According to Dawn, the White House on November 1 supported Pakistan’s claim that the October 30-aerial strikes on a seminary in Bajaur Agency intended to kill al Qaeda militants. “This was intended against al Qaeda,” Press Secretary Tony Snow told a briefing at the White House. Commenting on civilian casualties, he said that the “US had also experienced in Afghanistan that al Qaeda does everything it can to get the civilians killed in such operations.” The White House spokesperson praised President Pervez Musharraf’s contribution to the war on terror, saying that “he has shown courage and determination.”

Riots broke out in the Mohmand Agency on November 1 as protesters assembled in the Mohammad Gat area, the entry point to Bajaur Agency, for a demonstration against the air strikes, according to Dawn. Protesters ransacked public property, damaged a grid station and an under-construction para-military post in the area. The demonstration, which turned into a public meeting, was addressed by Jamaat-e-Islami leader Haroonur Rashid, who had resigned from the National Assembly over the air strikes, Mohmand Agency parliamentarian Maulana Ghulam Mohammad Sadiq and others. They said that President Pervez Musharraf was spilling the blood of innocent people just to please his foreign masters.

Two police officers and a civilian were killed in Quetta, capital of Balochistan, on November 2, according to Daily Times. “The blast took place on Shahra-e-Gulastan in front of the Inspector General’s office at about 3:50pm,” informed Balochistan Inspector General of Police, Chaudhry Mohammad Yaqoob. “A Suzuki pick-up, which had a time-bomb fixed to it, was on its way to an unknown location for supposedly terrorist activity when the bomb went off due to incorrect timing or technical pressure,” added Yaqoob. Sources told Daily Times the bomber belonged to the Hazara community and was a resident of Kocha Mola Raza of Quetta’s Alamdar Road. Yaqoob said it would be premature to name the perpetrators of the attack, but added that the involvement of Afghans or miscreants from the Dera Bugti and Kohlu areas was also possible. No one has claimed responsibility for the blast so far.

A less-known al Qaeda affiliate in North Waziristan gave the go-ahead for the attempted rocket attacks in and around the federal capital Islamabad in October 2006, a senior investigator has told Dawn. The investigator said that the al Qaeda affiliate, the Islamic Jihad Group (IJG), based at Mirali in North Waziristan, had approved the plot before the Pakistani masterminds executed it in early October. “While the fingers were in Islamabad, the tail was in Mirali,” the investigator said.

Investigations and interrogation of the suspects have reportedly led the Government to conclude that the IJG leader, Yakhyo alias Nadzhmiddin Kamilidinovich Janov, an Uzbek militant said to be residing in Mirali, a sub-district of North Waziristan, had given the go-ahead to the plotters to carry out the attacks. All those involved in the failed plot have since been arrested, including its mastermind, Khalil, and his two close associates, Ali Ahmad Gondal and Munir. Khalil has been described as a young man in his mid-twenties who was previously affiliated with the banned Lashkar-e-Toiba (LeT).

The IJG is an offshoot of the Islamic Movement of Uzbekistan and is believed to be closer to al Qaeda than its parent organisation, investigators said. It was formed after its founding members Yakhyo and his deputy Mansur Sohail alias Abu Huzaifa, also an ethnic Uzbek, developed differences with the IMU leader over operational and administrative matters. While the IMU is based in Wana, headquarters of South Waziristan, the IJG leadership moved to the neighbouring North Waziristan due to security reasons.

The Sindh High Court (SHC) on November 3 acquitted a cadre of the banned Sunni outfit Lashkar-e-Jhangvi (LeJ) sentenced to life imprisonment by an anti-terrorist court for killing nine people at a mosque in Karachi during October 1999, according to The News. A division bench of the SHC, however, upheld the conviction of the co-accused in the same case of sectarian killing. An anti-terrorism court in Karachi in May 2002 awarded life imprisonment to Dildar Hussain alias Dilawar and Saeed Awan, both LeJ activists, for killing nine people and injuring six others at a mosque in the Al-Falah colony.

