According to Daily Times, a police official was killed and another wounded when a foreigner, believed to be an Uzbek national, detonated explosives tied around his body when the police tried to search him in the Domail area of Bannu in North West Frontier Province (NWFP), police said on December 3. “The police surrounded the Persian-speaking man’s car, a private taxi, when he refused a body search and fired at a constable deployed at a check post on the Kohat-Bannu road,” Bannu Deputy Inspector General of Police, Abid Ali, told reporters. Ali informed that platoon commander Ahmad Khan attempted to remove the explosives fixed around the suspect’s body when he exploded. Police arrested the taxi driver who was driving the suspected militant from Kohat to Bannu.

Intelligence agencies have unearthed a plan by banned militant groups to hijack helicopters used by courier services and welfare organisations to carry out terrorist acts in Pakistan, Daily Times has reported. Agencies have reportedly submitted reports to the Interior Ministry warning that militants groups may also try to hijack helicopters used by the Civil Aviation Authority and Maritime Security Agency. These groups have formed a squad tasked with hijacking a helicopter, the intelligence reports warned. They also warn that militants continue to plan to abduct and kill senior government officials, along the lines of incidents reported in Iraq.

The Government has rejected a recent report of the Brussels-based International Crisis Group about the Taliban having established their headquarters in Quetta, capital of Balochistan, according to Dawn. "Taliban have not established any office in Quetta or any other part of the country," Interior Minister Aftab Ahmed Khan Sherpao said on December 4. Talking to the media in Islamabad, he said the Government had been making best possible efforts to stop movement across the Afghan border. "Recently, we held 300 Afghans while entering Pakistan and 200 of them have been repatriated," the minister said. He informed that a biometrics system had been installed on the Afghan border to check infiltration of Taliban, adding that Afghan refugees staying in camps in Chaman had been issued special cards to check presence of Taliban or other elements.

An Intelligence Bureau (IB) official was arrested with explosives near the Chief Minister’s Secretariat in Peshawar, capital of North West Frontier Province (NWFP) on December 5, with Chief Minister Akram Durrani appearing to suggest that he was the target of a bomb plot hatched by the IB, according to Daily Times. Durrani told a press conference that Muhammad Tufail, the IB employee, was arrested by police at around 11am outside his Peshawar office while “trying to plant a bomb” in a dustbin. “We are considering whether the IB is directly responsible for it or if it is the outcome of the grudges the federal government has against the NWFP,” he said, and recalled that his house in Bannu had been attacked in the past. “When the case was registered and Tufail was apprehended, Zafarullah, the IB joint director in Peshawar, rushed to the police station and took away Tufail and the bomb with him,” he said.

Federal prosecutors on December 5 said a Pakistani living in New York wired money and tried to send foot soldiers to a Sikh militant organisation aimed at violently forcing India’s government into letting the group form its own state, according to Daily Times. Khalid Awan knew the $25,000 that two Sikh businessmen gave him to transfer to a Khalistan Commando Force leader in 2001 “was for bad things and that innocent people would die,” federal prosecutor Lawrence Ferazani said. Ferazani spoke in Brooklyn federal court during opening arguments of Awan’s trial on counts of providing material support or resources to terrorists, conspiracy to provide material support or resources to terrorists and money laundering to promote terrorism. If convicted on all counts, Awan faces a maximum of 55 years in prison. Awan was detained shortly after the September 11, 2001, attacks as a material witness. While in prison, Ferazani said Awan recruited fellow inmate Harjit Singh to join the Khalistan Commando Force by introducing him to leader Paramjit Singh Panjwar through phone calls from the prison, Reuters reported.

