Security forces (SFs) are reported to have killed at least 41 foreign terrorists, including their Chechen ‘commander’, in a raid carried out by gunship helicopters on their hideout on March 1 at Danday Saidgai village in North Waziristan bordering Afghanistan. Four Pakistani tribesmen and a soldier were also killed and an unspecified number of them were injured in the raid and subsequent exchange of fire between the two sides, according to The News. An unnamed senior military officer said the slain Chechen ‘commander’ was named Asad. The officer denied reports that Tahir Yuldashev, chief of the Islamic Movement of Uzbekistan, was the prime target in the raid. He added the Uzbekistani terrorists normally hide and operate in South Waziristan, while the Chechens had sought refuge in North Waziristan. Military sources said the Chechens were using the residence of a cleric, Maulana Noor Piao Khan, in Danday Saidgai close to the Afghan border as a hideout and training camp. The raid on Danday Saidgai reportedly led to protests in Miranshah, headquarters of North Waziristan, and triggered violence. Eyewitnesses said pro-Taliban tribesmen responded to a call for Jihad by Maulana Abdul Khaliq, head of the Gulshan-i-Ilm Madrassa (seminary) in Miranshah, and began firing rockets and R/R guns at the Frontier Corps Fort and other military installations. Military sources said the troops returned fire and used artillery guns and other heavy weapons to fire in the direction from where they were attacked. Homes in Hamzoni, Palangzai, Darpakhel, Saidgai and Miranshah were consequently damaged. The cross-firing also caused injuries to a number of civilians, including at least four women. One woman was reported killed in Palangzai village.

Taliban operatives are reported to have taken over Government buildings in Miranshah, headquarters of North Waziristan, occupied the area’s telephone exchange and patrolled the streets. According to Dawn, eyewitnesses and Government officials said that after the March 1 gun-battle between security forces and Taliban remnants, a large number of families started moving to safer places. Sources said that Taliban operatives had taken over the telephone exchange in Miranshah. The exchange had already been shut down by the military to disrupt communication between terrorists. The Taliban also reportedly took over the irrigation department building, snatched Government vehicles and occupied rooftops of buildings near the main market. Political authorities pulled out paramilitary troops from the main bazaar as the Taliban took positions at key points in the town.

A US diplomat, identified as David Fyfe, his Pakistani driver and a Rangers official were killed and 54 persons injured in a suicide car bombing near the US consulate in Karachi on March 2-morning, a day before the US President George W. Bush reaches Pakistan. The blast occurred behind the Marriott Hotel and in front of the Naval Central Surgery a few yards away from the consulate, according to The News. Niaz Siddiqi, the Capital City Police Officer, confirmed at a news conference that it was a suicide car bombing. "The blast was suicidal and pieces of a human body found from the site are those of the suicide bomber," the Karachi police chief disclosed. "Due to strict security arrangements, the suicide bomber could not reach his target (the US consulate) and blew the car up on the way, when a motorcade of US diplomats was passing through," he added. Witnesses said the incident created a 10x10 feet crater and damaged almost the entire front elevation of the Naval Central Surgery and the back elevation of the hotel. About 20 cars were damaged and some of them reportedly caught fire.

According to Daily Times, immigration officials on March 3 arrested a Belgian national on terrorism charges at Lahore Airport while he was trying to board a plane for Islamabad. Micha Ballen is wanted by Belgium for involvement in several crimes and is believed to be a terrorist. He came to Lahore from London on February 7 by a Gulf Air flight and was staying at a seminary near the city. Ballen is originally from Rwanda but is also a Belgian national, a security official told Daily Times. The Belgian embraced Islam a few years back after establishing links with a religious outfit in Pakistan, he said. "Intelligence agencies intercepted his e-mails which showed that he is connected to militant outfits and wanted to join in their activities."

More than 100 terrorists were reportedly killed in two separate operations by security forces (SFs) at Miranshah and Mir Ali in North Waziristan on March 4. Three SF personnel died while nine others were wounded in the operation. According to Daily Times, the main army base at Miranshah came under heavy rocket fire from terrorists, who also occupied the main Miranshah Bazaar, various Government offices and the telephone exchange. SFs retaliated with helicopter gun ships and heavy artillery fire, Geo Television reported. It confirmed that at least 85 terrorists had died in the operation. Meanwhile, unidentified men ambushed a SF convoy in Mir Ali, killing two soldiers and injuring seven others. The troops killed 25 terrorists in retaliation, Geo said. There were also unconfirmed reports of deaths of civilians caught in the cross firing. Inter Services Public Relations Director General, Maj. Gen. Shaukat Sultan, put the number of casualties in the two operations at 46, but could not confirm the death toll. The encounter reportedly commenced on March 4-afternoon after the main army base was attacked “from all sides”, eyewitnesses and a military official said. “Security forces are retaliating after coming under the miscreants’ fire at the main base in Miranshah from all sides,” the military official said. It was not possible to independently verify the number of deaths due to the disruption of lines of communication in Miranshah, headquarters of North Waziristan, according to The News.

