An Anti-Terrorism Court (ATC) awarded 28 years’ imprisonment to five Tehreek-e-Taliban Pakistan (TTP) militants on November 1, reports The News. The five, indentified as Suleman, Najmuddin alias Najibullah, Abdul Jaleel, Imran and Gul Fraz, were arrested after a police encounter in the Kalri Police jurisdiction in 2014. They were found guilty of possessing explosive material and illegal arms, and the court ordered confiscating their movable and immovable properties.

A Major of the Pakistan Army, Major Zeeshan Naseem, was shot dead by unidentified assailants, who stormed his residence in Sector I-8/4 in Islamabad, the Federal Capital, on November 3, reports Dawn. Major Zeeshan Naseem’s wife answered the door and found a man standing outside. He pushed her aside and while she tried to intercept him, two more persons entered the house; Police quoted the major’s wife as saying. Major Zeeshan Naseem, who was in a nearby room, rushed to the gate after he heard the voice of his wife. One of the men pulled out a pistol and fired on him, the Police added. He suffered a bullet injury in the chest and fell to the floor, bleeding. He was taken to a hospital where he died.

Meanwhile, the apex committee on November 3 decided to launch a crackdown on drug dealers and criminals involved in street crime besides compiling a list of people, particularly seminary students, who have been to Afghanistan, Iran and Syria in recent years, reports Dawn. In its 17th meeting held at Chief Minister (CM) House, the apex committee also decided that the names which had been put on fourth schedule and those of 3,023 proclaimed offenders would be shared with Federal and Provincial agencies to monitor their activities and arrest them. The CM gave a go-ahead for the upgrade of 1,000 closed-circuit television (CCTV) cameras to 12 mega pixel and assured the law enforcement agencies of his support to make Karachi one of the most peaceful cities in the world.

The administration of Malala Government Girls Secondary School, located on Mission Road in Bhimpura area of Sadar Town in Karachi, the provincial capital of Sindh, has concealed the name of Malala inscribed at the façade of the school building due to threats, reports Daily Times on November 3 (today). The administration told that some suspects have threatened the parents of girl's students to keep them at homes instead of sending to the school. This move has also terrified the students of the school. The enrolment has also decreased after these threats. The school management has informed the concerned authorities about this situation, but Education Department and Law Enforcement Agencies (LEA) are not taking any concrete steps for the security of the school.

As per the notification, the CTD will look into all the matters pertaining to the Fourth Schedule of the Anti-Terrorism Act (ATA). There are some 1,600 terror suspects on the list of the Fourth Schedule in Punjab. The Fourth Schedule lists contain names of all known suspects belonging to banned militant or sectarian organisations, who by their disposition could pose a threat to public peace and security. ATC-I Judge Chaudhry Muhammad Azam also imposed a fine of INR 200,000 on the five men identified as Mehdi Khan, Riaz Kambo, Irfan Shakoor, Muhammad Hanif, and Hafiz Ishtiaq - a local prayer leader - for their involvement in the lynching prior to burning. A challan submitted in court claimed the five men awarded the death penalty goaded a mob by making announcements over a mosque loudspeaker and incited them to violence with incendiary speech. Eight others have also been charged with involvement in the lynching. They have each been sentenced to two years in prison.A mob of around 400 people lynched Shahzad and Shama, falsely accused of desecrating the Holy Quran in November 2014. The woman was pregnant. The mob tortured the couple before putting them into the kiln's furnace and held hostage people who tried to rescue the couple.

