According to sources, the victims had crossed the Afghan territory for bringing firewood and were on their way back when NATO forces allegedly opened fire on their vehicle. As a result, both victims sustained serious injuries and died immediately.

President Asif Ali Zardari and Prime Minister Raja Pervez Ashraf decided to re-establish lines of communications with disgruntled Baloch leaders, in an effort to stabilise the situation in restive Balochistan province, reported The Express Tribune. The meeting decided to immediately form a Committee for this purpose which will work under the direct supervision of the Prime Minister, sources said, adding that the Committee will comprise Balochistan’s Governor and senior members of the Federal Cabinet. The committee will finalise its recommendations within a month, sources added. The government will expedite the development process in the volatile province and provide special funds to solve basic problems faced by the people of Balochistan.

The chief justice again ordered the Federal Government and the Frontier Corps (FC) to recover all missing persons and produce them before the court as soon as possible. The Supreme Court on October 10, during a hearing on the law and order situation in Balochistan, headed by Chief Justice Iftikhar Muhammad Chaudhry, said the Government had done nothing for its improvement, reports Daily Times. Barrister Raja Salman told the court that the elements responsible for the bad law and order in the province had been named but no action was taken against them. Assisting lawyer of the court Qahir Shah informed it that Khuzdar District had been closed for a full month due to deteriorating law and order situation. Chief Justice Iftikhar Muhammad Chaudhry observed this was tantamount to rejection of implementation of constitution and asked Balochistan Inspector General of Police Tariq Umar Khatab if it was not so. Justice Jawad S Khawaja noted that the Supreme Court had held 70 hearings on the Balochistan situation and had issued order for the implementation of law and the constitution in the province, but despite assurances from the government in this regard nothing had been done. When Deputy Attorney General asked for more time in the case, the Chief Justice expressed deep anger and said, “Balochistan is not your priority. Allegations are levelled against the Government and the Frontier Corps (FC) but the Government is doing nothing.” He added, “We are responsible for the destruction of Balochistan ourselves.”

Talking to a delegation of the Quetta Chamber of Commerce and Industry (QCCI) at the Presidency, President Zardari said that the Government was aware of the challenges in Balochistan, especially the law and order situation, and was striving to address those issues. President’s spokesperson Senator Farhatullah Babar, while briefing media persons about the meeting, quoted the President as saying that boosting trade and facilitating the business community was among the priorities of the Government. Zardari said that in view of the importance of exports, the Government was planning to offer targeted incentives to the businessmen. Greater exports mean greater foreign exchange earnings, greater economic activities and more job opportunities, he added. Quoting a highly placed official source requesting anonymity, The Express Tribune on October 28 reported that keeping in view the Supreme Court’s judgment that held that the Balochistan Government had failed in its fundamental responsibility of protecting the basic rights of the people, an in-house change to replace the Chief Minister Nawab Aslam Raisani with another Pakistan People’s Party (PPP) leader in the province is being discussed as one option, while the second option is to place the province under Governor’s rule. Sadiq Umrani, a Provincial Minister and the President of the Balochistan Chapter of the PPP, has confirmed that these options are being discussed to save the Provincial Government from a potential constitutional crisis. He, along with other party leaders in Islamabad, has examined the implications of the Supreme Court ruling and said that “an in-house change in Balochistan is the only solution to address the law and order situation.” Former Deputy Chairman of Senate Jan Jamali demanded the imposition of Governor’s rule in Balochistan for at least three months, with the possibility of an extension for another six months. “Constitutionally speaking, the Provincial Government has already lost its right of existence,” Jamali said, adding that, for all intents and purposes, there has been no Government in Balochistan for the past two years. Jamali said, “The damage caused to the province and the whole country during Nawab Raisani’s Government is beyond imagination … the present Government had nothing to its credit except a high grade of inefficiency, unprecedented financial corruption, a pathetic law and order situation and an abysmal administrative set-up in the province,’ he said, while welcoming the Supreme Court ruling.
