At least two persons were injured when militants targeted a passenger vehicle carrying volunteers of a lashkar (tribal militia) to Paya Jawaki from Bilitang with a remote controlled bomb in Kohat. Two tribesmen, identified as Fazal Rehman and Fazal Raheem, residents of Paya area of FR Kohat, sustained injuries while the vehicle was slightly damaged. Eyewitnesses said that a remote controlled explosive device exploded when the vehicle crossed Government High School Bilitang.

Spanish Police arrested six Pakistanis and a Nigerian suspected of providing forged passports to outfits linked to al Qaeda, including the outfit accused of plotting the November 26, 2008 Mumbai terrorist attacks (also known as 26/11), the Interior Ministry said on December 1, reports Daily Times. Three others, two Pakistanis and a Thai national were held in Thailand as part of the same Operation Kampai, which “neutralised a vast cell that helped provide passports for al Qaeda”. Spanish Police detained the seven suspects in raids in and around the north eastern city of Barcelona, which has a large Pakistani community, late on November 30. The gang stole documents, including passports, which were sent to Thailand to be forged and then delivered to al Qaeda-linked “terrorist groups”, in particular the Pakistan-based Lashkar-e-Toiba (LeT) that has been accused of plotting the Mumbai attacks, the ministry said.

It was reported that Amanullah Afridi and Matiur-Rehman were supporters of Lashkar-e-Jhangvi (LeJ), and said Abdul Rauf Azhar was acting on behalf of Jaish-e-Mohammed (JeM). Treasury Department described the LeJ and JeM as “Pakistan-based terrorist organizations.” It said LeJ was responsible for the 2002 kidnapping and murder of US journalist Daniel Pearl among other acts and said the JeM has conducted attacks in India and Afghanistan.

Frontier Corps (FC) vehicles were going to Khuzdar from Surab in Kalat District of Balochistan when unidentified assailants ambushed vehicles near Sunni area entrance of the Khuzdar District. The Crime Investigation Agency (CIA) on December 3 arrested five suspected Tehreek-e-Taliban Pakistan (TTP) militants involved in the suicide attack on Rescue 15 Police and Inter-Services Intelligence (ISI) buildings in Lahore on May 27, 2009, reports Dawn. A CIA Police team arrested five militants in a raid carried out after a tip-off from a Ravi Park resident that terrorists were hiding in the area. The militants were identified as Sarfraz Ahmad, Shabbir Ahmad, Umer Hayat, Hafiz Mahmood and Abid Akram. Interrogations revealed that the arrested suspects belonged to Al-Tauheed Wal-Jihad Group of TTP led by Dr Umer Kundi. Four explosive jackets, eight mortar bombs, 13 fuse mortar bombs, one hand grenade, 32 hand grenade pins, one pistol, one SMG rifle, one roll of detonator card, 13 fake number plates and dozens of bullets were recovered from possession of the militants. The arrested men had received terrorist training at Datta Khel area of North Waziristan in Federally Administered Tribal Area (FATA). The attack had claimed lives of 29 people, 19 police officials and a senior officer of an intelligence agency among them, besides injuring 416 others.

A State Department cable signed off by Secretary of State Hillary Clinton released by WikiLeaks also suggests that the JuD continues to operate and raise funds and it was unclear what steps the Pakistan Government has taken to freeze its assets to implement UN sanctions. According to the cable dated August 10, 2009, originating from Clinton, a US request to list Hafiz Saeed on a sanctions list was put on hold before the November 26, 2008 Mumbai terrorist attacks (also known as 26/11) that India blames on the JuD founder. "Prior to the (Mumbai terrorist attacks) attacks, our request to list (Jamaat-ud-Dawa) JUD and (Hafiz Muhammed) Saeed were placed on hold by China at the behest of Pakistan," the cable marked secret and addressed to the US Embassy in Islamabad and the Permanent Mission of the US to the UN, said. He said the improvement of economic relations could lead to development as well as change in the lives of the people, forming a basis to prepare a common strategy to confront the trends of extremism and militancy. Earlier, on December 4, Prime Minister Yousaf Raza Gilani and Afghanistan President Hamid Karzai renewed commitment to continue their joint strategy against terrorism and take their cooperation in the economic sector to a higher level. "Saudi Arabia remains a critical financial support base for al-Qaeda, the Taliban, LeT, and other terrorist outfits, including Hamas, which probably raise million of dollars annually from Saudi sources, often during Hajj and Ramadan," the cable revealed. It said that the Saudis had made "significant progress" under US pressure to deal with the issue, especially disrupting al-Qaeda’s sources of money in Saudi Arabia. Among the dead were 12 Government officials and two television journalists –Pervez Khan and Abdul Wahab. Political Agent Zabit Khan is among the injured. According to Mohmand Political Agent Shamsul Islam, a jirga of a peace committee of Alizai and Safi tribes was in progress at the office of Roshan Khan Mehsud to devise a strategy against terrorism in the tribal region when two suicide bombers tried to enter into the premises, but blew themselves up when stopped by security personnel. The ‘chief’ of the Mohmand chapter of Tehreek-e-Taliban Pakistan (TTP), Umer Khalid, claimed responsibility for the attack. “Our two suicide bombers targeted people who were working against the Taliban,” Umer Khalid told AFP by telephone from an unknown location. “Those who will work against us and make lashkars (tribal army) or peace committees will be targeted. Our war is to enforce Sharia and anyone who hinders our way or sides with America will meet the same fate,” Khalid added.

