Khyber Pakhtunkhwa (KP) Police claimed to have arrested three suspected militants belonging to a banned outfit from Badaber area of provincial capital Peshawar on October 2, reported Dawn. Senior Superintendent Police (SSP) Operations Mian Saeed said media representatives that three militant 'commanders', identified as Naseer, Hazrat Sher and Zarma Khan, were taken into custody from Badaber. "All three belong to a banned outfit operating from Khyber Agency; two hand grenades, a pistol and a Sub-Machine gun (SMG) was recovered from the trio," said the SSP.

An accused, Abdul Maalik Bengali, who had escaped Police custody and was arrested by the Rangers on October 2 has now been killed in an encounter in Korangi area of Karachi, the provincial capital of Sindh, Senior Superintendent of Police (SSP) Korangi Noman Siddiqui said on October 3 (today), reports The News. According to SSP Noman Siddiqui, accused Abdul Maalik Bengali was killed in an encounter when Police party was going to arrest his accomplice Muhammad Imtiaz Rind. Accused Imtiaz Rind and another gunman identified as Faisal Bengali opened fire on police party at the EBM Causeway, ensuing fierce gun battle during which Abdul Maalik was killed, he said. Both the attackers fled the scene, he added. On September 30, Abdul Maalik and his associate Imtiaz Rind had managed to escape after killing a Policeman at the EBM Causeway. Three policemen – two constables and a Station Investigation Officer (SIO) of the Korangi Industrial Area police – were bringing them back, both accused of involvement in the murder of head constable Yousuf Lodhi on September 20 – from an anti-terrorism court hearing in the SIO’s private vehicle.

European Parliament Vice-President Ryszard Czarnecki said India’s cross-border action against “terrorists” should be commended and supported because if the terror emanating from Pakistan was not checked, it would target the West soon, Hindustan Times reports on October 4. Czarnecki praised the Indian government and the Indian Army for their professional approach to a situation that was becoming graver by the day. “The message that came out was loud and clear that India would no longer allow Pakistan to fuel cross-border terrorism,” he stated. “India deserves global support in its fight against terror emanating from Pakistan, for, if left unchecked, these individuals and groups would be attacking Europe and the West soon,” Czarnecki stated. “The time has come for the world to act decisively against terrorism and ensure that no terror group is assured of a secure haven in any part of the world,” he added.The close relationship between the Pakistan defence establishment, the Afghan Taliban and the Haqqani network was well known, he said. “We have witnessed the alarming growth of Pak-linked terror modules in Europe and other parts of the world. The close proximity between the Pak security establishment and extremist / terror groups has also given rise to a situation where organisations propagating Islamic militancy in Pakistan enjoy de facto state patronage,” Czarnecki said.Czarnecki remarks are similar to those of Russian Ambassador to India Alexander M Kadakin, who too blamed Pakistan for Uri attack, supporting the September 29 attack on militants preparing to infiltrate into India from Pakistan occupied Kashmir (PoK). The lightning strikes were India’s first military response to the Uri attack that left 19 soldiers dead. India clearly indicated the raid was not against the Pakistani state but focused on terror groups threatening the region, he said.

"The bus was stopped and the women were shot because of their ethnicity," said Provincial Government's spokesman Anwarul Haq Kakar. The White House on October 4 shut down an ongoing petition that sought to designate Pakistan a state sponsor of terrorism, saying that it is doing so on suspicion of fraud, reports Dawn. In a blurb captioned, ‘Closed Petition’, the White House announced that the “petition has been archived because it did not meet the signature requirements. It can no longer be signed.” The petition had, until October 21, 2016, to gather 100,000 signatures to merit a response from the White House under the rules of the programme that initiated such petitions.At closure, the petition had 625,723 signatures, but the White House said the page might have included fraudulent signatures. The petition was hosted on a White House web page called “We the People”, which is open to all and, therefore, does not enjoy the security that protected government web pages do. The petitioners, mostly US citizens of Indian origin, claimed that the designation was “important to the people of United States of America, India and many other countries which are continuously affected by Pakistan sponsored terrorism”.