While an unnamed official identified the building as the Khalifa Madrassa (seminary), the Inter Services Public Relations denied that the building destroyed was a Madrassa, saying it would be more accurate to call it a house since there had been no classes there since October 2005. Most of the students there were reportedly Afghans. The official said it was the third seminary to be destroyed in the last fortnight after intelligence reports indicated that terrorists were hiding out in Madrassas in the area and using them as launching-pads for attacks on Government forces. CNN and NBC News reported in November 2005 that Mustafa Setmariam Nasar was captured after a gun battle in a remote area of Kohat in the North West Frontier Province. CNN also reported that one of Nasar’s aides was killed in the incident. Sources in the Interior Ministry told Daily Times on March 15 that the State Department recently sent a letter to Federal Investigation Agency Director General Tariq Pervez through the US Embassy in Islamabad, seeking information about Nasar’s arrest. The letter, referring to various reports in the American and Spanish media about the arrest, asks the Pakistan Government to confirm whether the Syrian fugitive was being held in Pakistan and inquires about his latest status. The Syrian-born Nasar is considered the mastermind of the Madrid bombings, a series of coordinated attacks on March 11, 2004, which killed 192 people and wounded 2,050. The step has been taken keeping in view the ongoing military operations in Waziristan and Balochistan. The intelligence agencies have submitted reports to the Interior Ministry mentioning the possibility of a strong backlash from terrorists against the ongoing operations. According to the reports, the terrorists could target vehicles carrying officials working at these sensitive places, the sources said. They said terrorists and members of banned religious groups could also exploit the situation and take officials hostage to press the Government to fulfill their demands. In light of these reports, official monograms have been removed from the vehicles carrying the officials, the sources added.

Exploitation of religion, terrorism in Pakistan and across the world, blackmailing and depriving the weaker tribesmen of their rights would not be tolerated any more, said the president. Referring to the situation in Waziristan, Gen. Musharraf said militants hiding there were violating the sovereignty of the country and held them responsible for spreading terrorism. "I warn them that they should quit Pakistan or we’ll kill them all." The general said those supporting them would also not be allowed to live in Pakistan. "We’ll eliminate terrorists and extremists". The president alleged that a few Sardars were responsible for the unrest in Balochistan. "Their days are numbered. The situation will witness a marked improvement over the next few days," he said, implying that a stronger action was about to be taken against those fuelling the situation. The clashes at Sur Dand area in Khyber Agency commenced on March 27 when supporters of cleric Mufti Munir Shakir laid siege to the house of a staunch follower of rival cleric Pir Saifur Rehman. Mufti Shakir and Pir Rehman reportedly ran illegal FM radio channels and the clerics, who used abusive language against each other in sermons on their channels, had left the tribal region some time ago under Government pressure. Officials claimed the two were orchestrating violence to force the administration into allowing their return to the region. BBC reported that the clash was about territorial control and enforcing the conflicting Muslim beliefs of the two rival clerics. Unnamed officials said the clash started when workers of Lashkar-i-Islam, formed by Shakir’s supporters, asked inmates of the house of Bacha Jee, follower of Rehman, to surrender, which they refused. In the ensuing gun-battle, which lasted eight hours, seven Lashkar men were killed and 25 others injured. The administration with the help of a Jirga (tribal council) was able to enforce a truce. However, officials said, the Lashkar activists violated the agreement on March 28 and made a pre-dawn attack on the house. Sources added that Lashkar activists captured and killed 18 men and also took an unspecified number of women and children hostage. The house was set ablaze and subsequently demolished.

Paramilitary forces on March 29 launched an operation against cleric Mufti Munir Shakir’s supporters in Khyber Agency after a tribal Jirga (council) failed to convince the latter to shut down an illegal FM radio station, security sources told Daily Times. Troops fired mortar shells on the radio station to shut it down, sources added. Earlier, more than 50 families left Khyber Agency on the same day after the Government warned that action against Shakir was imminent. According to Daily Times, the Sindh High Court on March 31 allowed the appeals of four Lashkar-e-Jhangvi (LeJ) activists, including its chief Akram Lahori, and set aside their convictions on murder recorded by an anti-terrorism court. The court ordered their immediate release if the men were not required in any other case. Mohammad Ajmal alias Akram Lahori, Mohammad Azam, Malik Tassaduq Hussain and Attaullah were found guilty by the trial court of killing six men and injuring five others while they were praying at the Ali Murtaza mosque in Mehmoodabad on October 4, 2001. Attaullah and Azam were sentenced to death while Akram Lahori and Tassaduq Hussain were given life imprisonment. The Sindh High Court bench allowed the appeals and acquitted the appellants of murder charges. It said the prosecution had been unable to prove the appellants guilty.

According to officials, the insurgents planted explosive devices around the four towers of the 220 KV Quetta-Sibi and 132 KV Quetta-Sibi double circuit transmission line in Kartani, some seven kilometres away from Mach township, and detonated them at around 2:27am. The Balochistan Liberation Army chief Ghazain Marri has been detained by the United Arab Emirates (UAE) Government in Dubai on money laundering charges, according to Daily Times. Official sources said that the second son of Baloch leader Nawab Khair Baksh Marri was taken into custody on March 22 by the Dubai authorities for his alleged involvement in money laundering cases in the Persian Gulf emirate. Sources also said the 46-year-old Ghazain was detained from Dubai’s Dera area on the request of the Pakistan Government which had lodged a formal complaint to the UAE about his alleged involvement in arranging finances for terrorist activities. However, Ghulam Mohammad, the Balochistan National Movement president, said he was not aware about Ghazain’s detention or arrest in the UAE or anywhere else. Raziq Bugti, adviser to the Balochistan Chief Minister, also denied the arrest.
