A senior leader of Pakistan Medical Association (PMA) Dr Haqdad Tareen said that the abductors had dropped Dr Munaf Tareen at a deserted place in Uthal area of Lasbela District. "Yes he is safe and sound", Dr Tareen said. The kidnapped doctor was shifted from Uthal to Karachi after his recovery. Dr Tareen was abducted on September 17, 2013 from Pishin Stop in Pishin District. There was no claim of responsibility for the doctor's kidnapping. Sources said that Dr Tareen's recovery is a result of ransom payment as the kidnappers had demanded a ransom of PKR 50million

The News reported that despite the order of the Supreme Court, the 19 Frontier Corps (FC) officials who were summoned did not show up before the Crime Investigation Department (CID) Deputy Inspector General in Quetta on December 1. The court was told by FC Law Officer Major Nadeem that the officials in question were now in the Army. The CJ replied that the court knew that; if they were Army officials, GHQ should be asked to present them before the CID. These officials had neither turned up before the CID nor submitted any reply. The Balochistan Government has now decided to seek more time from the court in the case of 35 missing persons. It is expected that the provincial Government would file a formal plea in this connection on December 2, 2013.

Balochistan Frontier Corps (FC) official was killed and another sustained injuries in a landmine explosion in Lehri area of Sibi District on December 2, reports Dawn. The spokesman for FC Balochistan Khan Wasey said that the forces were conducting a search operation to arrest the militants who had attacked a FC check post in Lehri tehsil (revenue unit) of Sibi when they hit a landmine. Militants on motorcycles opened fire at FC check post in the same area in the morning. However, there were no casualties. Later, the FC launched a search operation after the attack. The militants sped away on their motorcycles and the FC personnel became victim of landmine explosion.

The Frontier Corps (FC) Balochistan on December 3 came up with a clear statement that it does not have the officials summoned by the Supreme Court to appear before the Crime Investigation Department (CID) Deputy Inspector General (DIG) in the investigation of enforced disappearance cases, reports The Express Tribune. The deadline given to FC was December 2, 2013 and not a single FC official appeared before the Police. FC issued a statement and explained about the 19 personnel the Supreme Court is looking for. A spokesperson for FC Balochistan stated that seven out of 19 FC personnel who were summoned by court had never been the part of this force. “There are three Pakistan Army officers among 19 who had returned back to Army and now no more affiliated with FC and they do not fall in the jurisdiction of FC,” he said.

Two African citizens escaped from the captivity of kidnappers resulting in a Police raid on a house in Gwadar District and subsequent rescue of three more abducted Africans and arrest of three abductors, identified as Abdul Hameed, Naveed and Mohammad Anwar, on December 3, reports Dawn. Police raided the house after two of the Africans reached a police station after escaping from captivity. Police said the five African nationals who hailed from Ghana and Tanzania were identified as Moffat Banda, Nicolas Olland, Amiri Abdu, Saif Shaban and Kelvin and were kidnapped a few months ago.

A motorcycle bomb exploded on December 5 near a Police checkpost in Chaman town of Qilla Abdullah District, killing one civilian and wounding 20 others, reported The Express Tribune. Shahid Saleem, a Police official in Chaman said the apparent target of the bombing was the Police checkpost but Policemen there were unhurt. Another blast took place with a gap of 90 minutes that injured DSP Chaman Gul Mohammed Awan, SHO Saleem Shahid and two constables. A third bomb was defused by the Bomb Disposal Squad (BDS). No group claimed responsibility for the attack.

Baloch separatist parties on December 5 announced a wheel-jam and shutter-down strike on the eve of the local government elections in Balochistan, scheduled for December 7, 2013, reports Dawn. In a joint statement, the Baloch Republican Party (BRP) and Baloch National Movement (BNM) announced the strike to be observed on December 6 and 7 throughout the province. “After thorough consultation, it was decided to observe strike,” spokesmen for both parties said. “The state wants to deceive the world through these elections,” claimed a spokesman for the BRP. The Balochistan Provincial Government has decided to deploy 50,000 Frontier Corps, Police, Levies and Balochistan Constabulary personnel across the province to maintain law and order during the polls. According to Balochistan Election Commissioner Syed Sultan Bayazid, nine districts have been declared sensitive across the province.

Colonel Tariq of Southern Command headquarters on December 6 said a security plan had been finalised and the deployment of personnel across the province had been completed. Two drivers of NATO containers were injured when armed militants torched two tankers carrying fuel for United States (US) and NATO troops in Haji Shehar area of Bolan District on December 8, reported Dawn. Muhammad Ayub, a levies official said four militants on two motorcycles opened fire at tankers in Bolan District. "The tankers caught fire after indiscriminate firing by the militants," he said. No outfit claimed responsibility for the attack. The incident came a day after the Chief Minister Balochistan Doctor Malik Baloch announced program that his Government was committed to provide security to NATO and United States (US) supplies passing through the province.

