An al Qaeda-linked militant who had called for attacks on China over its treatment of Muslims was killed in a US missile strike in North Waziristan of Federally Administered Tribal Areas (FATA) on February 15, reports Daily Times. The militant, identified as Abdul Haq Al Turkistani, leader of an outfit called the Turkistani Islamic Party (TIP), was killed in an attack by a US drone aircraft in North Waziristan, Pakistani intelligence and Taliban officials confirmed this belated news on March 1.

Security Forces (SFs) recovered the dead bodies of a senior Taliban ‘commander’ and five of his accomplices from the Madyan area of Swat on March 1. Sources said that dead bodies of former Taliban ‘commander’ in Buner, Muhammad Alam, Matta tehsil (revenue unit) ‘commander’ Shamsul Haq, and their accomplices Abdullah, Muhammad Musafir and Sher Zaman were found at a roadside in Madyan area. Alam was carrying a head money of PNR 10 million. The ISPR said the Taliban militants were killed at around 4am (PST) in a clash with the SFs. Jihadi literature, two pistols and three hand grenades were recovered from them.

The Taliban issued ‘threatening pamphlets’, claiming responsibility for the suicide attack on the Khasadar (tribal Police) personnel in Jamrud tehsil of Khyber Agency on February 10, 2010. The Taliban posted the threatening pamphlets on the walls of two mosques and some shops in Jamrud, in which the militants claimed responsibility for the attack on the Khasadar Force. The letters also warned women to wear a ‘proper veil’ when visiting Government offices in Jamrud. The pamphlets further declared the money distribution method employed by the Benazir Income Support Programme (BISP) as ‘wrong’, adding that the money should be distributed among people at their homes.

Pakistan-based Lashkar-e-Toiba (LeT) was on March 2 blamed by an Afghan intelligence official for February 26, 2010 car bomb and suicide attacks that killed 16 people, including 9 Indians, in Kabul, reports Times of India. Saeed Ansari, a spokesman for Afghanistan's intelligence service, said that his agency has evidence that Pakistani nationals, specifically LeT militants were involved in the attacks. "We are very close to the exact proof and evidence that the attack on the Indian guest house ... is not the work of the Afghan Taliban but this attack was carried out by Lashkar-e-Toiba network, who are dependent on the Pakistan military," Ansari said in an interview. He also said that one of the attackers was heard speaking Urdu. As reported earlier, the Afghan Taliban militants already claimed responsibility for the attacks.

Seven militants, including a ‘commander’, were killed in a clash between two factions of militants in the Dogar area of Kurram Agency in Federally Administered Tribal Areas (FATA) on March 2, according to Daily Times. The sources said the factions of militants headed by Mulla Toofan and Mulla Rafique clashed in Dogar area using heavy weapons and ammunition. As a result, seven militants, including Qari Yousaf, were reported to have been killed while Mulla Toofan fraction claimed to have made 48 militants, including Mulla Rafique, hostage. However, independent sources did not confirm the incident.

"We have struck some hideouts of militants in Pindyali, where, according to our intelligence reports, Faqir Mohammad, Omar Khalid, Qari Zia and Fateh from Swat were hiding," an Army official said. He added that they had learnt from their local sources that the militant commanders were present in the hideout during the attack and could have been killed or injured. The officials, however, did not provide further details about the number of the militants and their identity, who were killed or injured in the bombing. Faqir Mohammad is ‘chief’ of Bajaur Taliban militants and ‘deputy leader’ of the TTP. According to officials, Fateh, a dreaded militant ‘commander’ from Swat, whose real name is Omar Rahman, had come to Bajaur along with his fighters when a massive military operation was launched by the Government in 2009. According to the Federal Bureau of Investigation (FBI), Gadahn moved to Pakistan in 1998 and said to have attended an al-Qaeda training camp six years later, serving as a translator and consultant for the group. He had been wanted by the FBI since 2004, and there is a PNR one million reward on his head. The 31-year-old militant is known by various aliases including Yahya Majadin Adams and Azzam al-Amriki. He has posted videos and messages calling for the destruction of the West and for strikes against targets in the United States. The most recent was posted on February 7, praising the US Army Major charged with killing 13 people at Fort Hood in Texas, as a role model for other Muslims. A US court charged Gadahn with treason in 2006, making him the first American to face such a charge in more than 50 years.

