Brahamdagh Bugti, the leader of Baloch Republican Party (BRP), in an exclusive an interview with Navbharat Times on September 2 urged India to grant political asylum to the people of Balochistan, reports The Times of India. "We need political asylum in India," Bugti said, asking the Indian Government to open doors for the Baloch community, which has been protesting against Pakistan's atrocities in the region. "After PM Modi's statement against the atrocities meted out to Baloch people, we see a ray of hope," Bugti added. Citing his sources, Bugti said that the Pakistan Government is using chemical weapons on Baloch people. "Our children are dying. Considering the latest turn of events, the Indian Government should grant asylum to us," he said.

Pakistan reopened its border crossing with Afghanistan for routine traffic on September 1(today) at 8:00 a.m., after Afghanistan tendered a written apology for the August 18, 2016, incident, reports The News. The citizens of both the countries welcomed reopening of Bab-e-Dosti Gate. ‘Pakistan zindabad’ slogans were raised at the time of opening. Trade activities resumed after two weeks of suspension. The situation at the border had remained tense as the border had been closed for 14 consecutive days after Afghan citizens staged an anti-Pakistan demonstration on their side and some angry protesters attacked the border gate and burned a Pakistani flag, according to officials in Islamabad.

The Pakistan Army said on September 1 that the footprints of the militant Islamic State (IS) group had been eliminated from Pakistan, reports Dawn. “They tried to [sneak] into Pakistan but failed and [were] apprehended,” Inter-Services Public Relations Director General (ISPR) Lieutenant General Asim Saleem Bajwa told reporters during a briefing. In all, 309 people had been apprehended thus far, including 25 Afghans and other foreign nationals and 157 “freelancers” and fighters from smaller groups. He said that major terrorist attacks planned by IS acolytes on targets including the Ministry of Foreign Affairs, foreign embassies, consulates and their staff, Islamabad airport, prominent public figures, media persons and law enforcement personnel, had been averted.“A proactive approach and the efforts of law enforcement agencies have forestalled the threat of Daesh for the time being and the network has been busted. But the threat is not over yet, as their presence in neighbouring Afghanistan is still [something] we are worried about,” he remarked, referring to the IS by its more popular Arabic acronym. Lieutenant General Bajwa said Daesh was still operating in some parts of eastern Afghanistan and could still try to make ingress into Pakistan.

Asserting that Pakistan must target all militant groups, including those that target its neighbours, the United States (US) State Department Deputy Spokesman Mark Toner on September 3 said that it is not planning any sanctions against the country for not taking actions against terrorist groups, reports The Times of India. "Suggestive of any kind of sanctions, we're not there," the Toner said. This was in response to a recent statement by the former US Ambassador to the United Nations (UN), Zalmay Khalilzad that the US now needs to seriously consider the option of imposing sanctions against Pakistan. He said, "I don't think we're even at that point". "I mean, we continue to have, conversations with the highest level of the government of Pakistan and our basic point in all these conversations is that Pakistan must target all militant groups, including those that target Pakistan's neighbours and eliminate all safe havens and that is what I was trying to convey to you as well," he added.

There has been a marked reduction in terrorist attacks and deaths in Pakistan in 2015, but terrorists seem to have become more lethal as the ratio of deaths per attack has increased, reports Dawn, quoting statistics from a comparative study of the United States (US) State Department’s country reports on Terrorism for 2014 and 2015. The statistics also show a greater decrease in the number of people injured in these attacks.According to the US State Department, there were a total of 1,009 terrorist attacks in Pakistan in 2015, compared to 1,823 in 2014, which is a 45 per cent decrease. The total deaths in the attacks — 1,081 in 2015 compared to 1,761 in 2014 — went down by 39 per cent. The statistics for Pakistan, however, also indicated that the terrorists became more lethal in 2015 compared to the previous year. In 2015, there were 1.10 deaths per attack, compared to 0.99 in 2014.

Mr. Olson, who was the US ambassador in Islamabad before taking up his current position, also emphasised the need for a constructive relationship between Afghanistan and Pakistan, which he said was essential for bringing peace and stability to the region.

