The letter addressed to Shiekh’s wife read, "Your husband is addressing a press conference about Sarabjit Singh. If this is held, it would be the last day of your husband and every single member of your family will be killed. You will find dead bodies of your children by tomorrow morning.” Shiekh claimed he was barred from holding a planned news conference at the Lahore Press Club to launch his book on Sarabjit. He said, "The reality of Sarabjit's case will be known to the people through this book. A gross mischarge of justice has been done in Sarabjit's case."

Briefing media persons along with Governor Shaukatullah after chairing a meeting of the 87-member grand tribal jirga at the Governor’s House, Jamiat Ulema-i-Islam Fazl (JUI-F) chief Maulana Fazlur Rehman said that the formation of an authoritative grand tribal jirga gave the message to the world community that serious peace initiatives are underway to bring durable peace in Federally Administered Tribal Areas (FATA) and KP by holding talks with the militant leadership.

Pakistani authorities on March 1 issued a list of 109 "most wanted" terrorists, including Lashkar-e-Jhangvi (LeJ) militant Mati-ur-Rehman who was accused of involvement in a suicide attack on former premier Shaukat Aziz, reports India Today. The list, made public on the website of Punjab Police, includes 28 members of the banned LeJ, which claimed responsibility for two recent attacks on Shias in Quetta city (Quetta District) that killed nearly 200 people, and 34 members of various factions of the Tehreek-e-Taliban Pakistan (TTP).The list of wanted terrorists includes Mansoor alias Chotta Ibrahim, who was accused of involvement in a suicide attack on former President Pervez Musharraf at Rawalpindi in December 2003. The list also includes cadres of two banned Shia terrorist groups, the Tehreek-e-Jaffria Pakistan and the Sipah-e-Muhammad.

Worshippers were offering Maghribain prayers at an Imambargah (Shia place of worship) in Abbas town when the bomb went off. Militants used a remote-controlled, vehicle-based Improvised Explosive Device (IED) weighing about 150 kilogrammes, which also contained ball bearings, Sindh Inspector General of Police (IGP) Fayyaz Leghari told. The IGP suspected the involvement of banned outfits the Tehreek-e-Taliban Pakistan (TTP) in collaboration with the Lashkar-e-Jhangvi (LeJ). Addressing the gathering, JUI-S leader and former legislator, Ikramullah Shahid said that nine drone attacks occurred during Pervez Musharraf’s regime from 2002 to 2008, whereas 230 drone strikes have been carried out in Waziristan during the current Government’s tenure, killing more than 3,500 innocent people.“The rising number of drone strikes is a tactic of the Pakistan Peoples Party’s government to obtain more funds from America,” alleged Shahid. He maintained drones are a strict violation of Pakistan’s sovereignty and should be shot down. On March 3, Rehmatullah Nabil, Afghanistan's deputy National Security Adviser (NSA) was quoted as saying in an interview, "The interesting question is why is a terrorist blacklisted but the person who issues the Fatwa for them [to act] or who provides havens to them not blacklisted?" He added, "Against these people, organizations at a global scale should unite. The Senate on March 5 passed, with majority, the Anti-Terrorism Amendment Bill 2013, which would enable the Law Enforcement Agencies (LEA) to take effective action against financiers of terrorism in the country, reports Daily Times. Law Minister Farooq H Naek presented the bill, which was opposed by Jamiat Ulema-e-Islam-Fazl (JUI-F) leader Senator Abdul Ghafoor Hyderi, who sought deferment of the bill so that some necessary amendments could be made to make it more effective. However, JUI-F leaders staged a walkout when the bill was voted upon and was passed. The bill amends the Anti-Terrorism Act 1997. It now needs to be signed by President Asif Ali Zardari to become law. The bill empowers the Government authorities to take action against elements involved in financing terrorism in the country, confiscation of property owned by financiers of terrorist elements. Previously, the National Assembly had unanimously passed the Anti-Terrorism Bill 2013 on February 20, 2013 aiming to remove the shortcomings in provisions against terrorism-financing.

