Despite the Pakistan Army’s announcement on June 1 of “successful conclusion of the operation in Orakzai Agency”, locals and officials said on June 2 that more than half of the Agency was yet to be cleared of the Taliban (TTP). “The military has cleared only Lower Orakzai, while the situation in upper and central Orakzai has not changed much, as the army is yet to evict the Taliban (TTP) from these areas. The battle is far from over,” locals of Lower and Upper Orakzai told Daily Times. A brief statement issued by the Inter-Services Public Relation (ISPR) on June 1 said, “(The) COAS’ visit to Orakzai Agency marks the successful conclusion of operations in the agency.” “In Upper Orakzai, security forces took control of Dabori, while Mamozai, Ghaljo and Shahoo areas are still in Taliban control,” residents and officials in the adjacent Hangu District said. Officials said Uzbek and other terrorists belonging to the “Lal Masjid group” and the Taliban (TTP) from Swat, Bajaur and Waziristan were putting up “stiff resistance” in Upper Orakzai. However, they said the forces had cleared areas bordering Khyber Agency in northern Orakzai, blocking the Taliban’s attempt to zero in on Peshawar and target supply routes for NATO and American forces in Afghanistan. “The TTP will not reach Peshawar as effortlessly as it would have prior to the operation. However, the job is yet to be completed in western Orakzai. That is where the real problem lies,” the officials added.

The Pakistan Army declared victory over militants in Operation Khwakh Ba De Sham (I will see you) in Orakzai Agency of Federally Administered Tribal Area (FATA) on June 1 and said that the military operation in the area had been completed and civilians could expect to return home soon, reports Dawn. The announcement about the operation’s end was contained near the end of a short press release describing a visit to Orakzai and neighbouring Kurram tribal regions by Chief of Army Staff (COAS) General Ashfaq Parvez Kayani. “Kayani’s visit to Orakzai Agency marks the successful conclusion of operations in the agency,” the statement said, adding: “He appreciated the professional conduct of the operation which has cleared the agency of terrorists.” The statement also said civilians who fled Orakzai could expect to return home soon. More than 200,000 people are believed to have poured out of the area since the end of 2009.

A UN investigator called on June 2 for a halt to CIA-directed drone strikes on suspected al Qaeda and Taliban terrorists, warning that killings ordered far from the battlefield could lead to a “Playstation” mentality, reports Daily Times. Philip Alston, UN special rapporteur on extra judicial executions, said missile strikes could be justified only when it was impossible to capture insurgents alive instead and only if they were carried out by regular US armed forces operating with proper oversight and respect for the rules of war. The CIA’s use of unmanned Predator or Reaper drones in Afghanistan and Pakistan against al Qaeda and Taliban suspects had led to the death of “many hundreds”, including innocent civilians, he said in a 29-page report. “Intelligence agencies have no place in running programmes that kill people in other countries,” Alston said. The US is believed to control the fleet of drones from CIA headquarters in Virginia, coordinating with civilian pilots near hidden airfields in Afghanistan and Pakistan who fly the drones remotely, according to Alston. “Because operators are based thousands of miles away from the battlefield, and undertake operations entirely through computer screens and remote audio-feed, there is a risk of developing a ‘Playstation’ mentality to killing,” he said, referring to the popular Sony 6758.T video game console.

Sources said that unidentified militants fired three multi-barrel rockets at Peshawar from the Akakhel tribal area at around 10:25 p.m. One of the rockets landed at the shrine of Hazratjee Baba in Abdarra while another hit the house of one Imtiaz in the same locality, close to the Peshawar Airport. The Peshawar airport, which also serves as an airbase for the Pakistan Air Force, was the obvious target of the rockets but it wasn’t hit.

The Punjabi Taliban holed up in south Punjab have become more dangerous and are geared up for large-scale sabotage in the country, Interior Minister Rehman Malik said on June 2, reports Daily Times. Addressing the Senate Standing Committee on Interior, Malik revealed that the Lashkar-e-Jhangvi (LeJ) had been behind the Marriott Hotel bombing, the General Headquarters attack, the attack on the Sri Lankan cricket team and the recent incidents in Lahore. He maintained that the Punjab Government had been asked to launch action against suspected groups. The interior minister said at least three agents of the Indian intelligence agency, R&AW, had been arrested on intelligence reports. He said no military operation has been planned against banned outfits in Punjab rather effective action would be taken jointly to eliminate them. Talking to reporters, the minister said 29 banned outfits, including LeJ and Sipah-e-Sahaba Pakistan (SSP), were active in Punjab. Tribesmen said beheaded body of a 70-year old Afghan national, Mohammad Wadeen, was found near Tableeghi Markaz in Miranshah, principal town of North Waziristan. Unknown armed men, suspected to be militants, had kidnapped him about four months ago. Tribal sources said that the slain Afghan national had taken an active part during the Afghan jihad against the Soviet Forces. He was living at a village near Chashma Pul, close to Miranshah. Another body recovered near Miranshah was riddled with bullets. Tribal sources said a few days back suspected militants stopped the Miranshah-Bannu bound mini-passenger coach and asked a local tribesman to disembark. The person belonged to Deegan village in the troubled Dattakhel tehsil (revenue unit) in North Waziristan. His abductors had shifted him to an unknown location for interrogation. His body was found on the Miranshah-Mir Ali road. A note left with the body accused him of facilitating a US drone attack in Dattakhel area was also found.