According to official reports, the casualty figures have increased despite an overall decline in the number of terrorist attacks in the first nine months of this year across the Province, reports The Express Tribune on September 22 (today). As many as 146 terrorist attacks took place across the province this year in contrast to 172 last year. The attacks included 52 IED, four suicide and 14 grenade attacks in addition to 76 firing incidents, showing a 26 percent decline in the number of total attacks. A Police Official said that terrorists preferred targeted killings this year as 76 incidents were reported against 66 of last year. “Last year was unusually peaceful for the province because of military operations and a large-scale crackdown against terrorists in the shape of National Action Plan (NAP). It is, however, evident now that terrorists have regrouped in Afghanistan and they have devised a strategy to target policemen in such incidents,” he said, adding that higher casualty figure was really worrying.

Two United States (US) lawmakers moved a Bill, titled Pakistan State Sponsor of Terrorism Designation Act, in Congress seeking designation of Pakistan as a 'state sponsor of terrorism' on September 21, reports Dawn. The Bill was introduced by Chairman of the House Subcommittee on Terrorism Ted Poe and Congressman Dana Rohrabacher. Congressman Poe termed Pakistan an "untrustworthy ally" which he alleged "has also aided and abetted enemies of the US for years"."From harboring Osama bin Laden to its cosy relationship with the Haqqani Network, there is more than enough evidence to determine whose side Pakistan is on in the War on Terror. And it’s not America’s," Poe said, adding, "It is time we stop paying Pakistan for its betrayal and designate it for what it is: a state sponsor of terrorism". He added that US President Barack Obama must issue a report within 90 days of passage of the Bill detailing whether or not Pakistan has provided support for 'international terrorism'.

India in a reply to Pakistani Prime Minister, Nawaz Sharif's speech at the United Nations General Assembly (UNGA) on September 22 said that Pakistan is a 'terrorist state' , the 'Ivy League of terrorism', a country with a 'democracy deficit' that 'practices terrorism on its own people' and a country that indulges in a 'war crime', reports The Times of India. India exercised its right of reply on the floor of the UNGA, to respond to what it called the 'hypocritical sermons' by Nawaz Sharif. "The worst violation of human rights is terrorism. When practiced as an instrument of state policy it is a war crime. What my country and our other neighbours are facing today is Pakistan's long-standing policy of sponsoring terrorism, the consequences of which have spread well beyond our region," said Eenam Gambhir, First Secretary at India's Permanent Mission to the UN.Gambhir said, "The land of Taxila, one of the greatest learning centres of ancient times, is now host to the Ivy League of terrorism. It attracts aspirants and apprentices from all over the world. The effect of its toxic curriculum are felt across the globe." Gambhir told the UNGA that Pakistan channelizes billions of dollars, much of it diverted from international aid, to training, financing and supporting terrorist groups as militant proxies against it neighbours such as India and Afghanistan. She also pointed out the freedom and pen support that terrorists and their organizations enjoyed from Pakistan's military-political establishment. He further stated, "Even today we have heard support by the Prime Minister of Pakistan for a self-acknowledged commander of a known terrorist organization Hizbul Mujahideen...It is ironical therefore that we have seen today the preaching of human rights and ostensible support for self-determination by a country which has established itself as the global epicentre of terrorism". The takedown of Pakistan is part of India's diplomatic offensive to isolate Pakistan in the international arena, in the aftermath of the Uri attack (September 18, 2017) that saw terrorists from Pakistan-based outfits attack a military camp in Jammu and Kashmir. India has also upped the diplomatic heat on Islamabad ever since it openly fanned the flames of the ongoing unrest in Kashmir.

Human Rights Watch (HRW) on September 26 accused Pakistan’s Police of routinely carrying out extra-judicial killings, torture and arbitrary arrests, and called on Islamabad to implement urgent reforms of its under-resourced forces, reports The News. The findings were contained in a new report based on interviews with more than 30 Police Officers and 50 victims or witnesses of abuse across three of the country´s four provinces. In addition to noting habitual rights violations -- including more than 2,000 so-called "encounter" killings in 2015, which are often believed to have been staged -- the report said Police often found themselves in thrall to powerful individuals who subvert the law for their own purposes. "Pakistan faces grave security challenges that can be best handled by a rights-respecting, accountable police force," said Brad Adams, Asia Director at Human Rights Watch. "Instead, law enforcement has been left to a police force filled with disgruntled, corrupt and tired officers who commit abuses with impunity, making Pakistanis less safe, not more."