Around 150 people arrested for setting dozens of Christian houses on fire in Lahore (Lahore District), the provincial capital of Punjab after a non-Muslim was accused of making offensive comments about the prophet, Police said. Christians across the country rallied against the incident, but the main demonstrations were in Lahore, the southern port city of Karachi, the capital, Islamabad, and the adjoining city of Rawalpindi. The Christian demonstrators blocked a main highway in Lahore and Police fired tear gas shells to disperse the protesters who demanded assistance from the Government, said Police official Malik Awais. Muawiya’s statement has been released on an al-Qaeda and TTP-linked jehadi website - Jamia Hafsa Urdu Forum – in which he has also praised two terrorists – Ajmal Kasab of the Lashkar-e-Toiba (LeT) and Afzal Guru of the Jaish-e-Mohammad (JeM) who had been sent to the gallows in recent months by the Indian Government for their roles in the November 2008 Mumbai terrorist attack and the December 12, 2001 fidayeen attack on the Indian Parliament in Delhi. The Tehreek-e-Taliban Pakistan (TTP) on March 11, warned the Government of a severe backlash if it continues making claims of having broken the back of the militants in operations in different parts of the countries northwest, reports The Times of India. A statement issued by the TTP made a veiled reference to Federal Interior Minister Rehman Malik's remarks that the Government had the militants in a corner thanks to its counter-terrorism strategy and rejected demands for a ceasefire ahead of any peace talks. Malik also said that the people should unite to root out terrorism as Pakistan was moving towards "durable peace". The TTP said people calling on the militants to declare a ceasefire should seek an end to air strikes in Pakistan's tribal areas. "Have those asking us to take serious steps ever called for a halt to the bombing of tribal regions by the Pakistan Air Force and American drones," said the statement issued by TTP spokesman Ihsanullah Ihsan. "We had offered peace talks in the national interest but secular elements did not like our serious offer and they have started making non-serious demands," Ihsan said. Certain elements were describing the Taliban's offer of talks as a sign of weakness, he said. "Such remarks can force us into making a fearsome response," he said. The TTP statement further called on the Government to act quickly on its offer for talks as time was running out. The militants have made several offers for talks to the Government but TTP ‘chief’ Hakimullah Meshud has made it clear that his fighters will not disarm. The Government has insisted that the militants should lay down arms and declare a truce before any talks.

The court has sought answers to the questions as to what steps have been taken to stop such attacks in the future, why residents were displaced and why they were not provided security. The sources said that over 299 fighters of TTP descended from Drey Stani hilltop, bordering the Kukikhel area, to Narkhaw area populated by Qambarkhel Afridi tribe in AI-controlled Maidan part of the valley in the evening of March 12 and occupied two dozens of houses. Subsequently, around 600 volunteers of AI from different parts of Maidan moved to Narkhaw and launched the counter-attack. The sources said the fighting between the groups was going on till filling of this report. They said that 10 TTP militants and six volunteers of AI were killed and 12 others from both sides were injured. A ‘commander’ of AI for Narkhaw area was also among the dead. The sources said more than 15 houses were torched by TTP militants. “At first the TTP were trying to move forward and occupy more villages but our fighters contained the enemy to Narkhaw,” said a ‘commander’ of AI Kaptan Khan. He confirmed the death of six AI members and claimed to have killed 13 militants of TTP.

