Police on November 1 claimed to have arrested an employee of a Government hospital for alleged targeted killings of 29 people in Karachi, the provincial capital of Sindh, reports Dawn. The held suspect belonged to the Muttahida Qaumi Movement-London (MQM-L), who killed people mostly on ethnic grounds and in revenge after the murder of his younger brother, revealed Senor Superintendent of Police (SSP) East Azfar Mahesar. Speaking at a press conference at his office, the SSP said that acting on a tip-off the Soldier Bazaar Police arrested Saleem Qureshi alias Majja, and recovered one Kalashnikov, one TT pistol and ammunition from his possession. “He was involved in killings of workers of their party’s supposed rivals, ethnic killings, gang-war elements, a police informer and one woman,” added the officer.

Indian intelligence agencies have spotted terrorist training activities in Narowal, the border District, and Sheikhupura District in Punjab province of Pakistan, reports The Times of India on November 4. As per the report, the intelligence alert has been received less than a week from the opening of the Kartarpur corridor for Indian pilgrims. The said corridor connects Dera Baba Nanak Sahib in Gurdaspur District of Punjab in India with the Kartarpur Sahib Gurdwara located in Narowal District of Punjab province in Pakistan. Sources in the intelligence agencies said terrorist training camps are situated at Muridke (Sheikhupura), Shakargarh (Narowal), and Narowal Districts of Punjab province in Pakistan where “substantial number of men and women are reportedly camping and undergoing training”. The said details emerged at a recently held joint meeting of all top security agencies of the country to discuss issues related to border management in Punjab. The biggest challenge, the agencies said, is the opening of the Kartarpur corridor as anti-India activities are likely to be carried out by hostile elements in Pakistan, especially “those likely to come into contact with pilgrims at the shrine”.

Two houses were partially damaged when two rockets fired from a nearby hilltop landed at the Army camp in Landi Kotal tehsil (revenue Unit) of Khyber District in Khyber Pakhtunkhwa on November 3, reports Dawn. Local security officials said that the rockets were fired from Hamza Baba ridge which overlooked the army camp with an interval of 20 minutes. The first rocket was fired at 3am and the second at around 3:20am. The first projectile hit the boundary wall of the house of Aslam while the second hit the house of Balam Masih, causing minor damage to both the houses. Tehreek-e-Taliban Pakistan (TTP) in statement issued to local media after the incident claimed responsibility for the attack. TTP did not make any claim about casualties in the attack and insisted that the rockets hit the targets.

Pakistan, on November 4, rejected the media reports about the presence of alleged terrorist training camps in Narowal District of Punjab province, calling them ‘baseless’ and a ‘malicious’ propaganda campaign, reports Tribune India. According to earlier reports, Indian intelligence agencies have spotted terrorist training activities in the said District, where Kartarpur Sahib Gurdwara is situated. A statement released by Pakistan Foreign Office (FO), said that “Pakistan completely rejects baseless reports in a section of the Indian media, attributed to ‘intelligence sources’.” It said Pakistan’s Kartarpur spirit is aimed at facilitating Nanak Naamlevas (followers), especially Sikhs, to visit one of their most revered places of worship and promoting inter-faith harmony. “The content of the media reports in question is part of a malicious propaganda campaign in India that cannot be condemned enough; we have no doubt that such mischievous attempts would be rejected with the contempt that they deserve”, the FO further said.

An unnamed CTD spokesperson said that the exchange of fire took place earlier today after a suspicious vehicle continued to move despite being signalled by CTD personnel to stop. Security officials said they also recovered weapons and explosives from the possession of the suspected terrorists.

Two Frontier Corps (FC) personnel and a civilian were killed on November 5 when unidentified militants opened fire on an FC convoy in the Bacha Abad area of the Kulachitehsil (revenue unit) in Dera Ismail Khan District of Khyber Pakhtunkhwa, reports Daily Times. According to District Police Officer (DPO) Dilawar Bangash, the FC personnel were on their way to a check post in Loni area when unidentified armed terrorists attacked them near Qasim river. “As a result, two FC personnel were martyred and two others sustained injuries,” he said, adding that a rickshaw driver also died in the attack. The DPO said that after response by the FC personnel, the militants escaped.

Karachi's target killer Qamar Islam alias Qamar Tedy, who was associated with Muttahida Qaumi Movement-London (MQM-L), was shot dead in a firing incident in South Africa on November 10, reports The News. Tedy was named in the list of Pakistan's most wanted terrorists, as he was accused in several cases of killing and arson attacks lodged at different Police Stations of Karachi. More than 20 cases were registered against Qamar Tedy in Karachi. Tedy was a fugitive who'd been on the run for years, and living in South Africa.

