Across Balochistan, since January 2011, at least 150 people have been abducted and killed and their bodies abandoned – acts widely referred to as “kill and dump” operations, in which Pakistani Security Forces (SFs) engaged in counterinsurgency operations may be responsible. Assailants have also carried out targeted killings of opposition leaders and activists. HRW has extensively documented enforced disappearances by Pakistan’s SFs in Balochistan, including several cases in which those “disappeared” have been found dead. “The surge in unlawful killings of suspected militants and opposition figures in Balochistan has taken the brutality in the province to an unprecedented level,” said Brad Adams, Asia Director at HRW.

Speaking at a public meeting at the Shahwani stadium in Quetta by telephone from Dubai said that announcement of packages, formation of jirgas (tribal council) and committees were aimed at deceiving the Baloch people. He said that so far 160 bullet-riddled bodies of Baloch youth had been found in different parts of the province and hundreds of political activists had been put behind bars. “In such dreadful situation how could anyone expect the restoration of normalcy in Balochistan,” Sardar Mengal added. Sardar Mengal said that hardly any day passed without kidnapping of political workers, disappearance of youth, incidents of extra-judicial killing and discovery of bodies. He said that on the one hand the Baloch were facing such misery and on the other “the anti-Baloch rulers are looting resources” of the province.

Additional Advocate General Balochistan Nasrullah Khan said the Balochistan Government will write a letter in this regard to the Federal Government before August 2. Deputy Attorney General Malik Sikandar Khan informed the court that the Federal Government is even ready to contact Interpol for issuing red [international] warrants for Musharraf but so far the provincial Government has not bothered to make any formal request.