Pakistan is prepared to give up its claim on Kashmir, the demand for plebiscite in the region and on implementation of UN Resolutions if both countries agree on the four-point solution, according to Pakistani President Pervez Musharraf. In an interview to the New Delhi-based NDTV, Gen. Musharraf said self-governance or autonomy did not mean independence and Pakistan is against independence for Kashmir. He said Pakistan was prepared to give up its claim to Kashmir if India and Pakistan agree on the four-point solution. "We will have to. Yes, if this solution comes up," he said when asked if he was prepared to give up claim to Kashmir. Musharraf also made it clear that if the four-point solution, which includes no change in boundaries of Kashmir, making borders and the Line of Control (LoC) irrelevant, staggered demilitarisation and autonomy or self-governance with a joint supervision mechanism, is agreed upon, Pakistan would also give up on the UN resolutions and its long-standing demand for a plebiscite. He said when both sides are negotiating, it meant compromise and compromise could never take place without stepping back.

Two imams (priests) recently arrested for visa violations and released on bail in Boston are related to Hafiz Mohammed Saeed, chief of the Lashkar-e-Toiba (LeT), now operating as Jamaat-ud-Dawaa, according to Daily Times. The 33 arrests in November 2006 were part of an operation carried out by US Immigration and Customs Enforcement agents in eight states and the district of Columbia in connection with an ongoing investigation into a specific visa fraud scheme that was designed to help large numbers of illegal aliens, primarily from Pakistan, fraudulently obtain religious worker visas to enter or remain in the United States. Hafiz Masood came on a student exchange visa to Boston University in 1988 and studied there till 1990, but stayed on, violating his visa status. Replying to a question based on the New York Times report, McCormack said, “Well, first of all, it’s a Pakistani programme, so you can talk to the Pakistani government about whether or not they feel they’ve met their targets. I do know it’s relatively new, so they’re still working through it. In an interview published by the Washington Post on December 15, Negraponte said with new fighting expected to break out next spring in Afghanistan, the Pakistani Government would soon have to decide what it could do about the tribal authorities who had not been living up to their agreement to prevent the Taliban and al Qaeda fighters from moving back and forth across the border. "Sooner or later, the government will have to reckon with it," Negroponte said, but added that with elections in coming, the US understood that President Pervez Musharraf "has a domestic political balancing act to perform". Referring to the accord signed by Pakistani government representatives with tribal elders in Waziristan, Negroponte said "tribal authorities are not living up to the deal" and that back-and-forth travel by the Taliban and others "causes serious problems." The Post noted that Negraponte’s "downbeat assessment" was supported by a recent report by Anthony H. Cordesman, a former Pentagon official, who after his return from Afghanistan where he received briefings from a US embassy team, including US military commanders, said the Afghan insurgency grew in the past year because of financial and military aid from a sanctuary in Pakistan, while the weak Kabul government had not received enough military and economic support from NATO and the US. Cordeman said, "A major Al Qaeda and Taliban presence is building up in both Afghanistan and Pakistan" for a new offensive next year. The provincial assembly had, on November 13, 2006, passed a revised version of the Hasba Bill proposing the appointment of an ombudsman for enforcing ‘Islam’s morality code’. But NWFP Governor Ali Jan Aurakzai withheld assent, terming the bill unconstitutional, in a letter to the Prime Minister on December 12. On December 15, a five-member Supreme Court bench, headed by Chief Justice Iftikhar Muhammad Chaudhry, asked the NWFP Chief Secretary, the Advocate-General and the assembly’s Speaker to appear before it during the third week of January 2007. Attorney-General Makhdoom Ali Khan said the revised Hasba bill was unconstitutional on the same grounds as those given by the court in 2005. One of the grounds was that the bill was aimed at setting up a parallel judicial system. Khan argued that the new bill also sought to create a parallel judicial system. On August 4, 2005, a nine-member Supreme Court bench had blocked the first version of the bill in response to a presidential reference by declaring as unconstitutional several of the bill’s clauses on the powers of the ombudsman. The court had also advised the Governor not to sign the bill into law. According to reports submitted by intelligence agencies to the Interior Ministry, Maulvi Inayatur Rehman and Maulana Faqir