The Missing Persons Commission has disposed of 4203 cases upto October 31, 2019, as per monthly progress report released by Secretary Farid Ahmad Khan on November 10, reports Daily Times. A total number of 6372 cases were received by the Missing Persons Commission upto September 30, 2019. During October, 2019, 59 more cases were received by the commission and thus total numbers of cases reached to 6431. The Missing Persons Commission in October 2019 disposed of 63 cases of missing persons. The Missing Persons Commission has conducted 720 hearings in October 2019, 311 in Islamabad, 77 in Peshawar, 249 in Karachi and 83 hearings in Peshawar during October 2019. Chairman of the Commission Justice Javed Iqbal and other members have disposed of 4203 cases till October 31, 2019.

Two personnel of Punjab Elite Force and a local passer-by, identified as Nawaz Shehbai, were killed during an exchange of fire with Balochistan Liberation Army (BLA) militants in Arbi Tibba area under the Rojhan Police Station in Rajanpur District of Punjab on November 12, reports The Express Tribune. The area was surrounded by the Border Military Police (BMP) and Punjab Police afterwards. Police sources said that following a tip-off that some unidentified BLA militants were taking refuge at Arbi Tibba, the police teams raided the area to arrest them. The Federal Government on November 16 decided to take steps to ensure the implementation of the Financial Action Task Force (FATF) action plan and to curb smuggling, reports The Express Tribune. The steps include establishment of crossing point task forces at national, provincial and divisional levels and purchases of motorcycles, arms, bulletproof jackets and spy dogs for border management initiatives (BMI). A directorate-general of law and prosecution will also be set up to take action against smugglers under BMIs. Targets have been set for the Ministries of Interior, Law and Justice, Defence and Finance as well as the Federal Board of Revenue (FBR) in a meeting of the anti-smuggling steering committee presided over by the Prime Minister, and they have been directed to ensure their achievement. The Ministry of Interior has sent details of decisions taken in the meeting to all relevant ministries and divisions. These details include a list of all the committees for different tasks, the name of the leading institution and names of the institutions and members in the committees.

Hussain, who lives in exile in the United Kingdom (UK), since 1992, has also sought financial assistance for himself and his companions from the Indian PM. In a video speech recorded by Hussain after Police in London relaxed his bail conditions, he turned towards PM Modi for help. Hussain alleged that his assets — house and offices — were taken over in Karachi and asked the Indian PM to help him financially if he cannot risk providing him asylum. Hussain further spoke about the decision of the Indian Supreme Court on Babri Mosque, saying that Muslims do not have a right over the disputed site. “The current government of Modi has the right to establish Hindu raj (rule) and if Indian politician Asaduddin Owaisi and others do not like India, they should migrate to Pakistan where a Muslim homeland has been established for them,” he said. The man, identified as Junaid I. by local media, was arrested in August 2018 at a train station in The Hague after he posted a film on Facebook in which he said he wanted to “send Wilders to hell” and urged others to help. The court declared that the prosecution had proved its case against the two accused, Tanzeem Khan and Shehzada, both residents of Nawagai area in Bajaur District, while the evidence on record connected them with the commission of the offence. In a speech, described as “unusually specific” by the international media, the top US diplomat for South Asia, Alice Wells, warned that the multi-billion-dollar project would take a toll on Pakistan’s economy at the time of repayments and dividend in the coming years. Assistant Secretary Alice Wells explained that CPEC was not an aid to Pakistan but a form of financing that guarantees profits for Chinese state-owned enterprises, with little benefits for Islamabad. Addressing a gathering of diplomats, scholars and journalists at a Washington think tank, the Wilson Center, Alice Wells also quoted specific examples from the project. Alice Wells said multibillion-dollar project will take a toll on Pakistan’s economy at the time of repayments. “CPEC’s most expensive single project is upgrading the railway from Karachi to Peshawar. When the project was initially announced, the price was set at USD 8.2 billion,” she said. “In October of 2018, Pakistan’s railways minister announced that they had negotiated the price down to USD 6.2 billion, a saving of two billion. And he explained Pakistan is a poor country. We cannot afford this huge burden of these loans.” “But recent media reports claim the price is now risen to USD 9 billion,” she added. “So, why doesn’t the Pakistani public know the price for CPEC’s most expensive project or how it’s being determined?” The US diplomat also underlined the long-term effects in Pakistan of China’s “financing practices” and urged Islamabad to examine “the burdens that are falling on the new government to manage with now an estimated USD 15 billion debt to the Chinese Government and USD 6.7 billion in Chinese commercial debt”. Ms Wells also emphasised the need for Pakistan to know that China was providing loans, not grants, as the United States. “It’s clear or needs to be clear that CPEC is not about aid. This is almost always the form of loans or other forms of financing, often non-concessional with sovereign guarantees or guaranteed profits for Chinese state-own enterprises that are repatriated to China,” she added.