The activists, Shoaib Attari and Syed Imran, were booked by the A-Section police of Latifabad in an FIR (3/2015) lodged by Amir Khoso, brother of the victim, Mohammad Hassan Khoso, on January 2, 2015. The complainant had stated that his brother owned a burger shop in Unit-11 of Latifabad. He alleged that the accused had demanded extortion money from him and on his refusal, they shot dead him. An unnamed Sunni Tehreek ‘spokesman’ said on November 23 that the convicts were its activists, but added that they had been politically implicated in the case. He said the case had been pursued by the convicts’ family members but now party was coordinating with them to file an appeal in the Sindh High Court.Meanwhile, an ATC court acquitted on November 23 two men accused in the murder case of as many Police officers for lack of evidence. Wasiq Mirza and Farhan have been charged with the murder of Station House Officer of the Sir Syed Police Station inspector Syed Irfan Haider and his friend Sub-Inspector Shahbaz Ali of the New Karachi Police Station, who were gunned down near Anda Mor in North Karachi in October 2013. The ATC-V judge exonerated the accused after recording evidence and final arguments from both sides and ruled that eyewitnesses had not identified them as assailants. The same court had also acquitted another accused Azhar Mehmood in the present case in March 2016 on similar grounds. The FIR was registered under Sections 302 (premeditated murder) and 34 (common intention) of the Pakistan Penal Code read with Section 7 of the Anti-Terrorism Act, 1997 at the Sir Syed police station.

The paramilitary force conducted the raid on a house in Gadap Town and seized the weapons. The recovered weapons included one light machine gun, one 7MM rifle, one 8MM rifle, two submachine guns, one 9MM pistol, three 30-bore submachine guns, three 12-bore repeaters, three TT pistols, one 32-bore revolver and thousands of bullets. The Rangers official claimed that an ‘active militant wing’ had stored these weapons and ammunition at the hideout. The officer did not identify the wing. “These weapons were supposed to be used for spreading lawlessness and carrying out targeted killings in the metropolis,” said the Rangers statement.Meanwhile, President Mamnoon Hussain on November 23 called for taking the ongoing operation in Karachi to its logical conclusion without any concession for criminals. The bill, proposing amendments to the Pakistan Penal Code, 1860; the Police Act, 1861; the Code of Criminal Procedure, 1898; the Qanoon-i-Shahadat, 1984; and the Protection of Pakistan Act, 2014 (POPA), was moved by Minister of State for Interior Baleeghur Rahman. However, it was pointed out that POPA had lapsed and, therefore, no amendment to it could be introduced. The bill was approved, dropping the proposed amendment to POPA, through a voice vote. The statement of object and reason of the bill says that terrorism, sectarianism and extremism have gripped the entire country and these acts have become the order of the day. The country is passing thorough an extraordinary situation, which requires stringent measures to be taken to curb this menace that has infiltrated society.

At least four militants were killed in retaliatory fire by the Security Forces (SFs) when they (militants) launched a suicide attack on a camp of the Mohmand Rifles Headquarters at Ghalanai in Mohmand Agency of Federally Administer Tribal Areas (FATA) on November 26 (today), reports Dawn. Two soldiers of the Frontier Corps (FC) were killed in the attack, Director General of Inter-Services Public Relations (ISPR) Asim Bajwa said on Twitter. At least 14 FC men were injured in the attack, security sources said. According to security sources, militants attacked the FC camp inside the agency headquarters at 6:20am [PST]. The six Geofizyka Krakow workers were taken away from their vehicles on a road near the village of Drazinda, about 80 kilometers from the city of Dera Ismail Khan, two officials with security forces in the area said. A Polish foreign ministry spokeswoman tweeted that there were no Polish citizens in the group and that the Polish embassy in Islamabad is monitoring the situation. No militant group has claimed responsibility for the kidnappings. However, the court acquitted suspect Wajid Balock over lack of evidence.Meanwhile, ATC on November 29 awarded 10-year imprisonment to two extortionists, Adnan and Salman in Karachi, reports The News. The two men had demanded PR 500,000 from a citizen, Sajid, on April 18. They had threatened to kidnap the man if he refused to pay the extortion money. The accused were arrested and during interrogation, they admitted the crime. As the prosecution proved the charge against them, the ATC awarded 10-year jail to both of them.