Terrorist outfit Indian Mujahideen (IM) has set up bases not only in Karachi in Pakistan, where its top leaders Riyaz and Iqbal Bhatkal are currently located, but also has safe houses in Gulf countries, Nepal and Bangladesh, interrogation of arrested IM cadres has revealed, reports Economics Times. Such bases normally serve to house runaway IM leaders who operate from there to keep the local jihadi network alive. They also offer temporary shelter to IM recruits during transit between Pakistan, where they receive their terror training, and India. As per matching versions of IM operations put out by Salman, arrested by the Uttar Pradesh (UP) Police from Sidharthnagar District, Amjad Khawaja, arrested by the Hyderabad Police and Shahzad, arrested from Azamgarh District in UP, IM cadres were receiving training at the same facilities used by the Lashkar-e-Toiba (LeT), both in Karachi as well as other parts of Pakistan. However, the focus of IM training is mostly bomb-making, unlike LeT cadres who are trained to fire sophisticated arms and use guerrilla tactics. However, IM cadres, recruited from various Indian locations including Azamgarh, Bhatkal village near Mangalore in Karnataka and Hyderabad, receive their training from serving as well as retired officers of the Pakistani Army, who are referred to as ‘Bada Saheb’ and ‘Chhota Saheb’. Incidentally, this is part of the Inter Services Intelligence (ISI)-engineered ‘Karachi Project’ unveiled first by American terror suspect David Coleman Headley. Under the ‘Karachi Project’, Indian terror kingpins recruit jihadis from here and send them across to Pakistan for training. Once trained, these cadres ex-filtrate through the Jammu and Kashmir border or enter India via Nepal, Bangladesh or UAE. Further, Salman revealed that the outfit’s new recruiting grounds are now in South India. Salman claimed that hit hard by the arrest of its cadres between 2008 and 2009, the IM has launched a fresh recruitment drive. Investigators said that the terrorist outfit has traded its traditional bases in Uttar Pradesh for South India. Investigators also adds that one of the reasons for the IM to shift down south could be several arrests from the Azamgarh District base and a constant scrutiny by intelligence agencies.

Four persons were killed and 25 others injured when a powerful bomb exploded near the Bara Qadeem checkpost close to a market on the Bara Road in Peshawar on March 11, reports Dawn. Eight of the injured were children playing near the site of the blast. Peshawar Cantonment Circle Superintendent of Police Tauseef Haider said that the explosion took place just after an Frontier Crops (FC) convoy had passed through the area. The bombers struck during Friday prayers at around 12:50 pm (PST). The first bomber targeted an Army patrol unit near a mosque and the RA Bazaar bus stand. Gunshots were also heard following the attack, adding to the panic in the area. As rescuers rushed to help victims, another bomber struck around two minutes later only a few yards away from the site of the first attack. According to Police sources, initial investigations suggest both bombers were aged between 17 and 20 years. Bomb disposal squad officials said both bombers used suicide vests, weighing 10 kilogrammes each and packed with ball bearings and blades. A private television channel reported that the Tehreek-e-Taliban Pakistan (TTP) had claimed responsibility of the bombings while another television channel reported that al Qaeda-linked Sunni terrorist organisation Lashkar-e-Jhangvi (LeJ) had claimed responsibility of the bombings. "In the wake of the (26/11) Mumbai attack, investigators uncovered in controller records and e-mail accounts a list of 320 locations worldwide deemed by the LeT as possible targets for attack. Only 20 of the targets were located within India," Gary Ackerman said before a Congressional hearing last week. "The LeT has been attacking US forces in Afghanistan almost from day one and their forces are present throughout Afghanistan. The LeT has been slaughtering Indians by the score for decades. The LeT has put the world on notice that they intend to escalate the carnage and spread it worldwide," he said. Noting that it would be unfair and wrong to suggest that the LeT problem is strictly confined to Pakistan and Middle East, he said, adding in fact, one of the key facilitators of the Mumbai attack was an American of Pakistani extraction, referring to David Coleman Headley. "Unfortunately, the LeT enjoys a substantial global network stretching from the Philippines to the United Kingdom," Ackerman added. According to Ackerman, though after 9/11 Pakistan officially banned the LeT, the reality is that like other Islamist terrorist groups, LeT maintains a clear public presence and a vast recruiting network by providing extremely useful charitable and social services to millions of impoverished people in that country. "Public estimates suggest LeT operates some 2,000 offices in towns and villages throughout Pakistan, as well as maintaining ties with the Pakistani military. There is, in fact, no reason to doubt that Pakistan's military is likely paying compensation to the families of the terrorists killed in the Mumbai attacks. These are our allies in the war on terror," he informed. "Operational funding for the LeT comes from charitable fundraising amongst the general population in Pakistan, but also depends heavily upon contributions by Pakistani businessmen living abroad and other wealthy individuals from the Persian Gulf. Further, Interior Minister Rehman Malik said that a decisive operation will be launched against banned sectarian outfits if they do not refrain from carrying out terrorist attacks in the country. Malik made these comments at a joint-press briefing along with Information Minister Qamar Zaman Kaira after a special meeting of the federal cabinet, which was chaired by Prime Minister Yousaf Raza Gilani. He told The Washington Post in an interview that Bin Laden and other al-Qaeda leaders had gone into hiding. He further said that intelligence operatives recently intercepted a message from an al-Qaeda official urging Bin Laden to provide leadership to the terrorist outfit. The CIA chief said the setbacks for Al-Qaeda resulted from an accelerated number of drone strikes and improved coordination with Pakistan in what he called “the most aggressive operation that CIA has been involved in our history”. CIA had mounted 22 such strikes this year, putting the agency on course to exceed last year’s roughly 53 strikes, a record. The CIA chief, however, warned that Al-Qaeda was still seeking to recruit people who lack criminal records or known ties to terrorist groups. Mr Panetta cited recent arrests of top Taliban figures — most notably Mullah Abdul Ghani Baradar — as tangible evidence of improving ties with Pakistan’s intelligence service. He said that Pakistan had given the CIA access to Baradar since his capture and added that “we’re getting intelligence” from the interrogation.