According to sources, the operation was launched as a part of Muharram security plan. They said the operation was initiated on the information provided by four arrested assailants during investigations. They revealed that some terrorists from Wana and Waziristanwere residing in various areas of Pirabad in Karachi. The Rangers started a house-to-house search and questioned some 600 persons and arrested 13 militants of the TTP. The Rangers have also identified a camp office of the TTP and recovered a cache of weapons and explosives.

The blast took place at around 1.50pm (PST) when people were returning home in Lower Orakzai Agency from the bazaar. The explosion damaged 11 other vehicles. The Police media cell said the suicide bomber appeared to be 18 to 20 years old and his jacket contained six kilograms of explosives. The Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack. Usman Ali, a spokesman for the TTP Kohat chapter, told on telephone that “One of our Fidayeen has carried out the attack. I cannot disclose his name at this stage. I can only confirm that my superiors ordered the attack.” Kohat division commissioner Khalid Khan Umerzai said that “We have 197,000 internally displaced people in Kohat. I have sent more than 4,400 families over the past four days to Orakzai Agency, but their presence in such a large number is an imminent threat to security.” Daily Times reports that it was a sectarian attack as most of the passengers belonged to Shia community. The daily quoting Usman Ali, the TTP Kohat chapter spokesperson, reports that “Shias were targeted and more such attacks would follow”. Though there was no official confirmation, the Long War Journal — which has embedded reporters covering the war on terror in Afghanistan — reported the killing of Ibn-e-Amin in detail. The US drone strike killed Ibn-e-Amin who was reportedly present in the meeting of the Lashkar-e-Islam (LI), a TTP off-shoot in Khyber Agency. Commander Ibn-e-Amin belongs to the TTP Swat chapter. Officials sources said that at least 150 militants launched coordinated attacks on the five checkpoints — three in Safi tehsil (revenue unit) and two in Baizai — at about 1.30am (PST). Political agent Amjad Ali Khan said on December 24 that the bodies of seven militants had been found. But the TTP denied the claim and said they had lost only two men in the clash which followed the midnight attack. Sajjad Mohmand, a spokesman for the TTP Mohmand chapter, claimed that two soldiers had been captured. "We have killed 12 soldiers and occupied a checkpost," TTP spokesman Sajjad Mohmand added. However, Security officials rejected the TTP’s claim of capturing two paramilitary soldiers and said that no-one was missing.

Roads were closed in and around the Taj Mahal Palace hotel, the focus of the militant siege two years ago that killed 166 people, while armed Police were out in force at high-profile sites, including overseas consulates. Mumbai Police warned that four operatives of the LeT were preparing a "violent attack" during the festive season and called for residents to be vigilant. "The four recently sneaked into the city to carry out extremely dangerous activity," joint Police commissioner Himanshu Roy said, adding, "It is going to be a violent attack." Roy had no information about the nationalities of the four men but they were identified as Abdul Karim Musa, Noor Abdul Elahi, Walid Jinnah and Mehfooz Alam. "If they have issued an alert of this level it will be credible," homeland security specialist Ajai Sahni, the executive director of the Institute of Conflict Management in New Delhi, said, adding, "Alerts are issued fairly frequently. A total of 1,224 people were killed and 2,157 more injured in 52 suicide attacks across Pakistan since January, making 2010 one of the bloodiest years since the turn of the century, Times of India reported on December 24. Though the total number of suicide bombings decreased 35 per cent this year as against the past year, 2010 was the bloodiest year since 2001 in terms of the number of the people killed in such attacks. Pakistan witnessed 80 suicide attacks in 2009 that killed 1,217 people and injured 2,305 others. On an average, suicide bombers killed 102 persons a month this year, compared to last year's average of 101 killings a month. The bombers, on an average, killed more than 23 Pakistanis every week and over three persons every day in 2010. Over four suicide attacks were carried out every month this year, compared to six assaults every month in 2009. Civilian casualties accounted for 49 per cent of the total deaths caused by suicide bombings this year. The remainder were personnel from security forces and law enforcement agencies, including the Police, military, Frontier Constabulary (FC), Pakistan Rangers, Inter-Services Intelligence (ISI) and Khasadar militia. Twelve per cent of casualties were Shias, eight per cent were Ahmedis and six per cent were Barelvi Muslims. The largest number of deaths in suicide attacks, 416 was reported in Khyber Pakhtunkhwa province of Pakistan.