Mohammad of the Tehreek-e-Nafaz-e-Shariat-e-Mohammadi (TNSM) have pledged before their supporters to target VIPs in Pakistan and US and NATO forces in Afghanistan. The bombed seminary in Bajaur was run by the TNSM and is thought to have been used as a training camp for militants. Sources said that British and U.S. diplomats and nationals were also possible targets of the militants. Leaders of the Harkat-ul-Mujahideen (HuM), Lashkar-e-Jhangvi (LeJ) and Khudam-ul-Islam have also pledged to cooperate with the TNSM and called for a joint strategy, the sources added. These banned groups have reportedly procured explosives and recruited and trained a number of suicide bombers. The training and enrolment of suicide bombers is the sole responsibility of the LeJ, reports indicated. The suicide bombers are most likely to hit targets in the guise of beggars with explosive material weighing 2.5-3.3kg fastened around their bodies. The magazine also said some Taliban commanders told of seeing the "English brothers," as foreign recruits are called, in person during the training. Farooqi said he spent roughly five weeks in 2005 helping indoctrinate and train a class of foreign recruits near the Afghanistan border in Waziristan. The leaders opined that it was time for the UJC “to come out of its slumber” the sources said. “Most of the council members and close aides of Syed Salahuddin, the chief of the UJC and Hizbul Mujahiddeen, asked him to come forward and play his role,” the sources said. The leaders felt that this would also strengthen Syed Ali Shah Geelani, chief of a hard-line faction of the All Parties Hurriyat Conference (APHC). The attorney's office in New York and the FBI began investigation in 2003 after an inmate at a detention centre in Brooklyn where Awan was incarcerated for credit card fraud told authorities that Awan had boasted his relationship with Paramjit Singh Panjwar, the leader of the KCF. Awan will be sentenced on March 7, 2007, and faces a maximum of 45 years in prison. The conviction was announced by US Attorney Roslyn Mauskopf of the eastern district of New York and Assistant Director in charge of the Federal Bureau of Investigation (FBI) in New York Mark Mershon. A senior UN official, speaking to Dawn, said that this is the first official acknowledgement of the deteriorating nutritional situation among internally displaced persons (IDPs) in Balochistan. Earlier, the Government had rejected the presence of IDPs in the province, and had prevented aid groups from helping them. It was not clear whether Ehsanullah, the assistant political agent (APA) of Mir Ali, was in the vehicle near a check post, nine kilometers east of Miranshah. “The Mir Ali assistant political agent’s vehicle was attacked, and Khasadar Akal Noor died, while Muhammad Saadat and Rehmatullah were wounded,” security sources told Daily Times. The sources said the APA was on his way to Miranshah when the vehicle was attacked, but he escaped unhurt, whereas the political administration denied that the official was in the vehicle. Shah Zaman Khan, a spokesman for the Federally Administered Tribal Areas Secretariat in Peshawar, confirmed the incident, but denied that the APA was in the vehicle. The sources said that at a meeting held last week, senior security officials reviewed the law and order situation in Balochistan, particularly after the killing of the late Nawab Akbar Khan Bugti. They added that Musharraf had directed the Interior Ministry to keep a close watch over Baloch tribal and political leaders who had frequently visited Afghanistan and met with Indian agents based there. The sources said that the meeting was informed that some Baloch politicians were suspected of having links with anti-state individuals across the border and were creating unrest in Balochistan. They added that the ministry ordered the law enforcement agencies to monitor the activities of members of the Bugti family and the supporters of Mir Hamdan Bugti. The sources said that according to intelligence reports, heavy monetary transactions had been tracked in the bank accounts of Mir Hamadan Bugti and his close aide Ali Nawaz. "The Bush administration has provided satellite images and other intelligence evidence to Pakistan about alleged hideouts of foreign and local militants in South and North Waziristan," reported The Nation quoting diplomatic sources. They said that Pakistan's security officials were minutely examining those images and other evidence provided by the U.S. A source said the Bush administration has increased its pressure over Islamabad for the new military operation in the tribal area across Pak-Afghan border while alleging that local and foreign militants were freely roaming there and illegal cross border movement was on. He said the uneasiness of Afghanistan-based U.S. and NATO officials with the peace deal between Islamabad and tribesmen in North Waziristan had led to the demand of new military operations in Waziristan.
