Al Qaeda chief Osama Bin Laden is involved in an unfolding plot to launch attacks on European cities and may have even targeted the US, Daily Times quoting the National Public Radio (NPR) reported on October 1. Several months ago, Osama sent a directive to al Qaeda affiliates and partners that he wanted a Mumbai-style attack on at least three European countries – the United Kingdom, Germany and France – NPR said, citing intelligence officials. NPR said gunmen had planned to fire on crowds at busy European tourist sites and take over hotels in a plot that would mark a new style of attack for al Qaeda, although details of the plans remain unclear for now. The US may also have been in Osama’s sights. “We know that Osama bin Laden issued the directive,” an unnamed official familiar with intelligence surrounding the plot told NPR.

An al Qaeda plot to launch Mumbai-style attacks on European cities was planned by the group’s number three leader, Sheikh Yunis al-Mauretani, with Osama bin Laden’s support, Daily Times quoting the German weekly Der Spiegel reported on October 2. The BBCand Sky News reported on September 29 that Western intelligence agencies had uncovered a plot targeting Britain, France and Germany involving commando-style teams of militants, seizing hostages and murdering them in a manner similar to the Mumbai attacks. Der Spiegel reported that Sheikh Yunis al-Mauretani had plotted the attacks, and had shared his plans with an Islamist with German nationality Ahmad Siddiqui currently under detention at the US-run Bagram Air Base in Kabul, the capital of Afghanistan.

Dawn reported that NATO chief Anders Fogh Rasmussen will meet with Pakistani Foreign Minister Shah Mehmood Qureshi on October 4, amid a row over a NATO helicopter strike inside Pakistan. Qureshi will visit the transatlantic alliance's headquarters in Brussels on the sidelines of a two-day Asia-Europe Meeting (ASEM). Pakistan blocked a land route for NATO convoys carrying supplies to neighbouring Afghanistan on September 30 after officials blamed a cross-border NATO helicopter attack for the deaths of three Pakistani soldiers. The Khyber Pass at Torkham is on one of the main NATO supply routes through Pakistan into Afghanistan, where more than 152,000 US and NATO forces are fighting a Taliban-led insurgency.

Prime Minister Yousaf Raza Gilani on October 1 told the National Assembly that the Government might consider other options if someone tried to interfere with the country’s sovereignty, reports Daily Times. Responding to a point of order raised by Lieutenant General (retd) Abdul Qadir Baloch, the PM said, “If they (NATO) don’t apologise and remove our apprehensions, we may consider other options as well.” He said cooperation in the war on terrorism did not mean compromising on national integrity and sovereignty. He said Pakistan is a responsible and nuclear state, adding that being political people, “we have lodged a civilised protest” with NATO headquarters over the force’s violation of the country’s air space”. Gilani added that he had also talked to Senator John Kerry on the issue and asked him to share credible and actionable information with Pakistani intelligence authorities.

The Barrack Obama administration is committed to working with Pakistan, as success in Afghanistan is not achievable without Pakistan being part of the solution, US Special Representative for Afghanistan-Pakistan Richard Holbrooke said on October 1, reports Daily Times. He commented that an extended closure of NATO supplies would have colossal effect on region’s economy. He described the loss of Pakistani soldiers in a cross-border incident as “very unfortunate” and said a NATO investigation is going on into it. Holbrooke argued that working with Pakistan for success of the Afghanistan mission is the right policy. The envoy described the US overall relationship with Pakistan as “more complicated than any strategic relationship I’ve ever been involved in”. Speaking at Washington Ideas Forum, Holbrooke said that “success in Afghanistan is not achievable unless Pakistan is part of the solution, not part of the problem. In the end, we’re going to work with the Pakistanis as long as I’m involved in this. That’s the right policy, and this administration believes that”.

The US military is secretly diverting drones from Afghanistan to escalate a Central Intelligence Agency-led (CIA) campaign against militants in neighbouring Pakistan, Daily Times quoting The Wall Street Journal reported on October 2. The “shift in strategic focus reflects the US view that, with Pakistan’s military unable or unwilling to do the job, more US force against terrorist sanctuaries in Pakistan is now needed to turn around the struggling Afghanistan war effort across the border,” the journal added. According to one report, Qari Hussain was injured in the attack on a house in Mirali in which eight foreigners, including German militants, were killed. Suspected Tehreek-e-Taliban Pakistan (TTP) militants left the decapitated heads of two unidentified persons in Saiful Darra Bazaar of Orakzai Agency in Federally Administered Tribal Areas (FATA) on October 17, reports Dawn. The victims had been slaughtered at some undisclosed place before their heads were displayed in the bazaar. Local residents said a letter attached to the heads warned that persons, who form lashkars (tribal militia) against TTP, would meet the same fate. The aid is expected to be announced later this week when Pakistani officials are in Washington to hold high-level strategic talks, US officials and diplomatic sources told CNN. The package aims to address Pakistan’s insistence it does not have the capability to go after terrorists and needs more support from the US, the sources said. The aid would help the Pakistanis purchase helicopters, weapons systems and equipment to intercept communications. Frank Ruggiero, the US deputy special representative on Pakistan and Afghanistan, said the Pentagon and the Pakistani military had been talking about a framework for security assistance. “We specifically worked with the Pakistanis over the summer to identify what would be the types of military equipment and so on,” Ruggiero told reporters. “That will be a topic of discussion at the strategic dialogue.”