Quoting a private television channel Daily Times reports that Interior Minister Rehman Malik has said on June 4 that the policy against the banned religious organisations has been forwarded to the Punjab Government and the Security Forces have arrested as many as 700 militants belonging to southern Punjab. He said that the law enforcement agencies throughout the country have been told to crack down on the banned militant outfits and the Government was ready to combat with the militants. He said that the banned groups would not be allowed to stage protests and the crackdown applies to all major cities. The Minister added that the Rangers had been asked to take action against the groups which were creating law and order situation in Karachi and that it was not the banned outfits but instead the banned individuals who were operating in the country.

According to details, after receiving a tip-off, a team formed by Crime Investigation Department (CID) Senior Superintendent of Police (SSP) Fayyaz Khan raided a house in Orangi Town and caught Najamul Hassan alias Najam Shah, Muneer Hussain Jaffery and Nazakat Hussain; however two others, Iftikhar and Jamil Hussain managed to escape. Officials claimed to have recovered a Kalashnikov, two repeaters and two TT pistols from their possession. A London School of Economics (LSE) report authored by Matt Waldman, a fellow at Harvard University claimed on June 13 that the Pakistan’s Inter-Services Intelligence (ISI) provides funding, training and sanctuary to the Taliban in Afghanistan on a scale far greater than previously believed .The LSE study, based on interviews with nine Taliban field commanders in Afghanistan between February and May 2010, claims the relationship between the ISI and the militants goes far beyond current estimates. “Although, the Taliban have a strong endogenous impetus, according to Taliban commanders the ISI orchestrates, sustains and strongly influences the movement,” wrote author Matt Waldman. Waldman said the ISI appears to exert ‘significant influence’ on strategic decision-making and field operations of the Taliban and controls the most violent insurgent units, some of which appear to be based in Pakistan. Insurgent commanders claimed the ISI was even officially represented, as participants or observers, on the Taliban supreme leadership council, he said. The report alleges that President Asif Ali Zardari himself had assured captive senior Taliban leaders that they were ‘our people’ and had his backing. He had apparently authorised some to be released from prison. However the LSE report was dismissed by the Pakistani military as "malicious and baseless”. Presidential spokeswoman Farah Ispahani and Afghan Taliban also rejected the report.

The report says a large number of prisoners were taken to Quetta, where they were released to cross the border (into Afghanistan). The report says that President Asif Ali Zardari held a meeting with the Taliban ‘second-in-command’ Mulla Abdul Ghani Baradar and two other Taliban leaders and they were released after 48 hours of their arrest following the meeting. The report further says that seven out of 15 members of the Quetta Shura of the Afghan Taliban surely belong to the Pakistani Intelligence. The report accused Pakistan of providing food and arms to the Taliban militants. According to the report, Pakistan also guides the Taliban how to detect landmines. The report also claims that Pakistan gives technical advice to the Taliban for disrupting NATO supplies and the families of suicide bombers are being provided PNR 200,000.

Pakistan’s Punjab province government, which is led by the PML-N, gave PKR 82.77 million to the JuD, whose chief Hafiz Saeed is accused of masterminding the terror attacks, and its associates in the last fiscal year(2009) This information was revealed in a supplementary budget tabled in the Punjab Assembly which showed that that the Provincial Government gave a grant of over PKR 79 million to the Markaz-e-Tayyaba, which is the headquarters of the JuD in Muridke near Lahore in Punjab. According to reports, the government also gave an additional PKR 3 million as grant for the schools run by the JuD in different districts of Punjab. Provincial law minister Rana Sanaullah revealed to a television channel that the money had been given to the JuD. He told a TV news channel on June 15 that the money was given to these institutions after the JuD was “banned” in the wake of the 2008 Mumbai attacks, and the Punjab Government appointed an administrator for the organisation.

