. In addition, the head of the Baloch Liberation Front (BLF) Allah Nazar on October 2 threatened to step up attacks on Security Forces, reports The Express Tribune. “They (army) are directly involved in the large-scale killings of Baloch men,” Allah Nazar, told Reuters over telephone from a secret location in Balochistan. “They want to crush us and make money from the disaster relief,” he added. “We claim responsibility for October 2, 2013 attack on troops near Mashkay. We will step up such attacks in coming days,” warned Nazar. “We cannot expect relief from the helicopters which routinely fire rockets at our villages.”

Meanwhile, Chief Minister Balochistan Doctor Abdul Malik Baloch announced to convene an All Parties Conference (APC) to initiate formal dialogue with the militant groups in the province, reports Dawn. “We do not want any bloodshed, rather we stand for peace and development,” he said. He said a jirga (council) comprising tribal elders and key political leaders would be sent to all Baloch separatists groups and sectarian militant organisations to hold a dialogue regarding the situation in Balochistan through political means. He further informed that the APC will comprise all political groups and tribal elites of Balochistan province. He said that his province faced complicated issues like recovery of mutilated dead bodies, missing persons and displacement of people from Dera Bugti and Kohlu Districts. “We will approach everyone to pave the way for political settlement,” he explained, adding that use of force has not produced any results in Balochistan, which has been under the grip of violence for last more than a decade.

According to sources, the explosives and ammunition recovered from the suspects included 224 anti-personnel mines, 30 kilogramme of explosive devices, 2 hand grenades, several suicide jackets, time device, 11 prime card switches and 15 Improvised Explosive Devices (IEDs).

In addition, some 18 Bugti cadres turned themselves in to the Inspector General of Frontier Corps (IG FC) in the presence of tribal elders at Dera Bugti District on October 4, reports The Express Tribune. The rebels, who were watched by their families, resolved to live as a peaceful citizen in future, according to a statement released by the FC spokesperson. They expressed satisfaction about the amnesty and the package of facilities offered by the Provincial Government. “The people should not be swayed by the provocative statements of insurgents, but work with the Government institutions for the prosperity of the country.” FC IG Major General Ejaz Shahid said. Earlier the rebels had been fervent in fighting with the Security Forces (SFs) and involved in various acts of terror in the province like destroying power pylons, Government buildings and other Government properties.

Meanwhile, the Director General (DG) Inter Services Public Relations (ISPR) Major General Asim Bajwa said on October 4 that SFs will continue with their relief work in the earthquake affected areas, despite facing security hazards and unabated attacks from militants, reports The Express Tribune. Major General Bajwa claimed that militants had fired twice on troops in the Dandar area of Kech District on October 4 and at least five times the day before in Mashkay area of Awaran District, which is worst hit by the September 24 earthquake. He added that the attacks had claimed the lives of six security personnel while six others sustained injuries. Condemning the attacks, DG ISPR said that the security forces will continue to work to provide relief to the people.

One Anti Terrorist Force (ATF) operative and two abductors were killed during a raid for the recovery of an abducted heart specialist Doctor Munaaf Tareen in Qilla Abdullah District on October 5, reports The Express Tribune. “Three kidnappers have been arrested. However, Dr Tareen couldn’t be recovered yet,” Police sources said. According to Police, the ATF and other law enforcement agencies conducted a raid on a house at Kili Karez area of Gulistan for the recovery of abducted heart specialist Dr Tareen, when unidentified armed abductors opened fire on them. As the forces returned fire, two kidnappers Sabir Khan and Waris Khan were killed on the spot while three of their accomplices Afzal, Azam Khan and Mashkey Khan were arrested. One ATF man Salahuddin also lost his life in the shootout while another Muhammad Ramzan suffered injuries.

She said: “Our teams of doctors are ready to go to the affected areas, but we are yet to get a formal authorisation from the Government.” The National Disaster Management Authority (NDMA) spokesman Adrees Mehsood said no such assistance was required because the NDMA had already provided food, shelter, medical care and other goods to the entire population of 125,000 in the area. He said international aid agencies were not allowed to carry out relief work because the Government had not sought their help. Mehsood said an international call by the host Government was mandatory to let foreign Non-Governmental Organisations (NGOs) in the disaster-hit areas. He said the Government also did not want to have foreigners doing relief work as the law and order situation was bad in the area. MSF claimed that still there are areas where the government aid has not reached. However, a nationalist Baloch leader, who didn’t want to come on record, said there was a tacit agreement between the Government and Baloch insurgents that foreigners should not be allowed to operate in the area. “Baloch militants don’t want foreigners reaching their hideouts in the garb of humanitarian aid workers,” he said.

