Baloch Army (UBA) 'commander' for Kohlu, Kahan and Barkhan region, Wali Mohammad alias Haji Kalati, surrendered to authorities along with his 50 supporters in provincial capital Quetta on June 4, reports Dawn. Kalati claimed that he had been fighting for independence of Balochistan since 1970 and spent 45 years on mountains. “Now I have realised that this fight has been launched by tribal chiefs to protect their own interests,” he said, adding that internal fighting among leaders of banned organisations had helped him to come to that conclusion.

At least nine decomposed dead bodies of militants, who were killed in a clash with Security Forces (SFs) in Saroon area of Morgand Shekhri mountain range in Kalat District, were found in the area on June 5, reports Dawn. The Frontier Corps (FC) had claimed that its personnel killed nine suspected militants who were allegedly involved in the May 29, 2015, Mastung massacre in an operation launched in Kalat. According to District Administration of Kalat, local people informed the Levies Force about the presence of the nine dead bodies in the area. An unnamed senior official in Balochistan Home Department said that a joint operation by FC, Police and Levies Force was still going on in Morgand, Saroon, Harboi, Johan, Nirmak, Khisar Takht and Gishak areas of Kalat and Mastung Districts.

At least five Hazara Shias were killed when unidentified armed assailants opened fire at them in Bacha Khan Chowk area of provincial capital Quetta on June 7, reports Daily Times. Police sources said that the assailants managed to escape from the scene. It was an act of targeted killing, said the Police. Later, around 500 people from the community took to the streets in protest against the incident carrying the coffins of the deceased and refusing to bury them. “We are facing a genocide and the government makes only empty promises instead of providing protection,” Husnain Ali (20), a protester said.

Meanwhile, Quetta Police on June 7 claimed to have detained 33 suspects during a search operation in Satellite Town and Pashtoonabad areas in the wake Pashtoonabad firing of Jun 6, 2015, that left four Police officials dead, reports Daily Times. Police also seized computers and others digital gadgets from the detained suspects. “They will be interrogated by joint investigation teams and would be released if proved innocent”, Police said and added more search operations are on cards in the outskirts of the provincial capital to clear sanctuaries of criminals and outlaws.

Balochistan has allocated PKR 54.5 billion for next fiscal year’s Annual Development Program (ADP), a rise of 7.5 per cent compared to this year’s PKR 50.7 billion, the budget documents showed on June 17, reports Dawn. The Province plans to spend 60 per cent of the ADP, which includes foreign project assistance of PKR 3.33 billion, on new projects and the rest of it on the ongoing schemes. This policy of allocating more money to new projects will increase the throw-forward of development schemes in the Province from the present PKR124.7 billion to PKR141.32 billion by the end of the next financial year. The number of ongoing schemes in the Province is 940 and the government plans to start another 1,310 projects during 2015-16. A total of 807 projects were completed during the outgoing year. It means that it will take about seven years to complete all the projects that are being started during the next financial year if the development funds were distributed between new and old schemes in the same ratio of 60:40, the documents shows. The new provincial budget focuses more on infrastructure development, especially in the road, power and water sectors. It also focuses on schemes that are directly and indirectly linked to the China-Pakistan Economic Corridor (CPEC), like construction of international airport in Gwadar.

Authorities in Balochistan during a meeting of the provincial apex committee, headed by Balochistan Chief Minister Dr Abdul Malik Baloch, on June 26 announced a general amnesty plan for all home-based Baloch militants who are willing to renounce violence and lay down their arms, reports The Express Tribune. According to an official handout, the apex committee meeting analysed in detail the need for maintaining law and order in the province. The meeting agreed that a “peaceful, conciliatory Balochistan policy will be implemented so that the youngsters who want to lay down arms and join the mainstream can be granted amnesty and be encouraged to rehabilitate themselves”. A senior Government official said the amnesty scheme only applies to those Baloch insurgents who are fighting locally. “Those who are hiding abroad will be dealt with legally,” he said. Under the scheme, he said, small-time fighters will be paid PKR 500,000. “Mid-level 'commanders' will get PKR 1 million while top 'commanders' will be paid PKR1.5 million,” he said, adding that rich cash prizes were offered to ensure the fighters do not rejoin insurgent groups.

At least 13 militants, including the brother and nephew of Baloch Liberation Front (BLF) leader Dr Allah Nazar, and one security official, were killed during a search operation in Mashkay area of Awaran District on June 30, reported The Express Tribune. According to Frontier Corps (FC) spokesperson Khan Wasay, they conducted a search operation early on Tuesday in Mashkay, the hometown of BLF leader Dr Nazar, to secure the release of hostages taken by the militants. Wasay said the militants were involved in killing of seven people on June 6, 2015 in Mashkay. “They also took 17 women and 30 children as hostages in Mashkay,” he said, adding that the hostages were released after the operation. The militants killed in the operation were identified as Safar Khan, Dr Nazar’s brother, Shahek Baloch, Dr Nazar’s nephew, and two 'commander's Balaach and Shahjahan.
