Unidentified militants shot dead at least six Hazara Shia coal miners and injured another in a sectarian attack in Mach town of Bolan District on November 1, reported Dawn. Waheed Shah, Deputy Commissioner in Kach, said that the seven men were on their way back from Mach bazaar when they were attacked by unidentified assailants on a motorcycle. “The victims were Hazara labourers and Shia Muslims,” confirmed Shah. “It is clearly a targeted killing on sectarian basis,” he added. Shah explained that every Friday the miners would go to the bazaar for grocery shopping. The victims were identified as Ali Nigar, Zaamen, Hakeem, Bolan Misteri and Ibrahim. The injured miner was identified as, Juma Khan. No outfit claimed responsibility for the attack.

security has been beefed up in the provincial capital Quetta and other restive parts of Balochistan on November 2 in the aftermath of Tehreek-e-Taliban Pakistan (TTP) ‘chief’ Hakimullah Mehsud’s killing, reported Dawn. An intelligence official, who requested not to be named since he was not authorised to speak to the media, said that SFs were placed on a high alert to avoid occurrence of any untoward incident. Apart from Police and Balochistan Constabulary, personnel of Frontier Corps were also deployed at all sensitive parts of Quetta, he said. Security was tightened at all entry and exit points of the city and patrolling was also increased to avoid occurrence of any terrorist attack. “We are taking pre-emptive measures to ensure peace,” he explained.

At least two people were injured in an explosion inside a seminary in Eastern Bypass area of Quetta, the provincial capital of Balochistan on November 3, reported Dawn. The blast left two people injured and destroyed five mud-walled rooms inside the madrassa (religious school). Superintendent of Police (SP) Sariab, Bashir Ahmed Brahvi said that the seminary was being used by terrorists to carry out subversive activities in the city, already plagued by attacks of Baloch separatists and violent sectarian attacks. "Afghans were preparing explosive materials inside the seminary," Brahvi said without naming any faction of the Afghan Taliban. "The madrassa had no sign board and it was not registered," he added. Police recovered huge quantity of explosives, acid, detonators and literature in foreign languages from the madrassa.However, another Police official who requested anonymity said that the blast has caused casualties. "The terrorists managed to shift the dead bodies and injured before the arrival of Police," he said. "You can see blood and destruction everywhere," he added.

The United Nations (UN) Resident Coordinator in Pakistan Timo Pakkala during a meeting on November 4 assured the Balochistan Government of its continued assistance for relief and rehabilitation efforts in the areas affected by recent earthquakes in the province, reports Dawn.Pakkala, who is also the humanitarian coordinator for the country team comprising representatives of the UN Agencies, briefed the Governor Muhammad Khan Achakzai about the firm commitment of the United Nations to work with the Provincial Government in line with the 18th amendment and in the context of ‘UN One-Programme’. The delegation shared an update on the main areas of intervention that United Nations agencies planned to focus on in the next five years, including Governance, food security, agriculture, health services and education.

Balochistan Home Secretary Asad Gilani on November 6 said that groups from Khyber Pakhtunkhwa and Karachi are involved in sectarian violence, bomb blasts, targeted killings and other terrorist and criminal activities in Balochistan, particularly Quetta, reported Dawn. “Although some local groups were involved in sabotage acts in Balochistan, we have intelligence information that some gangs of miscreants groups have shifted to Quetta from Khyber Pakhtunkhwa and Karachi and they are also involved in sectarian violence, bomb blasts and targeted killings here,” said the Home Secretary.The official said that the entry of 69 firebrand religious scholars into Quetta has been banned for Muharram. Both Sunni and Shia speakers were on the list, he added, adding, that Quetta, Bolan, Jaffarabad and Khuzdar Districts had been declared highly sensitive and Naseerabad, Jhal Magsi, Zhob and Lasbela sensitive.

The bench was hearing a petition filed by one Muhammad Din against the Provincial Government. “In case the Government fails to submit the report, then the Home Secretary should appear before the bench in person on the next date of hearing,” said the court directive. The case would come for hearing on November 20, 2013.

Khan Wasey, the spokesman FC said that armed militants attacked the FC convoy in Mand tehsil (revenue unit) of Kech. He said one personnel was killed in the attack. "FC launched a quick search operation in the aftermath of the attack, killing three militants during an exchange of fire," Wasey said. Two FC personnel also sustained bullet wounds. An intelligence official, on condition of anonymity said that SFs conducted the operation against the militants upon intelligence of their presence in the area. He said a militant was killed during exchange of fire that did not last for too long. “The forces effectively conducted operation and arrested seven terrorists alive,” he said. The Baloch Republican Army (BRA) militants kidnapped and killed three construction workers and dumped their bodies in Josak area of Mekran in Turbat District of Balochistan in the night of November 18, reports Dawn. Another man kidnapped along with them is still missing. A ‘spokesman’ for the BRA claimed responsibility for kidnapping and killing of the workers, who were identified as Mulazim Hussain, his son Abdullah and Mustafa. The missing worker is named Mohammad Hanif. Turbat Assistant Commissioner said that four of the five labourers building the house of a local resident were attacked by eight gunmen and kidnapped four of them. All victims belonged to Dera Ghazi Khan and were brought to Turbat by a local resident for construction of his house in Josak area.

A girl was killed and six people were injured when a rocket fired by Iranian border forces hit three houses in Tump town of Kech (also known as Turbat) District on November 25, reports Dawn. Balochistan Home Secretary Asadur Rehman Gilani confirmed the incident and said that the rocket fired from across the border had hit the houses in the town near Pakistan-Iran border. Sources said the three houses were destroyed in the attack. An official of Kech administration said that one of the houses belonged to Mullah Omer, who is a ‘commander’ of an Iran-based religious outfit, Jaish-ul-Adl. The two other houses were of Mullah Omer’s brother Abbas and his close relative Mohammad Arif.

Abdul Qadir Sheikh, a Police Officer in Khuzdar said that First Information Report (FIR) was registered on the application of Deputy Commissioner Khuzdar, Muhammad Ayaz Mandokhail. Mandokhail has alleged in the application that Sardar Akhtar Mengal had threatened him on telephone. "Sardar Mengal has issued serious life threats against me," Police official cited Deputy Commissioner's application. Provincial Election Commissioner Syed Sultan Bayazeed said on November 29 that nine Districts of Kalat and Makran divisions have been declared ‘very sensitive’ for local government elections scheduled to be held on December 7, 2013, reports Dawn. Ballot papers to these districts would be dispatched by helicopters, he said, adding that so far ballots had been dispatched to four Districts, including Qila Saifullah, Barkhan, Chagai and Nushki. He said that the decision had been taken after receiving intelligence reports about security threats in these Districts. He said process of dispatching ballot papers to the offices of district election commissioners would be completed by December 1, 2013. He said tight security arrangements would be made for the polling day and army and paramilitary forces would be deployed in and outside polling stations in sensitive areas. No one would be allowed to violate the code of ethics and strict action would be taken if anyone found trying to disturb the polling process, he added.