A huge cache of NATO weapons and ammunition was recovered by Police during a raid on an empty house in the Azizabad area of Gulberg Town in Karachi, the provincial capital of Sindh on October 5, reports Dawn. The number of weapons included anti-aircraft guns, SMGs, LMGs, sniper rifles, hand grenades and rocket launchers hidden in the water tank of the empty house. Bulletproof jackets and helmets were also recovered during the raid by police.The raid was conducted after the Police was tipped off by a political worker already in police custody. Karachi police chief Mushtaq Ahmed Mahar termed it the "biggest recovery of arms and ammunition in the history of Karachi". “In light of disclosures made by a detained suspect, big-wigs of a political party provided help in procuring these arms and ammunition,” said the Additional Inspector General (AIG) Karachi, without naming the party and its leaders.

Highly placed sources said that communication centre of Jaish-e-Mohammed (JeM) and arms and ammunition depot of Hizb-ul-Mujahideen (HM) were destroyed at Kail in Pakistan occupied Kashmir (PoK) in the surgical strikes conducted by Special Forces n September 29 where large number of militants including Lashkar-e-Toiba (LeT) “operational commander”, Shahid alias Arif Rahmani, were killed, reports Daily excelsior on October 6. Sources said that JeM and HM launching pads at Kail and Chilana were made of tin sheds besides two small concrete buildings and they were destroyed in the strike. The HM commander of the Kail camp across Baramulla, Gazi Sarfraz and his associates have been seriously injured in the attack. Sources said that at Kail 20-30 militants of HM and JeM, who were waiting for launching through Tanghdar sector were eliminated. Sources also said that at Chilana launch pad across Leepa Valley of Kupwara, eight militants were killed in the strike. JeM commander Shahbaz Adil is missing since then. At Dudniyal, LeT launch pad was destroyed and nine militants were killed. The camp commander Shahid alias Arif Rahman was seriously injured while Athumkam camp commander of LeT Dilawar Khan’s radio set is not sending any message which means he is either dead or seriously injured.The reports adds that Pakistan has brought in 100 more trained terrorists at launching pads along the LoC opposite Jammu and Kashmir with each launch pad of 10 terrorists being protected by at least 50 Pakistan Army personnel of Infantry division to save them from any fresh surgical strikes by the Indian Army inside PoK. National Security Advisor (NSA), who was one of the major brain behind September 29 successful surgical strikes inside PoK, is understood to have briefed Cabinet Committee on Security (CCS) on October 5 morning about new strategy adopted by Pakistan Government and Army in the aftermath (of surgical strikes) in which over 50 Pakistani militants and nine Pakistan army personnel were reportedly killed and many others left injured. According to sources, this was for the first time when Pakistan has come out openly in support of the militants stationed at the launch pads for infiltration into Jammu and Kashmir. Earlier, Pakistan army used to train and guide the militants and then leave them at the launch pads for infiltration. But after the surgical strikes, Pakistan Army has openly stationed its around 50 jawans at every launch pad to save the militants from Indian surgical strikes, sources pointed out and said that Army and Border Security Force (BSF) have been maintaining very high alert along LoC in Kupwara and Baramulla in Kashmir and twin border Districts of Rajouri and Poonch in Jammu region to thwart infiltration attempts.