In addition, Major General Samrez Salik, who commands the 33 Division of the Army, while talking to journalists at Army Earthquake Relief Centre in Awaran District on October 8 said that all quarters, including the ‘rebels,’ need to join hands to pull the strife-torn province out of years of impoverishment, reported The Express Tribune. He said that the Army would continue to work to bring relief to the quake survivors – but added that work remained to be done over and beyond recovering from the natural disaster. The region, which is a hotbed of rebel activity, is amongst the poorest and most backward in Pakistan – and all stakeholders needed to brush aside differences and work to help the people there, he said. When approached by The Express Tribune to clarify if he meant that everyone “joining hands” in the effort was also a reference to the insurgents, he replied in the affirmative. “I mean everyone,” he emphasised. The army’s spokesperson appreciated cooperation of locals and claimed that the locals have extended all possible help to SFs for smooth conduct of the massive relief operation. As part of the relief efforts, Major General Bajwa said that four forward bases had been set up to provide aid items to affected people through helicopters and air drops. Asad Gilani, the Home Secretary Balochistan said that militants targeted the passenger train using Improvised Explosive Devices (IEDs). "When the train reached Notal, there were huge explosions", Gilani said. The train was carrying hundreds of passengers from Punjab Province who were returning to Balochistan after Eid holidays. Earlier, the counsel for Musharraf, submitted a request that the former President could not attend the hearings in Quetta due to security risks. Justice Tariq Anwar Kasi of Anti Terrorism-I adjourned the hearing until November 16, 2013. Sohail Rajput, lawyer of Jamil Bugti, Nawab Akbar Bugti’s son, said, “Musharraf was attacked in Rawalpindi and Karachi, not in Balochistan. It is pointless to say that he could not attend the hearing because of security risks.” Rajput argued that given the lack of efforts by the Crime Branch, investigations in the case were biased. According to a October 24 report by the Prime Minister's Special Cell on polio, militant attacks on Pakistan’s polio workers have killed 27 vaccinators and Police guards during the past year and a half, reported Central Asia Online. The report, released in connection with World Polio Day (October 24, 2013), said 16 of those killed were from Khyber Pakhtunkhwa. The most recent attack occurred in October when a militant bomb killed five people – including Police guarding a polio team and local volunteers aiding the team in Badhaber area of Peshawar. Another attack in the same locality a few months ago killed two female polio workers. Meanwhile, the Government on October 24 decided to include polio vaccination on the agenda of dialogue with the Tehreek-e-Taliban Pakistan (TTP) as 90 per cent of the cases during the current year have been reported from Federally Administered Tribal Areas (FATA) where the militants have banned anti-polio campaigns. Minister of State for Health Regulations Saira Afzal Tarar said that Taliban should understand the fact that children were suffering because of their ban on the polio drives. She said so far this year 49 cases of polio had been reported in Pakistan - 36 in FATA, three in Punjab, four in Sindh and six in Khyber Pakhtunkhwa. “Polio virus circulation has been restricted to three zones, that is, FATA, Quetta and its neighbouring Districts of Qilla Abdullah and Pishin and Karachi’s Gadap Town.” She added that 260,000 children in North and South Waziristan Agencies had not been vaccinated against polio since July 2012. It may be noted that since July 2012, 24 health workers and Policemen protecting them have been killed and 14 others injured in 24 targeted attacks on vaccinators in different parts of the country.

The Chief Minister constituted a four-member Committee to improve coordination among law enforcement agencies after the Balochistan Police Chief informed the Cabinet about the need to overhaul the Police along modern lines.

Chaghai administration sources said the incident took place in the buffer zone near the Washab area adjacent to the border. The sources said that the Iranian authorities had told Pakistani officials that the killed had entered their territory illegally and drugs were recovered from them. “The Pakistani authorities were given no evidence of recovery of narcotics,” the sources added.

At least two soldiers were killed when car bomb hit a Frontier Corps (FC) van escorting a bus of Shia pilgrims in Dringarh area on the main Quetta-Taftan Highway of Mastung District on October 26, reported The Express Tribune. Frontier Corps and Balochistan Levies convoys were escorting five passenger buses of Shia pilgrims on the highway when they found a suspected car parked on the road. “The buses were stopped from proceeding and two FC personnel got off and went near to search the car. As they got closer to the car, a huge explosion took place killing both on the spot,” Assistant Commissioner Mastung Shafqat Anwar said, adding, that it was a remotely-controlled bomb, apparently targeting the Shia pilgrims. However, all the pilgrims on the bus, who were on their way to Iran, were safe but several security personnel were wounded by the remotely triggered bomb, Syed Mehrab Shah, a Senior Government Official in Mastung said. There was no immediate claim of responsibility for the blast.

Chief Minister Doctor Abdul Malik Baloch on October 29 said, “It is up to them [Baloch militants] to come to the negotiating table,” reported The Express Tribune. “I’m not sure whether the dialogue will be successful or not, but it is my desire that they be successful … all I can do is try my best to improve the situation in Balochistan,” he added. “My first objective is to bring political and economic stability to the province. I want to provide both security and basic amenities to my people.” According to the chief minister, the All Parties Committee (APC) would focus on finding a solution to militancy and sectarian violence in the violence-wrecked province. “The main issue in Balochistan is political. As such, I want to take all political parties on board to find a solution,” he said, adding, “The APC are an attempt to bring all the issues [Balochistan currently faces] in the limelight and formulate a strategy to address them.” “The parties [attending the APC] will be asked to develop a mechanism for steering the province out of the quicksand of militancy and religious extremism,” he added. “Maybe they [the parties] will authorise me to hold talks with militants, or maybe another committee,” he added. Asked whether any militant group would be invited to the APC, Dr Malik said, “We need to develop a mechanism to approach them first … therefore, they will not be invited to attend the conference.” On the other hand, he urged the Government to address the issues of missing persons and the dumping of bullet-riddled bodies to create an environment conducive for negotiations. He, however, acknowledged that there has been a marked decrease in such incidents. “Incidents where we find the dead bodies of missing persons have gone down in Balochistan … I hope they end soon.”