The arrests were made in raids over the past 24 hours, Quetta Police Chief Mir Zubair Mahmood said while presenting the children at a news conference in Quetta. A member of the Baloch militant organisation, United Baloch Army, Abdul Nabi Bungulzai had lured the children, who came from poor families, to leave packages containing home-made bombs in markets, dustbins and on routes used by police and security forces, Mahmood added. Mahmood said the militants chose the youngsters knowing that Police would not suspect small children or garbage collectors. “Some of the children said they did not know what the packets contained and what they are doing,” he said. “They said they were happy they would get a small amount of money for dropping the packets.” Some of the boys, aged between 10 and 15, have confessed to involvement in about a dozen blasts in the city including a bombing near a vehicle of the paramilitary Frontier Corps (FC) in January 2013, he said. Talking to media, one of the children Sabir said that he was paid PKR 3,000 per target. The child went on to say that he was involved in four bomb blasts in Quetta.

During their investigation into terrorism, Police were informed of TTP militants’ presence in a squatter settlement of Manghopir. Pursuing the lead, CID Operations Wing conducted a raid in the area, where terrorists opened fire on the law enforcers’ team. The CID retaliated and, after a brief encounter, arrested Muhammad Shoaib Mehsud, Khalid Rehman Mehsud and Aurangzeb Mehsud. When the CID officials searched their hideout, they recovered an eight suicide jacket, a blasting mortar shell, three hand grenades, a Kalashnikov, two TT pistols, a battery, two battery cells, an electronic button, detonating wire, a kilogram of ball bearings and a large quantity of bullets. Initial investigation revealed that the militants worked in Karachi under Shehzad Rehman Mehsud’s command. The accused were involved in extortion, kidnappings for ransom and target killings, and were assigned targets by Shehzad Mehsud. The extortion and ransom money was sent to their ‘commander’ Jiyaad Yaar in Waziristan (FATA). The accused admitted that they were going to carry out a suicide attack in Karachi, for which they were awaiting Jiyaad Yaar to specify a target. The militants had recently abducted machinery export businessman from Super Market and demanded ransom from the family via call from Waziristan. The accused were also planning to abduct a businessman from Gulistan-e-Jauhar, but were arrested before their plan could come to fruition.

The resolution was moved by Jamiat Ulema-e-Islam-Fazl (JUI-F) chief and chairman Kashmir Committee Maulana Fazlur Rehman at the end of his farewell speech in the National Assembly. “This house demands that India should stop brutal actions against Kashmiris and atrocities inflicted on people who were protesting the execution of Kashmiri leader Afzal Guru,” said the resolution read by Maulana Fazlur Rehman. The resolution demanded that the body of Afzal Guru be handed over to his family members for proper burial and also called upon the Indian Government to lift the curfew in Jammu and Kashmir. UN special rapporteur on human rights and counterterrorism, Ben Emmerson, visited Pakistan for three days this week as part of his investigation into the civilian impact of the use of drones and other forms of targeted killings. “As a matter of international law, the US drone campaign in Pakistan is being conducted without the consent of the elected representatives of the people, or the legitimate Government of the State,” Emmerson said in a statement issued by the Office of the High Commissioner for Human Rights in Geneva. “It involves the use of force on the territory of another state without its consent and is therefore a violation of Pakistan’s sovereignty,” he said. Emmerson said in January he would investigate 25 drone strikes in Pakistan, Yemen, Somalia, Afghanistan and the Palestinian territories. He is expected to present his final report to the UN General Assembly in October.

He said Police had challenged the bombers at the entrance of the complex, leading to an encounter. Three policemen, including an inspector, suffered injuries. “There were two attackers and both of them were killed,” he added. An official of the bomb disposal unit said that each of the suicide vests contained 8 to 10 kilogrammes of explosives and ball-bearings. The motive of the attack could not be ascertained, but Tehreek-e-Taliban Pakistan (TTP) ‘spokesman’ Ehsanullah Ehsan said it was in revenge “for the failure of the country’s judiciary to defend jailed Pakistani scientist Dr Aafia Siddiqui” in the US, reports Daily Times. According to the report submitted by DIG CID Feroze Shah, 10 military personnel are accused of abducting the missing persons. “Some 18 missing persons had returned home safe and sound but 48 people are yet to be traced,” he said. “Following the statements of 12 missing persons after they returned home the Balochistan Police asked the Frontier Corps to trace the whereabouts of the accused Army men including two Lt Colonels, six majors and two subedars”, said the report submitted by the DIG in the SC. The report further states that the FC personnel assured that they would extend full cooperation for the completion of investigation and the recovery of the missing persons. According to FC, some of the officers did not belong to the organisation and others had gone back to Pakistan Army.

