Mustafa Setmarian Nasar, a Syrian who also holds Spanish citizenship, was captured during a November 2005 operation in Quetta that left one person dead, said the American official, according to AP. Pakistani officials said on May 2 that Nasar has since been flown out of Pakistan to an unspecified location. The American official said Nasar, also known as Abu Musab al-Suri, may now be in US custody but did not specify where. Nasar had a $5 million US bounty on his head.

Pakistan has no plans to act against two Islamic charities listed by the United States last week as terrorist organisations, the Foreign Office said on May 2, according to Daily Times. The United States outlawed the Jamaat-ud-Dawa and its affiliate Idara Khidmat-e-Khalq as terrorist organisations, saying they were fronts for the Pakistan-based Lashkar-e-Toiba (LeT), a terrorist group active in the Indian State of Jammu and Kashmir. Foreign Office spokesperson Tasnim Aslam told a weekly press briefing in Islamabad that Pakistan was under no obligation to comply with the US decision. “We are not required, and we do not put any entities on the terrorist lists, if action is taken under the domestic US law,” she said. “However, if the UN Security Council’s sanctions committee were to designate any organisation (as a terrorist group), then it becomes a legal obligation to take action.”

Responding to a question about the release of nuclear scientist Dr Mohammed Farooq – freed last week after two years of detention - Aslam said he had been thoroughly investigated. “We have conducted thorough investigations in this affair. We have shared our information with the IAEA (International Atomic Energy Agency) and other countries, including the United States.” She said no foreign country would be allowed direct access to the scientist. “We have repeatedly said that whatever information is required, questions can be forwarded to the government of Pakistan. We would get the answer, we would do investigation and we would transmit this information,” she said. Aslam also said his release showed the nuclear proliferation case involving Dr A. Q. Khan was closed as far as Pakistan was concerned. “I would presume that with Dr Farooq’s release, we are able to close that chapter,” she claimed.

According to copy of the briefing given to the NA body, ministry officials said that claims by any agency in Pakistan as to the exact numbers of religious schools were mere ‘guesses’ and no reliable data was available. The officials said two parallel systems of education existed in Pakistan - general education and religious education – but there was a wide gulf between the two. Sources said the Federal Government had not been getting reports from provincial governments on how the funds given to them for the Madarassa Reforms Project were being spent. “The federal government gave provincial governments Rs 495 million to distribute among registered madarasas, but utilisation reports were not provided because of which further disbursement was stopped,” sources quoted an Education Ministry document as saying. The Government has reportedly failed to implement the Rs 5.1 billion Madrassa Reforms Project over the last five years because of differences between the education, religious affairs and interior ministries over handling seminaries. Approximately Rs 1 billion earmarked for seminary reforms lapsed in 2005 due to lack of coordination between the federal and provincial governments. A recent survey showed there were over 15,000 seminaries in the country, and their number was increasing in Balochistan and the North West Frontier Province.

