According to official document released by Provincial Home Department, acts of terrorism as well as sectarian and targeted killings have gone down by 50 per cent in Balochistan over the last two years under Chief Minister Dr Abdul Malik Baloch, reported The Express Tribune. Statistics released show that 27 people have been killed and 13 others wounded in incidents of sectarian killing till September 2015. This number is significantly lower than the figures for 2014, when 91 people were killed and 129 others wounded. It is a marked improvement also from the 2013 figures when 258 people were killed and 478 people were injured in similar incidents. In 2015, there has been a significant decline not only in sectarian violence but also in attacks on settlers – mostly Punjabi- and Urdu-speaking residents of Balochistan. In 2010, around 113 settlers were killed. However, this figure dropped in 2014 to 91 while in 2015 around 36 settlers were targeted.

Four 'commanders' along with 24 other militants laid down their arms and surrendered to authorities during a function held by Provincial Minister Nawab Changaiz Marri on November 11, reports Dawn. “We appreciate that the militants have surrendered and have announced their decision to join peaceful lives,” said Marri. The militants who surrendered today belonged to various militant organisations and were active in Kohlu and other areas of Balochistan. “Those targeting innocent people cannot be referred to as ‘angry Baloch’, they should be called terrorists,” remarked Marri. Baloch Republican Party (BRP) leader Brahamdagh Bugti on November 12 claimed that he met Chief Minister Balochistan Dr Abdul Malik Baloch in Geneva and discussed the Balochistan issue with him but said that Dr Malik Baloch has no 'authority' to discuss the all important issue, reports Dawn. The disgruntled Baloch leader said that even his grandfather Nawab Akbar Bugti had never rejected the option of dialogue but those who are 'authoritative' enough to change the situation should come forward and negotiate. According to November 11 report on Gandhara website (http://gandhara.rferl.org/) Bugti is months away from returning to Pakistan, marking an end of his nine-year exile which had followed the killing of his grandfather, Nawab Akbar Khan Bugti, by Pakistani Security Forces on August 26, 2006. "He has agreed to come [back to Pakistan]," said an unnamed source in the inner circles of the Balochistan Government, quoting Gandhara. "We have reached an agreement on 90 per cent of the issues." "There were two or three meetings [in July]. He [Bugti] has asked for respect and an end to all cases against him [as a pre-condition for his return]," the source was further quoted.

Brahamdagh Bugti, President of the Baloch Republican Party (BRP), on November 14 invited various parties, including the banned Baloch pro-independence groups, and their leaders for negotiations to sort out their differences, reports Dawn. In a statement received in Quetta from Geneva (Switzerland), he said that unity was the only way to guarantee resolution of issues. Bugti suggested that the meeting of the parties and leaders should be held in Switzerland, but could also be held in any other European country where BRP delegates would participate and he would talk through video link because he lacked documents required to travel outside Switzerland. “I request all Baloch leaders to put their differences and other matters aside and gather in Switzerland within a month to sort out all differences.” If any party or leader does not accept the majority’s decision, the Baloch nation will decide who is responsible for disunity in ‘our ranks’. “After achieving national unity, the BRP will accept the majority’s decision on all issues, including negotiations with the state,” he said, adding that ‘state atrocities’ could be defeated only through unity.
