The Balochistan Government, on August 1, deployed Frontier Constabulary (FC) commandos to all 11 jails in the province, reported Central Asia Online. The additional forces took up posts inside and outside the prison. The Ministry is also reviewing the records of 145 dangerous prisoners, according to media reports. The provincial Interior Ministry took the step after militants, on July 29, 2013, attacked Dera Ismail Khan (DI) Khan Central Prison in Khyber Pakhtunkhwa.

At least 14 persons, including three security personnel, were killed on August 6 in an attack by Baloch Liberation Army (BLA) militants on five passenger buses in Machh area of Bolan District in Balochistan, reports Daily Times. The buses were on their way from Quetta to Punjab when 200 militants intercepted them in Machh and kidnapped the passengers. The militants killed 13 passengers after inspecting their national identity cards (NICs). The bodies were later recovered from the mountainous area of Bolan. Bolan Deputy Commissioner Abdul Waheed Shah said that the attackers, numbered between 150 and 200, first kidnapped the passengers and then killed them. Waheed said that militants had earlier opened fire on an oil tanker of the Pakistan Air Force elsewhere on the same road, leaving the tanker destroyed. Earlier, it was reported that eight abducted passengers were killed in the incident.

Thirty eight persons, including 21 Police officials, were killed and 40 others were injured in a suicide blast at a funeral in the Police Lines area of Quetta, the provincial capital of Balochistan, on August 8, reports The News. The Deputy Inspector General (DIG), Operation, Fayyaz Ahmed Sumbal; Superintendent of Police (SP), Headquarters, Mehrullah; Deputy Superintendent of Police (DSP), in-charge, Shamsur Rehman; SP Traffic Mohammad Anwer Khilji; Inspector Shakeel Akbar; and five personnel of the Anti-Terrorist Force (ATF) were among those killed. Majority of the injured personnel were from the Balochistan Constabulary, ATF, and Police. According to the sources, Inspector General (IG) Balochistan Mustahq Ahmed Shukera and Capital City Police Officer (CCPO) Mir Zubair Mehmood were the prime targets of the suicide attack; however, they remained safe as they arrived at the site a minute later. The bomber struck when the officers gathered to pay their respects to Station House Officer (SHO) of City Police Station, Mohibullah, who was shot dead by militants in the Killi Almo area of Quetta earlier in the day. The militants had opened indiscriminate fire on a Police van killing the SHO and injuring six others, reports Dawn. Meanwhile, the Tehreek-e-Taliban Pakistan (TTP) claimed the responsibility for the killing of SHO Mohibullah and suicide attack on Police Lines, reports Daily Times. “We killed the station-house officer and then we targeted the funeral to kill the other officers,” TTP spokesman Shahidullah Shahid said. Police said the attack was carried out by a suicide bomber.

A cadre each of the Baloch National Movement (BNM) and Baloch Students Organisation-Azad (BSO-A) were killed in an encounter with Security Forces (SFs) at a checkpost in the Turbat District on August 15, reports Dawn. According to an Frontier Corps (FC) official, the militants attacked a checkpost of FC near Turbat by rockets. After the attack FC personnel raided a house in the Absar area of the District, but armed militants present in the house opened fire on them. The personnel returned fire and killed two of them. The FC also claimed to have arrested two suspects and seized two sub-machine guns and a large number of rounds from the house. However, the FC’s claim was rejected by Baloch National Front’s (BNF) Information Secretary Abdul Manan Baloch who claimed that the slain activists were innocent civilians. He identified the victims as Imdad Baloch, a leader of BNM, and Jahangir Baloch, Central Secretary General of BSO-Azad. Manan Baloch claimed that the FC raided Imdad Baloch’s house on the order of the provincial government. He said the FC had taken away with them two people, including the father of Imdad Baloch who had been injured by the personnel’s firing.

One rocket hit a bogey and the other hit the engine. Soon after, the attackers opened indiscriminate fire on the train.” Soon after the attack, Security Forces (SFs) killed at least eight armed militants during a search operation in mountains of Mach and Kolpur areas, reports Dawn. The Attorney General said that immediate action will be taken to solve the missing persons’ case. Those FC personnel whose names will be raised in this case will be investigated by the Crime Investigation Department (CID). Chief Minister Balochistan, Doctor Abdul Malik Baloch during a debate over deteriorating law and order situation during Balochistan Assembly session on August 28 revealed that worsening law and order situation in different parts of the province has deprived around 70,000 children from education, reported Dawn. He said mass migration and worsening law and order situation in sensitive parts of the province deprived children from schooling. Most of the Baloch dominated areas in Balochistan were “no go” areas, he said. “Right from the Sariab road area of Quetta to Mand in Turbat District, nobody feels safe to go there,” he told the House. The Chief Minister said these areas were not “no go” areas in the past, however, policies of the previous Governments have turned them into sensitive and troubled. “Even Taliban style judgments are being issued in different parts of Balochistan,” he informed the Provincial Assembly members, who were passionately listening to the leader of the house. Doctor Baloch revealed that 78 gangs involved in kidnapping and other subversive activities were operating in Quetta alone.

Security Agencies on August 28 agreed to hand over to Police, those uniformed officers who have been allegedly involved in abduction of citizens in Balochistan, reports The Express Tribune. A three-member Supreme Court bench, headed by Chief Justice Iftikhar Muhammad Chaudhry, heard the Balochistan law and order situation and missing persons cases at the Quetta Registry and issued a written judgment. Additional Attorney General (AAG) Shah Khawar informed the Court that the Frontier Corps (FC) Inspector-General (IG) had agreed to hand over to the Criminal Investigation Department (CID) those personnel who were allegedly involved in forced disappearances and were to be interrogated. “An FC official, Abdul Waheed, is required to be investigated in the case of Mehrullah Khilji and Major Saif is required in another case for interrogation by the Police,” the order mentioned. The Government counsel told the court that he had contacted the Ministry of Defence and had obtained assurance for production of Major Saif before the Police.