A host state that has the capability to prevent a terrorist attack but fails to do so will inherently fail in fulfilling its duty under Article 2(4\ since terrorism amounts to force by definition." Delivering judgment on the March 12, 1993 Mumbai (Maharashtra) serial blasts, a bench of Justices P. Sathasivam and B.S. Chauhan said some of the accused, upon arrival in Pakistan for arms training, were received by Inter-Services Intelligence (ISI) operatives who took them out of the airport without observing any immigration formalities. "Pakistan, thus, took precautions not to bring its involvement on record," the bench said. There was no entry in their passports when they left Islamabad for Dubai, "meaning thereby, they (the accused) had a green channel entry and exit in Pakistan", the court said. "The events unveil the tolerance and encouragement shown by Pakistan towards terrorism," the bench said, referring to confessional statements admitting that some of the accused received training directly from ISI officials on occasion. In addition, Supreme Court said, terrorism and heinous crimes cannot be fastened only on adults, while upholding the conviction of Muhammad Moin Faridulla Qureshi, who was 17 years and 3 months old when he loaded vehicles with explosives and fitted them with timers to devastating effect on March 12, 1993 in Mumbai. "There is no justification whatsoever to restrict the meaning of 'any person' and 'whoever' only to a major or non-juvenile as such an interpretation would have a potentiality to defeat the object of Terrorist and Disruptive Activities (Prevention) Act," the bench said.

Pakistani prosecutors on March 22 approached a court seeking voice samples of seven men, including Lashkar-e-Toiba (LeT) commander Zakiur Rehman Lakhvi, charged with involvement in the 2008 Mumbai attacks, reports The Indian Express. Special prosecutor, Chaudhry Zulfiqar Ali of the Federal Investigation Agency (FIA) filed an application that was admitted for regular hearing by the Islamabad High Court on March 21. Prosecutors also filed a separate application that asked the court to declare Indian terror suspect Fahim Ansari a "proclaimed offender" or fugitive. A two-judge bench issued notices to the seven suspects, asking them to respond to the FIA's application seeking their voice samples. Ali contended that the voice samples would help prosecute the seven suspects, on trial since 2009. "The Indian government had sent the alleged voice samples of the seven accused facing trial here. If the court allows us to obtain their voice samples, the truth will be before everyone," he added. The FIA has for long been seeking voice samples of the seven accused so that they can be compared with recordings provided by Indian authorities. The recordings include intercepts of communications between the attackers in Mumbai and their handlers in a control room in Karachi.