Punjab Chief Minister (CM) Captain Amarinder Singh, on November 25, advocated peace with Pakistan to ensure progress, but made it clear that India would not allow Pakistan’s Inter-Services Intelligence (ISI)-backed forces such as the Sikhs for Justice (SFJ) to disturb India’s stability, reports The Tribune. Punjab CM’s statement came when he was addressing the Indian diaspora on the occasion of the 550th birth anniversary of Guru Nanak in London. In an informal chat with mediapersons, the CM said the SFJ was a hardcore terrorist group with no ideological basis. He said its sole motive was to promote ISI agenda of dividing Sikhs and India. Referring to the terror modules busted in Punjab over the past few years, he said both Centre and State were dealing with the threat with an iron hand. Also, addressing the diaspora, the CM called for cordial relations with neighbours to promote peace, in line with Guru’s teachings. “Both countries have been through a lot, and it is time to let go of the past and move forward in the spirit of friendship to ensure progress,” he said. Further, calling the Kartarpur corridor a beginning of better relations between the two countries, the Punjab CM hoped it would set the stage for opening of other important religious shrines in Pakistan to Indians.

According to the spokesperson for Punjab's Counterterrorism Department (CTD), the blast occurred at around 11:25am. "Ten persons have been injured including the driver of the rickshaw. All sustained minor injuries. All of the injured were walking near the rickshaw at the time of the blast," he said. A statement released by the CTD spokesperson said that a passenger had boarded the rickshaw and got off at Samanabad after paying the fare. "The passenger was carrying a shopping bag which he probably left in the rickshaw," said the official, adding that the driver "had not noticed it". The driver parked his rickshaw on Multan Road and got off to relieve himself nearby. That is when the blast occurred.

Hafiz Saeed, deputy emir Hafiz Abdul Rehman Makki, Hafiz Abdul Salam bin Mohammad, Professor Zafar Iqbal, Mohammad Ashraf, Yahya Aziz, and others were presented before the court on November 30 under strict security. The court was provided copies of nearly two dozen cases registered against the JuD leaders during the hearing which was presided over by Judge Malik Arshad Bhutta, according to Deputy Prosecutor General Abdul Rauf Watoo. “As per law, after the provision of copies to the court, the trial begins. The first step of a trial is indictment,” explained Watoo. The state’s counsel requested the court to hold daily hearings since the copies had been provided. At this, the lawyers for the JuD leaders, Naseeruddin Nayyar and Imran Gul, argued that they be given a week’s time so that they can carefully examine the documents and prepare their arguments. When the state counsel pressed for daily hearings nonetheless, Judge Bhutta said, “The law binds us to hold a fair trial with properly prepared arguments. That’s why everyone should be given time.” With this, he adjourned the trial till December 7.

"We are now in a position to confirm the identity of the suspect as 28-year-old Usman Khan, who had been residing in the Staffordshire area. As a result, officers are, tonight, carrying out searches at an address in Staffordshire,” Assistant Commissioner Neil Basu said in a statement issued. Khan stabbed two people to death and left three injured on November 29 in an attack that caused fear and panic across the city as residents revisited the spectre of terror returning to London. "This individual was known to authorities, having been convicted in 2012 for terrorism offences,” Basu said. “He was released from prison in December 2018 on licence and clearly, a key line of enquiry now is to establish how he came to carry out this attack. He added that Khan was shot by specialist armed forces and died at the scene. According to media reports, Khan — a British citizen born in the United Kingdom (UK) - left school with no qualifications after spending part of his late teens in Pakistan, where he lived with his mother when she became ill. On his return to the UK, he started preaching extremism on the internet and attracted a significant following. In January 2012, Khan pleaded guilty to engaging in conduct in preparation for acts of terrorism contrary to section 5(1) of the UK’s Terrorism Act 2006. Khan was among nine men charged with conspiracy to bomb high-profile London targets in the run-up to Christmas in 2010. At the time, the men were described as an al Qaeda-inspired group that wanted to send mail bombs to various targets and launch a "Mumbai-style" atrocity. At the time of his arrest, Khan lived in Stoke-on-Trent, a city in central England.