The three were brought to the border town of Angoor Adda from a nearby mountain where they had been mining for minerals, but another eight men were unaccounted for, said unnamed officials. However, the US military later said that the air strike killed four suspected Taliban or Al Qaeda fighters. US ground troops later found the operatives dead and captured a fifth, Lt-Col Paul Fitzpatrick said at the US military base at Bagram outside Kabul in Afghanistan. The attack was launched after US and Afghan forces spotted a group of suspected militants loading a truck with rockets stored in a cave in the Bermel, Paktika. Fitzpatrick said, “We sent a ground force to the cave and found four dead enemy combatants and captured one combatant. Jamaat-ud-Dawa (JuD) chief Hafiz Mohammed Saeed accused the United States on May 9 of pandering to India and being anti-Islam by branding the charity he runs as a terrorist organisation. “All this is being done at the behest of India,” Saeed told Reuters in his first interview since the US State Department outlawed the Jamaat-ud-Dawa charity and one of its affiliates, Idara Khidmat-i-Khalq, on April 28, 2006. “This decision is part of the anti-Islam attitude of America. Our only sin is that we are Muslims,” said Saeed. He claimed he had severed his links with the Lashkar-e-Toiba (LeT). “Jamaat is not involved in any terrorist activity inside or outside the US,” Saeed said, speaking by telephone from Lahore. He said his charity only gave moral support to those fighting foreign occupation in Afghanistan, Iraq and Kashmir. Pakistan banned the LeT in 2002 after the United Nations put it on a list of groups associated with the Al Qaeda. Saeed resigned from Lashkar and became head of the JuD. The film features three men, wearing white headbands with black script in the Pashto language, reading out statements. Laid out in front of them are explosives and detonators. “It is the only way of getting rid of the US, British occupation, and this is the only way through which once again we can pave the way for the establishment of an Islamic government in Afghanistan,” one of the alleged bombers says. The DVD reportedly says one of the men, Saifullah, hailing from Afghanistan’s Paktika province, went to attack US troops in the Girishk district of Helmand province on January 14. Police had stated about the incident that a suicide car bomber slightly damaged a US vehicle in Girishk but hurt no US soldiers, while the film claims that seven US troops were killed and two tanks were destroyed. The other two suicide bombers, identified as Mulla Muhammad Yusuf and Mulla Amanullah, both from Khost province in Afghanistan, launched a suicide attack on US forces in Kandahar on January 1. They also included an unknown number of French and German citizens. He cited “grave times ahead” for the ongoing “struggle for Baloch resistance movement” and cautioned that “Baloch coastline was getting out of Baloch jurisdiction”. Replying to a question about the “resistance limits of resistance fighters”, he said that it would continue in defence of “our resources” and region. According to Daily Times, six security force (SF) personnel were killed and eight others sustained injuries during clashes with insurgents in the Dera Bugti area of Balochistan on May 27. “Sporadic clashes between security forces and tribesmen resulted in the killing of three security personnel and injuries to five others in Pir Koh area where a fierce exchange of fire took place between the two sides,” said insurgents’ ‘commander’ Mir Alam Khan Bugti. He said that SFs and insurgents also exchanged fire in the Sarloop area, 30kms east of Dera Bugti, which left one soldier dead. Syed Kamal Shah, Pakistan’s Interior Secretary, exchanged the list with V. K. Duggal, India’s Home Secretary, on the sidelines of the two-day talks between the two countries in Islamabad. Sources said the exchange of lists was not part of the agenda of the talks, which focused on exchange of civilian prisoners and combating drugs and terrorism. The list given to Duggal by Pakistan included 58 wanted criminals believed to be hiding in India. Sources said one of the prominent names was Javed Langra. The Indian list contained 38 wanted criminals, including Hafiz Saeed of the Lashkar-e-Toiba (LeT), Maulana Masood Azhar of the Jaish-e-Mohammed (JeM) and Mumbai serial blasts accused Dawood Ibrahim. Sources said the Indian Home Secretary also sought extradition of the five hijackers of an Indian aircraft which was hijacked from Nepal and taken to Kandahar in December 1999. India has said that Pakistani nationals Mohammad Ibrahim Athar Alvi, Zahoor Ibrahim Mistri, Shahid Akhtar Sayed, Shakir Mohammad and Azhar Yusuf were involved in the hijacking. During the meeting the two sides agreed to provide consular access to prisoners within three months of their arrest. The two sides also reportedly reviewed the progress of talks on narcotics control. “The talks will continue tomorrow and a joint statement will be finalised and signed at the conclusion,” said an official press statement.

Duggal had with his Pakistani counterpart Syed Kamal Shah in Islamabad, according to Press Trust of India. An unnamed Indian diplomat said that after a very lengthy deliberation Pakistan agreed to incorporate in the joint statement "the need for effective steps for complete elimination of this menace" and also to "pursue effective and sustained action against terrorists." Pakistan promised to implement its commitment in "letter and spirit," the diplomat said. The talks addressed the issue of terrorism "comprehensively," Shah told a joint press conference with Duggal, adding that the "strong language" used in the joint statement makes the intentions of the two sides very clear.