The TTP has also called upon the Baloch insurgents to join hands with the militant outfit to wage a joint-war for implementing Shariah laws in the country. In about a six-minute long video received by Dawn, the TTP has threatened to use suicide bombers, snipers and combat teams to kill Musharraf. Speaking to Dawn earlier, TTP ‘spokesman’ Ehsanullah Ehsan had said the group had set up squads of suicide bombers to assassinate the former president. “Suicide bombers are being trained and assigned to assassinate” the former president, Ehsan said. Moreover, Adnan Rasheed, who took part in a previous attempt to assassinate Musharraf, has been given the charge of these suicide squads. Rasheed is a former junior technician of Pakistan Air Force who was on death row after getting convicted by a field general court martial for engineering an attack on Musharraf in December 2003. He was among the prisoners who had escaped during the April 15, 2012 Bannu jail break. “Pervez Musharraf, you can see this death squad around me. We warn you to surrender yourself to us otherwise we would hit you from where you would never imagine you can be hit,” says Adnan Rashid appearing in the video wearing military uniform with his hooded fighters carrying assault rifles. Militants at one point held 24% of the Federally Administered Tribal Areas (FATA) and 37% of Swat (Khyber Pakhtunkhwa), but effective military operations restored the Government's writ, Raja Irshad, a lawyer for the Security Forces, told a three-member SC bench. The bench was hearing a petition challenging the Actions (in Aid of Civil Power) Regulation, 2011. Jamaat-i-Islami (JI) KP Ameer Prof Ibrahim had challenged the regulations in the court. Troops shut down militants' FM radio stations and destroyed their network, Irshad told the bench, headed by Chief Justice Iftikhar Mohammad Chaudhry. The troops carried out more than 400 military operations to restore Government control, the SC bench learned. More than 9000 persons including military, paramilitary and Police officials along with members of Government-backed tribal Aman Lashkars (peace militia) have been killed in Khyber Pakhtunkhwa and FATA during the last five years, reports Dawn. The report said that a total of 235 suicide attacks, 9,257 rocket attacks and 4,256 bomb explosions have taken place in KP and FATA since 2008. Among the fatalities, 5,152 were civilians, 1,489 army officials, 675 Frontier Corps, while 1,717 belonged to the Police force. In targeted attacks, 243 people belonging to Lashkars were killed and 275 were injured, while 995 schools and 35 colleges were also destroyed in the last five years. The agencies’ report cited 475 major and 135 small raids while 6000 search operations by the security forces in which, it said, 3,051 militants were killed. Militancy in the region was at its peak during 2007 and 2008. However, actions taken by the law enforcement agencies had restrained the militants’ strength, it added.

In an exclusive interview, Charles Farr, Director General of the Office of Security and Counter-Terrorism, said that the threat from Pakistan mainly comes from the tribal areas along the Afghan border. He said that although al Qaida is weakened and depleted in numbers and capability, it continues to operate from this region and still has the capability to conduct terrorist attacks in the UK and other countries. Farr said that Britain was getting cooperation from all Pakistani agencies “in the investigation for terrorism going back to 07/07 and even before that”. He revealed that threat to Britain from Pakistan-based militant groups comes not only from al Qaida but lots of groups including Tehreek-e-Taliban Pakistan (TTP), Lashkar-e-Toiba and banned militant organisations inducing from “some settled areas of Karachi”. “We have to worry about these groups particularly in this country. So many people in this country have contacts in Pakistan. Al Qaida is not finished; Al-Zawahiri is out there too. We also have significant domestic threat to deal with also. We are clearly concerned about the level of threat.” Charles Farr said that Britons continue to travel to Af-Pak border areas to join al Qaida and other militant groups to receive training. Of the remaining missing persons, 148 are from Punjab, while 100 are from Sindh, 48 from Balochistan, 26 from FATA, 20 from Islamabad Capital Territory, 11 from Azad Kashmir and one from Gilgit Baltistan. The updated report on the status of missing persons was submitted by the Commission of Inquiry on Enforced Disappearances to a two-judge bench, headed by Justice Jawad S Khawaja. The commission also reported that it was handed over 138 cases of missing persons in December 2010 and, so far, it has received 873 new cases of missing persons from all over the country. The total number of cases they have handled thus far is 1,011. Out of these, the commission has traced 316 persons and deleted 47 names from the list, due to lack of details. Another 15 names were omitted because of other reasons.