The Taliban in Afghanistan and other extremist groups use safe havens across the border in Pakistan, and the US has been pushing Islamabad to clear the tribal belt that runs along the frontier. The pressure has often strained US-Pakistani relations, with Islamabad bristling at suggestions it should do more. “We want to do more hammer and anvil operations,” General David Petraeus said, in an interview aboard a military transport aircraft as he flew around the country on Christmas visits to bases and combat outposts dotted across north, west, south and east Afghanistan. Pakistan recognized “the need to do more to solidify their gains in (Pakistan’s Federally Administered Tribal Areas), and we are going to coordinate with them to help their operations,” he added.

The tribesmen, members of a committee of displaced persons, are in the custody of TTP in South Waziristan Agency. Talking to Dawn from an undisclosed location, a TTP spokesman Azam Tariq said that the 23 tribesmen were in their custody. “We will also produce them before the media,” he said. He said that the Taliban had 22 bases in South Waziristan Agency. A cadre of Sipah-e-Sahaba Pakistan (SSP) was killed and two others of the Sunni Tehreek (ST) were injured in New Karachi area in Sindh, while an activist of Jaish-e-Muhammad (JeM) and his minor daughter were shot dead near the Karachi airport. Two SSP activists, Shoaib, son of Ilyas, and Mustafa, son of Yaqoob, were sitting in a shop in New Karachi when two assailants opened fire on Shoaib, killing him on the spot. Meanwhile, Mustafa managed to escape from the place of incident, but was again targeted along with another SSP activist Yaqoob. Later, Mustafa succumbed to his injuries.

At least 18 persons, mostly militants, were killed in US drone attacks in the North Waziristan Agency of Federally Administered Tribal Areas (FATA) on December 28, reported Dawn. Local officials said that two missiles were fired at two suspected compounds at around 10 am (PST) in Sherkhel area, an abandoned Afghan refugee camp, in Ghulam Khan Tehsil (revenue unit). Four persons were killed. Local people were searching the place for survivors when the drone fired two missiles, killing four more persons and injuring three others. In the third strike, a pickup truck carrying the wounded persons from Ghulam Khan was targeted near another abandoned refugee camp called Nawab camp. Two missiles were fired in which four persons were killed. Sources said that two cars were heading towards the destroyed truck when the drone fired another missile, leaving another six persons dead. The death toll from seven back-to-back strikes in the region adjacent to the border with Afghanistan during the past 24 hours jumped to 43. Around 115 US drone strikes have been launched in 2010 – more than doubling 2009’s total.

Special judge Rana Nisar Ahmed Khan had granted the FIA a six-day physical remand of the Police officers on December 23. On expiry of the remand, the FIA presented them before the court amid tight security measures. Levies Forces arrested four suspected persons from a house in Ghancha Doori area of Mastung District, some 30 kilometres off Quetta, who were allegedly involved in carrying out attacks on NATO suppliers on RCD highway. A total of 57 journalists were killed worldwide this year, the group said, adding that fewer reporters were being killed in war zones while more were targeted by criminals or traffickers. The death toll was down 25 percent from 2009, when 76 journalists were killed in connection with their jobs. Last year’s record number of deaths was so high because of a massacre in the Philippines that saw more than two dozen journalists and their staff gunned down. In its annual report, the Paris-media advocacy group said that organised crime groups and militias have become the biggest dangers for journalists.

Quoting the Express Tribune, Indian Express reports that a fresh probe uncovered the role of nine persons, including the brigadier in whose residence the plot was hatched. The probe’s findings are in the possession of Interior Minister Rehman Malik and had been seen only by President Asif Ali Zardari in its entirety. However, the Interior Minister Rehman Malik dismissed the report. "It is a totally concocted story, a false story. No conspiracy was hatched in any brigadier’s home," Interior Minister Rehman Malik told reporters in Karachi, adding, "The conspiracy to assassinate Bhutto was hatched in militant hideouts and not in the home of any brigadier."

The elders of the Mehsud Peace Committee were accused of meeting Army Chief Gen Ashfaq Parvez Kayani in Makeen during his visit to South Waziristan. TTP spokesman Azam Tariq told journalists by phone that the 23 members of the peace committee had been released and they had gone to their homes. Prime Minister said that ineffective anti-terror laws were making it easy for terrorists to get bails from courts and resume their activities. The Public Prosecution Department (PPD) claimed on December 31 to have convicted 34 persons in 20 cases of suicide attacks and bombing in the province in 2010, reports Dawn. Issuing the annual report of 2010, Department’s spokesman Muhammad Mumtaz said public prosecutors across the province followed eight cases of acid throwing on women in Anti-Terrorism Courts (ATCs) and got all of them convicted. He said ATCs sentenced to death and life imprisonment 377 people, including 34 for bomb blasts. He said the department also got convicted five United States citizens for a plot to attack sensitive places in Pakistan. Sessions court handed down death sentence to 961 people and life imprisonment to 826.