The Supreme Court on December 11 recorded its verdict over the Balochistan missing persons’ case and ordered for the production of missing persons in front of the Director General of Criminal Investigation Department (CID), Dawn reported. The apex court bench held Inspector General (IG) of Frontier Corps (FC) Major General Ijaz Shahid responsible for the production of the missing persons during the hearing of a contempt of court notice against the IG FC for defying the court's order by not appearing for the proceedings of a case relating to missing persons from Balochistan province. Acting IG of the FC, Brigadier Khalid Naseem, appeared in the apex court, whereas the court sought the issuance of the notification pertaining to the posting of Brigadier Khalid Naseem as the acting IGFC and the date at which the missing persons would be produced. The court order said that heirs of the missing persons were facing hardships whereas law enforcement agencies could do nothing about it. The court also segregated the IG FC contempt case from the Balochistan law and order case proceedings and adjourned the next hearing until December 19, 2013.

At least five militants and one Frontier Corps (FC) personnel, identified as Sobedar Samar Gul, were killed in an exchange of fire in Buleda area of Turbat District on December 24, reported The Express Tribune. The FC claimed to have recovered arms and ammunition, including a sniper rifle, three Kalashnikovs and two G3s. “Five militants and a FC man were killed in ensuing heavy exchange of fire with militants. Militants have taken away three dead bodies and their two injured companions,” FC spokesperson said. The statement further stated that a group of armed militants disguised as officers attacked the makeshift camp of a construction company, damaging two bulldozers and snatching the weapons of Balochistan Levies personnel. The administration informed FC about the incident, which reached the site and cordoned the area off. The spokesperson also said that militants wanted to stop construction of the road in Buleda.

According to Balochistan Tehsildar (revenue officer) of Shahrag Sajjad Gul Kakar, the coal miners were sleeping in their makeshift camp near the coalfield when a group of armed militants besieged their camp and kidnapped eight coal miners at gun point. “Initial investigation suggests that one of the Baloch separatist groups have kidnapped these coalminers,” Kakar said. Police sources said that two mortar bombs were found, wired up together and connected to a detonator, in a trash bin located on Saeed Ahmed Khan Road in central Quetta. Area residents had informed the security personnel of the presence of explosives after which the BDS was called in. The disposal squad personnel reached the site and defused the bomb. Hotak’s body was shifted to Afghanistan for burial, a Taliban ‘commander’ informed the media. Hotak was reportedly a senior ‘commander’ under the Taliban regime in Afghanistan. No group claimed responsibility for the attack. However, the Taliban have blamed Afghan intelligence for assassination. “We are sure that it was the handiwork of the Afghan Government and its intelligence agents who have carried out such attacks also in the past,” said a Taliban leader requesting anonymity as he was not allowed to speak to the media. Frontier Corps (FC) seized a large quantity of explosive materials, suicide jackets and detonators from two illegal bomb factories from Tuba Achakzai area in Qilla Abdullah District on December 29, reported The Express Tribune. The two factories have been shut down following the operation. Inspector General Frontier Corps (IGFC) Major General Ijaz Shahid and Commander Southern Command Lieutenant General Nasser Khan Janjua said during a press conference that the FC on a tip off raised a terrorist hideout in the mountainous area of Tuba Achakzai tehsil, near Afghan border. The FC seized 1650 anti-personnel mines, 480 hand grenades, 2524 kilograms of explosive materials, seven suicide jackets, Improvised Explosive Devices (IEDs), remote control devices and other arms and ammunition. In addition, five kilogrammes of ball bearings as well as 17,500 explosive sticks and 23 rockets were seized during the operation. “The maps of Balochistan, Pakistan and world were recovered during the operation,” IG FC said.

The Government on December 30 resolved to disarm all armed groups in Balochistan, as part of a ‘smart and effective security policy’ outlined by Balochistan’s Chief Minister Dr Abdul Malik Baloch and Interior Minister Nisar Ali Khan, reports The Express Tribune. The policy was devised as a counter-measure to the previous Government’s move to allow groups to arm themselves as a form of protection against militants. Balochistan Home Secretary Asad Gilani explained that political and separatist groups ‘have been told to either prepare for political dialogue or face a response’. The inability to carry weapons, according to Gilani, would help ‘establish peace in the troubled province’. Senator Mir Hasil Bizenjo said the interior minister and chief minister had agreed that those who were allowed to carry arms to fight against militants will be asked to surrender these weapons. “I am convinced that this step will build peace in Balochistan – the province’s peace could be linked with peace in Afghanistan,” Bizenjo said, adding, “If we go for fresh operations against separatist groups, our Security Forces will hunt down those hiding in the mountains,” he added. Under the new security strategy, the operation will begin against the Balochistan Liberation Army, Balochistan Republican Army, Baloch United Liberation Front and Baloch Liberation Front, officials said. The scope of the operation will then extend to separatist groups such as the Balochistan Bunyad Parast Army, Baloch Musalla Difa Tanzeem, Balochistan National Liberation Army, Baloch Republican Party Azad, Baloch Student Organisation Azad, Balochistan United Army (also known as the United Baloch Army), Balochistan Waja Liberation Army and Lashkar-e-Balochistan. The two-fold strategy includes a dialogue process with selected separatist armed groups and action against other separatist groups who have been involved in sectarian and ethnic killings in the province, according to a senior Frontier Corps official associated with the Balochistan Home Department. Officials added that the FC, assisted by local police and the army, will crack down on separatists and 13 individuals, wanted on charges of targeted and sectarian-motivated killings in the Province. The government has announced PKR14.5 million as bounty for these individuals, according to a report prepared by the Home Department.