The Federal Investigation Agency (FIA) has completed its inquiry into the assassination of former Prime Minister and Pakistan People’s Party (PPP) chairperson Benazir Bhutto, blaming Taliban (Tehreek-e-Taliban Pakistan, TTP) leader Baitullah Mehsud for orchestrating the attack, according to Daily Times. According to the text of the 39-page report, the attack was planned in Akora Khatak by former students of Madrassa Darul-Uloom Haqqania.One of the prime suspects in the case, Hassnain Gull, has told investigators that Benazir was targeted due to her stance over the Lal Masjid operation. In the report, an ISI official confirmed that he had recorded a telephonic conversation in which Baitullah Mehsud himself issued instructions to some of the arrested terrorists to assassinate the PPP leader. A joint investigation team (JIT) of the FIA alleged that Inspector Kashif Riaz who was then the station house officer (SHO) of City Police Station Rawalpindi, “intentionally” did not complete the post-mortems of 24 people who were killed in the incident along with Benazir. The team further alleged that Superintendent of Police (SP) Ashfaq Ahmed who had been deputed at Liaquat Bagh on security duty that day went on a highway patrol instead along with other Police personnel and later tampered with the case records.The FIA team has also alleged that Senior Superintendent of Police (SSP) Khuram Ishtiaq attempted to destroy the circumstantial evidences when he ordered police to hose down the crime scene. The FIA report also revealed that there were two suicide bombers present outside Liaquat Bagh to target the PPP leader. Earlier, all investigation reports claimed that only one suicide bomber, Saeed alias Bilal, was present at the spot and exploded himself near Benazir Bhutto’s vehicle. However, the new FIA report reveals that Baitullah also sent another suicide bomber, Akramullah, for carrying out the attack. After Bilal exploded himself, Akramullah escaped from the crime scene. Bilal and Akramullah both received their training in a Taliban training camp in Barond, in South Waziristan in Federally Administered Tribal Areas (FATA).

The offer was made in telephone calls to journalists from purported Taliban spokesman Ikramullah Mohmand. “We are ready to exchange prisoners with the government as our comrades are in government custody too,” the Taliban (TTP) spokesman said. A Pakistani intelligence report, according to the British Broadcasting Corporation (BBC), says that militants are publicly raising funds in the Punjab Province. The report says at least 17 banned militant outfits are operating in the Province under different names. They are raising donations through religious gatherings, certificate award ceremonies and meetings held in the name of social welfare. The report identifies the most active among these groups as the Ghazi Force, named after a top cleric of Islamabad’s Lal Masjid, who was killed during a siege of the mosque by Security Forces in 2007. It says the group has close working relations with the Tehreek-e-Taliban Pakistan (TTP). The report reveals that members of the Ghazi Force have carried out several attacks against Government targets in the Punjab with the support of the Taliban (TTP). It says the militants are spreading out across the Punjab and other areas of the country because of the military operations targeting their bases in the tribal areas. The groups are also trying to set up networks in Sindh.

The judge handed down two prison terms for each person, one for 10 years on a criminal conspiracy charge, and the other for five years on the charge of funding banned outfits. The terms are to be served concurrently. The convicts, Rami Zamzam, Ahmed Manni, Aman Abdullah, Umar Farooq and Waqar Hussain were acquitted of three charges, including planning to wage war against the US and Afghanistan. Pakistan Interior Minister Rehman Malik had said that the agencies of the two countries would be working together to prevent any repeat of November 26, 2008 (also known as 26/11) Mumbai terrorist attacks. At a joint press briefing with Union Home Minister P. The sources said that law enforcers had conducted a raid on a militants’ hideout located in the Raiwind area and had recovered a large quantity of weapons and ammunition. The sources said that acting on information a special team of law enforcers, including intelligence agency personnel, had raided the hideout on June 28. Law enforcers arrested three militants, Sher Afzal, Kamran Naveed and Waheed, from the hideout. During the initial interrogation, they revealed the existence of a hidden weapon and ammunition store in the same house. According to Police sources, the arrested militants were handed over to another law enforcement agency for further investigation. “Later, during initial interrogation, it was established that the three arrested people had strong links with terrorist groups working across the country. It was also discovered that they were the masterminds of the attacks on UN vehicles and other installations across the country,” the sources said, adding that the arrested men also confessed about their hideouts in various parts of the city, on which the Lahore police hierarchy issued directions for an immediate large-scale operation in the disclosed areas. Subsequently, several teams of the Lahore Police arrested 15 more terrorists during raids at hideouts in different areas of the city as well as its outskirts in night of June 28. “During which, police teams arrested more than 15 suspects and shifted them to undisclosed locations for further investigations,” the sources said, adding that so far all the arrested persons have been declared suspects in incidents of terrorism across the Punjab Province and so far all the arrested persons have failed to provide their identification documents to the authorities.