India's Permanent Representative to the UN Ambassador Syed Akbaruddin strongly rejected remarks by Pakistan's envoy Maleeha Lodhi, who said during a General Assembly debate on 'Report of the Secretary General on the Work of the Organisation' that India has created conditions that pose a threat to peace and security in the region by its recent "declarations and actions." Akbaruddin responded sharply by saying that Pakistan's claims in the UN are finding no resonance and it should abandon its quest for Kashmir, which is an integral part of India. "Our response to Pakistan is consistent. Abandon your futile quest. The state of Jammu and Kashmir is an integral part of India and will remain so," Akbaruddin said asserting that no amount of "misuse" of international platforms by Pakistan will change that reality. First, Inter-Services Intelligence (ISI) DG Gen Rizwan Akhtar, accompanied by National Security Adviser Nasser Janjua, is to travel to each of the four provinces with a message for provincial apex committees and ISI sector commanders. Under the geo-tagging, the accurate location of a building, including its latitude, longitude, name and distance are documented. A senior police official said the geo-tagging of seminaries in Rawalpindi, Attock, Jhelum and Chakwal Districts had been completed with the assistance of the Punjab Information Technology Board.“Hardly there will be any madrassa [religious seminaries] which has not been passed through the geo-tagging process in Punjab,” he said, adding it had become necessary because of the current security situation in the country and the use of young boys by Jihadi outfits for terrorism activities. A senior Pakistani diplomat, Ambassador Tehmina Janjua, who is Pakistan’s permanent representative to the United Nations in Geneva, on October 11, underscored the need for resolving the decades-old Kashmir dispute between Pakistan and India in a bid to promote peace and stability in South Asia, reports Daily Times. “South Asia’s security environment is blighted by one power’s insistence on hegemonic policies, engaging in a relentless arms build-up, and a myopic refusal to engage in any meaningful dialogue on security issues,” Ambassador Tehmina Janjua told the General Assembly’s First Committee, which deals with disarmament and international security matters. She said that in 1974, Pakistan’s security was challenged when India detonated a nuclear weapon. Left with no option, Pakistan had to follow suit to restore strategic stability in the region and deter all forms of aggression, she said. At the same time, Ambassador Janjua said Pakistan made a number of proposals for keeping South Asia free of nuclear weapons and missiles, such as the simultaneous application of the IAEA safeguards on all nuclear facilities and bilateral arrangement for their reciprocal inspections. Other proposals included simultaneous accession to the nuclear Non-Proliferation Treaty (NPT), a regional test ban treaty, zero missile regime in South Asia and the signing of a non-aggression pact. “None of these proposals met a favourable response,” she said.

The sources claimed that Mullah Ahmadullah Nanay was taken in to custody from the seminary of Mullah Abdul Hakim in Satellite Town area. However, the news could not be confirmed with the Pakistani authorities. Mullah Nanay is one of the seniormost members of the 23member strong Taliban Rahbari Shura. He was also the head of the DawateJalb wa Jazb Auqaf commission of the Afghan Taliban. The commission is responsible for contacting and luring opponents to join the Taliban cause. Mullah Nanay was an exTaliban governor in Herat and MazareSharif and had also served as the Minister for Public Works during the Taliban era between 1996 and 2001. A CTD spokesperson said that they had received information that nine to 10 members of the banned TehreekeTaliban Pakistan (TTP) were present in Sheikhupura, planning an attack on the offices of law enforcement agencies. At around 1230am, the CTD team raided a house near the Sheikhupura Bypass. “Noticing their presence, the terrorists...tried to flee by a car and two motorcycles.” The CTD team chased them up to a branch road where the suspects opened fire at the cops, said the spokesperson. At least 60 Security Force (SF) personnel were killed, and 165 others were injured as terrorists stormed the New Sariab Police Training College (PTC), some 13 kilometres away from Quetta,the provincial capital of Balochistan, in the night of October 24, reports The Express Tribune. Three terrorists entered the PTC and headed straight for the hostel where around 700 Police recruits were sleeping. The attack began at around 11:10 pm, with gunfire continuing to ring out at the site for several hours. Major causalities were done by two suicide bombers blew them up. SFs killed two terrorists and rescued 250 cadets who were held as hostages. SFs were able to clear the area after 5 hours and the entry, exit routes were opened for traffic in the morning.

In an interview with The Indian Express, Nicholson said, “We see, on the one hand, a stated aspiration for reconciliation (on the part of the Pakistan government, by bringing the Taliban to the table for peace talks). While on the other, the Haqqanis still enjoy sanctuary and can operate freely from inside Pakistan and this continues to be a concern.” Nicholson, however, said he would give the Pakistani Government and the Army great credit for mounting Operation Zarb-e-Azb against terrorists and other insurgents. One consequence of this operation was that several terrorists, including the Pakistani Taliban, were forced to migrate to Afghanistan, thereby allowing the Afghan security forces to target them. “But we haven’t seen that with the Haqqanis. They were not forced over (into Afghanistan by the Pakistani operation). The Haqqanis continue to conduct operations from inside Pakistan, against Afghans and the US-led coalition,” Nicholson claimed.

A Ministry statement said those arrested included Islamic State suspects who had planned killings of security officials in the Shaqra District north of the capital Riyadh. Other militants had planned to attack civilians in the eastern city of Qatif and stage a car bomb attack on a visiting United Arab Emirates (UAE) football team at a stadium in the western port city of Jeddah, the statement said.Further, the statement revealed that the eight arrested suspects included two Pakistanis, a Syrian and a Sudanese. Eight Saudis and a Bahraini were among the suspects still at large, it said.
