The three FC personnel were identified as Lance Naik Mohammad Yousuf, Lance Naik Tosiq and Sepoy Rashid Ali. Federal Minister of Interior Rehman Malik said on March 4 that only 48 persons were missing from Balochistan and the figure of 6,000 such people was “highly” exaggerated one, reports Daily Times. During his visit to the National Press Club, he appealed to the media to avoid filing stories on Balochistan that were based on propaganda. The Minister said the Government was closely monitoring anti-state activities of the Baloch leaders living abroad. He said he would welcome exiled Baloch leaders and assured them that they would not be arrested as criminal cases against them had been withdrawn. However, he added, relevant information about political cases against Baloch leaders was being gathered. He said that only those leaders would be welcomed who showed honour for the national flag.

Over 50 members of the Hindu community across Balochistan have been abdcuted in the last four years, compared to seven instances of abduction during former President General Pervez Musharraf’s nine years, said Basant Lal Gulshan, the human rights and minorities affairs minister for Balochistan. “Among those are two assistants from my own pharmacy, abducted two days ago,” the minister said. The alarming rise in kidnapping of Hindus across the province was confirmed by Balochistan Chief Secretary Ahmed Bakhsh Lehri while speaking to The Express Tribune. Out of a total of 72 people abdcuted in the past few months, 24 were Hindus, Lehri said. Of them, 21 have been either released or recovered through the efforts of the community itself, he added.

He was speaking at a meeting, presided over by him and the commander of the southern command in Quetta, to review the law and order situation in the province. It was decided that all possible steps would be taken to curb terrorist activities, kidnapping for ransom and other crimes that were increasing in the province. “LEAs should take all measures to ensure security of the people in Balochistan,” the Chief Minister said.

According to sources, personnel of the Frontier Corps (FC) and the Anti-Terrorism Force launched a search operation in Maizai Addah area on a tip off about the presence there of a gang involved in abduction for ransom and other heinous crimes. Armed militants opened fire on the security personnel, injuring an FC soldier and destroying two vehicles with rockets. An intense clash continued for over an hour. “Two criminals involved in abduction for ransom were killed in the exchange of fire,” an FC spokesman told the media. 15 other people were injured. Later, 16 suspects were arrested and a large quantity of arms and ammunition seized. “Many members of the kidnappers’ gang were arrested,” the FC sources said.

A local tribal elder Mohammad Shafiq Misazai flanked by other tribesmen said SFs and their opponents barged into their houses and opened indiscriminate fire. “60-year-old Haji Dost Mohammad and young Sadam were killed on the spot while 16 others were wounded. The forces also whisked away 14 of our injured tribesmen,” he claimed. “All the victims were innocent and unarmed when attacked by forces and opponent tribesmen,” he added, alleging that the assailants also took away valuables from their houses. However, a Frontier Constabulary (FC) spokesperson said that SFs had conducted a search operation against criminals involved in kidnapping and other crimes. According to the official report of the Balochistan Home Department, 218 of the 308 bodies found in 2010 and 2011 were of the ethnic Baloch people. The trend does not seem to be changing for the current year as 16 of the 25 bodies recovered were also of ethnic Baloch people, the report revealed. It further states that 95 dead bodies were found in Kalat District, making it the deadliest District in the province. Quetta and Makran Division came in a distant second and third with 61 and 63 bullet-riddled bodies of ethnic Baloch found, respectively, during the last two years. As many as nine bodies of ethnic Baloch people were found in Naseerabad while three were recovered from Sibi District.

The provincial Chief Minister Nawab Aslam Raisani ruled out that his Government had doubled its efforts for holding negotiations with Baloch leaders following the resolution tabled in the United States (US) Congress, reported Daily Times. “My Government is pursuing the policy of reconciliation since it came into power. We are not afraid of any resolution. I still say I will hold talks with the estranged Baloch leaders wherever they want in the world,” Raisani said. He said all the people would have to come to the table of negotiations because it was the only way to solve the problems. “We believed in reconciliation and would pursue this policy in future as well,” he added. He urged the Baloch tribal elders and political leaders to play their role for preventing the target killings of innocent and unarmed people in their respective areas.

Members of the Provincial Assembly (MPA) asked the abductors of the officials of Balochistan Rural Support Programme (BRSP) on March 24 to give them more time to negotiate their release, reports Dawn. Speaker Mohammad Aslam Bhootani asked Senior Minister Maulana Wasay to form a committee of legislators to discuss with security officials the recovery of four employees of the BRSP who were abducted on December 13, 2011. Maulana Wasay, Zamarak Piralizai and Asfandyar Kakar said five BRSP employees had been abducted and the kidnappers had threatened to kill them if a ransom of PKR 250 million was not paid by March 25, 2012. One of the abducted men, Maqbol Ahmed, was found dead on March 17, 2012. They appealed to the captors on religious grounds to wait for some time and urged the Government and security officials to use their influence to save the lives of the abducted victims.

The abductors holding five officials of the Balochistan Rural Support Programme (BRSP) on March 27 extended their deadline for ransom till April 10, 2012, reports Dawn. The earlier deadline was March 25, 2012. The issue was taken up by the Balochistan Assembly on March 24, 2012 and legislators had appealed to the abductors to extend the deadline by at least a month so that negotiations for the release of the abducted officials could be held properly. According to a senior official, the abductors have demanded PKR 250 million for freeing the officials of the Non-Government Organisation who were abducted from Pishin District on December 13, 2011. Earlier the ransom money amounted to PKR 400 million, but negotiations reduced the amount.