Dhiren Barot (34), who was born in Baroda in India and converted to Islam at the age of 20, reportedly confessed to planning "back-to-back'' attacks here with a view to unleashing a "memorable black day of terror'' using "dirty'' bombs and other explosives. The targets were said to include many high-profile buildings, including the Savoy Hotel, Waterloo station and the underground tube network. According to the prosecution, the evidence suggested that the "conspiracy was in its final stages.'' Edmund Lawson QC, for the prosecution, told the court that Barot was the "organiser of a major terrorist activity designed to strike at the very heart of both America and the United Kingdom and to cause loss of human life on a massive scale.'' Barot, who was arrested in August 2004 after a counter-terrorism operation spread over several countries, including India and Pakistan, was sentenced at Woolwich Crown Court in London. He is also reportedly wanted by the American authorities on charges of conspiracy to use weapons of mass destruction in the U.S. and Yemen. He was allegedly behind a plot to attack important targets in Washington and New York. Barot's parents migrated to Britain in 1972, months after he was born. Later in the evening, five more rockets were fired at the Scouts Camp with at least two falling inside its perimeters and injuring a Frontier Corps soldier, identified as Khannan Afridi. After both rocket attacks, the troops retaliated by firing with artillery guns and mortars in the direction from where the rockets were fired. In a phone call to The News from an undisclosed location, the Pashto-speaking man said a lone suicide bomber detonated his explosives-filled belt at the military parade ground near the fort in Dargai to kill soldiers undergoing training there. The caller identified his leader and commander as Abu Kalim Mohammad Ansari. The caller also claimed the suicide bomber had recorded a statement on camera before setting off on his mission. “He explained as to why he was undertaking the “Fidayee” attack. We have the recording and it would be sent to media at an appropriate time,” he said. He described the suicide bomber as a young Pashtun from the NWFP. Mujahid’s family and lawyer lodged a complaint of murder during robbery with the police, while LeT activists claimed that the incident was an act of terrorism. According to Superintendent of Police, Ahsan Younas, Mujahid was returning from morning prayers at a mosque in Taj Bagh when a man named Safdar tried to stop his car. The two then traded fire, Safdar hitting Mujahid in the face, killing him, and Mujahid hitting Safdar in the belly. Police arrested Safdar, who is in a critical condition in hospital. During interrogation, police found that he was a robber and recovered a stolen motorcycle, cell phones, credit cards and an unlicensed pistol from him. We need to isolate the two, and deal with whatever is happening from Pakistan on our side, while the main action will have to be taken in Afghanistan to counter militancy,” Musharraf told a British TV channel. Asked whether he accepted that Quetta was the headquarters for Taliban operations in Afghanistan, he said, “The base of the whole organisation is in Afghanistan. The whole of Afghanistan is divided into five command regions of the Taliban, each of which is headed by a commander. The financing comes from the drug underworld. According to Daily Times, an Ansaarul Islam group led by Gul Maidan was heading towards Aka Khel near Bara when supporters of the Lashkar-e-Islami challenged them, fearing that the former wanted to take possession of Bara. The two sides reportedly used heavy weapons in the fight that continued all day long. Statesman reported that in the morning gun battle, supporters of the Ansaarul Islam were dominant and during exchange of fire, four of the Lashkar-e-Islami activists were killed. However, in the clash around noon, Maroofkhel, a sub-tribe of Akakhel joined hands with the Lashkar-e-Islami, forcing supporters of Ansaarul Islam to retreat towards Terah Valley. They had illegally crossed into Pakistan a week ago," Salman Syed, the Capital City Police Officer said. According to sources, police arrested 28 of them from the Pashtoonabad area. They had been living in a rented house which was being used as a seminary. One of them was found in injured condition and was shifted to the Civil Hospital. Four other suspects were detained from the Saddar area. Another group of 15 Taliban activists were arrested from Kuchlak, a small town about 25 km from Quetta. Officials said that the Taliban suspects belonged to southern parts of Afghanistan, including Zabul, Uruzgan, Kandahar and Helmand provinces.

According to Dawn, fighting erupted when insurgents attacked a vehicle of the SFs in the Tartani area and fired rockets on a post in Karmo Wadh. Sources said that insurgents hiding in mountains fired a number of rockets on the vehicle, but it was not hit. Troops present in the area rushed to the place and returned fire. According to another report, insurgents attacked a SF post in Karmo Wadh using rockets and heavy weapons. After foiling both the attacks, SFs launched a search operation in Karmo Wadh, Tartani and Pir Koh areas of Kohlu and Dera Bugti districts. Helicopter gun-ships were seen in the area attacking hideouts of insurgents in the mountains. There have been no reports about casualties in the fighting. A caller identifying himself as Azad Baloch and claiming to be spokesperson of the banned Baloch Liberation Army said that the attacks in Tartani and Karmo Wadh areas had caused heavy casualties.

Suspected pro-Taliban militants killed a cleric in South Waziristan, accusing him of spying for US forces operating in Afghanistan, according to Dawn. Authorities found the bullet-riddled body of Maulana Gul Thaheem in a ravine in Makeen, a security official told AFP. A note found on the body said Thaheem “spied for Americans and he was a friend of Maulana Salah-ud-Din, and Maulana Hashim Khan”, two clerics shot dead previously, accused of spying, the official said.

The Deputy Inspector General of Police (Khuzdar range), Pervez Zahoor, served the order of the home department on the BNP president, said party leader Rauf Mengal. He said he himself and Mir Mehrullah Mengal, an uncle of Sardar Mengal, had also been detained. Zahoor, however, confirmed the detention only of Sardar Mengal. “Sardar Mengal has been detained under the Maintenance of Public Order-3,” he told Dawn, adding that the orders had been issued by the provincial home secretary.

A 29-year old Pakistani, with an expired student visa, and a US citizen have been charged in Texas with conspiring to train with firearms to fight with the Taliban against coalition forces in the Middle East and providing $350 to support terrorist groups, according to Daily Times. The detained Pakistani was identified as Adnan Babar Mirza, while the 33-year old American has been identified as Kobie Diallo Williams a.k.a. Abdul Kabeer. The four-count indictment was returned by a Houston grand jury on November 22 and unsealed this week after the appearance of both men before a US magistrate judge. “While these subjects did not operate at a high level of sophistication in comparison with the 9/11 hijackers, the expressed goal was to aid the Taliban by training for jihad against coalition troops in the Middle East,” according to FBI Special Agent Roderick Beverly.