A presentation made during a meeting between officials of the Ministry and Election Commission of Pakistan (ECP) to discuss security issues revealed that the Jundallah, in coordination with Lashkar-e-Jhangvi (LeJ) and Tehreek-e-Taliban Pakistan (TTP), was planning to carry out large-scale terrorist attacks in Balochistan, with Nushki and Quetta as their particular targets. Intelligence reports suggest that attacks on Government and semi-Government buildings, installations and personnel of Security Forces (SFs) were also possible. A participant of the meeting said that the meeting had been informed that the Balochistan Republican Army (BRA) was also planning to carry out attacks by improvised explosive device (IED) in Dera Bugti, Naseerabad and Jaffarabad. Usman Saifullah Kurd, a ‘commander’ of the Balochistan faction of the LeJ, was planning terrorist attacks in Islamabad. The meeting was also informed that the recent fighting among militants of the TTP, LI and pro-Government Ansar-ul-Islam (AI) from January 25 to March 18 might pose serious problem not only in the Federally Administered Tribal Areas (FATA), but also in Peshawar and other settled Districts of Khyber Pakhtunkhwa (KP). Meanwhile, the Election Commission of Pakistan is considering deployment of armed forces in at least half of the polling stations in KP and the FATA over security concerns, said Provincial Election Commissioner Sono Khan Baloch. Mr Baloch said that a high-level meeting was held in Peshawar two days ago to examine the security situation in the province and tribal areas, especially sensitive areas. Balochistan National Party (BNP) President Sardar Akhtar Jan Mengal on March 31 expressed his deep concern over the deteriorating law and order situation in Balochistan, pointing out that political workers were being killed ruthlessly to keep them out of campaigning, reports Daily Times. The Election Commission of Pakistan (ECP) is insisting on the Baloch parliamentarians to take part in the next parliamentary election, which the ECP secretary, Ishtiaq Ahmed, said will be held on time. Mengal claimed that since his appearance before the court in September last year nothing has changed. He said that Balochistan’s people had received 60 mutilated bodies; 70 had died in targeted killings and another 100 had disappeared. He said neither the ECP nor the caretaker Governments could resolve the reservations of the Baloch politicians, as the military operations and human rights violations continue unabated all over Balochistan. Mengal opined that 85% of the problems are due to the involvement of establishment, and the weak caretakers have no capacity to assert their authority.

The Lahore High Court has been told by a senior law officer not to rule in favour of giving official legal assistance to Jamaat-ud-Dawa (JuD) and Lashkar-e-Toiba (LeT) founder Hafiz Saeed in a case filed against him in the United States (US), as doing so would strengthen the hand of the Indian Government, reports Zee News. Amicus Curie of the high court Advocate Ahmer Bilal Soofi argued that the state could interfere only when a citizen is arrested in a foreign country. He informed the High Court that India had filed a lawsuit in a U.S. court to establish Pakistan's link with Al Qaeda, and therefore, warned that providing legal assistance to Hafiz Saeed at the Government level would strengthen New Delhi's allegations of Pakistan being a state sponsor of terrorism.

Two Kalashnikovs, two hand grenades and a pistol were recovered from their possession, Police claimed. Police said they were wanted to them in at least 70 cases of crime including abducting for ransom, murder, slaying attempts, police encounter and bank robberies, adding that besides involvement in several cases of crime, they were also involved in abducting of various Hindu traders from rural Sindh.

Two persons were killed and seven others were injured, among them an election candidate, in a bomb attack on a motorcade in the Janikhel area of Bannu District, reports Dawn. Adnan Wazir, a former member of the KP Assembly who is running as an independent candidate in the May 11 elections from the PK-72 constituency, was proceeding to the Wali Noor area along with supporters to address a rally when a remote-controlled explosive device ripped through his convoy comprising dozens of vehicles in Momiton Khel locality. Malik Mumtaz and Maqbool, the two elders, were killed on the spot. Adnan Wazir and six others, including a police constable, were injured in the attack. Mr Wazir won the 2008 general elections as an independent candidate but later he joined the Awami National Party (ANP). The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack. Calling from an undisclosed location, TTP spokesman Ehsanullah Ehsan told journalists that Mr Wazir was attacked because he was part of the ANP Government for five years. The TTP threatened more attacks against the ANP. “We are against ANP. We have directed our associates in Khyber Pakhtunkhwa to target ANP election rallies and all its leaders,” Ehsan said.