Acting Police Chief of Islamabad Bani Amin Khan said both militants belonged to the Tehreek-e-Taliban Pakistan (TTP) and were planning more attacks, including strikes on a western club in Islamabad and a hotel used by foreigners. “We have arrested two master trainers from a hotel in Islamabad. They are the masterminds. They trained suicide bombers to carry out attacks in Islamabad,” Khan added. “They sent two suicide bombers who hit their targets, the United Nations World Food Programme and naval headquarters,” he added further. In the attack on October 5, 2009, a suicide bomber dressed in military uniform struck inside the heavily fortified UN office in Islamabad, killing four Pakistanis and an Iraqi working for the food agency. On December 2, 2009, a suicide bomber blew himself up outside a naval complex in Islamabad. He said Pakistan was striving to be a “moderate, democratic voice” since its return to civilian rule in 2008. “Friends can also change,” he said. “What the American people need to understand is that people and democracy in Pakistan are getting their act together,” he said. Security Forces (SFs) retaliated and recaptured the post. 21 Taliban militants and five Security personnel were killed in the fighting,” said an Army statement. Locals said, “around 150 Taliban” attacked the base camp in Kalaya. Orakzai Political Agent Riaz Mehsud confirmed the death of the lieutenant colonel. He also mentioned the presence of local as well as foreign militants in South Waziristan Agency, including those affiliated with al-Qaeda, with their headquarters in Makin from where suicide attacks on civilians and military installations were planned and executed. Malik also accepted the challenge of a member to provide the list of at least 100 militants killed in operation that the Government had declared militants. “I am even ready to present the list of 100. Give me time by Monday or Tuesday,” he said. To a question about civilian casualties, he said announcements were made for the people to leave the areas prior to the start of the operation. But, those who did not leave either did not want to leave or they were siding with the militants. He quoted the example of Mohmand Agency where Maulvi Faqir Mohammad and Qari Ziaur Rehman were found from a civilian’s home.” If the people do not leave the area and are hit during the operation, it is not our fault. We tried that no innocent was killed during the operation,” he added. The Lahore commissioner has issued the warning to the Capital City Police Officer, Lahore, and others. The letter, quoting the report of an intelligence agency, warned that Abu Bakar alias Abdullah Farooqi, a resident of Vehari, who is a TTP militant, had entered Lahore, along with his two associates, for launching terrorist attacks in the city. The same group has also been tasked to target Maulana Tahirul Qadri for issuing a decree against the suicide bombings. The letter further said that Abdul Mannan Muavia of Lashkar-e-Jhangvi, a resident of Muzaffargarh, along with his three accomplices, is planning to target some Senior Police Officers and the Police offices in Jhang District in the near future. One of the schools was a boys’ primary school, while the other was a Government-run girls’ primary school. The attack on the boy’s school took place in Maidan town, where residents took up arms to fight against militants fleeing a military offensive designed to crush Taliban insurgents in 2009. Five rooms of the Government-run school were destroyed.

As many as 25 Taliban militants and six soldiers were killed on March 31, as Security Forces (SFs) clashed with militants in Jansi area of Bara tehsil (revenue unit) in Khyber Agency of Federally Administered Tribal Areas (FATA), according to Daily Times. Six Frontier Constabulary (FC) personnel were killed and 30 others injured when militants attacked the FC Fort with heavy weapons, including rockets. The FC retaliated and killed over 20 militants, a FC official said adding that however a number of them managed to flee to the nearby mountains. An Inter-Services Public Relations statement said that a group of 80-100 militants armed with guns, rockets and explosives-laden vehicles launched the attack, but the soldiers fought back, killing 20 terrorists and injuring 30 others in the ensuing battle.

Two missiles were fired,” a security official said. “Four people were killed,” he added. The strike took place at Tapi village in North Waziristan, about 20 kilometres east of Miranshah.