Panetta did not specify bombing raids by unmanned aircraft in Pakistan as US officials do not publicly discuss the campaign. “The basis for that increased pace is intelligence, weather and also just the threat streams we're getting on potential attacks in Europe,” Panetta said. The CIA also is pursuing the Haqqani network, a Pakistani militant outfit that targets US-led forces in Afghanistan, he said. He added that Pakistan's intelligence service “has been very cooperative.” The US covert drone war in Pakistan has dramatically increased this year, with at least 88 strikes as of October 15, 2010, according to the New America Foundation, which keeps a tally based media reports. In 2009, there were reportedly 53 drone strikes. Panetta's comments marked a rare public reference to CIA operations in Pakistan. Replying to a question at a weekly briefing, Foreign Office spokesman Abdul Basit said, “Aspirations of the people of Indian-held Kashmir (IHK) cannot be suppressed for ever and they will ultimately win their right of self-determination.” He called upon the international community to use its good offices with India to help settle this longstanding dispute. The spokesman rejected Indian claims that dialogue between the two countries in July 2010 failed because of the non-cooperative attitude of Pakistan. The Anti-Extremism Cell of the Sindh Police’s Crime Investigation Department arrested two TTP militants, identified as Sher Rehman and Zainullah alias Bilal, during a raid and rescued, the 16-year-old boy, identified as Mohammad Salam, who was being prepared for a suicide-bombing mission. Other accomplices of the arrested militants, including Umar Farooq, Gul Zareen and Zahir Shah managed to escape from the incidents site. The Police recovered a 22 kilogram’s suicide vest, three hand grenades, one Kalashnikov and one TT pistol from the incident site. The arrested terrorists also work for the Lashkar-e-Jhangvi (LeJ) and often visited slain TTP chief Baitullah Mehsud, ‘second-in-command’ Qari Hussain Mehsud and other prominent TTP ‘commanders’, including Wahab Mehsud in South Waziristan to share terror related information. The FIA is likely to submit the investigation report before an anti-terrorism court on October 30. The FIA’s investigation team was reluctant to submit the challans before the court because it could not complete its investigation regarding three absconders in the case, Abdur Rehman, Saddam and Faiz Mohammad. The investigation report, however, is now saying that the three absconders were killed in a military operation in tribal areas. Five of the accused, who are all members of TTP, have already been arrested. They are Rafaqat, Hussain, Sher Zaman, Aitzaz Shah and Abdul Rashid. The investigation report has accused slain TTP chief Baitullah Mehsud of masterminding the Bhutto murder.

A pamphlet purportedly distributed by the "Mujahideen Shura of North Waziristan" in the market in Miranshah, the main town of North Waziristan Agency, said the TTP asked Afghanistan President Hamid Karzai to provide them shelter if an operation is launched in the region. "If the army starts another operation we will migrate to Afghanistan...But this will lead to an unending war in the region and jihad will continue," the pamphlet said. The pamphlet further said there was a possibility that the Pakistan Government will launch an operation in North Waziristan because it has received a fresh military aid package worth USD two billion from the US. It asked people to be prepared to "cope with the situation". In the first attack, a drone fired two missiles on a house owned by one Mohammad Nasim who was believed to have had links with militants. Four suspected militants were killed in the pre-dawn attack. In the other attack carried out in the afternoon, a car was hit by a missile in Karwam area of Datta Khel. Its four occupants, suspected to be militants, were killed. This is the third attack in North Waziristan within 24 hours. There have been 16 drone attacks in North Waziristan Agency in the month of October while in September there have been more than 20.

The investigation stated that the high-ranking intelligence expert set up the network starting in late 2009 and “deliberately misled” top generals about it, according to a Pentagon spokesman who summarised the classified report. “These policy violations consisted of directing unauthorised HUMINT (Human intelligence) operations conducted by non-government personnel under the guise of gathering and reporting ‘force protection atmospherics’ for the ‘Information Operations CAPSTONE’,” a human intelligence gathering project, Pentagon spokesman David Lapan said. SFs set ablaze the house of a militant ‘commander’, Obaidullah, during a search operation in Nawagai tehsil of Bajaur Agency. The militant was wanted by SFs in various acts of terrorism. Separately, unidentified militants abducted an official of the veterinary hospital in Bara tehsil of Khyber Agency. Officials said that Mohammad Hasan was going home from Bara Bazaar when he was abducted by unidentified militants.

Three ‘commanders’ of Swat chapter of Tehreek-e-Taliban Pakistan (TTP), identified as Umar Said, Miftahuddin and Said Rahim, were killed in encounter with Security Forces (SFs) in the Bakrosar area of Matta tehsil (revenue unit) in Swat District of Khyber Pakhtunkhwa on October 31, reports Daily Times.
